No bail for Darbari, Jayachandran

A city court today dismissed the bail applications of former Commonwealth Games (CWG) organising committee (OC) joint director-general T.S. Darbari and treasurer M. Jayachandran and extended their judicial custody by 14 days.

Special CBI judge A.S. Yadav rejected their bail saying, "The irregularities in conducting the Games as highlighted by the media were being observed by people across the world." He added, "Corruption in awarding CWG contracts has 'tarnished' the image of the country."

The court noted that the contract for hiring taxis in London during the Queen's Baton Relay function was awarded on forged documents, leading to a huge loss to the exchequer.

"The part of CWG function i.e. the handling of Queen's Baton in London and the contract of hiring vehicles was awarded on forged documents at higher rates, thereby, causing losses to the Government of India," the court said.

However, the application was opposed by the CBI counsel on the grounds that the charges against the officials were grave and the probe was still in its initial stage.

"The bail plea should be rejected considering the gravity of the offences and the fact that the probe is still in its initial stage. We are yet to record the statement of witnesses, including oral testimony," said the CBI prosecutor.

Meanwhile, the court sent Darbari, Jayachandran and other accused former OC deputy director-general Sanjay Mahendroo to judicial custody till December 24.

On November 15, the CBI had arrested Darbari and Mahendroo, after it registered two cases in connection with the contracts awarded to London-based A.M. Films and A.M. Car and Van Hire Limited at exorbitant rates.

Jaychandran is in custody since November 21. Mahendroo has so far not filed a bail plea.

Darbari and Jayachandran are facing charges of causing losses to the state exchequer in awarding contract to tune of Rs 1.55 crore with regard to Queen's Baton Relay (QBR) in London before the mega event.

Both the accused had sought their release on bail, stating that they were no longer required for investigation. They claimed innocence, contending that they on their own had not finalised any contract and it was the decision of a high-powered committee.

Gupta briefs Tirath on women’s safety 

New Delhi, December 10
Delhi police commissioner B.K. Gupta on Friday met Union Women and Child Development Minister Krishna Tirath here to discuss women's safety in the city following a Mizoram woman's abduction and gangrape.

Gupta said 300 more PCR vans would be deployed to patrol the Capital's roads and gender-sensitisation workshops will also be organised at police stations to handle such cases.

"The police commissioner told me that he has asked for 300 more PCR vans which will patrol the roads through the day and night and improve the security status. I had earlier said that the patrolling done on the roads was not enough," Tirath told reporters here after the meeting.

"I also told the commissioner that language was a barrier when it comes to calling the police and registering a complaint. It happened in the case of the gangrape when the victim's friend had called the police. He assured me that better trained police personnel will now be put in the police control room. He also agreed to conducting gender sensitisation workshops at police stations and said he will get back on this within the next two days," she added.

As an offshoot of the November 23 gangrape case when the victim, a BPO staffer, was dropped a little distance from her residence by her office cab and she was being abducted, the Delhi police issued a notice to all BPOs, corporate and media houses on Thursday to pick and drop back their women employees at night right at their doorstep.

"We have taken steps to ensure that the overall safety of women in Delhi, one of them being the notice that we issued to BPOs and others about the pick and drop facility. We have also been keeping an eye on all the BPO cabs and stopped 151 of them last night to check if there were any security guards accompanying the women employees and asked them if they had any problem. Around 3,000 BPO cabs ply on the Capital's roads between 1-5 am," Gupta said.

"We are also looking at setting up of women help desks in police stations. In the North Campus, I have already ensured a bigger force of women police officers and will do the same in the South Campus too," he added.

As far as women being deployed in PCR vans is concerned, Gupta said while that is being done during the daylight hours, it is yet to be implemented at night. — IANS

Safe drop order hailed

Women workers of BPOs, media organisations and corporate firms feel that the Delhi Police guidelines for their employers to ensure their safety through better pick-and-drop facilities are a much-needed step.

"This was much-needed to ensure security while returning home late at night. It is totally the responsibility of the employer to make sure that women reach home safely after their graveyard shifts," said Arunima Mena, a BPO employee.

Women in the Capital welcomed the move to punish employers who violate the order.

"Legal measures such as punishment become necessary because women employees are often taken for granted. Why wait for a woman to be abused in any form?" said Saasha Lakhanpal, 24, working with a media organisation.

"As far as maintaining the database of employees and security personnel is concerned, many BPOs have been doing that," said a NASSCOM official .

Man gets Asia’s first biodegradable stent at Escorts

Asia's first biodegradable stent has been successfully implanted in a 65-year-old man for treating his artery blockage, doctors said here on Friday.

M.P. Singh, a native of Bihar, was the first patient to undergo the surgery on Tuesday.

The surgery at the Escorts Heart Institute was a part of the trials going on for the new Bioresorable Vasculas Scaffolds, a stent made of biodegradable polymer.

"Unlike the normal metallic stents which remain in the artery forever, these stents dissolve completely in two years time, leaving the artery as good as untouched," Fortis Escorts Heart Hospital Cardiovescular Sciences chairman Ashok Seth said.

The operation places a stent, a spring like structure in the artery, mounted on a balloon. The balloon, which breaks the blockage, is placed as a support so that the artery does not block again. So far, mettalic stents were being used for the surgery.

"This technique relieves the patient from the adverse effects of metallic stents which compelled patients to take blood thinning medicines. With these stents, risk can be reduced as they dissolve in two years time," Seth said.

The surgery is done through minimal invasive methods like leproscopy or robotic surgery. The patients are back to their feet in 24 hours.

Manufactured by US-based medical device company Abbott, the stent is expected to be a major breakthrough in the treatment of coronary artery diseases, which result from blockage of arteries.

The operation has been done under the Absorb Extend trial, the second phase of worldwide trials of the new technique. The first round saw trials on a total of 120 patients in New Zealand, Australia and Europe.

"We are presently carrying out trials in 100 centres over 40 countries. These trials would involve 1,000 patients," Abbot's regional director and general manager of South East Asia Amit Kumar said.

"So far, a total of 200 people have been treated using this technique," he said.

According to Kumar, a total of 100 patients will be taken for the trials in India across six centers in Delhi, Hyderabad, Ahmedabad, Chennai and Lucknow.

"The Drug Controller General of India has been very supportive and we got approval for the trial approximately in six months of applying," he said.

"The trials will get completed in a year and a half, after that a complete report will be compiled. We are expecting to launch it commercially by 2013 and India will be among the first countries where it will be launched," he added. -- IANS

With the Delhi government giving second thoughts to the feasibility of the lottery system for nursery admission as made clear by Chief Minister Sheila Dikshit's statements yesterday, private schools and parents are feeling more optimistic about the point system being retained despite the existence of the Right to Education (RTE) Act that bans any screening for school admission.

School associations have been in talks with the Delhi government on nursery admission, especially the criterion that should be formulated now after the enforcement of the RTE Act.

However, whatever the government's decision is, schools have a clear stand that the lottery system, if implemented, will prove to be unfair to children and will also create several problems. The schools feel that point system is the most suitable system for nursery admission and should be retained, though with modifications as required by the RTE Act.

L.V. Sehgal, principal, Bal Bharati School, and vice- president of the National Progressive Schools Conference that has over 100 schools under its umbrella, says, "The decision on parameters for nursery admission should be left to school associations."

Sehgal adds, "The school associations feel that the point system should be retained, of course with the modifications which will make it compatible with the RTE Act. Most schools are of the opinion that the lottery system would create problems for both parents and schools and would be an unfair system as it will entirely depend on luck."

The RTE Act requires that schools select nursery students randomly without any screening.

The Act is an attempt to bring parity between different economic sections of society.

The point system, on the other hand, decides on the most suitable candidate on the basis of a number of parameters like neighbourhood, siblings, alumni, girl child etc.

Sumit Vohra, from the nursery admissions.com, a website that guides parents on nursery admission, says, "Apart from the views of the school associations, the government should also consult the parents' associations. Many parents are also in favour of the point system as the lottery system would create unforeseen problems for them."

CM urges kids to save environment

Chief Minister Sheila Dikshit has appealed to schoolchildren to act as environment ambassadors and help conserve environment.

Speaking at the 10th Annual Eco Meet organised by the department of environment, Dikshit said that people of India were environment conscious. India has a rich tradition of conserving natural resources, which has been affected due to the recent urbanisation. During last 12 years, the green area in Delhi has expanded from 32 sq km to over 350 sq km.

She urged also people to concentrate on conserving natural resources, as the government's efforts had not yet reached the peak.

Metro staff trained to deal with people
lost at stations

Children and old women who often lose their way are a common sight at Metro stations. But now, the staff at the stations are being trained to address cases of such nature.

The Delhi Metro Rail Corporation today organised a special workshop at the DMRC's Training School in Shastri Park to sensitise the staff about handling the problems of abandoned women and children at Metro stations.

All station managers and assistant station managers attended this workshop. Senior officials from the DMRC and experts from an NGO dealing with such issues addressed the employees.

There were sessions on the communication skills needed for interacting with these abandoned people, immediate liaison with the police and other agencies concerned and rehabilitation of the destitute in secured environs. The station staff were instructed to immediately contact the police in such cases . They were also provided with the telephone numbers of NGOs for the homeless to seek help and assistance.

Anyone needing assistance from the Metro staff inside the Metro premises regarding such cases can call on helpline number 128128 and security number 22185555 for help.

Outer Ring Road closed today

New Delhi, December 10
The city’s Outer Ring Road will be temporarily closed to traffic on Saturday.

The Delhi Traffic Police statement read the Outer Ring Road-Rao Tula Ram Marg flyover will be temporarily closed from 12 noon on Saturday till Sunday afternoon for carrying out certain modifications to facilitate traffic on both carriageways.

"From Sunday afternoon, this flyover can be used by light vehicles for travelling on both carriageways i.e. IIT Delhi to Airport, Dwarka and NH-8 and vice versa," the statement said.

Heavy vehicles like buses will not be allowed on this flyover. "These vehicles can use ground level carriageways for commuting on this stretch." — IANS

Senior officials booked on suspended cop’s complaint

The Delhi police has registered a case against its senior officials, including a joint commissioner and an additional commissioner, on a complaint by a suspended inspector that he was falsely implicated in a corruption case in 2008.

The action came after a Delhi court on December 3 directed the Delhi police to register an FIR against the officials on the basis of a complaint filed by suspended crime branch inspector K G Tyagi.

The police has lodged an FIR against joint commissioner of police (vigilance) N Dileep Kumar and former deputy commissioner of police (DCP) of Anti-Corruption Branch (ACB) in the Delhi government I D Shukla and others.

The accused are charged under offences of forgery, (Section 471 of the IPC), criminal conspiracy (120B) and destruction of evidence (section 193 and 201) of IPC, besides other provisions under the Information Technology Act.

Tyagi alleged that the officials implicated him in a corruption case and registered an FIR against him on October 17, 2008, leading to his arrest and suspension from service.

"They destroyed the electronic evidence, comprising intercepted telephonic conversations in the matter and also forged official records to strengthen their case," said the complaint.

The Anti-Corruption Branch had registered a case against Tyagi alleging that he had extorted Rs 26 lakh from Abhinav Krishan Aggarwal, son of a murder accused Gopal Krishan Aggarwal, for not invoking the stringent MCOCA against him.

Tyagi had sought registration of the criminal case also against Aggarwal and his son Abhinav who had lodged the complaint with ACB against him.

Aggarwal is in judicial custody along with eight others, including former deputy mayor Ashok Jain, who are facing a trial for their alleged involvement in a case relating to murder of a property dealer in 2007. The murder case was investigated by Tyagi.

The police booked the officers, after their appeal against the chief metropolitan magistrate's order was recently rejected by a sessions court.

8-yr-old addict kept in chains for a year, rescued

An eight-year-old boy, who was chained by his family for past one year due to his drug addiction, was rescued today by the police following information provided by an NGO.

The NGO, Bachpan Bachao Andolan, said the boy, whose name has been withheld, lived in Mayur Vihar in the Shashtri Graden area. He had withdrawn from school after being blamed of stealing books and started working as a ragpicker to supplement his large but poor family's income.

"He adopted the habit of consuming leftover liquor from the bottles which he used to pick. He also started sniffing correction fluid with his friends. As time went by, he became more and more addicted. The family thought that they had no other option but to tie him up with chains so that he is not able to go out and indulge in this habit. He has been tied up in chains for a year," the NGO said in a statement.

The NGO said they informed the local police station and Child Welfare Committee (CWC) about his condition.

"The activists of BBA along with the police reached the place where they found the boy chained. The mother was counselled and she agreed to send the child to the children's home for treatment and rehabilitation. The boy was sent to LNJP Hospital for medical check-up".

The CWC has also ordered the child to be sent to the "Apna Ghar" shelter home in Delhi after all the medical and other formalities were completed so that he is given proper care and protection.

The family had migrated from Bihar in 1998 and bought a house in east Delhi. However, their conditions worsened after his father, who was a rickshaw puller, passed away three years back.

His mother was working as a labourer but she had to leave her job because of poor health.

"His elder brother works as a waiter and they have some income also from the rent in the house. But since there are nine children in the family, their monthly income of Rs 5,000 was not enough. Some of the children go to school but they also work as ragpickers along side," it said.

Two held for techie’s murder

The Delhi police has arrested two persons for allegedly murdering a software engineer and looting his luxury car over a fortnight ago.

The accused have been identified as Krishna Moorti (23) and Neeraj (21).

Intelligence was developed and it was learnt that the accused men would be coming to Vijay Vihar.

A trap was laid and the duo was apprehended.

Moorti and Neeraj have confessed to the crime. They said their associates -- Srikant, Rajinder Prasad and Raja -- were also involved in the murder.

"All were in dire need of money. Srikant was carrying a pistol. They saw the victim smoking in his car and planned to rob him," DCP (crime) Ashok Chand said.

On November 22, Prateek Trikha (26), a software engineer working in a Noida-based firm, was allegedly intercepted by motor cycle-borne men who shot him before fleeing with his car near his residence in Saraswati Vihar.

Trikha was returning home from Ashok Vihar where he had gone to attend a wedding and was just 500 metres away from his house when he was allegedly waylaid by the assailants.

The accused asked Tirkha to come out of the car. When he resisted, they allegedly shot him dead.

Hearing the gunshots, a security guard rushed to the spot and found Trikha lying in a pool of blood. He rushed Trikha to a nearby hospital where he succumbed to his injuries, the official said.

Trikha lived in C-Block of Raj Nagar Colony. His father S.K. Trikha works in the Karol Bagh branch of Oriental Bank.

Moorti is allegedly involved in over 18 cases of murder, robbery, burglary, possession of firearms and narcotics.

Srikant, who is still absconding, is allegedly involved in five cases of robbery, while Prasad is allegedly involved in eight cases of robbery and snatching.

Raja is wanted in a case of murder and robbery.

The police has declared a Rs 25,000 reward on Srikant and Prasad each, while a reward of Rs 10,000 has been declared on Raja's arrest.

85,000 kg wheat, rice seized from black market

The Anti-Hoarding and Encroachment branch of the Food Supply Department of the Delhi government has recovered a large quantity of wheat and rice being diverted from a licensed ration shop to the black market and got arrested six persons. The prime suspect is still absconding.

Delhi food supply minister Haroon Yusuf said sleuths of the department recovered 1,238 bags of wheat and 462 bags of rice after a raid from Mahashiv Durga Shakti Store at Pushp Vihar in South Delhi where these commodities were being unloaded. Each bag is of 50 kg.

The commodities were transported from a godown of the food supply department to a licensed ration shop, Fair Price Shop (FPS) number 7784 owned by Sube Singh Malik. Instead of getting the commodities unloaded at the FPS, the suspect had taken the truck to his other shop, Mahashiv Durga Shakti Store.

Prime suspect Sube Singh Malik is absconding. His licence of the Fair Price Shop has been cancelled. Others who have been arrested are identified as Santosh Kumar, Ajay Singh, Phool Singh, Kishan Kumar, Jaiprakash and Jagdish. They were involved in unloading the commodities.

The department came to know of diversion of the commodities through the local police that got suspicious when it saw two trucks being unloaded in a private shop at Pushp Vihar. The police questioned the persons busy at work there.

When they could not give a satisfactory reply, the police informed the department concerned.

When asked where the commodities were being sent, the minister said that investigation was continued.

Shopkeeper burnt by schoolboy over cigarette dead

A quarrel over a cigarette led to the death of a 45-year-old shopkeeper of the Haily Mandi area in the district.

The shopkeeper, Rajender, who was allegedly set ablaze by a schoolboy for refusing to give him a cigarette without payment, died at a hospital yesterday.

The Class XI student reportedly approached the shopkeeper and asked for a cigarette on credit a few days ago.

An argument ensued as Rajender insisted on payment. The boy left the shop, but returned with a can of petrol and set the shopkeeper ablaze. Some nearby shopkeepers nabbed the boy and handed him over to the police.

Rajender was taken to a hospital, but his life could not be saved. He succumbed to his burn injuries at a Delhi hospital yesterday.

Following Rajender's death, the market remained closed and shopkeepers held a protest near Sadar Bazaar, demanding Rs 25 lakh compensation for his family.

The police had registered an FIR under Section 307 (attempt to murder) of the IPC and taken the boy into custody. The Pataudi SHO, under whose jurisdiction the Haily Mandi area falls, has been sent to the police lines for dereliction of duty.

1 dies in truck-car crash

One person died while two sustained serious injures when a truck allegedly hit their car from the rear side at Good Year Crossing on Delhi-Agra national highway here today.

The deceased has been identified as Yatin, while Anuj and Shobhit were injured. All three are from Faridabad.

The incident took place this morning. The errant truck driver allegedly fled with his vehicle.

According to the police, the truck and the car were going towards Delhi when the mishap took place.

Yatin was driving the car. The car rolled over. Passersby and other commuters rescued the two injured from the car. Yatin was found dead in the car.

The police has registered a case against the errant truck driver and a hunt has been launched nab him.

Imposter patients rob doctor of Rs 5 lakh

Ghaziabad, December 10
Four armed men posing as patients allegedly entered a doctor's house in Uttar Pradesh's Ghaziabad district on Friday and looted cash, jewellery and other items worth over Rs 5 lakh.

The robbery took place in Vijay Nagar locality of this suburban town of Delhi around 3:30 am when four men armed with pistols and iron rods knocked on the door of Sajal Kanti Vishwas' house.

When Sajal asked why they were disturbing him at such an hour, the robbers requested the doctor to see a critically injured patient as it was an emergency. "He opened the main gate, but was shocked to find they were robbers and not patients. One of them wore a mask on his face, while the rest were unmasked," a police official said.

The police said that after taking five members of the family hostage at gunpoint, the robbers snatched the keys of almirah and other boxes, took out the jewellery and fled.

"They took away nine gold chains, three earrings, three rings and Rs 45,000," said Jharna, wife of Vishwas.

"We have registered a case against unidentified robbers," said A.K. Vijaita, Ghaziabad superintendent of police. -- IANS

Posing as recovery agents, men rob truck

Posing as recovery agents of a finance company, some men last night robbed a truck in Noida. Till today evening, the police was clueless about the robbers.

According to the owner of the truck, Ghanshyam Govind, his driver Satya Prakash was passing through Sector 39 when some persons in a Tavera car forced him to halt. "As I stopped the truck, one of the persons in the car pulled me down. They told me that they were from a finance company and as the installments of the truck loan were not paid, they were taking away the truck," said Prakash.

"A case of robbery has been registered against unknown persons. Finance company can not take away any vehicle forcibly. They have to inform the police and can take away a vehicle only in the presence of a policeman. Forcible seizure of vehicle by finance company staff or recovery agents amounts to robbery," said H. N. Singh, superintendent of police.

"They were four in number in the age group of 25 to 30 years and speaking local language ," said Singh.

A similar incident had happened in the area a few months ago when a LPG-laden vehicle was robbed by men posing as sales tax officers.

Rape bid on 6-yr-old

New Delhi, December 10
A servant who worked in the house of a professor of Jawaharlal Nehru University allegedly tried to rape a 6-year-old girl. According to the victim's parents, the accused who is still absconding is a minor.

The incident came to light when the parents of the victim filed a complaint at the Vasant Vihar police station alleging that a minor servant tried to rape their daughter. They added that the accused also threaten them. "He said if you try to approach the police, you would have to face dire consequences," said the girl's parents.

The victim's father said the police is trying to hust up the case .
