Accused remanded in police custody

Six accused who have been nabbed yesterday in connection with the theft of wood stumps by the State Vigilance and Anti-Corruption Bureau (SVACB), Mandi, were today produced before the courts of Chief Judicial Magistrate (CJM) and Judicial Magistrate First Class court no 1 and 4, respectively, at Mandi today. The courts granted the accused a three-day police remand for further interrogation.

The role of some senior bureaucrats and state government officials responsible for granting approvals to big hydro-power companies for setting up projects in Himachal has come under the scanner of the Vigilance and Anti-Corruption Bureau. They had allegedly accepted huge monetary benefits for granting favour to these companies.

The role of two IAS officers and one IPS officer who served as Deputy Commissioner and Superintendent of Police in Kullu district is under the scanner of the Vigilance Bureau. Sleuths of the bureau acted on getting information about an SP-rank IPS officer making financial gains by favouring a big hydro-power company while being posted in Kullu district.

For the past few days, the bureau has been collecting evidence and probing the role of these officers. “After we received complaints about the doubtful role of an IPS officer, we increased the ambit of our investigations as it is the district administration and forest officials have a larger role in monitoring and giving sanctions to power companies,” confirmed K C Sadyal, Additional Director General of Police (ADGP), Vigilance and Anti-Corruption Bureau.

The bureau has reportedly been collecting evidence about the alleged monetary benefits taken by the police officer while he was the district police chief in Kullu. The two IAS officers are also suspected to have favoured the same hydro-power company. Sources said the bureau was likely to probe the role of forest officers who were responsible for granting permission and monitoring the execution of a hydro-power project in Kullu district which had committed gross violations, including that of the Forest Conservation Act.

The Vigilance Bureau during the recent past has brought into its net not just junior and middle-rung officials but also senior officers. Police sources said investigations could also be initiated in other districts like Kinnaur and Chamba, where big power projects were being executed.

Hydro-power companies which are executing major projects often oblige officials even at the senior level to seek favours and relaxation in rules, the sources maintained. In many parts of the state, these companies have had to face the wrath of the locals who have been opposing violation of rules but also threat to environment.

Bank accounts seized

Shimla: The police has seized the bank accounts of Ramesh Volga, the owner of a photo studio in Kullu who was arrested by the police on Friday.

The police has registered a case against Ramesh under Section 8 of the Prevention and Corruption Act (PCA) which amounts to giving gratification to a government employee. The case has been registered in Kullu police station and Ramesh has been sent to police custody till February 21.

Vigilance sources said Ramesh was very close to one of the senior officers who has come under their scanner for seeking monetary benefits from a hydro-power company executing a power project in Kullu. The police has found some big transactions in the accounts of Ramesh.

Kangra MP’s protest result of misunderstanding, says CM

Chief Minister PK Dhumal has clarified that the protest by Kangra BJP MP Rajan Sushant over changing the venue of ‘Prashasan Janta Ke Dwar’ programme yesterday from Rehan to Fatehpur in Kangra district was a result of some misunderstanding.

Talking to mediapersons here in the local Government Postgraduate College today, he said: “The MP was with me for the past two days during my Chamba tour but this happened due to some misunderstanding.”

Sushant had staged a dharna at Rehan, along with his supporters, to protest against the changing of the venue of the programme.

Elaborating this point further, the Chief Minister said: “Though it was decided that the programme would be held at Rehan (Nurpur constituency), its venue was shifted to Fatehpur (Jawali constituency) on February 3 because a similar programme was being organised in the Nurpur constituency at that time. This must have annoyed the MP and I can understand his feelings but this happened due to lack of coordination between the administration.”

Earlier addressing students at the college, he announced Rs 12 lakh for a transformer in the college, Rs 25 lakh for toilets and assured funds for an IT block in the college in the next Budget.

The Chief Minister distributed prizes among the meritorious students and other students who excelled in various activities.

With a series of broad daylight thefts rocking Parwanoo, the Solan Superintendent of Police visited the town today to take stock of the situation. The measure was aimed at instilling confidence among the residents, who are shocked by the audacity of the miscreants.

Six thefts, which had taken place in Sectors 4 and 5, between 10.30 am and 11.30 am yesterday, has left the police perplexed. The SP, Hardesh Bisht, himself was trying to gather leads by talking to the affected families. He said he would issue directions to his staff after ascertaining the facts of the thefts from the affected families.

As per information, the miscreants, who appear to be two in number, had targeted those houses which were locked or deserted. The thefts seem to be well planned as the miscreants decamped with cash and valuables from six houses within a short span of one hour.

In a couple of cases, women sitting on the roofs of their houses had seen two youths roaming around their houses which were casually bolted, but they didn’t suspect them to be thieves. They later found that they had been robbed.

The affected families were residing in houses constructed under the government schemes for weaker sections.

Apart from registering a case, the police has failed to make any progress. Plainclothes policemen, however, have been deployed in the area.

These were some of the observations made today at an interactive workshop on “Challenges and Role of Agriculture Sector in HIV and AIDS”, organised at Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya in Palampur by the HP State AIDS Control Society in collaboration with Youth Development Centre of the institute.

Wood Theft
Accused remanded in police custody

Six accused who have been nabbed yesterday in connection with the theft of wood stumps by the State Vigilance and Anti-Corruption Bureau (SVACB), Mandi, were today produced before the courts of Chief Judicial Magistrate (CJM) and Judicial Magistrate First Class court no 1 and 4, respectively, at Mandi today. The courts granted the accused a three-day police remand for further interrogation.

The accused have been identified as Roop Chand of Thunal village from whom as many as 187 stumps of Deodar recovered, whereas others have been identified as Bhag Chand and Dile Ram of Baogi village and Moti Ram and Tulsi Ram of Dadi village under the Nachan forest range.

State BJP chief mulls action against Sushant

Terming the defiance by Kangra Lok Sabha MP Rajan Sushant as an act of indiscipline, the ruling BJP today gave indications of taking disciplinary action against his behaviour.

“Sushant’s behaviour is very unfortunate and it definitely falls within the purview of indiscipline and I am looking into various acts to ascertain what action can be taken against him,” said state BJP chief Khimi Ram Sharma.

The party chief said Sushant’s protest was illogical and he was merely making an issue out of a non-issue.

Medical camps for special kids

The district project officer of the Sarva Shiksha Abhiyan will organise a number of medical treatment and care camps for differently abled children at various places in the district in collaboration with the Regional Hospital authorities here.

The officer said these camps would be held at Government Primary School, Bharadi, on February 23; at Government Primary School, Khulwin, on March 4; at Government Primary School, Jeora, on March 9; at Community Health Centre, Harlog, on March 11 and at Government Primary School, Suharghat, on March 16. Parents or attendants should bring these children, along with their three passport size photographs.

Each child and the persons accompanying them to the camp would be provided with fare. Tea and lunch would also be provided at the camp site.

100 schools to teach Urdu, Punjabi

The state government has identified 100 schools where there are adequate students to learn Urdu and Punjabi.

The government is going to make an arrangement for teaching Urdu and Punjabi in these schools.

The CM said this while addressing the 5th meeting of the Minorities Welfare Board of Himachal at Dharamsala recently. He said the state had earmarked Rs 343 crore on social welfare activities during the current fiscal for the minorities. The state had adopted 15-point programme of the Prime Minister with regard to scholarships to the minorities, by directing the educational institutions to identify such students and send their applications directly to the department concerned for implementation. Rs 53 lakh had been disbursed amongst minority students as scholarships. — TNS

Health centre inaugurated

Health and Ayurveda Minister Rajeev Bindal today laid the foundation stone of an additional building of the Community Health Centre and a residential colony of medical staff to be constructed at a cost of Rs 2.11 crore at Arki. Later, he inaugurated the Primary Health Centre at Batal constructed at a cost of Rs 76 lakh and Health Sub Centre at Bakhalag constructed at a cost of Rs 12 lakh. Rs 344 crore were sanctioned for the construction of buildings in the Health Department.

He added that free dentures had been provided to 10,000 senior citizens in the state during the past three years and 3,500 in this year alone under the Muskan Yojna. — OC
