A local Akali leader, Harbans Singh Walia, will be administered the oath of office as the councillor of Ward No 8 of the Municipal Council (MC) on Monday afternoon. He became councillor after the election tribunal cancelled Congress leader Namdev Arora’s election as he was removed from the MC membership after being held guilty of moral turpitude.

FCI refuses to transport foodgrains in fertiliser rake

Notwithstanding repeated pleas of the Food Corporation of India (FCI) to supply them with proper rakes for transporting foodgrains to different destinations in North India, the Railways, it seems, have turned a blind eye to the FCI demands putting the corporation in a quandary.

As many as 3,730 candidates appeared in the Teacher Eligibility Test (TET ) held in the district here on Sunday. Elaborate arrangements, including security to check any outside disturbance, at the five examination centres set up at Government Senior Secondary School (two exam centres), JSFH Khalsa Senior Secondary School, Doaba Arya Senior Secondary School and W.L. Arya Girls Senior Secondary School were made for the smooth and fair conduct of the TET.

Removal of Cong councillor from MC membership

A local Akali leader, Harbans Singh Walia, will be administered the oath of office as the councillor of Ward No 8 of the Municipal Council (MC) on Monday afternoon. He became councillor after the election tribunal cancelled Congress leader Namdev Arora’s election as he was removed from the MC membership after being held guilty of moral turpitude.

In a letter addressed to Walia, the MC Executive Officer (EO) stated that the Kapurthala SDM would administer oath to him at the meeting hall of the Kapurthala MC office on Monday at 2 pm.

Earlier, Punjab State Election Commissioner (SEC) A.K. Dubey notified on June 29 this year the decision of the election tribunal (DC), Kapurthala, in pursuance of the provisions of the Section 93 of the Punjab State Election Commission Act-1994 (Punjab Act No 19 of 1994).

The election tribunal declared Walia victorious on May 26 this year after the cancellation of Arora’s election as the Punjab Local Bodies Department removed him from the MC membership as he had been found guilty of moral turpitude.

In his election petition, Walia requested the tribunal to cancel Arora’s election on the ground of alleged moral turpitude as the latter had concealed facts in the nomination papers field by him on June 17, 2008, for MC elections regarding the registration of a criminal case against him on March 10, 2003.

Stating that his nomination papers were liable to be rejected at that time itself for concealing facts, Walia further stated that Namdev Arora had been convicted and sentenced to undergo imprisonment for three years by the special CBI court in Patiala in connection with the FIR registered against him seven years back under Sections 420, 468 and 120-B of IPC, read with Sections 13 (1) and 13 (2) of the Prevention of Corruption Act.

Walia stated that another FIR under Section 31 of the Representation of Peoples Act and Sections 420 and 120 B of the IPC for having prepared two voter ID cards in different constituencies was registered against him.

PAU’s new VC honoured at native village

Dr Baldev Singh Dhillon, who has been appointed Vice-Chancellor of prestigious Punjab Agricultural University (PAU), Ludhiana, was honoured by the residents and different social organisations at his native village Doburji, 8 km from here, today.

The bhog of the akhand path of Sri Guru Granth Sahib was performed thanking the Almighty for giving an honour to the village and the family of Dr Dhillon by making him the Vice-Chancellor of prestigious Punjab Agricultural University.

Dr Dhillon did his primary education from Government Primary School at Thathi Khara, a nearby village.

Parwinder Singh and Kashmir Singh, teachers, and others honoured Dr Dhillon.

FCI refuses to transport foodgrains in fertiliser rake

Notwithstanding repeated pleas of the Food Corporation of India (FCI) to supply them with proper rakes for transporting foodgrains to different destinations in North India, the Railways, it seems, have turned a blind eye to the FCI demands putting the corporation in a quandary.

A highly contaminated rake, comprising of 58 wagons, has been stationed at the Gurdaspur railways station since Friday morning and the FCI authorities have refused to load food stocks on the rake, which is basically meant for the onward movement of fertilisers.

A livid Nahar Singh, Area Manager, FCI, Gurdaspur, said, “This is a perpetual problem being faced by the corporation and by the time the Railways change the rake precious time is lost and food stocks start rotting, I have also consulted the Health Department officials, who claim that this was hazardous for the health of the people as each and every wagon of the BCHNL rake, used to carry fertilisers, carry a heavy dose of chemicals and if food stocks are loaded they could be affected due to the chemical content left as residue in the wagons after the unloading of fertiliser stocks from them.”

On an earlier occasion, a similar rake was stationed at Batala railway station. The FCI refused to load the rake with food stocks, following which security deposited by the FCI to the Railways, amounting to Rs 52,200, had to be forfeited.

Nahar Singh shot off a letter to the Station Superintendent saying that “You are requested to reconsider the decision to allot this rake, which is meant for transporting fertilisers and is highly unhygienic and totally unfit for loading of foodgrains. The rake is contaminated and if loaded with food stocks the health of people will be endangered.”

The Area Manager added that that for transportation of foodgrains the Railways should place BCN and BCXT rakes, instead of the BCHNL rakes, which were exclusively meant for transportation of wheat, paddy and rice. “However, all our pleas to the railways have fallen on deaf ears. It is the common man who is suffering because he has to consume foodgrains unfit for human consumption.”

Ashok Sharma, Manager (Movement), FCI, said on many occasions the Railways provided the FCI with rakes which were meant for transporting coal. He said when foodgrains were loaded on these rakes there was a danger of these getting damaged due to the coal left in the wagons as residue.

The Station Superintendent could not be contacted despite repeated attempts.

Thousands take Teacher Eligibility Test

As many as 3,730 candidates appeared in the Teacher Eligibility Test (TET ) held in the district here on Sunday. Elaborate arrangements, including security to check any outside disturbance, at the five examination centres set up at Government Senior Secondary School (two exam centres), JSFH Khalsa Senior Secondary School, Doaba Arya Senior Secondary School and W.L. Arya Girls Senior Secondary School were made for the smooth and fair conduct of the TET.

While in Paper-I, 1,688 candidates took the test and 55 did not turn up, in Paper-II, 2,042 candidates appeared and 65 remained absent.

District Education Officer (DEO) Darshan Kaur had constituted three flying squad teams, led by herself, Deputy DEO, Amrik Singh and District Science Supervisor Kuldip Singh, for conducting sudden inspections of the examination centres.

Tarn Taran: As many as 190 candidates remained absent in the most controversial Teachers Eligibility Test (TET) in the district conducted here today, which passed of peacefully with heavy security arrangements.

According to information, total number of 5,960 candidates had submitted applications, while 5,769 candidates appeared in the test.

District Science Supervisor Tejinder Singh said DEO (S) Rop Lal Roop, DEO (E) Jaspal Singh, Deputy DEO (S) Paramjit Singh, besides himself, headed the four flying squads, which checked the examination centres. Seven examination centres were set up for conducting the test.

Section 144 of the CrPC had been imposed within the 100-m radius of each examination centre and policemen in heavy numbers had been deputed at each centre.

Tejinder Singh said no case of copying or of any unfair mean was detected in the district.

BBA-I result dismal

There is a need to look into the reasons for a high failure rate in the BBA-first year result of Guru Nanak Dev University this year, especially because there has been a steep downfall in the overall result in comparison to the results in the last two years.

The pass percentage of BBA-I was 63.03 in the 2008-09 session, which came slightly down to 55.19 last year. But this year, it has almost halved at 28.24 per cent.

A close look at the gazette available online shows that only 25.56 students (319 out of the total of 1,263) have passed in the subject of business and quantitative analysis (paper 7). While last year the pass percentage in the subject was 68.47, it stood pretty high at 78.55 in 2008-09.

Another subject which perhaps the students are finding difficult to clear is business economics (paper 5) in which 822 (64.83 per cent) out of 1,268 students have passed. — TNS

Property Dispute
Gurdaspur family alleges police inaction, threat to life

While alleging police inaction, Avinash Rani and her son Deepak Kumar, both residents of Bharathwal village of Gurdaspur, today said that the family was getting death threats from some persons with whom they have a property dispute.

The mother-son duo has alleged that certain people of same village were allegedly trying to usurp their chunk of land.

Addressing a press conference here today, they said that their family had approached the Inspector General of Police (Border Range) in this connection who had forwarded the complaint to SSP, Batala Police District, who had appointed a DSP to investigate into the matter.

Deepak alleged that the accused, in “connivance” with a certain police official, had registered a false complaint against them and were harassing them. The accused were also threatening to eliminate them in case they did not withdraw the complaint.

Dr BR Hastir, Chairman, All-India Terrorist Victim Association, who accompanied them said that the family of Avinash Rani was the only Hindu family in the village and it is very disappointing that they were being harassed.

Six booked for assault

The Shahkot police today booked six persons under Sections 307, 324, 323, 148 and 149 of the IPC for an attempt to murder.

On of the victim, Vinod Sharma, told the police that on Saturday night he and his son Pardeep Kumar, alias Raju, were at their egg shop at Kakra village in Shahkot when six youths on three bikes arrived and asked for eggs. When his son went inside the shop, the youths, whose faces were covered, attacked them with sharp-edged weapons.

He sustained injuries on the head and was rushed to the Civil Hospital, while his son Pardeep, sustained severe injuries and was referred to a private hospital in Jalandhar.

Vinod alleged that the assaulters even poured kerosene on his son and were about to put him on fire, but villagers arrived and the assaulters fled from the spot.

Illicit liquor seized

The Shahkot police today seized seven bottles of country-made liquor and 135 kg of lahan at Danewal village near the Sutlej at Shahkot and registered a case against Gurpreet Singh of Baopur village in Shahkot under Sections 61, 1 and 14 of the Excise Act, who fled away from the spot.

The police said acting on a tip-off, a police party raided the spot and seized the illicit liquor and the material and equipment used to brew it.

Man killed in accident

Tarn Taran, July 3
One person died on the spot, while another was seriously injured when the Tata Sumo they were travelling in was hit by a truck near Jaunoke village, 30 km from here, on the National Highway No 15 this morning.

The Harike police has registered a case under Sections 304A, 279 and 427 of the IPC against the driver of the truck (HR-62, 3057), Joginder Singh, resident of Jalalabad.

The deceased has been identified as Kuljinder Singh of Jamarai village and the injured Sukhjinder Singh of Jawande Kalan village. Satbir Singh, who had a narrow escape, disclosed the details of the accident to the police. — OC
