Gurdaspur, June 19
The All-India Society for Electronic and Computer Technology (AISECT) has established 73 common service centres (CSCs) - the equivalent of suvidha centres - in this district and plans are underway to set up 197 more such centres following which all the 1,624 villages of Gurdaspur will come under electronic governance (e-governance).

The AISECT has got the rights from the sate government to establish 270 such centres across the length and breadth of this district. All the 1,624 villages are in the process of being interlinked online and the district has been divided into 270 CSCs with each centre providing services to a cluster of six villages. Says Sanjeev Sarpal, state coordinator of the project, which district administration officials believe will prove to be very beneficial for residents, particularly those living in remote and rural areas, “People will definitely heave a sigh of relief as they will not have to trudge long distances to get their work done. Each CSC will provide services like getting driving licenses, old age pension, birth and death certificates, payment of electricity and mobile bills, phone recharges, police clearance certificates, educational services like Computer courses of IGNOU, AISECT, BSNL bills, DTH recharge and some facilities which otherwise are provided by SBI.”

“Villagers, instead of travelling long distances-like residents of Dhar Kalan block who have to travel 70 kms to get their work done at the District headquarters-will now get information relating to their work at the click of a mouse at a CSC located in their cluster,” disclosed Pawan Kumar, project coordinator.

Each CSC is being computerised and will have a direct link to the Chandigarh-based State Wide Area Network (SWAN) which will monitor the CSC running at village level. SWAN is governed by the Punjab Government’s Department of Information and Technology.

Sarpal says he already has appointed 14 block managers in the district who, in turn, will be leasing out these CSCs to villagers willing to run these centres for a profit. The villagers who will handed over the franchises of the CSCs will be termed village-level entrepreneurs (VLEs). On their part the VLEs will be running the CSC on a profit basis. Says Sarpal, “The VLE will be charging for the services he renders and villagers will no longer be required to travel to the district headquarters to get their work done.”

There are nearly 540 services which can be offered to residents. These also include providing passport services, permission for holding of fairs, issuance of both married and unmarried certificates, issuance of dependent certificates to wards of freedom fighters and issuance of dependent certificates to riot and terrorist victims.

Jalandhar, June 19
A pack of butter priced at Rs 92 has cost Vishal Mega Mart dearly. The District Consumer Disputes Redressal Forum has asked the departmental store to compensate a consumer by paying Rs 6,000 for selling Mother Dairy Butter 500-g pack without specifications, including MRP, batch number, packed date, manufacturing date and expiry date.

The complainant, Tarminder Preet Singh Malhi of Jatpura, Kapurthala, had stated that he bought the pack of butter along with other items on April 11, 2009. When he found the butter pack without specifications, he approached the departmental store and made a complaint but they did not agree to replace the pack.

He then lodged a complaint against Vishal Mart, Jalandhar, marketing company Mother Dairy Fruit and Vegetable Pvt Ltd, Delhi, and manufacturer Gangol Shankri Dugdh Utpadak Sangh Ltd, Meerut.

In reply, the counsel for Vishal Mart said the quality, quantity and expiry dates of all products were thoroughly checked prior to display of the products for sale. He added that the butter was neither manufactured nor marketed by the Mart.

The counsel for Mother Dairy replied, “The butter has to be refrigerated at a given temperature so that it does not melt. Melting of butter causes packet getting sogged due to which the printed declarations on the packet of butter might have got erased.” The reply also mentioned that the pack could have been tampered with by someone by applying some chemical in order to lower the business reputation of the company.

The forum represented by Surinder Mohan, president, and Darshan Singh, member, verified the records and evidences and said that the Mart had no legal right to sell the butter without any MRP, batch number and packet number and dates.
