Bridge repair work stuck between two departments
Mussoorie, July 23 The bridge, constructed by the BRO to connect Chamba and Gajja village a few years back, is on the verge of collapse as the wood has decayed at several places leaving gaping holes. But the two departments are shirking their responsibilities and blaming each other for the present condition of the bridge, despite many complaints by the locals. BRO officials have washed their hands of the maintenance of the bridge saying that it has been handed over to the local administration and it was their job to repair it on an annual basis. On the other hand, Panchayat Officer ML Shah said that the bridge was still under the BRO and it was their duty to repair it. Social activist Tilak Ram Chamoli was of the view that treading on the bridge had become risky and could lead to a loss of life in the near future. |

Pithoragarh, July 23 “We have informed our top officials regarding the non-functional machine that is required to print the drafts,” said US Nagnyal, branch manager (SBI), Gunji, which has been opened especially for the trade. While some of the traders get passes from the designated trade officer, also the Dharchula SDM, traders coming from the higher Himalayan valleys directly to Gunji get passes from the deputy trade officer posted there. However, this year there was a delay in the appointment of the deputy trade officer at Gunji. “The appointment of the deputy trade officer at Gunji this year got delayed by 45 days. The trade officially starts from June 1,” said Padam Singh Raipa, president of the Bharat Tibet Vyapar Samiti. However, the Dharchula SDM claimed that there was not much delay as the actual trade in Tibet started in the middle of July. “Although the trade officially starts from June 1 every year, it is in the middle of July that Indian traders move to Taklakot in Tibet,” said Dr Abhishek Tripathi, the

Dehradun, July 23 He took samples of the material being used by the contractor. The Tribune had earlier highlighted the fall of the stairs after recent rains and due to the use of poor quality material. The officials had claimed that it was due to the loosening of the mud, as it required at least a season to become firm. Sports Minister Khajan Das, along with Mayor Vinod Chamoli, MLA Ganesh Joshi, Mulayam Singh, Executive Engineer, PWD, and other officials, had visited the spot on Thursday while Lalit Mohan, Chief Executive Engineer, Garhwal Mandal, PWD, did so on Friday. The minister had asked officials to take action against the persons responsible and also told the authorities concerned to order the suspension of the assistant engineer and the junior engineer. However, no action was taken against both the officials even after two days. The officials now say that they will take some step once the investigation report arrives. The team today collected six samples: two each of bricks (two types), plaster and the mixture used to cement the bricks. Sources present on the spot said that neither did the officials take the samples themselves nor did they seal these at the site. They asked the contractor to fill the packets. Sanjay Bhatt, Central Spokesperson of the Uttarakhand Jan Sena, said that when he asked the officials to seal the samples on the spot, he was told that to trust them. He also claimed that one of the officials even called him to his office “to settle the issue”. Mulayam Singh, Executive Engineer, PWD, said that they had not taken the equipment with which the bags could be sealed. “We have sealed all the six packets. These would be sent to a laboratory in Roorkee,” he said. He mentioned that payment is yet to be made to the contractor and he would now have to construct the same from his pocket. The inquiry report is expected to come within a week.

Lack of biochemist hits disease surveillance lab
Dehradun, July 23 “As of now, culture tests are not being conducted at the laboratory in the absence of a biochemist. Since the laboratory was upgraded for carrying out such tests, we have not been able to get the regular services of a biochemist,” said Dr AS Rawat, Chief Medical Superintendent of the hospital. The laboratory set up at the hospital is only conducting functional tests and most of the time, it has been non-operational in the absence of reagents and testing kits. After a pathologist, Dr Anil Kumar Rastogi, was sent on rotation duties, Dr Sushma Joshi from Doon Hospital has been overseeing the running of the laboratory. In fact, the absence of biochemists in the hills, too, is creating difficulties in running IDSL laboratories in district hospitals. After the Central Government decided to fund the laboratories, the Uttarakhand Health Department had set up 11 laboratories in the districts. Most of these are non-functional due to the absence of biochemists. “In lower hills of the state, cases of vector and water-borne diseases are often reported, as there is no check on the water quality, tanks are not cleaned and regular chlorination is not undertaken,” said an epidemiologist, Dr Pankaj Jain. |

Industry being apprised of patenting: Experts
Dehradun, July 23 Dr Dobhal was addressing a gathering at the inaugural session of a regional seminar on intellectual property in Dehradun today. He said the Intellectual Property Facilitation Centre, which has come up with funds from micro, small and medium industries, would provide detailed information to visitors about patenting. He said industries in particular are being apprised about intellectual property rights, copyrights, trademarks and others. He said the centre would also try to find solutions to problems being faced by firms while undertaking patenting. Earlier welcoming the participants, Pankaj Gupta, President of the Industries Association of Uttarakhand, said that industry often comes across new inventions, but fails to take benefit of them due to lack of knowledge about patenting. He said that other persons generally take benefit of the inventions of industry. During the sessions, CM Gaind, head, Intellectual Property Rights Consultancy and Management Division, National Research Development Council, New Delhi, made an elaborate presentation on intellectual property rights. He said there was very little awareness about intellectual property rights. Deputy Secretary and Registrar of Copyright GR Raghavender described copyright as a bundle of rights and asserted that copyright was an important form of protection. The workshop was a joint initiative of the Industries Association of Uttarakhand and Uttarakhand State Council of Science and Technology. |
UKD seeks permanent place for veggie sellers
Dehradun, July 23 Latafat Hussain, Central General Secretary, UKD, stated that vegetable sellers had been selling their wares at the Dispensary Road for over 50-60 years. “Recently, a team of the Municipal Corporation and the police tried to evict us from that place. We request you to provide us a permanent place so that we can run our business peacefully. We had written to the authorities regarding this earlier, but no action has been taken so far,” he said. The Mayor assured them that he would look into the matter. |
Female literacy up
Dehradun, July 23 “Female literacy was at 59.6 per cent in 2001 and rose to 70.7 per cent in 2011, a positive gain of 11.1 per cent. In the rural areas in 2001, female literacy stood at 54.7 per cent and in 2011, at 66 per cent, notching up 12.1 per cent in the rural and 5.2 per cent in the urban areas,” said Snehlata Agarwal, Director (Census Operations), Uttarakhand. Besides, the literacy gender gap, too, has reduced from 27.1 per cent (2001) to 20.8 (2011) per cent in the rural areas and from 12.2 per cent (2001) to 9.8 per cent (2011) in the urban areas. In 2001, the total literacy rate was at 83.3 per cent and in 2011, it shot up to 88.3 per cent. |

Tehsil staff in Dhanaulti playing dual role
Mussoorie, July 23 According to the villagers, they face immense problems when the tehsil staff keeps all tehsil work pending during the visit of the SDM at Dhanaulti. The villagers have demanded that the posts of junior staff at the SDM’s court be filled at the earliest so that work didn’t get hampered at both offices. SDM Tehri Nasir Hussain, who has the additional charge of SDM Dhanaulti, said that no post of SDM had been sanctioned for Dhanaulti and the government has instructed SDM Tehri to visit Dhanaulti as alternative arrangement. He added that as the work was not much at his office in Dhanaulti, the need for additional junior staff was not felt. If the government feels that need, it would be done without delay, he said. |

Dehradun, July 23 He is one of the “living encyclopaedias” of tinseltown who has dedicated more than two decades to studying and working for the entertainment world in India. A researcher and documentary maker for Doordarshan, Manoj Panjani boasts of having all information about the Hindi film fraternity on his fingertips. “As a teenager, I was very fond of watching movies and did not like studying that much. I used to bunk classes to watch Hindi films with friends. In fact, I still have a collection of pictures and magazines of film heroes and heroines of that era,” said Panjani. The veteran movie buff is a city-based researcher at Doon Library and Research Centre and a visiting faculty member at a mass communication institute in Dehradun. Having completed his Bachelor of Arts from Agra University, Masters in history from Lucknow University and MPhil, PhD from Delhi University, Panjani taught “Gandhi and his thought” for six years at Jawaharlal Nehru University, Delhi. “Teaching was not at all planned, but it just happened on its own. As I was badly smitten by the film bug, I quit teaching after six years and started writing scripts and stories for television programmes and magazines,” he added. The veteran has written shows for various programmes, including “Tarano ka Safar”, “Film India”, “Final Cut”, “Ek Pyaar Nagma Hai,” and many for Doordarshan. Having worked with models-turned-anchors such as Chhavi Mittal, Kanwal Toor and Neetu Chandra in entertainment shows on television, Panjani is these days busy writing two books. “Both my books are almost complete. Also, I am writing the script of a film sequel for a big banner of Bollywood,” said Manoj without revealing the name of the film banner. |
