The building at Laxmi Nagar in east Delhi. The Municipal Corporation of Delhi (MCD) got evacuated one more building in the Laxmi Nagar area today. Deputy commissioner (Shahdara south zone) said that the building had developed cracks and looked dangerous. "We received a complaint this afternoon that the building had developed cracks. The MCD team carried out a thorough survey of the entire building. As a precaution measure, we got the building vacated," he said.However, the official said that there was no severe danger to the building. "There appeared to be no imminent danger to the building. But it has been kept under technical observation. Glass and paper strips have been placed on the cracks," he said.

Faridabad welcomes Badarpur flyover

The much-awaited inauguration of the Badarpur flyover on the Delhi-Agra national highway in Delhi adjoining Haryana borders has enthused the public, but generated a tug of war between the ruling Congress and the Opposition parties for the accolades.

Residents from all segments of the society have heaved a sigh of relief as the project has been completed and officially dedicated to the public about 15 years after it was envisaged and sanctioned.

The general opinion is that the flyover would lead to further development of Faridabad and improve connectivity with the national Capital.

It is expected that the flyover would save about 40 minutes while commuting from Faridabad to Delhi and vice-versa.

Ram Singh, a resident of Sector 16, says he used to take about one-and-half-hour to reach India Gate in the heart of New Delhi on account of the traffic jams at Badarpur border. Today, he took about 40 minutes.

The president of the Faridabad Chamber of Commerce and Industry, Ramesh Jhawar, opined that the commissioning of the flyover would give a big boost to the development of Faridabad. The flyover would reinforce the faith of the investors in Faridabad.

However, while the Congress leaders are a spirited lot, saying that it was on account of their governments in Haryana, Delhi and the Centre which ensured the completion of the project, the Opposition, including the BJP and INLD, laboured to remind them that the project was conceived by the BJP-led NDA government headed by Atal Behari Vajpayee.

The president of the Haryana BJP, Krishanpal Gurjar, alleged that the Congress owed and explanation to the people for the delay in the project. He asserted that the BJP, a few years back, had blocked the national highway at the borders against the delay in the start of the project.

Meanwhile, the BJP has demanded that the rate of toll tax at Sarai toll plaza near Badarpur as well as the rates of monthly passes be reduced.

Also, the party has demanded toll-free travel for those whose land had been acquired for the project.

Master plan to change face of Modinagar

In case the work on Meerut-Delhi rapid rail is started within the next two years, it would change the face of Modinagar town.

Under the Modinagar Master Plan 2010 of Ghaziabad Development Authority, a bypass project has also been included.

Both these projects would reduce distance between Modinagar-Delhi as well as Modinagar-Meerut. The high-speed and electric trains along with laying a separate track for the movement of goods trains will definitely usher in a new era for Modinagar.

According to sources, under the Rapid Rail Project between Delhi and Meerut, Modinagar has been accorded a key position by the National Capital Region (NCR) Planning Board.

The government has already accorded sanction to the project on high-speed trains.

Under this project also, the Modinagar area will stand to gain substantially from standpoint of development.

Work is progressing apace for electrification of Ghaziabad-Meerut rail track. A separate track for goods traffic is also planned, trains on which are expected to run on by 2012.

According to Umesh Modi, chairman UK Group, the biggest hurdle in pushing development projects in this area is the problem of traffic jams.

If the high-speed trains and Modinagar bypass projects are completed on time, it will result in the overall development of Modinagar town.

100 trains held up for 3 hours at Dankore

One hundred trains were delayed for over three hours last night, after a crane hit the overhead high tension wires at Dankore railway level crossing.

The crane driver has been arrested and a case has been registered against him.

Among the trains that were delayed on the Delhi-Howrah route are - Rajdhani Express, Reeva Express, Tilanchal Express, Pryagraj Express, Brahmputra Mail, Kalka Mail, Sealdah Express, Lal Quila Express, KGR, Sawatantrata Senani Express, Gorakhdham Express and Sapt Kranti Express.

Besides, a number of goods and local trains were affected. The trains on the route went haywire even today.

All trains were stopped at Dadri, Maripete, Ajabpur, Ghaziabad, Chaula, Ber, Khurja and Aligarh railway stations.

The incident took place when the crane driver was crossing the level crossing at 10 pm yesterday and the rear part of the crane which was in a lifted position got entangled with overhead high-tension cable.

This caused sparking, thereby, disrupting cable and power supply to trains.

The railway electricity engineers took three hours to repair the snapped high-tension cables. Train movement on the route could be resumed only late this evening.

It may be added that work on an overbridge is going on at Dankore railway level crossing. The crane was being used for this work.

5 more corridors come under zero-traffic violation zone

In addition to the existing 10 zones, the Delhi police today identified five more corridors where it will ensure "zero tolerance" to traffic offences by enforcing lane discipline.

City police commissioner B.K. Gupta said the decision to add five more corridors to the list of zero-tolerance traffic violation zones was part of the force's efforts to improve traffic situation in the Capital.

"We have identified five more corridors for improvement in traffic situation. I am confident that we will succeed in our efforts to improve traffic situation in Delhi," Gupta said.

The five new corridors are: Outer Ring Road from Modi Mill flyover to Rao Tula Ram Marg, Africa Avenue-Vinay Marg, Vikas Marg from IP flyover to Karkari, NH24 from Nizamuddin to Ghazipur and Teen Murti roundabout to C- Hexagon through Akbar Road.

The ten existing corridors are: Outer Circle in Connaught Place, Ring Road from Ashram to Naraina, Tilak Marg, Lodhi Road and Nelson Mandela Marg.

According to the plan, buses and trucks will ply on the extreme left lane, autorickshaws and other utility vehicles on the middle lane and cars on the right lane.

‘Alcohol-HIV link recognised’

Alcohol has emerged as a difinite contributor to violence and unsafe sex and in turn to sexually transmitted infections, including HIV/AIDS. In Delhi, men who are alcoholics are more likely to engage in violent behaviour and have multiple sex-partners, reveals an unreleased survey carried over a sampled populace comprising 2,000 males within the age-group of 18-49 years.

There has been evidence that female sex workers are the ones who have experienced violence from their drunk clients, and experts suggest that the practice is not limited to the commercial setting as women in houses also fall victim to alcohol-induced violence.

"The entire issue of linkage between alcohol and HIV has been recognised recently. Some statistics show that HIV's prevalence is high among those who are alcohol users and violence is also seen among those men who take alcohol. In all the programmes targeted towards the behaviour of high-risk population, it has been seen that alcohol has led to a tendency of indulging in violence and unsafe sexual activities," Dr Ravi Verma, the regional director of International Centre for Reaserch on Women (ICRW) told The Tribune.

As women who have experienced such violence are exposed to sexually transmitted infections, all interventions adressing alcohol abuse and HIV-related intervention should include gender issue, he stressed.

Another key observation made through the population-based survey on men's attitude to gender equality, carried by ICRW in 2009-2010 on both the married and unmarried individuals is that men who witness disturbed childhood are prone to have violent years later.

"Boys who have uncordial family atmosphere, with parents abusing each other and fathers beating their mothers tend to grow up as violent individuals. They may indulge in drinking and this in turn results in sexual risk behaviour. Alcohol tends to reduce inhibitions and pushes one to have multiple partners," said Dr Verma.

Given the trend is prevalent across all the classes and both in poor and educated, young and grown-ups, as pointed out by the random survey, he underlined, "Institutions need to work with families to shape their kids' behaviour and notion to deter the message of violence and thus reduce the risk of HIV."

The survey indicates while 15-20 per cent of men indulged in unsafe sexual behaviour after drinking, among the younger lot 12-15 per cent preferred to go for it with or without alcohol and more so given the lack of awareness among children and availability of emergency contraceptives.

"Young people of even class eight-ten are seen to be inclining towards sexual risk behaviour. Earlier, young people didn't have the choice, but in the present settings, they want to experiment and prefer to experience it mostly among the peers," said Anuradha Mukherjee, programme manager of Naz Foundation.

DU women cells flooded with complaints

After the rape case of a northeastern girl in the Capital came to light some days back, the dormant women sexual harassment cells in Delhi University colleges have sprung into action and are flooded with complaints once again. The case has revived the last year's memories when a Delhi University student was abducted and raped in a moving vehicle.

"Northeastern students in the university are feeling threatened now. More girls are speaking up now. In the last week, I have been approached by almost 10 students seeking counselling about their safety and the location they reside in," said Patiksha Khanduri, member of Women Cell, Gargi College, South Campus.

Women cells in colleges are preparing a list of unsafe locations at night that girls should avoid. Helpline numbers, including those of hospitals, late-night taxis and police stations, are also being handed out and emailed to all the students.

Members of Harassment Cell at Lady Shri Ram College, Jesus and Mary College and Miranda House will soon have a northeastern member, so that all the queries from the community students may be handled properly.

"Most girls from the northeast prefer to stay in a ghetto. If anyone has a problem, all the members rush to their help. Normally girls tend to overlook small remarks, but the recent experience has made everyone distrustful now. That is why counselling is important," said Meyn Rosangki, president, Women Grievances Cell, Jesus and Mary College.

"Not just northeastern, every girl in Delhi is at risk when it comes to security. Many students work part-time and travel late at night. Many enjoy an active nightlife. Be it at work or play, security should not be compromised. We have decided to organize seminars arranging interactions with experts who will advise students on self-defence," added Pratiksha from Gargi.

"At times, we get serious queries where the victim request anonymity. We try and refer such cases to local NGOs who are better networked and equipped. The women cell head is informed of such cases and efforts are made to help the victim. Girls have been asking a lot of questions of late which is good for their awareness. If this continues, women cells across DU are in for a makeover," said Shobha Sen, faculty member at Indraprastha College.

Arya blames govt for illegal constructions
Work on around 2,700 illegal buildings going on in Delhi

The Municipal Corporation of Delhi (MCD) today said that there were around 2,700 unauthorised constructions being carried out in various parts of the Capital due to non-development of the areas.

A Bharatiya Janata Party (BJP) councillor and Leader of the House Subhash Arya said in the civic body's meeting that people were forced to carry out unauthorised constructions as building plans were not passed in their areas. He blamed the Delhi government for not taking sufficient measures to ensure development in unauthorised colonies.

"The state government is not paying attention to the development of unauthorised colonies in the city. As the government is not regularising unauthorised colonies, the MCD too cannot pass the building plans in these areas," said Arya.

However, the House had to be adjourned midway, as the Opposition Congress caused a ruckus over delay in the submission of report on the Lalita Park building collapse in which 70 people were killed, while many were injured. The chief vigilance officer (CVO) had to submit the report on the tragedy.

"The inquiry report was supposed to be submitted the last week. But the CVO has been extending the deadline continuously. The ruling BJP is trying to protect the offenders," said Jai Kishan Sharma, the Leader of the Opposition in the MCD.

Earlier, the MCD had said that the CVO had sought more time to complete the probe, as there were complex issues involved. The civic agency had also identified 1,500 illegal floors during a survey carried out to check unauthorised properties in the 300-metre area of the Yamuna Bank.

HC notice to IP varsity for favouritism

Indraprastha University is embroiled in yet another court case. Some students charged the varsity administration with handing over gold medals to its employees who had not even appeared in one of the semester examinations.

IP varsity has been accused of granting gold medals to its favoured employees in MBA courses. The varsity has been issued notices by the Delhi High Court just last week.

The notices were issued by Justice Rajeev Sahai Endlaw, asking the two respondents to reply to the charges levelled by a student of the university. Further, due to this court case, the varsity is not allowed to distribute certificates in the business and insurance courses during the convocation which is slated for December 1.

Students complain that the varsity lacks transparency and fairness.

The petitioner has laid down in writing that the varsity has granted gold medals to undeserving employees, disregarding the fact that they had less marks and less merit than the petitioner and other students. Further, the two employees had also missed one of the semester examinations. The petitioner insists that according to the varsity rules, employees require no-objection certificates to pursue this course. Neither of them has this certificate.

Ashok Mittal, a varsity student, said, "I am well aware of this court case and the student community here at IP varsity has been discussing it for some time. I also happen to know the petitioner who is a fellow student. Not only has the varsity administration favoured its employees, it has gone so far as to grant them gold medals when they lack the merit. This is unacceptable."

Shelja Arora, another student, said, "The varsity has been behaving unfairly and I am glad that a court case has been filed. Someone had to stand up to voice the students' feelings."

Delhi passes anti-touting bill

With the approval of the Delhi Prevention of Touting and Malpractices Tourist Bill, the Delhi police has got the power to punish touts trying to fleece national and international tourists.

If a person is caught touting, he can be imprisoned for up to one year or fined up to Rs 10,000 or both. Further, for abetting touting, a person can be imprisonment for up to six months or fined up to Rs 5,000 or both.

The Bill says that if an offence or touting takes place in the presence of a police officer not below the rank of an assistant sub-inspector, he may arrest the person.

If the police suspects a person of indulging in touting, he can be searched and articles used in the offence may also be seized. The police can also inspect the place used for the malpractice.

One more succumbs to collapse

The death toll of the Laxmi Nagar building collapse has climbed to 70, with one more admitted to the Guru Tegh Bahadur Hospital succumbing to his injuries today. The victim Irshad Ali(18), a tailor living at Ramesh Park, close to Lalita Park, was the sole earning member of his family.

Gutted building razed

The fire department today razed a multi-storeyed building which had caught fire in the Old Delhi area of national Capital. Four persons were injured in the fire-fighting exercise yesterday.

The four-storeyed building went up in flames last evening and a portion of it collapsed during the fire-fighting exercise in the Maliwada locality of Nayi Sadak in Chandnu Chowk.

Two explosions were also heard from inside the building. "We have razed the building," a fire official said.

NE protestors want rape accused arrested

Hundreds of people from the northeastern states today held a demonstration, demanding prompt action by the police and justice to the victim who was gangraped in the Dhaula Kuan area of south Delhi six days ago.

Addressing the rally, Rajya Sabha MP Lalzhming Liana from Mizoram said that the administration has failed to curb 'such cases' of attack on the women of northeast as no effective measures were taken when a similar incident of gangrape had taken place at Dhaula Kuan in 2005.

"We will not remain silent. We want prompt action to ensure that the culprits are arrested, convicted and given worst possible punishment. We don't want them to roam around like animals," said Lalbiakhlui, spokesperson of the protest rally organised by Delhi Mizo Students' Association.

Vice-president of the Delhi Mizo Students' Association K L Biakchungnunga said that it was time for the Mizo community to stand up to injustice.

"Every year a number of students from the northeast come to Delhi and most of them are students. The government should take necessary steps to make the Capital safe for people of every community," he said.

The students' association along with Mizo Welfare Associations and Mizo Christian Fellowship, Delhi, will jointly submit a memorandum to Prime Minister Manmohan Singh in this regard.

4 detained in gangrape case

The south district police today detained four persons in connection with the abduction and gangrape of a Mizo woman in south Delhi's Dhaula Kuan six days ago. The police has claimed that these persons are "very relevant" to the case.

Speaking to the media, DCP (South) H.G.S. Dhaliwal said that the four detained persons were being subjected to elaborate questioning. "We have detained four persons who have criminal background. The suspects are very relevant to the case and even their movement was seen in the area where the girl's abduction took place. They are being questioned," Dhaliwal said, adding that they were on a "definite trail". The official further added that more than 15 police teams were working on the case and some major breakthrough was in the offing.

The 30-year-old victim was walking towards her home with her colleague in Moti Village near Dhaula Kuan in south Delhi last Wednesday when the men in a pick-up truck allegedly abducted her and took turns to rape her. She was later dumped in the Mongolpuri area, after which she approached the police.

Asked whether investigators had ascertained which vehicle was used for the abduction of the woman, Dhaliwal said that it could be a Mahindra pick-up van.

However, the police is waiting for the results of laboratory tests.

Investigators had also rummaged through the mobile phone records of a number of "possible" suspects living in the Mongolpuri area as the police believes that the culprits were "very familiar" with the locality and they could be staying there.

Film producer held for cheating

A film producer residing in Mumbai and allegedly involved in two cheating cases has been arrested in the national Capital.

According to information, Rajender Kumar, who carried a reward of Rs 20,000 on his head, was apprehended recently by the crime branch.

Kumar owns a movie production company, Chetan Film International, in Mumbai.

According to the police, Kumar is involved in two cases of cheating, forgery and criminal conspiracy registered in Vasant Vihar.

In 2005, he along with his associates took a house loan of Rs 14 lakh from GM Housing Development Finance Corporation Ltd for a property in Pitampura allegedly on the basis of forged documents, including income tax returns, salary slips and PAN card.

Two years later, Kumar took another housing loan of Rs 7 lakh from HDFC Bank allegedly using forged documents for a property in Sector 23, Rohini.

A complaint against Hollywood actor Justin Chatwin has been registered, after a woman here alleged the actor hacked her Facebook account and her computer, the police said today.

In the complaint, Alka E. Singh stated that she had been continuously demeaned by a person whom she added as a friend on social networking website Facebook. He is a Hollywood personality. He had two profiles and one is an unused account.

She has named Justine Chatwin, a Hollywood actor and aresident of Los Angeles, US; Klaudiaannerod Riguezz, a resident of Luan Argentine, South America; Rachiel Nichols, a resident of Los Angeles, US; Emmy Rossum of Los Angeles, US, and Josekun Saiz, alias Pepekun Pardo Saiz, a resident of Spain. - IANS

Leader of burglars held with aide

The south district police has claimed to have busted an inter-state gang of burglars and arrested the gang leader, Amir Jaan, along with his accomplice Rizaul Haq.

With their arrest, several cases of burglaries have been solved and stolen items, including gold and silver jewellery, two laptops and various electronic goods, worth lakhs of rupees have been recovered.

According to the police, the duo was arrested after a tip-off about their movements near a mall in Saket two days ago.

At the time of their arrest, a mobile phone and laptop was seized from Jaan and a wrist watch and mobile phone was recovered from Haq.

On interrogation, the two revealed that the items were stolen by them from sectors 15 and 12 in Noida.

During interrogation, it was learnt that Jaan was the leader of the gang and they mainly targeted locked houses. They had committed more than 50 burglaries in the areas of Delhi and NCR. Also, all these burglaries had been committed during daytime.

Jaan has previously been arrested by the Badarpur police for his involvement in a burglary case. After release from jail, he formed his gang and started committing burglaries in Delhi and other states. He was also arrested by the Noida police in 2008 and had stayed in Dasna Jail.

2 snatchers nabbed

Two youths working at an air-condition repair shop have been arrested in Defence Colony while attempting to run away after snatching the mobile phone of a woman. According to H.G.S. Dhaliwal, DCP (south), the accused have been identified as Mohammad Asif (22) and Samiruddin (26).

"They were apprehended on November 26 from Defence Colony. With their arrest, several cases of chain and mobile snatching have been solved and two snatched gold chains and a motorcycle used for snatchings have been seized from them," Dhaliwal said.

The arrest came after the accused snatched the phone of Thingmila Rungsung, a woman working at a showroom in Lajpat Nagar, and she immediately raised the alarm.

During interrogation it was revealed that both the accused had been working at an air-condition repair shop in Kotla Mubarakpur for the past two-three years. In order to meet expenses on their various indulgences, the two started committing snatchings.

At their instance, three cases of snatching committed in the areas of Hudco Place, Andrews Ganj and Defence Colony have been solved.
