Chawla, Tikshan Sud to return as ministers
Chandigarh, May 13 Gosain is Deputy Speaker of the Punjab Vidhan Sabha. His place will be filled by another BJP legislator. Sud will be the new leader of the BJP in place of Manoranjan Kalia, who has been dropped. The other two former ministers that have been dropped are Swarna Ram and Master Mohan Lal. Highly placed sources in the party said the five names had been cleared by the high command. The party leadership is still discussing names for the post of Deputy Speaker. Names are also yet to be decided for the four posts of Chief Parliamentary Secretary. It may be pointed out that BJP’s Punjab incharge Shanta Kumar had not sought Gosain’s resignation on Thursday. The BJP high command had directed its ministers and Chief Parliamentary Secretaries in the Punjab Government to submit their resignations after the names of two of its ministers and a Chief Parliamentary Secretary figured in a CBI probe into a land scam. Party sources said the portfolios of the re-inducted ministers were likely to be changed. The BJP high command decided to re-install Sud and Chawla as ministers after Shanta Kumar submitted a report on their performance. Master Mohan Lal, it appears, did not pass the performance test. While Gosain and Jayani have been ministers in the previous SAD-BJP government, Shaker was till recently Chief Parliamentary Secretary (Food and Supply). Meanwhile, many in the party say Kalia and Swarna Ram have met a fate similar to that of former ministers Balramji Dass Tandon and Madan Mohan Mittal who were sidelined despite ruling the roost in the 1997-2002 ministry. They claim there may now be opposition to their being fielded as party candidates in the assembly elections. However, Kalia’s supporters claim this would be counterproductive as the former minister is known for selfless work and is extremely popular in his constituency. Similarly, Swarna Ram, when contacted, said he would contest the next elections from Phagwara. “If they (BJP) do not give me the ticket, who else will they give it to”, he retorted. Speculation is rife that Navjot Sidhu may be named party president to give a new look to the party in the state. However, this is likely to be done only in consultation with SAD president Sukhbir Singh Badal and with the blessings of Chief Minister Parkash Singh
Badal.
Factionalism behind BJP resignations
Chandigarh, May 13 Party insiders have confirmed that the CBI needle of suspicion on two BJP ministers was merely an excuse to replace those who had lost favour with the party high command. The BJP leadership in the state is almost split on this “extreme measure” and many now speak in private about this “suicidal” decision of the BJP’s core group that “unilaterally” took the decision and merely informed the Punjab leadership through the BJP’s state incharge Shanta Kumar. It is learnt that the BJP national leadership had also taken Punjab Chief Minister Parkash Singh Badal into confidence before Shanta Kumar came to Chandigarh. He was told that the decision taken by the core group was irrevocable. Badal was also assured that the BJP would remain part of the coalition. Sources attribute this drastic step to Leader of the Opposition in the Rajya Sabha Arun Jaitley, who on the advice of a Punjab BJP general secretary convinced the BJP core group comprising party national president Nitin Gadkari, LK Advani, former president Rajnath Singh and Sushma Swaraj. The general secretary in question was at one point in race for the state president’s post but lost out to Ashwani Sharma, who had the backing of some BJP ministers in Punjab. The BJP cadres in Punjab are very critical of its central leadership’s decision and say that the leadership had actually held its own ministers guilty, even before the trial. The BJP workers and leaders point out several “blunders” by the party high command in the past, causing irreparable loss to the party. They say Kalyan Singh was replaced by Rajnath Singh in Uttar Pradesh towards the end of his tenure and the BJP has not come back to power there since. In Chandigarh two-times MP Satya Pal Jain was replaced and Chandigarh has not elected a BJP MP after that. Also, these BJP leaders question the party high command’s “moral stand” citing Karnataka’s Chief Minister BS Yeddyurappa case who remains in the post despite charges of corruption against him. |

Fatehgarh Sahib, May 13 Irrigation Department officials including XEN, SDO and other officials visited the spot and they called up the contractor who had done the construction work. The villagers, present during the visit of senior functionaries, said that officers suspected the role of some unscrupulous elements in damaging the slabs. Sarabjit Singh of Suhavi village said that there seems to be no truth in the allegations of damage by some outsider. “There is no space for anybody to even stand besides the gushing water. Even if anyone dares to, he will surely fall into the water. Instead of levelling such allegations, the material used in the repair work should be checked,” he said. Chief Engineer of the department Amarjit Singh Dullat said that a committee, comprising a vigilance XEN and two engineers, has been formed who will submit its report within two days. They have also taken samples of the material used, which will be sent for examination. Dullat said that action would be initiated in this regard after the report of the committee is submitted. A police complaint would be lodged if damage had been inflicted by mischievous elements. |
Rights panel orders action against errant cop
Patiala, May 13 The commission has also directed the state government to pay a fine of Rs 50,000 to the complainant and recover the same from the errant officer while registering a case against the truck driver. A complaint was filed by Nirmal Chand of Rajpura Road in Patiala against head constable Surinder Singh posted in Patran. He alleged that on May 20, 2008, his son Gagan Sharma and his two friends were travelling from Patiala to Patran in a car when it was hit by a truck. The car turned turtle and fell into a ditch.The occupants of the car received multiple injuries. The truck driver tried to flee but was caught by onlookers after a chase. A complaint was lodged with the police and head constable Surinder Singh posted at the Patran police station reached the spot. “Surinder Singh connived with the truck driver and let him off without registering a case. The commission had sort a report from the SSP, Patiala, and a probe in this regard was conducted by the DSP Patran. “Based on this inquiry, the commission recommends the state government to pay Rs 50,000 to the complainant as compensation on account of injuries to his son and damage to his car, with the liberty to recover this amount from Surinder Singh,” reads the order of the PSHRC. When contacted SSP Patiala Gurpreet Singh Gill said that they have formed a team and the accused truck driver would be nabbed soon. |
Assault on ANM
Tarn Taran, May 13 The protesters gathered at the Civil Surgeon’s office here and marched towards the SSP’s office where they staged a dharna against the police’s failure to arrest the sarpanch and her husband who had allegedly assaulted ANM (auxiliary nurse and midwife) Kulbir Kaur recently. They also blocked traffic for about three hours. A large number of health employees, including representatives of various health associations from all over the state, participated in the protest. The dharna was lifted only after an assurance was given by the SSP that the accused sarpanch Gurjit Kaur and her husband Balwinder Singh would be arrested soon. The couple has gone underground after the registration of the case. Five days earlier, ANM Kulbir Kaur of sub-centre Chheena Bidhi Chand was allegedly thrashed by the village sarpanch Gurjit Kaur and her husband Balwinder Singh to take possession of the money that Kulbir had withdrawn from the Village Health and Sanitation Committee (VHSC) funds. The sarpanch wanted to have the money while the ANM wanted to distribute it to ASHA workers and other beneficiaries. The couple allegedly thrashed the ANM and threatened her at gun point. Raj Bedi Anand, president, Nursing Association, said that the police authorities have sought two days time to arrest the accused. “If they failed to do so, we would go by the decision taken by the all the associations supporting the cause,” she said. |
Police yet to arrest accused in rape, murder case
Malerkotla, May 13 Members of the victim’s family allege that they are trying to influence the investigating authorities because of their political clout. Health authorities are yet to take any action against the three doctors of Malerkotla civil hospital accused of doing abortion at the hospital which allegedly led to the death of the alleged rape victim. Meanwhile, a meeting of the Yasmeen Murder Action Committee, which was formed to fight for justice to the victim, was held here today. It was attended by two Municipal Councillors, Sardar Dara and Beant Kinger, leaders of various political parties and market committees. It was decided in the meeting to boycott the Sangat Darshan function of Chief Minister on May 26. The meeting also decided to welcome the CM with black flags and keep the business establishments closed as a mark of protest against the government for its failure to bring the culprits to book. Muhammad Iqbal Bala, president of the Murder Action Committee, alleged that Micky Singhla and Kunwar Singhla, sons of BJP leader Bindu Ram Singhla, had raped the victim repeatedly. The victim was admitted to civil hospital Malerkotla on March 26 after she complained of indisposition. He alleged that when the condition of the victim deteriorated, the CMO and two doctors of the hospital performed abortion on March 29. The victim was later shifted to Rajindra Hospital, Patiala, after her condition deteriorated, where she died on April 19. Iqbal Bala said that even as police has formed a Special Investigation Team to investigate the matter, they are yet to arrest the accused who are still at large. No action had been taken against the three doctors, who performed the abortion. SSP, Sangrur, Harcharan Singh Bhullar, confirmed that the accused have not been arrested saying, “SIT has been formed to investigate the matter. We are awaiting the post-mortem report before making any arrest if anyone is found guilty”. Dr.Ashok Nayyar, Director, Health and Family Welfare, said, “We have constituted a departmental enquiry commission. Any doctor, if proved guilty, will not be spared”. Bindu Ram Singhla, mandal president of the BJP for Malerkotla and father of the accused, said “It is a political conspiracy against me. Charges against my sons are baseless”. |
Gurkirat murder case
Jalandhar, May 13 High drama was witnessed with Sekhon’s relatives alleging that the accused were not in jail but had been taken to some other place. The four accused are Ram Simran Singh Makkar, alias Prince, a nephew of Adampur MLA Sarabjit Singh Makkar, Amardeep Singh Sachdeva, a lawyer and son of a leading advocate, Amanpreet Singh Narula, alias Prince Narula, son of the chairman of MGN Educational Trust, and Jasdeep Singh, alias Jassu, son of the owner of Hotel Regent Park. They were earlier produced before a local court as their judicial remand ended today. The case is now to be taken up on May 27. The protesters approached the jail authorities and demanded that the accused be shown to them inside the jail premises. In the meantime, a white Innova car (PB-08BC-7877) reached the spot which was intercepted by the crowd. The car reportedly belonged to Prince Makkar’s in-laws. Gulbagh Singh, brother-in-law of Sekhon, told mediapersons that Jail Deputy Superintendent Lalit Kohli had claimed that the Innova was there to drop his daughter. He alleged the jail authorities were allowing the accused to go home late in the night. They were being supplied items of luxury inside the jail. Jail Superintendent SS Saini denied the allegations.“The police took the accused out of jail at 9.55 am to be produced before the court this morning. The policemen returned with all four at 10.25 am,” he claimed. The ADCP (HQ) Satinder Singh reached the spot and pacified the protesters who demanded the suspension of Lalit Kohli, who is known to the Makkars. The Innova vehicle was later impounded.

Harpreet Case
Patiala, May 13 Counsel for Bibi Jagir Kaur, Satnam Singh Kler, told The Tribune that Kamaljit Singh again took a U-turn in the court today and admitted that he had filed a writ petition and an affidavit pertaining to Harpreet’s murder case in the Punjab and Haryana High Court. The next date of hearing in the case has been fixed for May 20. During the court proceedings, main accused Bibi Jagir Kaur, Sanjeev Kumar, Satya, Paramjeet Singh Raipur and Harminder Singh were also present. Dalwinder Kaur Dhesi and Nishan Singh had taken exemption from personal appearance in the court. |
Take home souvenirs from Jallianwala Bagh
Amritsar, May 13 Inaugurating the shop, Deputy Commissioner KS Pannu said, “People from different corners of the country visit the historical monument, but unlike other places, they had nothing to take back home from here. So, we thought of having these souvenirs which include T-shirts, models and photo frames. “We will add more items in the shop as and when we receive suggestions in this regard.” The souvenir shop will be run on no-profit-no-loss basis. At present, these souvenirs are priced at between Rs 270 and Rs 840. The shop will also showcase small souvenirs like key rings priced as low as Rs 10, which can fit anyone’s pocket who visits Jallianwalla Bagh. Apart from souvenirs, the trust also plans to make available at the monument the books penned about the Jallianwalla Bagh massacre in 1919. Pannu said that they have already initiated features like the tourist facilitation centre and the light and sound show. He said tenders have already been floated for a Centrally-funded beautification project and the work would start in July. The Centre and the state government have allocated Rs 5.5 crore for the maintenance and beautification of the monument. |
State faces severe power crisis
Bathinda, May 13
The generating transformer of unit No. 1 of the GNDTP got burnt late last night. Unit No. 2 at the GNDTP had already stopped generating electricity after its generating transformer (GT) got burnt on May 5. Unit No. 3 has been shut for the past over one year for renovation and modernisation (R&M) exercise. Not only this, an unit of Guru Hargobind Thermal Plant (GHTP), Lehra Mohabat, having capacity of 250 MW, was shut in the first week of this month for annual maintenance exercise that is likely to be completed by the end of May. Official sources said that within a week, the production at GNDTP has come down by about 50 lakh units daily. The Punjab State Power Corporation Limited (PSPCL) had been suffering a huge loss of revenue on account of non-production of electricity by its three units, each of 110 MW capacity. Sources said that unit No. 4 of the GNDTP, which alone is producing electricity at the moment, had outlived its scheduled lifespan and could develop any snag anytime because its R&M exercise hasn’t been carried out yet. Sources added that the GT of unit No. 2 at GNDTP got burnt on May 5 despite the fact that various parts were changed a few weeks ago at the cost of lakhs of rupees after it developed a snag in the third week of April. It had also remained shut for the month of March for its annual maintenance. Interestingly, unit No. 1 had also remained shut for more than a year for its R&M exercise a few years ago. Its GT is about 35 years old and had outlived its life. K Lal, Chief Engineer, GNDTP, said that unit No. 2 was expected to start production by May 22. The plant authorities are also trying to procure a GT for unit No. 1 at the earliest. |
Bathinda refinery plant damaged
Bathinda, May 13 Meanwhile, the trial run of the Rs 19,000 crore refinery that was to begin before March 31 has been delayed. The chief executive officer of the refinery, Prabh Dass, had told the Deputy CM, Sukhbir Singh Badal, that the trial run of the refinery would begin much before March 31 and full-fledged operations would start by September. However, it is learnt that the supply of crude oil through the 114 km-long pipeline between Mundra and the refinery has not yet begun. Work on various components of the refinery was on and would take some time to complete. The refinery would produce LPG, petrol, diesel, aviation turbine fuel, coke and polypropylene, besides other products. |

Patiala, May 13 This was stated by Vice Chancellor Dr Jaspal Singh while presiding over a seminar on ‘Sufism, Sufi poetics and Punjabiat’, organised by the Baba Farid Centre for Sufi Studies at the university’s senate hall here today. Presiding over the seminar, Dr Jaspal Singh said Sufism negated the concepts of formalism, dogmatism and intransigence. They focussed their teachings and practices on the importance of self-realisation and self-discovery through experiential knowledge than by following ritualistic patterns. The essence of religion also needs to be re-spelt and communicated to the larger audience by using the latest tools, means and gadgets of information and communication technologies, Dr Singh said. Efforts were being made to collect every possible document related to Sufism, he added. In his address, Dr Jagjit Singh, Professor, School of Punjabi Studies at Panjab University, Chandigarh, said Sufis, while going beyond the narrow confines of body consciousness, emphasised upon addressing the precepts of cosmic consciousness to attain to the ultimate reality. Sufism guides us on the path of self-realisation by demolishing the demons of ego, greed and fear of death. Punjabiat, he said, had provided a very strong base to Sufism and helped nurture its true quintessence. Dr Manjit Singh, Registrar, while proposing the vote of thanks, said the tenets of Sufism with regard to humanism were quite relevant in the present context. Coordinator and co-coordinator of the seminar, Dr Nashir Naqvi and Dr Dhanwant Kaur, highlighted the objectives of setting up the centre. |

Unfortunately, a majority of the youth in Punjab is hooked on drugs and alcohol "The campaign will certainly yield results in 6-8 months,” he claimed. Cheema said his father, the late Dr Amrik Singh Cheema, father of the Green Revolution in Punjab, had formed the Young Farmers Association 50 years ago and it has served the farmers well. "Now the next 50 years will be dedicated to serving the future farmers through the Future Farmers Foundation", Cheema said. The foundation will set up learning centres to spread awareness on agricultural practices. "Our motto for the younger generation is: strive to learn, earn, lead and serve. We want to reinforce the confidence of agriculture students in themselves and their work", said Cheema. |

Patiala, May 13 The government has also extended the term of the Director, Technical, Ravinder Singh, for three years with effect from June 4 or up to the age of 62, whichever is earlier. Names of top Sikh militants deleted from blacklist
Chandigarh, May 13 Others to benefit from the review is the family of top Babbar leader Talwinder Singh Parmar besides several militant leaders like Satnam Singh Babbar, Daya Singh, Ranjit Singh, alias Neeta, Lakhbir Singh Rode, and Mehal Singh, alias Atma, alias Bhai alias Bhatt, alias Jat. The Tribune has the complete list of 142 names that have been deleted from the blacklist. These include 25 names that were deleted in November last. Interestingly,the names of Paramjit Singh Panjwar, alias Pamma, alias Pinderjit, and Wadhawa Singh Chacha, whose names appear in the list of the top 50 wanted men hiding in Pakistan- also appear in the delete list. The name of late Jagjit Singh Chohan, who died after his return to India, also figures in the list. Thekedar Jaswant Singh and another Kahlistan idealogue Gurmeet Singh Aulakh are also off the blacklist. The complete list of the Sikh NRIs whose names have been deleted from the blacklist was received by the Delhi Gurdwara Management Committee from the Ministry of Home Affairs today. “When I came to the office this evening, I checked the mail and found this important letter from the Ministry of Home Affairs,” says Paramjit Singh Sarna, president of the DSGMC. “As of now, of rgw 169 Sikh NRIs on the blacklist, 142 names have been taken off because of our persistent efforts,” claims Sarna. Contrary to the claims by the Punjab Government that it had forced the Home Ministry to review the list, a letter from the Home Ministry to the DSGMC says the review had been done following the directions of the Delhi High Court in response to its writ petition dated February 9,2011. PPSC members reply to charges of favouritism
Chandigarh, May 13 Four of its members, Brig (Retd) DS Grewal, Ravinder Kaur, DS Mahal and Anil Sarin, in their common reply submitted to the Punjab and Haryana High Court, have categorically denied the allegation of “selective leakage of criteria”. The copies of the reply have been handed over to counsel for unsuccessful doctors HC Arora. The members have said the criteria was put on the official website after the selection of medical officers (general). The commission, at its meeting on July 13, 2009, had decided to apply the same criteria for selection of 100 medical officers (specialists). They said those candidates appearing in both the selection processes could not claim that they were not aware of the criteria. They also said that in the bio-data sheets submitted by the candidates at the time of interview, there were specific columns for “extra-curricular activities”, “publications” and “social work.” This was sufficient indication that the certificates would be factored in while deciding the merit list. Responding to the allegation that some successful candidates were “shown extraordinary generosity in awarding marks” and that they were awarded marks in decimals, like 47.90, 49.70, 47.60 and 47.40 out of 50 marks for the viva, the members stated that a scale of 100 was used by each panelist, including the expert, and then shrunk according to the criteria.” To the allegation that several selected candidates had cleared the MBBS after multiple attempts, the members stated that many such candidates, including some of the petitioners, had been rejected also.The petitions are scheduled to be listed for hearing before the Chief Justice’s Bench on May 16. |
