7-year-old kidnapped boy’s body found in lake
New Delhi, December 1 A case of kidnapping and murder has been registered at the Welcome police station while any arrest in the matter is yet to be made. Meanwhile, the family and friends of the victim alleged police inaction in the matter which led to the killing of the boy. According to information, Tilak Raj, student of class III, was playing with his friends outside his house when he went missing. After checking out the neighbourhood, his father Kanhiya approached the police. A missing complaint was lodged at the police station. After getting assurance from the police, Kanhiya came home only to receive a ransom call from the kidnappers. They demanded Rs 1 lakh. Kanhiya, an autorickshaw driver, expressed his inability to pay this amount. Kidnappers then settled for Rs 50,000. "Kanhiya approached the police about the ransom call. It was traced to a PCO in MS Park close to a Metro station. However, the PCO owner could not throw much light on the identity of the caller," said a police official. He was found dead inside Sanjay Jheel this morning. "A passer-by informed the police about the body lying in a pool of water. The family has identified it," said the official, adding that the cause of death is yet to be established. |

December 1 Additional commissioner of police (east) K.C. Dwivedi said that Joga was arrested on a tip-off. A revolver, three laptops and a motor cycle have been seized from him. "Joga is the leader of the dreaded Joga gang which has allegedly been involved in some of the most sensational house dacoities and carjacking cases in Delhi and NCR for the past 14 years. He is the 'most wanted dacoit' of Delhi, Haryana and Uttar Pradesh," said Dwivedi, adding that Joga never showed his hideouts to anyone and did not believe in travelling in luxury vehicles to avoid attention. "He prefers 180cc bikes for movement. During dacoity his associates moved in luxury vehicles, but he used only bikes," said the officer. Joga has allegedly managed to evade arrest thrice. Dwivedi said that his gang members carried out a reccee in targetted colonies on bikes and preferred houses near parks. "During dacoity they used luxury vehicles robbed by them. On November 23, the police thwarted the gang's plan to rob a house at Yojna Vihar in east Delhi. This year, Joga has been involved in a spate of dacoities in Anand Vihar, Preet Vihar and Yamuna Vihar in Delhi besides, some in the neighbouring Sahibabad, Old Faridabad, Gurgaon," Dwivedi added. In Preet Vihar, Joga had allegedly murdered a servant in a house when he tried to stop them from committing the crime. Delhi cops seize large cache of arms in JK
New Delhi, December 1 According to Shibesh Singh, additional DCP (special cell), on the information provided by Inquilabi, the police went to Rajouri on November 25 and recovered an AK-56 rifle, four magazines, 120 rounds, a hand grenade, two matrix, documents, diary and combat gun pouch (Bandolier) from inside a cave in the Richbagla forest area. Inquilabi told his investigators that during his school days he came in contact with a cleric (maulavi) in Pakistan occupied Kashmir (PoK). The cleric motivated him to join militancy. "The cleric introduced him to a leader of the Peer Panjal Regiment of Hizbul Mujahideen in PoK. After undergoing training in weapon handling in PoK, he came to Kashmir along with other militants," said Singh, adding that over the years, he grew in stature and notoriety and indulged in several acts of terrorism during the past 10 years. He is one of the longest surviving militant of JK. During this period he married a local girl to camouflage his identity and get local support. Inquilabi is also known as "Mr Surrender" as he used to contact senior police officials with the proposal to surrender while still carrying out anti-national activities. A resident of Shahadra in PoK, he was initially the chief of Hizbul's Pir Panjal Regiment (HMPPR), which got wiped out recently, and then he took over as Hizbul divisional commander for Jammu province. Inquilabi had let loose a reign of terror in the Pir Panchal area and his areas of operation was Budhal, Dharamshal, Kalakote, Shopian, Mahore, Gulabgarh and other parts of Reasi district, said Singh. Inquilabi is said to be involved in several massacres, including the killing of four Hindus in the Dharshal area of Rajouri district on May 14, 2005, three SPOs in the Draman Bhudal area of Rajouri district on November 18, 2009, three brothers in Tryath in Kalakote belt in 2005 and a BSF jawan, his wife and two SPOs in the Kandi belt and Pirgagala areas in 2009. |
Haryana to honour Asiad winners
Gurgaon, December 1 This was stated by Haryana Chief Minister Bhupinder Singh Hooda at the opening ceremony of ONGC Super Cup Football match organised at Tau Devi Lal Stadium here today. The final match was played between Kingfisher East Bengal Club of Kolkata and Dempo Club of Goa. Union civil aviation minister Praful Patel, who is also the president of the All-India Football Federation, was present at the match. Addressing sportspersons and spectators, the Chief Minister pointed out that after the Commonwealth Games, players of Haryana had excelled in the Asian Games as well. In these games, five out of the 14 gold medalists were from Haryana, he maintained. On the proposal of Patel, Hooda assured to provide land for setting up a football stadium of international level in Haryana. Patel had earlier said if land was provided, the AIFF would get the stadium constructed. Hooda said the ONGC Super Cup Football match was being played in Gurgaon for the fourth time, adding that now, this game was becoming popular in the state. He pointed out that football was also a popular game as cricket and had maximum viewers in the world. Patel said as Haryana was a frontrunner state in terms of industries and developing new townships, the state government should also promote football. He said Delhi and Haryana could construct football stadiums of international standards and added that football as a game was again attracting people. Earlier, the working president of the Haryana Football Association, Rao Daan Singh, welcomed the Union minister, chief Minister and other guests. DU gears up for exams
New Delhi, December 1 Students have tied up with students of other colleges like Stephens and Hansraj, which were following the semester mode from the beginning of the session, for notes. "Most of the tutorial classes have been converted into lecture classes. The main purpose of tutorial classes is to clear doubts. We have kept one day in a week for clearing doubts, while in all other classes, we are focusing on finishing the syllabus," said Kirti Arora, a physics teacher at Hindu College. "Apart from the theory syllabus, we have to cover the syllabus for practicals as well. As the teachers refused to teach in the semester mode, we have done practicals that are now not part of the semester syllabus. Those practicals now stand cancelled and we have been doing the new ones for the past 10 days," said Mayank Saxena, a zoology student at Acharya Narendra Dev College. Many students are studying in groups and meet after college to revise the syllabus. Seniors are also helping the freshers with their last year's notes and all other possible ways. "We meet after college and help each other cover the syllabus," said Neetu Rawat, a life sciences student at Gargi College. "The schedule of the exams has definitely relieved students. But the colleges need to buck up. We hope that we are able to complete the course in time. But students might face difficulties in revising the topics that will be taught in the last one week before the exams. Staff associations have tried their best to reduce the burden of the students and we are hopeful of 100 per cent passing rate," said Bhim Sen, principal, Kirori Mal College. |
Gt Noida-Haridwar road soon
Greater Noida, December 1 This road will touch the Eastern Peripheral road being constructed from Palwal linking Panipat, Bagpat, etc. 0ne railway-bridge and two flyovers are also planned on this road. From Pari Chowk in Greater Noida, the authority is constructing the road via Alfa Commercial Belt, Heritage Club. According to Greater Noida officials, the highway is almost ready up to Bodaki. According to OSD of Greater Noida Authority, the road has been extended by 16 km up to the Kota Sanoda Ganga canal. Here this road will link Kota Sanoda along the canal bank with Haridwar Perquazi Expressway. At present, Haridwar-bound people have to go via Ghaziabad, Muradnagar, Modinagar, Meerut. All this would be avoided once the new highway comes into being. |

New Delhi, December 1 Just after the House assembled, the Leader of Opposition, Vijay Kumar Malhotra raised the issue of breach of motion submitted against the Chief Minister and Congress MLA Mukesh Sharma. He asked the Speaker not to run the House if the quorum was not full. The Speaker then asked him to discuss these issues after the question hour, but Malhotra persisted. The question hour continued amidst the din. The BJP members also trooped into the well of the House. The MLAs raised slogans "Sheila Dikshit murdabad, Sonia Gandhi murdabad and Rahul Gandhi murdabad". While finance minister A. K. Walia was giving reply to one of the questions, Pradyman Rajput snatched his file. When the BJP members continued their slogans, the Speaker expelled Karan Singh Tanwar, Kulwant Rana, Ramesh Bidhuri, Manoj Shokeen, Pardyuman Rajput and Subhash Sachdeva. The remaining BJP members then chanted "Raghupati Raghav Raja Ram, inko buddhi de bhagwan". The House was adjourned at 3 pm. |
Govt firm on authorising all colonies: Walia
New Delhi, December 1 Replying to questions in the Assembly today, he said that the city government's layout plan of 700 colonies had been submitted to the Municipal Corporation of Delhi. He said that development work is being done in the colonies constructed on agricultural land. The development work is stopped only in the colonies that had come up on government land. When asked that the MCD, DDA and police personnel raise objections when residents of these colonies do some repairing work, Walia said that strict action would be taken against such officials. In some colonies, more than one RWAs exist and they have submitted the details of the colonies separately. In such cases, the government will take the help of RWAs and the area MLA. |
Malhotra flays House functioning
New Delhi, December 1 He said that running the House without quorum was not right. The Speaker should adjourn the House if two-thirds members are not present. When asked that sometimes Parliament too was run without quorum, Malhotra, his party members Sahab Singh Chauhan and Jagdish Mukhi said that it was not possible as Parliament itself had made the law that the House could not run sans two-thirds members. Malhotra said that his breach of privilege motion had been accepted and the Speaker had agreed to send a notice to Chief Minister Sheila Dikshit and Congress MLA Mukesh Sharma for criticising LG Tejendra Khanna in the House. However, the Speaker has not mentioned this in the House. Addressing the media after the House meeting, Malhotra alleged that finance minister A.K. Walia had given wrong statement against the functioning of theMCD. The final decision for regularisation of the unauthorised colonies would be taken by the MCD, but so far, the government could not submit details of the boundaries of the colonies. As far as the property tax in unauthorised areas is concerned, the government has itself accepted that the tax was taken from the areas till 2004. |
Make Delhi safer for NE women: NGOs
New Delhi, December 1 They also demanded that the Delhi government issued a set of guidelines for BPOs, so that the safety of their women employees was not compromised. The protest was organised by NGO Nirantar. A similar protest was organised on Monday by the Mizo Students' Union and the Mizo Welfare Association, voicing their anger over the rape and other similar cases of harassment against northeastern women in the Capital. A member of Nirantar said, "We are shocked by the repeated incidents of sexual assault on women from the northeast in the Capital in recent months. The rape of a northeastern woman in Dhaula Kuan has again pointed to the failure of the Delhi government to ensure safety of women and especially of women from the northeast. In a statement they said, "Often, it is assumed that they (northeastern) are 'available' and are of 'loose character'. The sexual assaults on women from the northeast are even justified by saying that they 'asked for it' because of the way they look and dress." "We demand that the Delhi government take appropriate measures to address and curb sexual assault on women, and in particular women from the northeast who have particularly been targeted in the recent past. The Delhi police must be more responsive, or else its claims to make Delhi safe for women will be proven hollow," it added. "The Delhi government must issue guidelines to BPOs and other employers in order that they increase security measures when women staff members are dropped to their residences. Also, police patrols should be ensured in all areas and all roads should be well lit, including bus stops," it further said. Madhu Chandra of the Northeast Support Centre and Helpline who participated in the protest at Jantar Mantar said, "The safety of northeastern women in Delhi is a very serious issue. Every other day, you hear of girls from the region getting harassed here and all because they look different." "A team of the Delhi police officials was supposed to come and meet me to discuss a plan to make the city safer for the women of the region today, but it didn't work out. They are now coming tomorrow and I hope something concrete comes out of it," said Chandra. The victim of the November 24 gangrape was a 30-year-old woman from Mizoram working in a BPO. She was abducted by four men and gangraped in a moving goods carrier.

Fire clearance for 3 stations
on Metro Airport line
New Delhi, December 1 While fire safety clearance for Indira Gandhi International Airport and Shivaji Stadium stations were granted on Monday, the approval for New Delhi station came yesterday. Dhaula Kuan and Aerocity stations on the line are still incomplete and it has been decided that they will not be opened to the public immediately. Officials of Reliance Infra, the concessionaire responsible for operating the high-speed line, confirmed that the clearances had been received. They added that the line was ready for another round of inspection by the Commissioner of Metro Rail Safety (CMRS). "Fire clearances for all three stations were received today and we expect to throw the line open to the public in seven to 10 days, after the CMRS approval," said a spokesperson of the Delhi Airport Metro Express Line Private Limited. In the last week of September, the CMRS had denied statutory safety clearance to the line, after a two-day inspection. The CMRS found that much work was incomplete, including emergency staircases, exit points, false ceilings, ticket counters, electrification work and signalling. The DMRC had given an extension to Reliance Infra as there was delay on its part in handing over the stations. However, Reliance Infra failed to clear the mandatory safety certification from the CMRS and missed the September 31 deadline. |
Dengue and chikungunya
New Delhi, December 1 "The expert committee of the health department of the Municipal Corporation of Delhi (MCD) is contemplating developing a facility whereby all government and private hospitals will report dengue and chikungunya cases received by them to the civic body online," V.K. Monga, chairman, MCD's health committee, said. In the new system, all hospitals and other health service providers in the city will be provided a password to log in and update the cases easily. Currently, the hospitals send fax reports to the MCD. Hospitals will have to provide the details, including the name, age, sex, address and laboratory, data of all the patients to the MCD. "Many hospitals do not report to us as they feel it is a time-consuming and cumbersome process. Due to this, the exact number of people affected by dengue and chikungunya is not known and steps to contain these diseases do not materialise well," Monga said. At present, hospitals fax a hard copy everyday about the number of dengue and chikungunya cases being treated by them. "The online submission method will reduce the work of the hospitals, improve the system and bring in more transparency. Also, people will stop accusing MCD of understating the number of cases of dengue and chikungunya in the city," he said. |

Noida, December 1 In case of failure to deposit the fine, the convicts will have to undergo additional imprisonment. The verdict has been pronounced by the additional district judge Mohammed Ibrahim of fast-track court no.1. According to assistant district public prosecutor Dhiraj Singh, the case pertains to 2008. The victim, Meghna, was the daughter of one Ved Ram Mogra of Kankla district. She was married to Deepak Chaudhary, a doctor, in Noida's Sector 12 on June 30, 2005. According to reports, Mogra had given substantial dowry, but Meghna's in-laws were not happy and kept demanding more cash and jewellery. They would also often beat up Meghna. On June 16, 2008, Chaudhary, his mother Savitri and sister Pooja hanged Meghna. Mogra had filed a case at the Sector 24 police station. |

Delhi to protect tourists, simplify taxes
New Delhi, December 1 'Prevention of Touting and Malpractices against Tourists Bill 2010' and 'Delhi Value Added Tax Amendment Bill 2010' were passed in a brief session of one hour. The final day passed off without adjournments despite repeated attempts by the Bharatiya Janata Party (BJP) legislators to stall proceedings. "The House has also run without quorum. The secretary should have pointed this out to the speaker," BJP leader V.K. Malhotra said. This year's winter session has been disrupted repeatedly on the BJP's demand for an assembly panel probe into the alleged irregularities in the Commonwealth Games. Three BJP legislators were expelled on Friday for three days and uproar continued at their appearance on the final day. BJP members shouted slogans against Sheila Dikshit, Sonia Gandhi and Rahul Gandhi in the House and all attempts by Speaker Yoganand Shastri to mollify them failed. Cops warn against violation of marriage procession rules
New Delhi, December 1 In advertisements issued in major dailies, the Delhi police said marriage processions on road create traffic congestion. "Traffic congestion on road can have serious consequences like delay in emergency services, delay in reaching railway stations, airport and other destinations," the police said. According to the police, processions, horses, horse-drawn carriages, bands and lights are not allowed on the road and people should not obstruct carriageways either by dancing or parking their vehicles in a haphazard way. "The function venue must have the parking space to accommodate all the vehicles as no parking outside the venue is allowed. In addition, no firecrackers should be used on the road and people should refrain from using loudspeakers/loud music after 10 pm," the advisory said. It added that the function must have the 'No objection certificate' from the traffic police and civic agencies concerned and people should eschew illegal stationing of generators and catering vans outside the venue. "Meanwhile, detailed guidelines have been issued by the Delhi High Court. If there is any violation, the organiser of the function shall be
held responsible and proceedings shall be initiated against him," it warned.

Formula-1 track to be ready by June 2011

December 1 A team from JP Group along with the Greater Noida Authority officials recently inspected the location of the proposed racetrack. The Formula -1 race is expected to be organised on this track in October next year. Over 200 engineers are working on the project. The details have been worked out. Work on the track is going on at good speed. According to the JP Group sources, 80 per cent of the work on the racetrack has been completed. The Formula-1 track will have a seating capacity for 1.20 lakh spectators. The racing cars will be driven on this 5.1-km-long track at 320 km/ hour. |

Parking site: MCD to approach LG
New Delhi, December 1 The issue was discussed at a meeting of the MCD Standing Committee today. The civic body had invited tenders for 225 parking sites, but the traffic police has refused NoC for 180 of them. The sites for which clearance has been refused, already have unauthorised parkings, said leaders and members of the ruling BJP in MCD. Standing Committee chairman Yogender Chandolia said MCD will approach the Delhi police and Lt-Governor to resolve the issue. "Unauthorised parkings are already there in such sites. There is no reason why police should not give NoC. We will tell them as well as the LG that the civic body needs revenue and the sites should be regularised. If there is genuine problem, we are ready to delete some sites from the list, but we need these parking lots to ease traffic congestion," he

"The maximum temperature was at a normal 24.6 degree Celsius. The minimum and maximum temperatures tomorrow (Thursday) are expected to hover around 10 and 24 degree Celsius, respectively," an IMD official said. Like Wednesday, Thursday too will begin on a misty note but the skies will clear as the day advances. Humidity levels would waver between a high of 90 and a low of 32 per cent, the official added.
