New Delhi, November 24 The victim, who was found in an unconscious state in the wee hours today, told the police that no sooner did she sit inside than two persons caught hold of her, put their hands on her mouth and asked her to keep quiet or they would kill her. She was taken to a deserted location in Mangolpuri and repeatedly raped by the trio. A police official said the victim was dropped at Dhaula Kuan by some other vehicle, though it was not clear from where she was coming. The rape is yet another shocking and cruel reminder of how unsafe and vulnerable girls and women are in the national Capital. A few weeks back, a girl, who was a Delhi University student, was gang-raped under almost similar circumstances at Mandawali in East Delhi. She was waiting for her office cab in the early morning on November 3 when a man driving an auto and accompanied by three persons picked her up and drove her to a deserted location. She was gang-raped and deserted there. The police managed to arrest the driver only after he made the mistake of calling up the victim to threaten her. She then laid a trap for him. Cases of gang-rapes have previously occurred at Dhaula Kuan and new Delhi police commissioner B.K. Gupta has repeatedly said that controlling crime against women is his top priority. |

New Delhi, November 24 She said the construction cost has increased in R. R. Kohli Marg, B.J. - R T R Marg, Nelson Mondela-Viveka Nand Marg, Arun Asaf Ali-Africa Avenue Marg, Mukarba Chowk, Behra Enclave, Nangloi National Highway number 10. All projects are of PWD. Though the Games had ended successfully, some projects are still incomplete such as Shivaji Stadium, Bus Parking opposite Millennium Park, Rajghat Parking, Barapulla elevated road, streetscaping work, corridor improvement of road number 56, Shyam Lal College at GT Road, Apsara Border and bridge on road number 68. The estimated budget of R.R. Kohli Marg was Rs 230 crore, but it escalated to Rs 277 crore. Mukarba Chowk's estimated cost was Rs 195.22 crore; Behra Enclave, Rs 54.66 crore; Nangloi National Highway Marg 10, Rs 77.99 crore; but their cost increased to Rs 214.50 crore, Rs 56.31 crore and 81.37 crore respectively. While responding in the Assembly, the Chief Minister said that there were objections from many agencies to the construction of Barapulla elevated road, but its cost did not escalate. Though opened during the Commonwealth Games, it is not complete and the final touch is still being given. So far 99.5 per cent work has been completed. Bus Parking opposite Millennium Park is one of the biggest parking lots in the world. Its work has almost been completed. The same is the condition of bus parking lot at Rajghat. Streetscaping was done in various parts of the Capital. It was a big project and is nearly complete. Work on bridge on road number 68 and Shyam Lal College GT Road is still left, she said. |

New Delhi, November 24 He also made it clear that a feasible solution is a must otherwise a number of colonies around M.B. Pushta Road will remain at risk of flooding. Walia who represents the area in the Assembly took a round of the Yamuna riverbed opposite Ramesh Park today following the recent building collapse which resulted in as many as 70 casualties. He instructed the IFC and the Central Ground Water Board (CGWB) to act swiftly to chalk out an urgent plan to overcome the problem of flooding as it is resulting in increase in groundwater level in colonies where basements are getting damaged and cracks have become visible in the buildings. Walia has taken up the issue at the highest level so that a feasible solution could be arrived at the earliest. Further due to unprecedented rains and heavy flow of water in the Yamuna, the water level in the trans-Yamuna area has risen. Walia asked the Delhi Jal Board to chalk out action plan to clean the sewerage lines. He visited Priyadarshini Vihar in Laxmi Nagar and Vikas Marg near Swasthya Vihar where a big portion of road has caved in due to flooding of sewerage lines. There are other points like Aram Park, Parwana Road, Rasheed Market and D-Block, Shakarpur where caved-in roads cause a lot of inconvenience to people. |

Ghaziabad, November 24 The victim's family owns many cinema houses and industrial establishments in Lucknow. The family was angry that the Muradnagar police over not investigating the matter properly. Nizam Chaudhary, president of Powerloom Union, was passing from Rawli Road on Tuesday night when he stopped to help an injured man lying on the roadside. He informed the Muradnagar police about the man, but the police did not come for help. The victim Anand said that some men had abducted him from Meerut with his car. The men allegedly snatched his three cell phones, Rs 1,000, gold chain, a ring and ATM card. When he resisted, he was allegedly beaten up. The assailants had left him as dead on Rawli Road in Muradnagar. After the police's inaction, Chaudhary informed Anand's father Anup Agarwal about the incident. Anup Agarwal said that his family had come to attend a marriage in Meerut late in the night. His son Anand (18) had gone to Rohta Road parking lot to take out something from the car, when four men allegedly kidnapped him. When the family went to file a report about his kidnapping at the Kankarkheda police station in Meerut, the police registered a car theft case only. Meerut DIG J.N. Singh said that a case of loot would be registered after investigation and culprits would be nabbed soon. Action would be taken against the policemen if they are found to have acted in a negligent way, he said. |
Shabana urges MPs to prioritise maternal health
New Delhi, November 24 More than half a million women and girls all over the world continue to die due to pregnancy-related causes. In India, more women die every year during childbirth or pregnancy than in any other country in the world. A majority of these deaths are directly linked to obstetric complications such as haemorrhage, obstructed labour, or eclampsia (pregnancy-related seizures). For every woman who dies, 20 to 30 suffer from maternal morbidity. Azmi was speaking at a panel discussion on advocacy for reducing maternal mortality in underserved areas: an unfinished agenda organized by CHETNA (Centre for Health, Education, Training and Nutrition Awareness) here. Azmi as an MP had collected the signature of 200 parliamentarians to ensure that the two-child norm was not passed by Parliament in 2000. Poonam Muttreja, executive director of the Population Foundation of India, who chaired the discussions, said unless the focus was on underserved areas, the Millennium Development Goals 4 and 5 (to reduce infant and maternal mortality rates) could not be achieved. Underserved, it was spelt out, was not just the tribals and poor in remote rural areas but also the illiterate, dalits and the poor living in urban slums. Globally, it was now accepted that the financial investment has to match the verbal commitment made by governments at international forums. A whopping USD 42 billion has been committed by international donors at a meeting organized by the WHO. This money needs to be tracked so that it reaches women in underserved areas, said Muttreja. CHETNA, which is working with women in underserved areas, released details of the impact made by its various health interventions in Gujarat and Rajasthan. Indu Capoor, director, CHETNA, revealed that unless the community was involved and a continuum of care approach adopted, women would continue to lack access to maternal health services. Aparajita Gogoi, national coordinator for Safe Motherhood Alliance, India, said the number of institutional deliveries had gone up by 10 times thanks to the Janani Suraksha Yojana, but the quality of care was still lacking. Dr Dileep Mavalankar, dean, Institute of Public Health, Gandhi Nagar, also stressed the need for quality in health care and said the role of health providers in different areas of the country, especially underserved areas, needs to be defined. All the panelists agreed that the status of women had to improve, the age of marriage had to be raised and anemia tackled for improved maternal health. |

New Delhi, November 24 The civic body had directed the chief vigilance officer (CVO) to probe the matter. The meeting had to be adjourned midway, after the Congress members started raising slogans against the BJP-ruled MCD. MCD commissioner K.S. Mehra said that the CVO had sought extra time to complete the probe as there were 'complex issues' involved in the matter and he needed to go through all seized documents. Meanwhile, the MCD also said that it would tighten its loop on buildings having more than the permissible height in unauthorised or regularised colonies in the Capital. Mehra said that the height of buildings in approved, unauthorised or unauthorised regularised residential colonies would be checked during the survey being carried out by the civic body. As per the Master Plan for Delhi (MPD), structures higher than 15 metre are not allowed in many areas and buildings that have been constructed, violating this norm, may face action. Standing committee chairman Yogender Chandolia said that illegal floors in such buildings 'may be demolished' too. Mehra said that experts of Central Building Research Institute (CBRI), who had collected samples from the collapsed house at Lalita Park in Laxmi Nagar and inspected other constructions in the area, would get back to the MCD which will take the necessary action, including retrofitting of the buildings as per the CBRI guidance. The survey being carried out by the MCD to identify unsafe properties would be extended throughout Delhi and necessary action will be taken to ensure structural stability, said Chandolia.He added that basements should be banned in areas near the Yamuna, so that water could not accumulate there. Accumulation of water in the basement is suspected as one of the reasons behind the Lalita Park building collapse. |

New Delhi, November 24 "Our experts would be going out in four teams, with each team comprising a psychologist, psychiatrist and counsellor (social worker) to the hospitals where the patients are still admitted. The work started five days back when our team visited the community centre and then there were about 150-odd people," said Dr Nimesh Desai, director of IBHAS. "We are not going to diagnose any ailment, but provide emotional counselling, a way for ventilation and outburst to the survivors," said Dr Desai. |
Phoolan murder accused gets bail for brother’s marriage
New Delhi, November 24 Allowing the bail plea, additional sessions judge J.R. Aryan said, "Accused Vijay Singh Rana is granted interim bail for three days, starting from November 26 to allow him to attend his brother's marriage at his native place." The court asked Vijay to furnish a personal and surety bonds of Rs 50,000 each. The court is recording the statements of prosecution witnesses in the nine-year-old trial. Earlier, the investigating officer had testified that Sher Singh Rana had killed Phoolan Devi to avenge the 1981 Behmai massacre in which she and her gang murdered 17 people belonging to an upper caste. Phoolan, then a Samajwadi Party MP, was gunned down outside her Ashoka Road residence on July 25, 2001. According to the prosecution, Rana and 12 others had allegedly conspired to kill Phoolan. Besides Rana, other accused in the case are: Keshav Chauhan, Rajbir, Ravinder, Dharam Prakash, Sharwan, Vijay, Shekhar, Praveen Mittal, Amit Rathi, Vijay Rana, Pradeep and

More rains in store for Delhi
New Delhi, November 24 Dark clouds took over the sky, early during the day. The Capital experienced dark clouds and light rain for major part of the day. Some parts of the city recorded light drizzle towards the morning. However, the rain increased as the day progressed. The Metrological department recorded the rainfall at 1.6-mm today. The maximum temperature today plummeted to 21.3 degree Celsius, six degrees below normal. The minimum temperature settled at 15.7 degree Celsius. |
One held for robbing newlyweds
Ghaziabad, November 24 Some of the looted valuables, including a garland of currency notes, jewellery, cash and bike, have been recovered from the bandit. The Link Road police had learnt from an informer that one of the criminals involved in the loot was roaming in the area. The police raided the spot and nabbed him. Link Road Kotwali in-charge Avneesh Gautam said the bandit Jatinder confessed to his involvement in the loot. He guided the police to recover the garland of currency notes of Rs 3,000, looted from Yogesh Lamba at gunpoint. The police said part of jewellery was with the other bandit, Shauki, alias Shaukeen. The police is trying to arrest him also. The SHO said Jatinder and his friends had dressed up and posed as baratis, mixing in the marriage party. |
Delhi police plans Facebook account
New Delhi, November 24 City police commissioner B.K. Gupta today said the force is planning to open an account on Facebook, one of the popular social networking sites, to enable people to communicate with it freely. "We need feedback from public. Our traffic wing is getting tremendous response on the social networking site. We also want to get the same response," added Gupta. The facebook account of the traffic police with the name - Delhi traffic police-- has over 38,891 members. |
Sealing in Paharganj put on hold for
a week
New Delhi, November 24 MCD officials said the decision had been taken in view of the requests of the proprietors of guest houses and hotels that they needed some time to comply with the requirements of the show-cause notice issued by the civic body. "The owners of the guest houses and hotels have requested for some time to produce or arrange the documents that have been asked from them. We had issued them show-cause notice around a week ago," said a senior MCD official. The MCD yesterday sealed three guest houses and hotels in the Paharganj area. |
BJP to gherao Assembly
New Delhi, November 24 Delhi BJP will organize a "virodh march" tomorrow from the Red Fort to Old Secretariat to gherao the Delhi Legislative Assembly. On the opening day also, the BJP members disrupted the House proceedings, but they were marshaled out. The march will be led by BJP Pradesh in-charge M Venkaiah Naidu, Delhi BJP president Vijender Gupta and opposition leader in Assembly Vijay Kumar Malhotra.

Arms supplier held
New Delhi, November 24 Acting on a tip-off, Sudhir, resident of Ghaziabad in Uttar Pradesh, was arrested from Seelampur, a senior police official said. During interrogation, it came to light that Sudhir used to sell firearms. "He allegedly used to procure arms and ammunition from Garh Brijghat in UP. He was also involved in six cases of theft," the official said. |
