‘Regulatory panel took middle path’
Chandigarh, May 19 PSERC Chairperson Romila Dubey, talking to The Tribune, said if left to the PSPCL, consumers in Punjab would have had to reckon with a 60 per cent power tariff hike. “We have helped the consumer by taking a middle path,” she said, adding the commission had walked a tightrope to look after the interests of both the electricity utility as well as the consumers. Dubey said the effect of the 18 per cent hike allowed by the commission had been reduced as only a 9 per cent hike would be be enforced immediately. This would ensure an additional revenue of Rs 1,325 crore to the PSPCL. Dubey said the power utility had been asked to save Rs 650 crore per annum over the next three years through measures like removing meters from houses, introducing CFLs and installing 11 kv-line capacitors. The PSPCL had projected a total additional tariff compensation of Rs 9,656 crore as the past three-year cumulative gap, but was allowed only Rs 2,651 crore. Dubey maintained that much of the gap was due to the inflated annual revenue receipt (ARR) submitted by the PSPCL though the latter maintains a part of ‘disallowances’ include those on salary and interest payments. A PSERC source said some of the expenditure disallowed was incurred by the electricity utility, but this did not take away the fact that mismanagement of resources was responsible for the same. The PSPCL has apparently been penalised for excess working capital loans. As much as Rs 3,330 crore has been disallowed in the past three years on account of interest charges (Rs 2,254 crore), employee cost (Rs 1,932 crore), fuel charges (Rs 757 crore) and power purchase (Rs 393 crore). The PSERC Chairperson, when questioned about the inordinate increase in the tariff hike for poor domestic consumers-as much as 91 per cent in the past 10 years-said it was necessary under the law to reduce cross subsidies in a phased manner. This explains why the tariff hike in case of high-end domestic consumers was only 52 per cent in the past 10 years, for commercial consumers 41 per cent and for industrial consumers 43 per cent. |
Seed Subsidy Scam
Ludhiana, May 19 Valtoha said the lists given by dealers to Agriculture Development Officers with the names of beneficiary farmers were cent per cent bogus. “We have been holding meetings with agriculture officers and dealers and confirming these lists from the farmers and village heads," Valtoha said. The other member, Sunil Jakhar, MLA from the Abohar constituency, said: “The committee after a thorough inquiry in Muktsar district is now concentrating in Ludhiana district. We met farmers in Pamaal, Baddowal and Lalton-Kalan today. “We got to know that the lists are 100 per cent bogus. Some farmers are not even residents of these villages. We got this in writing from the village heads. Some others did not receive seeds." He said the panel’s meeting with the Chief Agriculture Officers, Dr Balwinder Singh, the Joint Agriculture Officer, Dr Gurdial Singh, the MD of PUNSEED, Dr Ranjeet Singh, and officers of Bathinda, Muktsar, Ludhiana and Ferozepur at Bachat Bhawan today also revealed that the lists given to them by dealers were bogus with names of farmers who either did not exist or had not obtained subsidised seeds. “We first detected loopholes in the distribution of wheat seed subsidy in November 2010,” Jakhar said. The Central Government had issued a subsidy of Rs 40 crore through the National Food Security Mission and the Rashtriya Krishi Vikas Yojna for the state farmers to help them purchase 5.42 lakh quintals of wheat seed. A subsidy of Rs 500 was paid on each quintal of seed. “Many private dealers did not distribute seeds among the farmers and prepared fake lists. At many places the seeds were distributed only on paper,” he said. |
Minister: VAT on petrol may be cut
Ludhiana, May 19 The VAT levied on petrol is 27.5 per cent of the basic value and is the highest among the northern states. Punjab's collection from the VAT on petrol is Rs 5,000 crore, which accounts for the highest share in VAT collection. Admitting that no relief was provided to the industry in the Budget this year, she said it surely needed grants from the Central Government for upliftment." Stressing on Agro-processing industries, she said the future of Punjab lay in the progress made in this sector. "The government is committed to providing infrastructure and other help to accelerate the growth of this industry," said the Finance Minister. The minister said the state government had chalked out a high-quality food menu for children studyiong in all government schools.

Rationalise taxes on petrol, Sidhu to Badal
Amritsar, May 19 In a letter to Chief Minister Parkash Singh Badal today, he said: “Although the Union Government is primarily responsible for the petroleum price mess, the Punjab Government can bring some solace to the people of the state by
rationalising taxes on petroleum products. “Punjab needs to lower its VAT percentage to 20 per cent to bring it on a par with neighbouring Haryana. Similarly, Punjab needs to stop collecting surcharge, octroi and additional cess on petroleum,” he said. Sidhu said due to high VAT and additional taxes, petrol in Punjab was costlier than that in Haryana and Chandigarh. This, he said was not fair to the people of the state. He claimed that this variation in price had led to smuggling of petrol from Haryana and Chandigarh and brought a number of filling stations in Ropar, Mohali, Fatehgarh Sahib, Patiala, Sangrur, Mansa, Bathinda and Muktsar on the verge of closure. |
Congress puts Khaira, Sibia on notice
Chandigarh, May 19 Sources revealed that the notices had been issued by PCC vice-president Lal Singh seeking their reply by May 25. The letter has reportedly been issued at the instructions of the PCC president, Capt Amarinder Singh. Nearly a dozen Punjab legislators, it is learnt, separately met the Congress high command in Delhi. These leaders reportedly said that deserving people, especially the young who took cudgels against the SAD-BJP leaders (when the senior Congress leaders got cowed down out of fear of reprisal and vendetta politics) had been left out. Congress general secretary Rahul Gandhi was told that contrary to his ideology of brining the youth forward, most of the people who figured in the list were between 50 and 80 years and some had even got two or three posts. Khaira confirmed that he was in Delhi and had met Rahul Gandhi and other leaders. “We have told them what we felt and have now left it to them to take any action in this matter.” He, however, clarified that he and others accompanying him did not indulge in any anti-party activity and had only conveyed the “ground realities” to the high command. Though the PCC president had reportedly favoured adopting a soft line saying these young leaders had spoken out of instant emotions, the matter was taken seriously by the high command. On May 15, the CWC member and party in charge for Punjab Gulchain Singh Charak issued a letter asking the PCC president as what action had he taken against the act of indiscipline. |
Mohan Lal trains guns at BJP state chief
Chandigarh, May 19 Three ministers of the BJP were dropped from the Cabinet recently. While Manoranjan Kalia and Swarna Ram were shown the door after their names figured in a corruption case, Master Mohan Lal was apparently dropped on account of performance. Even as the BJP issued a release claiming that the party’s Punjab in charge, Shanta Kumar, had taken serious notice of Mohan Lal’s comments as well as the protest rally he held in his constituency (Pathankot) post-ouster, the MLA today indicated that he probably was a “victim of party’s state chief Ashwani Sharma”. The former minister claimed that Ashwani Sharma had already announced on one occasion that he “was keen on contesting from Pathankot”. Claiming that he was a “loyal” soldier of the party and would “live and die for it”, Mohan Lal said he only wanted to know his fault so that “he could overcome the depression that he was facing after being ousted from the Cabinet”. He also maintained that he was not behind the protest held by his supporters against Ashwani Sharma. “I have been urging the workers not to get agitated. But, they too are in a shock.” Meanwhile, Shanta Kumar has told the Pathankot BJP unit president and the mandal chief to submit a report regarding the protest rally. Party’s disciplinary committee chairman Shakti Sharma has also convened an emergency meeting of the committee to look into the issue. Notably, Mohan Lal’s statement has come in the wake of former Local Bodies and Industry Minister Manoranjan Kalia’s comments that he had been “crucified for no fault of his”. Kalia also organised a show of strength in his constituency at Jalandhar. For its part, the BJP is leaving no stone unturned to quell the dissidence. The party, as per sources, does not want to appear as a divided house in the run-up to the assembly elections, something which could only be done by assuaging the sentiments of the dropped ministers as
well as by assuring that no one group would be allowed to call the shots in the state unit. |
No differences within party, claims Tikshan Sud
Amritsar, May 19 Sud blamed the Congress for using the CBI for political ends. He said a reshuffle was already on the mind of the central leadership and had nothing to do with the corruption charges against his party’s senior leaders. On his priorities, he said efforts would be made to finish the ongoing projects on schedule. Asked about differences in the party, especially after the exclusion of senior leader Manoranjan Kalia from the Cabinet, Sud said there were none. SGPC President Avtar Singh honoured the ministers with siropas. Local BJP leader Laxmi Kanta Chawla, who was made Social Security Minister in the recent reshuffle, was conspicuous by her absence. |

Imprisoned by fate

As a result, the boy would now have to stay in jail —with his father, Arun Garg, who is serving a 10-year imprisonment. He was convicted of killing his wife for dowry. It was on the direction of the Punjab and Haryana High Court, following a plea by Arun, that Aditya is being sent to jail to stay with his father till the completion of jail term. Lodged at the Central Jail here, Arun was all praise for the high court decision. The court has also directed the Punjab Government to shift Aditya’s father from Jalandhar to Central Jail, Burail, so that his father could accompany him for treatment at PGIMER, Chandigarh. Industrialists reject special teams
Jalandhar, May 19 The decision to constitute three such teams were taken at a meeting hurriedly called by the administration last evening after thousands of villagers, led by Sant Balbir Singh Seechewal, blocked the drain. Besides a representative of the Punjab Pollution Control Board (PPCB), the teams would have the SDM and an SP-rank police officer as members. “Is there any logic in constituting such teams when an independent and competent body (PPCB) already exists to enforce pollution control norms. What purpose will the non-technical members (SDM and SP) serve,” asked Gursharan Singh, president, Federation of Jalandhar Industrial and Traders Associations. Earlier, at a meeting with the Jalandhar DC, Priyank Bharti, this afternoon, the industrialists flatly refused to entertain the teams, calling them absolutely ‘irrelevant’. The meeting was called by the DC to tell the industrialists that a criminal case under Section 133 of the CrPc would be registered against those violating the pollution norms. “Instead of bowing before the protesters and unilaterally taking a decision to from such committees, the administration should have taken us into confidence. The administration can’t hope for our cooperation by adopting such an approach,” said Gursharan Singh. Asked whether such teams would be acceptable if these included members from the industry, Sharad Aggarwal, President, Northern Chamber of Small and Medium Industrial Units, said this was the mid-way solution suggested to the administration but the suggestion was turned down. Meanwhile, CM Parkash Singh Badal on Thursday directed the Punjab Pollution Control Board to set up a camp office at Jalandhar to keep a tab on the flow of effluents and municipal waste into river waters. Badal took the decision at a high-level meeting here. |
Blood money: Hearing adjourned to June 16
Chandigarh/Sharjah, May 19 Before the adjournment, there was a commotion in the court following the deposition by Mohammed Ramzan, nominee of the family of the bereaved Mishri Khan, that none from the defence had approached him for “diya” - mutual settlement on payment of blood money. His statement was countered by defence counsel Mohammed Salman who informed the court that immedfiately after the last hearing, there was a meeting attended by Mohammed Ramzan, besides a nominee of the Pakistan Consulate, in Sharjah, and Indian businessman SP Singh Oberoi. Oberoi, who was asked to make a statement after Mohammed Salman’s intervention, said he had met Mohammed Ramzan in the presence of a Pakistani official. He told the court that since all 17 Indian boys had given him the power of attorney for settlement with the family of Mishri Khan, he had come prepared to pay UAE durham 4.42 lakh, that was equivalent to more than 1 crore Pakistani rupees, to the family of Mishri Khan. Last time too Mohammed Ramzan had told the court that none from the defence had approached him for settlement. Earlier, the defence team informed the court that it was prepared to fight the case as all those convicted by the Shariat court were innocent. It, however, said the two parties were free to reach a settlement. The Indian Consulate in Dubai had made it clear that it was disinclined to any settlement under “Diya” as it had a foolproof case for acquittal of all the youths. Also present in the court today were relatives of Kashmir Singh and Satnam Singh. Buta Singh, brother of Kashmir Singh, and Harbans Singh, father of Satnam Singh, could travel to Sharjah after Oberoi got their travel documents prepared. He also organised their visit to the Sharjah jail as well as the Sharjah Appeal Court today. “We have no means or resources to travel and defend our boys. We are meeting them for the first time after they left India three years ago. We came to know of their conviction from newspaper reports last year,” they told The Tribune over the phone, hoping for their early release. The 17 Indian youths facing the death sentence are: Sukhinder Singh, Sukhjot Singh, Ram Singh, Arvinder Singh, Baljeet Singh, Daljeet Singh, Dharampal Singh, Satgur Singh, Satnam Singh, Kashmir Singh, Suban Singh, Kulwinder Singh, Kuldeep Singh, Sukhjinder Singh, Namjyot Singh, Harjinder Singh and Taranjit Singh. They had filed an appeal against their death sentence in April last after the Indian Consulate in Dubai arranged for a battery of lawyers to defend them. |

Amritsar, May 19
Arriving at the Attari railway station on the Samjhauta Express this afternoon, where he was accorded a warm welcome by the Indian Railways, he said all contentious issues, including Kashmir, could be resolved through talks. The minister is on a personal visit here. He refused to comment on Samjhauta Express blast case. “We should move forward rather than talk about the bitter things of the past, he said.” The Pakistan minister said it was time that the two countries strengthened their ties and worked for each others’ development. Interacting with the media, he pointed out that there were bad bad elements “on either side of the border and we should avoid spreading hatred among our people.” He advocated more passengers trains on the lines of Samjhauta Express to help strengthen people-to-people contact and create a cordial atmosphere between the two countries. He supported a joint railway venture. He paid obeisance at the Golden Temple before leaving for Delhi. During his 10-day stay, he will visit Ajmer Sharif, Agra, Jaipur, Jodhpur and Bareily and return on May 29. |

Sirhind, May 19 The restaurant is a venture of the Punjab Heritage and Tourism Promotion Board. “The sale of the restaurant was Rs 70, 000 or more per day two years back and has now trickled down to mere Rs 20, 000,” said an employee. “Over the years, this beautiful place has fallen victim to official apathy,” said another employee. Entire complex is known as Bougainvillea Tourist Complex and it is learnt that even officials of the Tourism Department from Pakistan have raised issue of unclean and shabby surroundings. Probe ordered into sexual assault case
Patiala, May 19 The orders shot by the PSHRC read “the commission takes suo motu cognisance of the matter and calls for report from Patiala SSP about the outcome of the inquiry allegedly initiated against the accused police officials, by the next date of hearing”. Meanwhile, a copy of the orders and the news item, have been sent to the ADGP Human Rights, Punjab, and Patiala SSP for information and compliance. According to victim, identified as Gurmukh Singh, he was into the trade of gambling from the past many years and was picked up by a team of the Kotwali police on Wednesday from his brother’s shop. Gurmukh said he challenged the SHO that if he was so serious in curbing the menace of gambling, he should first raid the premises outside a transport company owned by a local political leader, where illegal gambling happens unabated. Subsequently, Gurmukh alleged he was taken to the police station where the SHO brutally beat him up and later ordered a junior policeman to ‘insert a polythene-wrapped stick into his anus’. SHO Kotwali, Hansraj had denied involvement. SP (City) Narinder Kaushal said he would say something only after recording the statements of the accused policeman and the victim. Strongly condemning the directive of the state government to the PSPCL/PSTCL to recruit assistant engineers on contract basis, Bedi said, “Recruitments will be made for three years on fixed monthly salary, which will be less than half of the salary of a regular employee of the same category and that, too, without any annual hike

Clerical staff on protest leave; demand revision of pay scales
Jalandhar, May 19 They are demanding that the pay scales of clerks, junior assistants and stenographers be revised and they be given conveyance allowance. All clerical staff in the offices of the Transport, Revenue, Food and Supplies, Excise and Taxation, Education, Agriculture, Animal husbandry, PWD and Health departments are participating in the strike. Services at the suvidha centres have largely remained suspended for the past nine days. Sukhraj Singh Sandhu, president, Punjab State Ministerial Services Union, said that the CM in January this year had agreed to release a Rs 100-crore package to meet their demand. However, the government had failed to keep its promise. Sandhu said the union would intensify its stir after its state body meeting on May 21. Bathinda: Patron and secretary-general of the PSMSU, Darshan Singh Bajaj, said on Thursday that their protest had been a success in Bathinda, Sangrur, Patiala, Mohali, Barnala, Ferozepur, Muktsar, Mansa, Tarn Taran, Gurdaspur and Hoshiarpur districts, besides Chandigarh. |
Chandigarh, May 19 At a meeting with representatives of the PWD, the NHAI and private developers here, he okayed the four-laning and strengthening of seven state highways. He asked Secretary SK Sandhu to float tenders for these roads within 15 days. He said the construction of three roads along canals would be taken up at the earliest as no land needed to be acquired for thes same. The Deputy CM was told that 10 ROBs/RUBs and three high- level bridges would be opened to the public by December. Sixteen more ROBs were approved by the government at Gidderbaha, Khanna, near Jakhal (Gurney-Jakhal road), at Chhajli (Sunam-Lehra road), Amritsar city on the Amritsar-Attari rail line crossing Khazana Gate, on the Amritsar-Sahnewal rail line at Wallah and the Amritar-Bhikhiwind Road, in Tarn Taran city on the Amritsar-Khemkaran line, at Mukerian (Mukerian-Gurdaspur road), at Suranassi (Bidhipur crossing in Jalandhar), on the Gobindgarh-Kheri Naud Singh road, on the Malerkotla-Raikot road, in Kapurthala near the Science City, at the Kotkapura-Fazilka rail line and the northern bypass, Patiala. — TNS |
Rajindra Hospital paediatrics dept head gets bail
Chandigarh, May 19 Dr Locham was seeking regular bail in the FIR registered on February 20 under Section 304 of the IPC at
Patiala. A Class-IV employee, Satya, too, has been granted bail in the case. Taking up Dr Locham’s plea, Justice Alok Singh said: “The record reveals that on January 31, 2009, a fire broke out in the nursery unit of Rajindra Hospital,
Patiala, due to which four infants, who were being treated for jaundice in the phototherapy machine, died of burns.” Following the incident, Justice KC Gupta, former Judge of the HC, was appointed to inquire into the incident. “Justice KC Gupta said there was lack of supervision at every level. Professor Locham is head of paediatrics department and in charge of the nursery unit. Being the head, he is liable vicariously for the grave negligence committed by his staff in their duty…. A legal duty was cast upon him to take all possible safety measures and to exercise due legal care and caution. Thus, he is also vicariously liable for grave negligence by the staff,” Justice Alok Singh said. He ruled that as the petitioner was in judicial custody with effect from February 20 and was not on duty on the date of the incident, it was prima facie duty of the doctor and nurse on duty to remain present in the ward and monitor the heater and phototherapy machine, therefore, there seems to be valid ground for bail. |

Patiala, May 19 A team headed by Patiala SSP Gurpreet Singh Gill nabbed a Rajasthan resident Bhika Ram and a Punjab resident Swarn Singh for allegedly smuggling 25 kgs of opium in their car. “This is a huge quantity and sufficient to feed all the Punjab districts by one kg each,” said Gill, adding that teams have been formed to nab the suppliers. Patiala police is further planning to send the arrested accused to the special cell in Amritsar, which would question their involvement in the anti-national activities. According to security agencies, a major chunk of the money involved in the drug trade is used for anti-national activities. “Their questioning will reveal if they carried out more such narcotics’ smuggling in Punjab,” said Patiala SSP. Meanwhile, official data procured by The Tribune revealed that 784 kgs of heroin, 278 kg smack, 899 kg charas, 5,660 kg opium, 12,07,759 kg poppy husk and 4,980 kg bhang has been recovered by the Punjab police between 1999 to 2009. Meanwhile, the data clearly shows that Amritsar and Tarn Taran are the leading districts with drug trade, while opium is popular in Bathinda. “However, we have tightened our noose around drug peddlers and our recoveries have recently shown to have improved,” said Gurpreet Singh Gill. Data with The Tribune further shows that from 2006 to February 28, 2010, a total of 20,490 cases have been registered under the NDPS Act and over 23,567 persons have been arrested, out of which 8,719 were convicted, while 4,368 were acquitted by the courts. In addition to this recovery, data compiled by a separate wing of the state police suggests that in the past 10 years more than 41,294 cases have been registered under the NDPS Act. Ferozepur, May 19 The case under Sections 307, 336, 341, 353, 186, 323, 148 and 149, IPC, was registered at the Mamdot police station. The residents of the enclave had clashed with policemen yesterday, injuring four of them. Though the residents (most of them Dalits) alleged that the police resorted to a brutal lathi charge on them without provocation, officials claimed this was done only when the residents started throwing stones and bricks at them from the rooftops of their dwellings. Kaustab Sharma, SSP, said he had asked Harjit Singh Pannu, SP (D) to conduct an inquiry into the role of the police. He said video clips of the incident clearly showed residents attacking the police. A section of residents had blocked a common passage to land across the DT Mal Enclave. A part of the agriculture land is owned by private persons and another part is in possession of people shown as cultivators in revenue records. The residents were adamant that they would not allow the owners to harvest their wheat crop. When SDM Gurjeet Singh and SHO Gobinder Singh tried to persuade them to vacate the passage, the crowd turned violent and allegedly attacked the policemen. The residents claimed that the civil administration had helped the land mafia to take over a large tract of land, which was being cultivated by them for the past many years, by manipulating the revenue records. They alleged that policemen mercilessly beat up innocent men and women after dragging them out of their homes. Meanwhile, a section of labour unions has approached the National Commission for Scheduled Castes for the ‘unprovoked’ lathi charge on members of SCs. KK Yadav, Deputy Commissioner, when contacted ruled out an inquiry, saying “nobody can stop an owner from entering his land.” |
