50 more MBBS seats for Tanda college

The much-awaited approval from the Medical Council of India (MCI) for the increase of MBBS seats from 50 to 100 at Dr Rajendra Prasad Medical College, Tanda, has finally been received by the state government.

MCI nod to 24 more PG seats

Principal of the Tanda college Dr Anil Chauhan said today that the MCI team had inspected the college for this purpose in March. He said it would take nearly a month for getting a formal permission from the MCI to start admissions for the approved strength of 100 MBBS students from the 2011-2012 session starting in July-August.

No govt hospital to be attached with pvt colleges: Bindal

Health and Family Welfare Minister Rajiv Bindal said no government hospital would be attached with private medical colleges coming up in the districts of Solan, Sirmour, Una and Hamirpur.

A ‘killer bridge’ on highway

The Santoshi Mata bridge on the Palampur-Dharamsala state highway has become a death trap. It is known as a “killer bridge” as a number of accidents has taken place here. Despite repeated reminders and public pressure, the HP Public Works Department (PWD) has failed to repair the bridge. Official sources said a detailed project report (DPR) for the construction of a new bridge had already been submitted to the state government, but no funds had been sanctioned till date.

Youth commits suicide
Solan, May 7
Rajesh Kumar, a youth employed as an electrician in Baddi-based Spray Engineering Devices, committed suicide by hanging himself from a fan in his residential quarter yesterday afternoon.

20% growth in girl child rate, says CMO

After the proper implementation of the Pre-Natal Diagnostic Techniques (PNDT) Act in the district, a growth of 20 per cent has been registered in the birth rate of girl child. As per Census 2011, the birth rate of 0-6 years girl child has improved and now there are 968 females for 1,000 males in Kangra district.

50 more MBBS seats for Tanda college

The much-awaited approval from the Medical Council of India (MCI) for the increase of MBBS seats from 50 to 100 at Dr Rajendra Prasad Medical College, Tanda, has finally been received by the state government.

Chief Minister PK Dhumal said this at the three-day 29th Annual Conference of the Northern Chapter of the Association of Surgeons organised by the surgery department of Indira Gandhi Medical College (IGMC) here today.

“It is only yesterday that we have received the MCI approval for increasing MBBS seats from 50 to 100 at Tanda and from 65 to 100 at IGMC, thereby taking the total number of MBBS seats to 200,” he disclosed.

Dhumal said the MCI approval would greatly help the government in tiding over the shortage of doctors as now every year 200 doctors would be available to the state. “It is after taking up the matter time and again with the MCI and the Central Government that the approval has come through,” he said. He added that the number of PG seats too had gone up from 39 to 111.

The Chief Minister said the government would provide all possible help to medical equipment manufacturers to set up their units in Himachal. “In case such manufacturing units come up in Himachal, we can get them at cost effective rates to provide better health facilities to the people,” he added.

The Chief Minister urged the doctors to serve with dedication and commitment as people come to them with a lot of hope and trust.

He conferred Life Achievement Awards upon Dr NK Pandey and Dr MP Vaidya.

Principal of the Tanda college Dr Anil Chauhan said today that the MCI team had inspected the college for this purpose in March.

He said it would take nearly a month for getting a formal permission from the MCI to start admissions for the approved strength of 100 MBBS students from the 2011-2012 session starting in July-August. The MCI had also granted approval for 24 additional postgraduate (PG) seats for this college taking the total number of seats to 29.

He said, “The state government, headed by Chief Minister PK Dhumal, along with Health Minister Dr Rajiv Bindal, had been trying for the past two years to get the MBBS seats doubled, besides get the approval for PG seats.”

No govt hospital to be attached with pvt colleges: Bindal

Health and Family Welfare Minister Rajiv Bindal said no government hospital would be attached with private medical colleges coming up in the districts of Solan, Sirmour, Una and Hamirpur.

Addressing a press conference here today, he said the endeavour of the government was to have more medical colleges so that the shortage of doctors in the state could be overcome. “The medical colleges coming up in the private sector will have to set up their own hospitals as per the MCI guidelines which will further add to the number of bed strength and facilities for patients,” he said.

He said besides the 200 MBBS seats at the two medical colleges in Shimla and Tanda, the setting up of private medical colleges would also provide more MBBS doctors required to strengthen health facilities.

“The response to the advertisement for setting up private medical colleges did not get a very encouraging response, but we have issued letter of intend to for four medical colleges,” he said.

He said work on the ESI hospital at Mandi was in full swing and it was expected that admission for 100 MBBS seats would be held there in 2012.

Ashish is 10+2 (science) topper in HPBSE exams

Ashish Verma from Him Academy Public School, Hamirpur, topped the 10 plus 2 science results that were declared here this evening by the Himachal Pradesh Board of School Education (HPBSE). Ashish got 476 marks out of 500.

He was closely followed by Tenzin Nyima from Kullu Valley School, Ramshila, who came second scoring 475 and Pankaj Chaudhary from DAV Senior Secondary School, Una, who took the third position scoring 474 marks.

Interestingly all the three toppers were from private schools. The private schools dominated the toppers list taking nine out of top 10 positions.

The other toppers include Neha Baradwaj 4th (472), Ashish Ranot 5th (470), Astha Kapil 6th (469) all from Him Academy Public School, Hamirpur.

Rishab Sood from Government Senior Secondary School, Subathu, Deepak Raina from Gurukul Senior Secondary School, Dharamsala, and Shubam Soni from Minerva Senior Secondary School, Ghumarwin, were jointly placed 7th scoring 468 marks.

Ankush Sood from DAV Senior Secondary School, Bharoli, and Rahul Sharma from Government Boys Senior Secondary School, Lal Pani, were jointly placed 8th (465) marks.

Priyanka Jaswal from Gokul Montessori Senior Secondary School, Sakshi from Government Senior Secondary School, Hamirpur, and Priyanka from Him Academy Public School were jointly 9th (464) marks.

Isha from Arunodaya Senior Secondary School, Mohal and Shivam Kumar from Minerva Senior Secondary School, Ghumarwin, were jointly 10th (463) marks.

Chairman of the Board VC Farka said the total pass percentage in the result declared today remained at 66.99%. As many as 20,632 candidates had appeared for 10 plus 2 science examinations this year, out of whom 13,822 had passed and 2,916 had got compartment in one subject.

He said the student could apply for rechecking and re-evaluation of their answer sheets depositing a fee of Rs 150 and Rs 200, respectively, till May 27.

In a minor administrative reshuffle, the government today appointed RD Dhiman, Secretary, Rural Development and Panchayati Raj, as the Chief Managing Director (CMD) of the State Electricity Board.

Sushil Negi, who was at present serving as the Director (Finance and Administration) has been posted as the Secretary of the Rural Development Department in the place of Dhiman.

In all four IAS and seven HAS officers have been transferred.

Mohan Chauhan, at present serving as the Special Secretary in the PWD, has been posted as the Labour Commissioner in the place of JP Singh whose resignation has been accepted from the IAS following his retirement as a member of the State Public Service Commission.

Kamal Sharma, serving as the Additional Director, Land Record, will be the new Managing Director of the State Electronics Corporation.

Hans Raj Sharma, Secretary, Subordinate Services Selection Board, has been made the Additional CEO of Baddi-Barotiwala.

Rajeshwar Goel, SDM, Manali, has been appointed as the ADM, Hamirpur, in the place of Chander Prakash Verma who will take over as the Registrar 
of Himachal Pradesh University.

Armed Forces Tribunal Circuit Bench inaugurated

A Circuit Bench of the Armed Forces Tribunal (AFT) was inaugurated today in the High Court of HP by Chief Justice Kurian Joseph. In his inaugural address, Joseph said everybody had the right to justice and he should not have to beg for justice, which was included in his right to live with dignity.

The Chief Justice praised the role of armed personnel in defending the country and said all this while they had been taking care of ourselves and now it was our turn to take care of them.

The programme was also addressed by Justice AK Mathur, Judge (retd) of the Supreme Court and Chairperson, Armed Forces Tribunal, Principal Bench, New Delhi, and Justice Ghanshyam Prasad, Chairman, AFT, Regional Bench, Chandigarh.

Judges of the High Court Justices RB Misra, Surjeet Singh, DD Sud, VK Ahuja, Kuldip Singh and Rajiv Sharma, along with Chief Secretary Rajwant Sandhu, Advocate General RK Bawa and a number of Army officers were also present on the occasion.

The AFT, Regional Bench, Chandigarh is the first tribunal in the country to set up a circuit bench. This is a huge respite to the Army personnel living in remote and inaccessible areas of Himachal Pradesh as they will have to travel to Chandigarh for redressal of grievances.

The first circuit bench of the AFT at Shimla will be held on HC premises from May 9 to 11, 2011. The service matters, pension matters and appeals against Court martial shall be taken up in the tribunal.

Residents oppose Luhri power project

Up in arms against the coming up of the 775-MW Luhri projects, agitated locals did not allow the holding of the public hearing at Parlog village by officials of the district administration and Sutlej Jal Vidyut Nigam Limited (SJVN) today.

The locals gathered in large numbers at the proposed site of public hearing under the banner of the Himalaya Niti Abhiyan Samiti and Sutlej Bachao Samiti.

Atul Sharma, president of the Sutlej Bachao Samiti and Guman Singh, convener of the Himalaya Abhiyan Samiti, while addressing a press conference here today said the officials were misleading the people who were neither informed in advance about the public hearing nor provided with a copy of the Environment Impact Assessment (EIA) report, which is mandatory.

The locals as well as representatives of various NGOs also submitted a memorandum to the State Pollution Control Board, seeking a fresh date for public hearing with prior intimation to the locals. They also demanded that land acquisition should be stopped immediately and the locals be taken into confidence at every step.

He said the holding of the public hearing was complete eyewash as work on tunnel construction had already begun and land too was being acquired for the purpose. “The proposal for construction of two tunnels of a total length of 38 km and a 6 km dam will adversely impact the ecology of the area, including the drying up of water sources,” Sharma said.

Singh said already so many big hydropower projects had come up on the Sutlej that there was no scope for any more. “The government must only propose small projects as there was no scope for a big project on the Sutlej where several big projects had already come up,” they said.

They demanded 26 per cent equity for the locals in the project.

Bull attacks Cong leader

Bilaspur, May 7
A stray bull suddenly attacked prominent Congress party leader and former Bilaspur district Seva Dal president Roshan Lal Thakur at Barmana, about 20 km from here, yesterday evening.

Reports said Roshan was immediately rescued by passersby from being gored and rushed to the local ACC Hospital where he is said to be recovering from injuries.

A number of Congress party leaders, including former MLA Dr Babu Ram Gauttam, Zila Parishad member Basant Ram Sandhu and former HP Sate School Board member Sita Ram Shashtri, have said this bull had been brought by some unknown person and left in the bazaar a few days ago where it had become a serious nuisance.

They urged the district administration, Forest and Animal Husbandry Departments to take immediate action and carry it away to Gwaalthai Go Sadan. — OC

PIL filed against IPL organisers

Kangra, May 7
A public interest litigation (PIL) was sent to the Chief Justice of the Himachal Pradesh High Court yesterday for necessary action against the Board of Control for Cricket in India (BCCI), Himachal Pradesh Cricket Association (HPCA), Governing Council of Indian Premier League (IPL) and Kings XI Punjab and they be directed to pay income taxes.

Besides, they should also be directed to pay to the Police Department for providing security during the IPL matches to be held in Dharamsala and not to charge more than the MRP of the food stuffs, cold drinks and water during these matches.

Advocate Vinay Sharma said this while addressing a press conference here yesterday. He said he moved the PIL as the state had been deprived of it exchequer during the two IPL matches held at Dharamsala last year.

The PIL prayed that BCCI, HPCA, Governing Council of the IPL and Kings XI Punjab were organising three IPL matches on May 15, 17 and 21 which were not authorised by the ICC.

The petitioner said last year two matches were organised here and the organisers did not even pay a penny as tax to the state government.

Concrete platforms around peepul to go

The Forest Department has directed local urban bodies and nagar panchayats to remove the concrete fittings around peepul and other trees to save them from drying up in the region.

After the issue was raised by the HP RTI Bureau at Mandi and highlighted in these columns, the Forest Department took cognisance of the drying up of peepul trees in the Mandi-Sundernagar-Sarkaghat region.

Conservator of Forest at Mandi CB Pande said a report had been sent to the district administration for further action, he added.

Councils or local bodies had been asked to consult the Forest Department before they raised such structures around the trees whether out of religious consideration or otherwise, he added.

In fact, more than 139 peepul trees in the region, including over 24 in this town, are on the verge of dying.

Experts say the peepul is the only tree which gives oxygen round the clock. Hence, this tree is important in towns and cities which are clogged with vehicles emitting exhausts causing pollution and taxing oxygen-level locally, they add.

Since the state government was passing through a financial crisis, now the PWD had approached NABARD for funds.

A new DPR had been sent to NABARD and funds were yet to be released by it. It could take another year for the release of funds, thereafter, the construction of the new bridge could be taken up, an officer of the PWD said.

Youth commits suicide

Solan, May 7
Rajesh Kumar, a youth employed as an electrician in Baddi-based Spray Engineering Devices, committed suicide by hanging himself from a fan in his residential quarter yesterday afternoon.

SP, Baddi, Gurdev Chand Sharma said preliminary inquiry revealed Rajesh was barred from entering the unit premises as per disciplinary action taken against him for committing ruckus in the unit. Rajesh had had a fight with some of his colleagues a few days back and was suspended for five days.

In a suicide note left behind, Rajesh had stated that though the other youth too had created a ruckus, he had received bigger punishment.

His cousin Pradeep came home and found Rajesh hanging from the fan. A case has been registered.

To promote adventure tourism in the snowy mountainous terrains of the Pangi tribal valley in Chamba district of Himachal Pradesh in a big way, a national-level three-day Peak Valley Bikers Foray Rally is being organised in the fag-end of June next.

The chief object of the proposed rally is to bring the picturesque Pangi tribal terrain on the international map of tourism, thereby generating livelihood to local inhabitants.

Announcing this decision, Peak Valley Bikers Foray organisation’s chairperson Vinayak Raina said a number of bikers would gather at Bairagarh in Chamba district from where a the mega rally would be kicked off.

“Ultrasound centres are being constantly checked and the staff has been directed to counsel parents and family about equality among boys and girls despite disclosing the sex of the child,” he said.

Vigilance still on lookout of IPS officer

Even after two days since the High Court cancelled the bail granted to IPS officer KK Indoria, the Vigilance and Anti-Corruption Bureau has not succeeded in tracking down the IPS officer facing corruption charges.

The Vigilance Bureau had booked a case against the officer under the Prevention of Corruption Act, alleging that he had taken monetary benefits from a hydro-power company in Kullu district while he was the police chief there.

Sources said the officer was probably in Delhi trying to seek bail from the Supreme Court. “We were expecting that he will surrender on his own, but now we will have to track him down and arrest him,” said a sleuth.

Staff shortage leaves test labs shut

Hamirpur, May 7
A large number of senior citizens are not getting the facility in ayurvedic hospitals due to lack of staff. In the district, the Health Department has fixed Tuesdays for undergoing blood and other medical tests in ayurvedic hospitals for senior citizens.

But two hospitals at Hamirpur and Kadiyar have stopped the facility as laboratory technicians have been transferred.

The Senior Citizen Council has expressed concern at the closure of test laboratories.

The District Ayurveda Officer said the laboratory technicians appointed here had been sent on a deputation to medical college, Paprola, and he had taken up this matter with the directorate.
