State Annual Plan up by 11.49 per cent
New Delhi, February 25 The plan size was finalised in the meeting between Deputy Chairman of the Planning Commission Montek Singh Ahluwalia and Haryana Chief Minister Bhupinder Singh Hooda here today. The outlay of Rs 20,358 crore includes provision of Rs 7,158 crore to be met by the state public sector enterprises (SPSEs) and the local bodies. Rs 6,108 crore will be met by the SPSEs and Rs 1,050 crore by the local bodies out of their own resources. Excluding this, the state’s net outlay for 2011-12 comes to Rs 13,200 crore. Highest priority has been given to social services, for which an outlay of Rs 6,676 crore - almost 51 per cent of the total - has been allocated. The social services sector will have an allocation of Rs 1,810 crore for pensions to the old physically disabled, widows and destitute. Rs 2,070 crore has been earmarked for education, including technical and vocational education. Rs 498.31 crore has been kept for health services and medical education. A sum of Rs 770 crore has been allocated for drinking water supply and sewerage schemes. An amount of Rs 1,118.50 crore has been allotted for housing and urban development. The second priority has been given to improvement of basic infrastructure of irrigation, power, roads and road transport by earmarking an amount of Rs 4,377.65 crore, which is 33.16 per cent of the Net Plan Outlay. Out of this, Rs 790 crore has been earmarked for irrigation, Rs 1,636.80 crore for power, Rs 1,425.85 crore for roads and road transport and a sum of Rs 500 crore for special economic stimulus package. A sum of Rs 1,730.75 crore has been kept for agriculture and allied activities. Backward areas of Mewat and Shivalik Hills will get Rs 30 crore. An allocation of Rs 2,570.89 crore, which represents 19.48 per cent of the state’s Net Plan Outlay, has been kept for the Scheduled Castes Sub-Plan to match the proportionate population of the SCs - 19.35 per cent in the state. The Gross State Domestic Product is expected to grow at 9 per cent at constant (2004-05) prices in 2010-11. The revenue receipts increased by 18 per cent in 2009-10 over previous years. VAT and central sales tax receipts increased by 28.1 per cent over previous year. Fiscal deficit was reduced from 5.13 per cent of the GSDP in 1998-99 to 3.59 per cent in 2010-11. The Chief Minister requested the Planning Commission for providing central assistance under various projects like development of existing water bodies, strengthening of research facilities in the HAU, development of infrastructure in anganwadis, investment in police housing in the NCR and construction and equipment in hospitals in the NCR. Haryana’s Finance and Planning Minister Captain Ajay Singh Yadav, Chief Secretary Urvashi Gulati, Principal Secretary to the Chief Minister Chhatar Singh, Principal Secretary, Finance and Planning, Ajit M Sharan and other senior officers of the state government also participated in the meeting. |
Protest over former sarpanch’s murder ends
Rohtak, February 25 The authorities have assured all possible help to the kin of Manoj Sindhu (42), who was shot dead by armed youths at the dharna site here yesterday. Manoj was sitting on a dharna against land acquisition. The authorities also assured the protesters that there would be no forcible acquisition of the agricultural land and the residents could lodge their protest under Section 6 of the relevant Act. The protesters had been demanding financial compensation and a government job for the kin of the deceased and withdrawal of the notification regarding the land acquisition in the region. They also demanded that the site where Sindhu was killed be named as Manoj Kisan Chowk. They had refused to clear the blockade and take the custody of the body lying in the PGIMS here till the acceptance of their demands. The police said old enmity was the main cause behind the incident and it had nothing to do with the victim’s participation in the dharna against land acquisition. The protesters agreed to lift the blockade after they were assured of suitable action into their main demands, said SSP Satish Balan. |
22 Army personnel awarded
Hisar, February 25 She saved several lives during a terrorist attack on the Indian Embassy in Kabul, Afghanistan, on February 26 last year. Inexplicably, mediapersons were allowed access to all decorated officers, except Maj Madhumita. Jagtar Singh of the Punjab Regiment was awarded the Sena Medal posthumously. Ranjit Kaur received the medal on behalf of her dead husband. Jagtar Singh was killed while fighting terrorists in Kupwara in Jammu and Kashmir on June 6, 2009. Sepoy Purna Limboo was also awarded the Sena Medal for displaying exemplary courage during a search operation in Kulgaum, Jammu and Kashmir. The other awardees are: Brig Anil Kumar Singh Sengar and Brig Gurpratap Singh Dhillon(Yudh Seva Medal), Maj Surisetty Ramesh, Mak Upinder Oal Singh, Maj Aditya Kumar Devrani, Capt Krishan Kant Bajpai, Capt Bhwagwat Nilesh Maruti, Lt Rahul Rana (Sena Medal-Gallantry), Maj Gen Ashok Sheoran, Brig Naresh Kumar Mehta, Brig Rambir Singh Mann, Col Sandeep Bhalla, Col Gopal Verma, Col Rajesh Singh, Col Sumit Mehta (Vishisht Seva Medal), Maj Gen AT Patnaik, Maj Gen AK Sahni and Col Harmanjit Singh (Sena Medal - Distinguished). ‘Billu’ star attraction at cattle fair
Karnal, February 25 “Billu” is expected to grow for another 18 months or so, veterinary scientists say. His owner Som Prakash, a resident of nearby Traveri, says he bought the animal at the PDFA cattle show at Jagraon in Punjab at a cost of Rs 1.5 lakh. “I have turned down an offer of Rs 5 lakh for Billu,” he says exhibiting much admiration for Billu. “Billu” had won the best animal award at the NDRI Dairy Mela last year followed the best animal award at a state fair in Fatehabad. “Billu” is being reared in a scientific way. It is given a balanced feed, constituting 40 per cent maize, 10 per cent barley, 10 per cent sarson, 5 per cent benola and benola residues and 2 per cent mineral mixture. Sweet soda and iodine are also added to the feed. “We have established Billu’s semen bank (HF Billu) and a straw is available for Rs 300,” says Som Prakash. |
Paroda: Policy to help boost farmers’ income soon
Karnal, February 25 The policy aims at boosting the income of the farmers, and interaction is on with all sectors of the farming community to know their views in this regard. “We should not always look towards the government for aid; public-private partnership should take the lead in transforming the agriculture sector,” he said. Dr Paroda said to help the farmers increase their income, the role of middlemen needed to be diminished. Hence, processing units were needed to produce value-added final products. He further said as many as 625 farm animals in the fair were yielding more than 20 litres of milk. The government is giving subsidies on equipment and breeding of farm animals, said Director, Animal Husbandry, KS Dangi. “Farmers must get a competitive edge by having access to modern techniques in farming, post-harvesting and marketing and need to be educated about the international hygienic standards, especially in the area of processing, by linking farmers with research institutions and markets,” he added. |

Visually impaired teacher begins fast
Sirsa, February 25 Suresh Kumar, a visually impaired teacher, who taught Braille and music, Rajesh Kumar, a trained teacher, and Ravi Kaushik, a primary teacher in the local Helen Keller Institute for Visually Impaired Persons, were removed from their jobs on February 4. They had been working with the institute for the past six months and the orders of their removal came after a meeting of a committee. The meeting was headed by the then DC, CG Rajini Kaanthan, and District Red Cross Secretary Sanjeev Jain. Many private members of the society running the affairs of the institute attended the meeting. Suresh alleged that after the meeting the teachers were told to give an undertaking that they agreed to a reduction in their salary from the Haryana Government grades to a consolidated salary of Rs 12,000 per month. “After we refused to agree to the reduction in our remuneration, we were shown the door through an arbitrary order,” alleged Suresh. He said the letter mentioned “unsatisfactory work and conduct” as the reason for their removal. Rajesh Kumar is also sitting on fast with his colleague. The teachers are demanding restoration of their jobs and disbanding of the committee of private persons, which they alleged was “extra-constitutional” and interfered with the affairs of the institute. They alleged that a workshop for preparing disposable paper plates was closed at the instance of the committee. The DC said the teachers were removed on the recommendation of the society of private persons that helps the authorities in the smooth functioning of the institute. Sanjeev Jain, secretary of the District Red Cross Society, maintained that the authorities had no other option as paucity of funds had made it impossible to run the institute. He said the institute did not get any funds for the recurring expenses and the teachers were requested to agree to the reduction in their salary till the government grants started. He said, presently, the institute was being run with the donations received from private members of the committee. Jain also alleged that there were complaints against these teachers that they misguided the parents of students. |
New passenger train for state
New Delhi, February 25 Work on electrification would be taken up on the Alwar-Rewari and Ahmedabad-Rewari-Delhi routes. The newly introduced Shatabdi Express between Ludhiana-Delhi would also benefit the people of the state. Chief Minister Bhupinder Singh Hooda, welcoming the Budget, pointed out that the Railway Minister had proposed a fresh line survey for Jakhal-Hisar, Alwar-Charkhi-Dadri and Rohtak-Hansi via Meham. The last one is very crucial as a line on this section will shorten the distance by 50 km for trains running between Delhi and Hisar and beyond upto Bathinda. A new survey would be taken up in the 12th Plan (2012-2017) for Patiala-Kurukshetra, Panipat-Meerut, Bahadurgarh-Jhajjar, Hisar-Sirsa, Fatehabad,Yamunanagar-Patiala, Yamunanagar-Chandigarh via Sadhaura, Naraingarh, Dabwali-Kalanwali, Chandigarh-Dehradun via Jagadhari, Kaithal-Karnal, Patiala-Jakhal/Narwana, Bhiwani-Loharu-Pilani-Churu and Rewari-Hisar. The Railway Minister has announced a double track between Rewari-Manheru. The Palwal-Ballabhgarh, Jakhal-Mansa, Tughlakabad-Faridabad sections would have a double track too. A survey has been ordered for a double track between Rohtak-Bhiwani, which will be taken up during 2011-12. Linking Gujarat ports to the major inland container depot at Gurgaon will enhance the commercial activities at Gurgaon as well as reduce traffic congestion on rail tracks. Hooda has thanked the Railway Minister for plans to make Kurukshetra an “adarsh station”. He has also hailed the proposal to set up more multi-functional complexes with budget hotels at Chandigarh, Panipat and Rohtak. |
Voices for Charkhi Dadri dist get louder
Charkhi Dadri (Bhiwani), February 25 He said when Sirsa, Bhiwani, Mewat and Jhajjar districts were created, these were much smaller than Dadri. The creation of a new district would not only bring the administration on the doorstep of the residents, but would also improve business and employment opportunities. Maan said if the Chief Minister could upgrade the Kharkhauda tehsil to a subdivision, there was no reason why Dadri could not be upgraded to a district. He said he was prepared to debate the issue with any politician or administrative officer. Neelam Aggarwal of the Samast Bharatiya Party said the upgradation of Dadri into a district would help improve infrastructure in the area. Jaipal Malik of the Gohana Zila Banao Committee said the creation of new smaller districts was the need of the hour. He said smaller districts would ensure better governance. The meeting passed a resolution asking the Chief Minister to create new districts. |
Signature campaign against graft begins
Rohtak, February 25 District chief of the trust Shiv Krishan Arya claimed that the country had become a victim of corruption and this had led to a negating affect on its development. He said about 400 lakh crores had been stacked in foreign banks, thus depriving the country of its wealth and progress. He said 52 per cent homes in the country were without basic amenities, including power supply, and about 40 per cent kids leave school without completing their education. He said about 20,000 persons die of poverty or malnutrition each day in the country, but a select few had looted the public money and deposited in the foreign banks. He said the motive of the signature campaign was to create awareness about the issue and make people demand action against the corrupt. He said locals would assemble at the local Chottu Ram Chowk here on February 27 to submit a memorandum regarding the demands raised by the trust. |
2 HUDA employees jailed for graft
Hisar, February 25 The police had registered cases against these employees following a sting operation by local journalists in 2006. The HUDA employees were also fined Rs 10,000 each. All of them were charged with accepting bribes ranging from Rs 300 to Rs 500. The two DHBVN employees had accepted bribes of Rs 500 and Rs 100. The HUDA employees are HC Girdhar, Jagmohan, Rajrani, Om Parkash Manju, Devi Lal, Jogi Ram, Subhash, Baljit and Balraj. The DHBVN employees are Om Parkash Relan and Bhagat Ram. — TNS |
Ex-minister dead
Chandigarh, February 25 Chief Minister Bhupinder Singh Hooda said Harpal Singh made a significant contribution to the development of the state as a minister. After the partition of the country, Harpal Singh was elected as a member of the Tohana Municipal Committee and remained its vice-president for a long time. He was first elected to the Haryana Vidhan Sabha in 1967.
