Surgeon attacked at Sahaspur
Dehradun, July 20 The Nurses Association and the Pharmacists Association have also lent support to their strike call. As soon as the news about the attack spread, the doctors at all government hospitals in the city left their OPDs in protest. “Had the government brought the Security Act, such an incident would not have taken place. It is sheer providence that the doctor is alive. We will chalk out a strategy tomorrow morning and then decide the next course of action, but the boycott of OPDs will continue tomorrow as well. The emergency services have been exempted from the boycott call,” said Dr SD Joshi, President of the Uttarakhand Provincial Medical and Health Services (PMHS). Dr RP Khanduri, a surgeon at the Sahaspur CHC, was attacked by Sanjay, a resident of Kenchiwala, with a knife. Dr Khanduri has been admitted to the ICU of Doon Hospital where he is undergoing treatment, while his assailant is in the police custody. It is believed that Sanjay held the doctor responsible for a failure in family planning operation, which was performed in 2008. Just a few weeks back, he had created a scene at District Doon Hospital (Female), blaming doctors for not providing adequate care to his wife who had delivered a child at the hospital. The matter was later sorted out by the higher authorities. The latest attack has once again brought into focus the safety of doctors and their demand for bringing the Security Act that would prove a deterrent against such attacks and even compensate if hospital property is destroyed. At a meeting of the Provincial Medical Health Services (PMHS) today, Dr DP Joshi, general secretary (State unit) of the PMHS, said this was the fourth attack in the recent months and the government had been ignoring their demand of the Act. “The Act is already in place in Haryana, Rajasthan and even the Bihar government would soon table it in the Assembly, but our government continues to delay the issue, though we have been raising the demand for the past one year and giving boycott calls, but to no avail,” said Dr Joshi. On the other hand, Secretary, Health, Dr Uma Kant Panwar, who paid a visit at the hospital today to enquire about Dr Khanduri’s health, said the security had been provided to Dr Khanduri but remained non-committal on the issue of the Security Act. “We are serious about the security of doctors and looking into several things for now,” he said. |

Dehradun, July 20 While replying to a question in the assembly about the Aecurity Act for doctors, Parliamentary Affairs Minister Prakash Pant had said in March 2011 that the government had not even prepared the draft for the Act, but the PMHS office-bearers maintain that the draft was prepared in February. “I was present at the meeting chaired by Secretary, Health, Dr Uma Kant Panwar and the provisions of the Act were discussed and later we were told, after the draft is made final, that it would figure in the Cabinet meeting. But nothing has been happened,” said Dr DP Joshi, General Secretary, PMHS. Meanwhile, to add to their misery, SSP GS Martoliya, who entered the conference room today, said seven criminal amendment Acts of the Central Government was already in place to guard the interest of government servants and they had been implementing the provisions of the Act. Significantly in Bihar, the Bihar Chikitsa Seva Sansthan Aur Vyakti Surakha Vidheyak 2011, to be tabled in the Bihar assembly, says that any attack on doctors and medical staff will be deemed a serious offence and in case of any damage to public property, the offender will be made to compensate. “A provision for non-bailable offence will ensure our security and this can be possible if a similar Act is introduced in our state,” said Dr BC Ramola, senior eye surgeon, Doon Hospital. |

Dehradun, July 20 “Along with the affected students, we will go to the university campus at Srinagar, and gherao the VC demanding the checking of the answersheets of 2,500 students whose examination forms were rejected by the university.” According to information, the university had rejected the examination forms of 2,500 students for late submission. However, it later asked the college to issue handwritten roll number cards to the students and conduct their examinations. But the university has now refused to check their answersheets. Meanwhile, admissions for the new session began today. Canvassing for the college elections has also started. Posters of the contesting candidates can be seen at many places on the campus. |
CM launches damask rose water
Dehradun, July 20 He said aromatic plants could be the source for catering to the needs of oil and perfumery and could be the source of improvement of livelihood of the people. He said a total of 3.5 lakh acres of barren land available in the state could be utilised for cultivation of aromatic plants as the cultivation of these plants required little water. Nishank disclosed that floriculture to the tune of Rs 150 crore was being undertaken in the state. Uttarakhand Agriculture Minister Trivendra Singh Rawat said the cultivation of aromatic plants could check migration of the youth from the hills. He said the cultivation of roses had been taken up in a big way in Chamoli, Pauri, Nainital, Udham Singh Nagar and Dehradun districts. Aromatic Plants Board in charge Dr Nripendra Chauhan said rose water from damask roses was being produced in Uttarakhand, which, he said, was of high quality. Uttarakhand Principal Secretary Rajeev Gupta, Secretary to the Chief Minister Umakant Panwar and Secretary, Horticulture, Vinod Fonia were present on the occasion. |

Dehradun July 20 Avnil won four medals - one silver medal in long jump, one bronze in 100 metres, one bronze in 200 metres and one bronze in 4X100 metres-- while Sanjay bagged a bronze in 4X100 metres. The two participants were a part of a 13-member contingent that represented India at the international level, which held from July 12 to July 16, 2011. The principal of the institute congratulated the two participants. |

MP seeks change in work culture
Dehradun, July 20 He said even orders of the Chief Minister and the ministers were not being taken seriously. He said there was no mechanism of any follow-up of the Chief Minister’s orders and pointed out that the people of the state were not getting justice. Satpal Maharaj also suggested for re-organisation of departments by making them more accountable towards works. Maharaj called for curbing red tapism in bureaucracy for the betterment of the state and its people. |
