Along with relief, rain brings trouble for Amritsar
Amritsar, July 13 Driving proved to be a difficult task prominently on the Lawrence Road, Madan Mohan Malviya Road, parts of GT Road in the Putlighar area, Kotwali, and walled city area. The residents criticised the poor drainage system throughout the city. “The civic authorities only made promises and did nothing on the ground level. It’s the same story every time it rains,” said Jagdish Singh, a resident living inside the Walled City. The chocked sewerage added to the woes, he added. The stagnant water on the roads hampered business too. “With water accumulating on the entrance of our shops, it was a Herculean task for customers to reach our units,” told a trader on the Madan Mohan Malviya Road. |
Kandi mango farmers shifting to kinnow
Hoshiarpur, July 13 Once well known for its number of mango varieties, the district has witnessed a large area under mango cultivation turning into a kinnow zone. The main reason for the transformation was uneconomical productivity, damage to crop or wood garnering good profit for mango farmers. According to District Horticulture Development Officer Naresh Kumar, the climatic conditions in the Kandi area, where majority of mango trees of various varieties like dussheri, langra and alfanso existed, was most suitable for citrus crop. “This had encouraged the farmers to replace mango orchards with kinnow, more profitable for orchardists. About 10 years ago, 5,000 hectares was under mango crop which had now reduced to 1,370 hectares in the district. Though majority of desi variety of mangoes had disappeared, gagian, sanduri were still available. The district still produces about 18000 MT of mangoes annually. Profit margin
The annual income from kinnow fruit ranging from Rs 60,000 to Rs 80,000 per hectare whereas for mango, it was Rs 25,000 to Rs 50,000 per hectare. On account of good return from the kinnow fruit, majority of the horticulturists opted for kinnow orchards. Though the Union Government provides 75 per cent subsidy to farmers to set up mango orchards under the National Horticulture Mission, it has not encouraged many farmers to go in for mango farming. Revival
The state government had declared Anami mango orchard of Bassi Omar Khan as heritage orchard where number of mango varieties exist. With the efforts of the department, mango orchards were recently established in about 100 acres of land in Dasuya and Mukerian subdivisions. OrchardistSpeak
According to orchardist Jatinder Singh Lali Bajwa, who still has mango trees in four acres in the Mehlanwali area, the old saying ‘Ambian Nu Tarsengi, Chhad Ke Desh Doaba’ has no relevance in Doaba today. Criticising the Horticulture Department for not taking any effective step to promote mango fruit, Bajwa suggested establishing new nurseries with the help of Punjab Agriculture University. “Farmers should be provided disease free and healthy plants. The government should also set up mango estate like citrus estate,” he added. |
Engg college pays for harassing heart patient
Nawanshahr, July 13 Damodari, who was allotted a seat on merit basis in computer science second year in the college, deposited a sum of Rs 42,700 as tuition fee and annual charges on August 27 last year. But she could not attend classes due to a heart problem and she surrendered her seat on the same date of admission. She requested the college to refund the fee and funds. But the college in response to her repeated requests sent a cheque of Rs 4000 as full and final payment on October 16. Damodari Devi filed a complaint with the consumer forum against the college demanding refund of the balance amount along with interest and compensation for causing mental harassment. The college in its reply, while citing the terms and conditions given in the rule 13 (5) of the college prospectus/admission brochure maintained that the fee could not be refunded as the complainant had left the college at her own will. Only the securities after deduction of dues could be refunded as per the rule. The counsel for the college further argued that as per public notice, the student leaving the institution after joining the course would be entitled for the refund of the fee with proportionate deductions if the seat falling vacant had been filled by another candidate by the last date of admission. As the seat allotted to the complaint remained vacant hence she was not entitled for the refund, argued the counsel. The counsel for the complainant while citing the decisions of National Consumer Disputes Redessal Commission titled as MVJ College of engineering v/s Tukaram Rao and Saravpreet Singh v/s Lala Lajpat Rai Institute of Engineering and Technology, Moga, argued that even if the students had paid full fee and he/she had not attended the classes even for a single day, he/she was entitled for the refund of the entire fee. LN Sharma, president, and VK Khanna, member of the District Consumer Disputes Redressal forum found that the ‘chart’ showing the admission of students in various branches placed before the forum pertained to the session 2009-10 whereas the case of admission in question was pertaining to the session 2010-11. “Hence, in these circumstances as well as in view of the judgments of the National Consumer Disputes Redressal Forum, the college cannot be allowed to take plea of the conditions laid down in the prospectus to deny refund of fee and other charges to the complaint,” said the forum. |
