Chandigarh, March 5 He has been asked to explain why proceedings for contempt not be initiated against him; and also why disciplinary proceedings not be directed for providing false and misleading information. Justice Ranjit Singh asserted: “The Estate Officer appears to have arrogated to himself the powers to sit as judge over a judgment passed by the Division Bench of this court. Justice Ranjit Singh observed: “The land of Charan Singh and other petitioners was acquired to carve out Sector 25, Panchkula. Having been denied their claim as oustees for the allotment of plots, they have filed this writ petition. “This is their second approach, though the petitioners were successful in their first attempt. The manner in which the petitioners have been forced to come to the court again would not reflect well on the authorities of HUDA”. Justice Ranjit Singh observed that the initial petition was allowed by a Division Bench. “HUDA was required to make a specific request to the oustees to apply…. Finding there was nothing on record to show any such information was furnished, this court allowed their claim directing HUDA to reconsider…. “The petitioners were noticed to have deposited the earnest money. Despite such clear and categorical direction, the Estate Officer, HUDA, Panchkula, has rejected their claim on the grounds that the petitioners had not applied for the allotment of plot under the oustees’ quota as per the policy of HUDA… “The stand reflected by HUDA, to say the least, is not only misconceived, but in violation of the directions issued by this court…. “It is clearly mentioned in the impugned order that there is no plot available in Sector 25, Panchkula. When this was contradicted by counsel for the petitioners by bringing on record certain information, counsel appearing for HUDA after proper instructions had to concede before this court that plots were still available in Sector 25. “Why the Estate Officer has tried to provide misleading and false information before this court is not understood. Is it only to defeat the right for claim? This cannot be ignored by the court and is an issue, which has to be taken note of. The case, thus, is made for issuing direction to the HUDA to allot plots to the petitioners as oustees in Sector 25, Panchkula, if the same are available, immediately…. “The Estate Officer, after complying with the order, has to submit a compliance report on March 7.” |
Villagers lock up substation over erratic power supply
Fatehabad, March 5 The villagers also held captive an executive engineer and a naib tehsildar, who reached there to resolve the issue and deflated the tyres of their official vehicles and also sat on a sat on a dharna. The villagers alleged that while taking their land for the construction of the sub-station, the power authorities had assured that their village would get 24-hour supply.But the situation had gone from bad to worse since then. Angered, a large number of villagers today reached the substation and started raising slogans after locking two officials of the DHBVN in a room. A junior engineer of the department, who rushed to the 133-KV substation after receiving the news, also had to face their wrath as the villagers locked him in the control room. Bhajan Lal, sarpanch of the village, alleged that the power nigam authorities had taken away the village land by keeping them in the dark. “We were assured of uninterrupted power supply till the substation remained functional. The nigam had entered into a written agreement with us in this regard. But the situation has worsened since the setting up of the substation,” he alleged. Ramesh Verma, an executive engineer of the DHBVN, who reached there to resolve the issue, said the agreement was subject to certain pre-conditions which included payment of arrears and bearing the cost of power lines. This enraged the villagers further who then locked the gate of the substation, deflated the tyres of his vehicle and sat on a dharna. The matter was later resolved when SDM JK Abhir told them that the assurances given would be met as per the rules within two days. Verma said the villagers failed to produce the agreement they had with the authorities despite his repeated requests. He said the DHBVN had never assured them of 24-hour power supply. He, however, added that as a matter of policy, the nigam provided power to villages giving land for the setting up of 133-KV substations in the manner it was being supplied to the urban areas. That too, he said, was subject to certain conditions, which would be known only after reading the agreement when the villagers show it after two days. |

Karnal, March 5 The awards included the Pandit Jasraj Samman for lifetime achievement, the Karmayogi Samman and the Karmabhumi Samman, which is given only to Haryanvis. Chief Election Commissioner Dr SY Quraishi has been chosen for the Pt Jasraj Samman, which carries a cash prize of Rs 1 lakh and a citation. The awards will be given at the HIFA award ceremony on March 13. As many as 10 Karmayogi Samman will be given to individuals above the age of 50 for contribution to art, culture and social activities and 10 Karmabhumi Samman will be awarded to upcoming individuals in the age group of 35 and 50 years for outstanding achievement in the field of music, dance, theatre, fine arts, handloom, handicrafts, film, media, heritage conservation, environment, tourism, industry, social service, civil service, rural uplift, medical
sciences, science and technology, empowered women and distinguished disabled and young achievers in
any field. The Karmayogi Samman, which carries a cash prize of Rs 31,000, a citation and an angvastra, will be awarded to Anand Sharma for fine arts, Dr RP Hooda for art, culture and heritage conservation, JP Kaushik for film, Gurukul Mahavidyalya, Jhajjar, for heritage conservation, Mahesh Vashistha for theater, Mohan Lal Sukheja for social service, Nirmal K Minda for trade and industry, Raghubir Singh for folk music, Ustad Aslam Sabri for music and Gobind Thukral for media. The Karmabhumi Samman, carrying a cash prize of Rs 11,000, will be awarded to Capt Indrani Singh for empowered women, Charu Dutta for advertising, Dinesh Kumar for handicraft, Dr Virender Sangwan for medical sciences, Gulab Singh Khandewal for folk music, KG Dutt for media, Meghna Malik for films, Rajinder Sharma Nanu for theater, Rakesh Bani for fine arts and Renuka Gambhir for Indian classic music. |

Karnal, March 5 Expressing concern over the growing corruption, he said it had sullied the image of politicians. The politicians must rise as class to stem further erosion of their credibility and regain the lost confidence of people, he added. He said Prime Minister Manmohan Singh was an honest person and not involved in corruption. “If the government is running it is only because of his clean image,” he added. Lashing out at the government for “weak policy” on Jammu and Kashmir, Bitta said the national flag was being insulted and separatist forces were raising their head in the state. Lauding Bihar Chief Minister Nitish Kumar for making it mandatory for politicians and bureaucrats to make their assets public, he urged all other states to follow Bihar and initiate steps to confiscate properties and wealth amassed by corrupt politicians and officials. Talking about the anti-corruption campaign launched by yoga guru Ramdev, Bitta said he should exercise restrain from making accusations against individuals. |

Chandigarh, March 5 Stating this here today, Public Health Engineering Minister Kiran Choudhry said a requisition for filling these posts had already been sent to the Public Service Commission and the Staff Selection Commission. She said apart from the existing 20 district laboratories, 19 more were being set up at the subdivisional level to strengthen the water quality monitoring and surveillance mechanism. The Jalmani scheme, launched by the Central Government in 2008 for providing water purification plants in rural schools, had been taken up by the department. Under the scheme, Rs 174.57 lakh had been released to the state for providing stand-alone technology in 873 schools. A canal-based water supply project, costing Rs 100.47 crore, had been framed for providing drinking water in Rewari district. The cost of the project would be shared by NABARD and the state government in the ratio of 85:15. |

Robbers strike at jeweller’s shop
Jind, March 5 Interestingly, robbers had struck at the same shop about two months ago and had stolen ornaments worth about Rs 6
lakh. The police is yet to trace the accused and recover the stolen items. A team of the police reached the spot this morning after a complaint was lodged with it. Fingerprint experts have been pressed into service to get a clue about the robbers. This is the fourth such incident in the past three days when robbers have struck at shops and trade establishments in the area. A delegation of shopkeepers, led by Ishwar
Bansal, had met the district police chief here recently and demanded measures to check the growing incidents of thefts and crime in the city. In a memorandum submitted to the police, the shopkeepers had claimed that they had suffered a loss of over Rs 50 lakh in the form of thefts and looting incidents in the past about 15 days.
