It’s rally time in state
Gurgaon, November 11 When former Chief Minister and INLD commander Om Praksah Chautala announced a substantial hike in wheat MSP for farmers and wheat at Rs 3 per kg for the poor at his recent rally in Gurgaon, it seemed as if the elections were just round the corner. In a function organised to honour the Commonwealth Games’ medal-winners in Sonepat the same day, Hooda asserted that he had been a sportsperson and he knew how to play games with his rivals (presumably political). It was perhaps for the first time in the history of Haryana that the ruling as well as the major opposition party had held such parallel shows of strength on the same day (to be specific, on Haryana Day). Now, in a bid to re-establish his base in the state, Haryana’s “third front” (HJC) leader Kuldeep Bishnoi has also announced his plan to hold a rally in Jind on December 2. Interestingly, Kuldeep has been pressing for the disqualification of five former HJC MLAs, INLD leaders are also trying to sustain the enthusiasm in the party workers by maintaining that they still stand a chance of forming the government if the five MLAs were disqualified and eventually replaced by INLD legislators. Both parties have been accusing the Congress government of deliberately dilly-dallying the issue to buy more time. To step up momentum against the government, the INLD leadership has already announced that it would organise another public function in January 2011 to felicitate the Haryana players who have brought laurels to the country by winning medals in the recently concluded Commonwealth Games. On the other hand, Hooda has already indicated that instead of celebrating the first anniversary of the second consecutive term of his regime, they would rather celebrate the sixth anniversary of his tenure considered in continuation. Hence, in the coming months, the state residents can hope to watch yet another spate of political dramas organised at their own expenditure. |
Rare surgery performed
Ambala, November 11 Dr Iyer said a young girl from Punjab had a deformed chin and lower jaw due to a disease called TM joint ankylosis. The girl belonged to a poor family and fell down during her childhood and her jaw joints broke and got fused. It became difficult for her to open mouth and eat. She had undergone an operation earlier to correct the deformity so that she could eat normally, but the treatment did not help her much. Dr Iyer, who has accomplished this challenging work, said oral and maxillofacial surgery was being used to treat problems affecting mouth and jaw, besides face infections, cysts, tumours, injuries and deformities. He said in most of such cases, it became a major social stigma leading to rejection and depression. “Maxillofacial surgery is the only way with the help of which these kinds of cases can be treated with highly satisfying results,” he added. |
Piped gas in Sonepat by January
Sonepat, November 11 Besides the city, industrial sectors of Rai and Kundli would also be connected with underground pipes through which liquid petroleum gas would be supplied. This would relieve the residents of waiting in long queues to get cooking gas. The project is being executed by the GAIL Gas, a subsidiary of the GAIL India. The Petroleum and Natural Gas Regulatory Board (PNGRB) had given a go ahead for setting up of the city gas distribution (CGD) system in six cities in the first phase and Sonepat is one amongst them. The city had attracted the maximum number of bids for the said project as five companies had shown interest in setting up the CGD after the board had invited the bids in March, last year. The company was to lay more than 20 km of pipeline in the city to set up a network of connections for the supply of piped gas and the company is likely to invest around Rs 400 crore in the city to set up complete CGD system. Experts maintain that piped gas being provided through city gas networks would be around 30 per cent to 45 per cent cheaper as compared to LPG cylinders as it would be provided using cost effective technology. However, the cost of the gas supplied directly to homes has not yet been revealed by the company. It was in 2007 that the PNGRB formed by the Ministry of Petroleum and Natural Gas (MoPNG) had decided to develop natural gas pipeline network in selected cities. The GAIL Gas was authorised by the PNGRB and the MoPNG for implementing CGD projects in Sonepat along with Dewas in Madhya Pradesh, Kota in Rajasthan, Meerut in Uttar Pradesh, Firozabad in Uttar Pradesh and Vadodara in Gujarat. CGD, a fairly new concept, has already gripped the attention of many in the city as a number of residents have shown keenness in getting a direct to home gas connection. Gas supplied through CGD would not only cost less, but would also get the residents rid of waiting for LPG cylinders, which generally takes a few days to be delivered at homes. |
National netball player shifts to boxing
Rohtak, November 11 Hailing from Ghaziabad, Uttar Pradesh, Megha has enrolled herself in Bhiwani Boxing Club, the academy of the Dronacharya awardee coach Jagdish Singh. He has trained Olympics bronze medal winner Vijender Singh and other boxers like Akhil Kumar, Jitender Singh, Dinesh Kumar and Jai Bhagwan. Talking to The Tribune here recently, Megha stated that it was her own decision to change to boxing from netball. “In fact, I am keen to pursue an individual game. I have a good height and physique and I am also attracted to boxing. As a player, it has been a good exposure in the netball team despite the fact that our team was quite low at the international ranking”. After getting a break in the Indian netball team about three years ago, she was selected to play in the national netball team (women) in October this year. “Though I enjoyed the game, now I want to be in an individual game and age is also on my side,” she said, adding that her family had supported her in this move. A student of class XII, Megha has been staying at the academy hostel, along with other girl pugilists, at Bhiwani. “There are so many international players here, including girls, and I hope to catch other players by hard work,” she stated confidently. She also landed in doping controversy just before the CWG when she tested positive for nandrolone and was temporarily suspended. However, she came clean when she was exonerated of the charges as the panel finally took note of WADA Technical Documents on norandrosterone and came to the conclusion that her 19-NA positive was caused by norethisterone contraceptive tablets she had taken to treat her menstrual cycle disorder. According to Megha, her father Dharampal Singh, a businessman, had been very supportive and had left no stone unturned to help her to reach here. “I wanted to pursue career in sports and there was no doubt of an excellent future,” she added. |
Govt to explore state’s sports talent
Chandigarh, November 11 To search the talent, the Departments of Sports and Youth Affairs and Education will jointly organise “Play4India Week” from December 3 to December 10 in all schools of the state. According to Education Minister Geeta Bhukkal, a new scheme to build a pool of high achieving athletes has been introduced under the name of “Play4India”, which is basically a set of government initiatives aimed at encouraging young citizens to take to sports and physical activities. On-the-spot test will be conducted of all schoolgoing children of the age group of 8 to 19 and about 20 lakh children would participate in the test as part of the talent hunt programme. In the first round of Sports and Physical Aptitude Tests (SPAT), students would take three tests - standing broad jump, 6X10 shuttle and 30 meter flying race. The children securing marks above 75 per cent in these sports would be able to enter in the second phase of competition. The children not attending schools but desirous of joining the competition would be allowed to take part in it. Such children could give this test in their nearby school and they have to carry their birth certificate. Bhukkal said more and more girls would be encouraged to participate in these competitions to ensure their equal participation in the games. According to President, Haryana Olympic Association, PV Rathee, on the first day, an international-level player of the area would administer pledge to the students to do their best in at least one sport. Competitions in painting, poster-making, debate, essay writing on sports would be organised to create awareness about the government's sports promotion initiatives and opportunities available for career sportspersons. The best of paintings and posters would be displayed in stadiums across the state. Essays would be published in prestigious newspapers and state-level debates would be aired live. He said talks are on with sports clubs in Europe to send their talent scout squads to have a close look at the participants in the final round of the SPAT and pick up the gifted ones for advance training. |
Loan limits hiked
Chandigarh, November 11 Finance Minister Ajay Singh Yadav said government employees drawing pay in any band, including revised pay and grade pay, would be eligible for getting the computer loan, which would be admissible once every 10 years. It would be recoverable along with interest in 75 monthly instalments. The rate of interest for the second and third loans would be 1 per cent and 2 per cent, respectively, above the normal rate of interest on computer advance prevailing at the time of disbursement. Regarding marriage advance, Yadav said at present `1 lakh or 15 months’ basic pay, including special pay and NPA, whichever is less, was given to an employee, recoverable in 100 monthly instalments. Now, the amount of marriage advance had been increased to `1.25 lakh or 10 months’ pay in any pay band, including revised pay and grade pay, whichever is less, for the marriage of son, daughter or dependent sister. |
Plays that aim at denting pro-male mindset
Chandigarh, November 11 However, all that changes when Manjree, a girl from the village, wins a medal at the national games. Given a hero’s welcome in her native village at a function organised by Rahul, it’s the story of a village awakening to the value of a girl child. For this reason, it’s been aptly titled “Janamotsav”. And, this is just one of the four plays put together over a fortnight by Shuruaat, an NGO, with the help of amateurs interested in drama, especially students, and experts with an insight into the finer nuances of scriptwriting. These plays are being scripted as a part of the National Rural Health Mission’s (NRHM) endeavour to send its message of good maternal health, gender sensitivity and foeticide across to the people. Says Mission Director PK Das: “We need to bring out a behavioral change in the people to deal with social problems. For this purpose, we advertise and play jingles on the radio to reach out to the people, especially those in the rural areas.” However, not too sure if the jingles are reaching the clientele these are meant for and unable to gauge the convincing powers of the extension workers, The mission decided to tap
theatre. “We gave topics for short plays to the NGO which worked around the theme and readied four scripts on varied subjects for us. After the staging of the play is finalised, we will invite women’s groups and field workers to train them on staging these plays in the villages, hoping that the plays will drive home our message with conviction ,” says Dr Jasjit, who is convening the entire
programme Coordinating the activity for the NGO, Reeta Ranjan called in experts from the National School of Drama to guide the participants who wrote the plays. Among those who gave tips to the participants are former Director, NSD, Dr Devinder Raj Ankur, Prof Dinesh Khanna and Amitabha from NSD. The workshop, which began on October 20, will conclude on November 20. |

Kaithal, November 11 In Kharkara school, a teacher and one guest teacher were found absent at 9.30 am. A drawing teacher in Government High School, Kharoudi, had marked his presence in the attendance register while he was not present at the time of inspection. Similarly, in Bhuna school, a Punjabi teacher who had marked himself present in the register was absent. An Anganwari helper was absent from duty in Bhuna village. The SDM also took stock of midday meal preparation. |

Sirsa, November 11 JCDV is a group of educational institution here imparting technical education in the field of engineering, management, dental sciences, pharmacy, physiotherapy and education. Shamim has been a regular contributor for Dainik Tribune and her satirical article “Chaupal Se” is published regularly in the paper. Dr Shamim, a teacher of Hindi literature, is known well for her Haryanavi wit and humour. She has authored three books “Chaupal Ke Makhaul”, “Chaupal Ke Chale” and “Chaupal Pe Tau”, all on Haryanavi humour. She has also been associated as editor with the first encyclopedia of Haryana published by the state government. |
2,022 booked for cheating in exams
Bhiwani, November 11 Stating this here recently, board secretary Shekhar Vidyarthi said in these examinations 8,03,572 candidates appeared at 1,681 centres. The examinations were conducted smoothly and in a peaceful atmosphere. He said the flying squad led by him had conducted raids at various examination centres and 563 cases of unfair means were detected and five teachers were relieved from duty. |

After the recent elevation of Meenaxi Anand Chaudhry as the State Chief Information Commissioner(CIC), the Hooda government would soon have to appoint more Information Commissioners (ICs). Though section 15 of the Right to Information Act (RTI), 2005, provides for maximum 10 ICs, their strength in the State Information Commission in the recent years has at the most reached six.
In 2008 following the resignation of Ashok Mehta after he was found involved in a controversy and the retirement of another Information Commissioner, Lt-Gen JBS Yadav(retd), the State Information Commission was functioning with just four ICs excluding now-retired Chief Information Commissioner G Madhavan. Though the RTI Act lays down that persons of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass media or administration and governance be appointed to such posts, it has been witnessed that the choice of the ruling elite has mostly remained confined to ex-IAS officers. Of course, competent bureaucrats need to be appointed to these posts but suitable persons from other walks of life also deserve to get representation in the commission. Literacy drive needs to be more intensive
Rohtak, November 11 This was concluded at a recent meeting of the governing body of an NGO, State Resource Centre (SRC), Haryana. It decided to secure involvement of more individuals, NGOs and social organisations like youth clubs and other bodies working at various levels. The meeting decided to hold a pilot camp in Karnal district in collaboration with Tara Akshar to see if the use of modern technology like computers could speed up the process of imparting basic literacy skills to aspiring learners. It is stated that an action research study was being conducted in Karnal to gauge the response of primary members towards literacy in general and Saakshar Bharat Programme in particular. It was disclosed that the National Literacy Mission had asked the SRC to conduct workshops on the programme at all block headquarters in Karnal district. As such, a plan had been drawn up to conduct the exercise from November 25. Since SRC had been entrusted with the responsibility of conducting environment-building activities for the programme in Haryana, a production workshop would be conducted shortly. The SRC would also conduct a workshop to develop new teaching aids, it was stated. Amarjeet Singh, under secretary in the Ministry of Human Resource Development, and Dr RS Dahiya, chairperson, SRC, were among those who addressed the meeting. |
Kaithal SP seeks public cooperation to curb crime
Kaithal, November 11 He said he and DSPs had started night patrolling to inculcate a sense of duty among the police staff and bring miscreants and anti-social elements to book. He gave assurance that cases of thefts and chain snatching would be solved soon as a number of suspects and criminals were under police scanner. The SP also said henceforth traffic cops would remain deployed at points which were affected by frequent traffic jams and action would be taken against those found violating traffic rules. He said people should treat the police as their friend and should understand that the police was there to help them. He said such an attitude would boost the morale of the police force. He also sought cooperation from the public to curb crime and ensure smooth traffic in the town. Simardeep Singh also informed about the constitution of a quick reaction team and a special reserve police force that would reach any crime spot within minutes. Some mediapersons suggested introduction of one-way traffic in town’s main bazaars during peak hours after taking into confidence traders and public representatives. Attention of SP was also drawn towards the absence of parking places in the town that have aggravated the situation. The SP assured to find a solution with the help of the civil administration. The SP admitted that there was a shortage of staff and the matter had already been brought to the notice of the DGP .He said more police personnel would help in better policing. State to have four soil-testing labs
Chandigarh, November 11 The STLs will be set up at Assandh, Shahabad, Kalanaur and Ganaur whereas two MSTLs would be set up at the Central Laboratory, Karnal, and one MSTL at Dhanuka Agritech Ltd for Kurukshetra district under the public-private partnership mode. The laboratories would be set up under the centrally sponsored National Project on Management of Soil Health and Fertility. The cost would be shared equally by the central and state governments for the STLs and on a 75:25 basis for the MSTLs. The Union Government has already released Rs 144.10 lakh as the first instalment against the sanctioned amount of Rs 295.10 lakh as the central share. The project aimed at providing the water and soil testing services to the farmers at their doorsteps, providing soil health cards to all 15.28 lakh farming families in the state with crop specific fertilizer recommendations and preparing soil fertility maps of all the districts in order to improve soil health and also to increase the productivity of crops. The state government has already approved 88 new posts of various categories on a regular basis for these laboratories. The posts include one post each of technical assistant, deputy superintendent, junior scale stenographer and peon and two posts each of assistant and clerk at the directorate level and one post of technical assistant; three posts each of steno-typist and data operator; four posts each of soil testing officer, clerk, steno-typists, peon and sweeper-cum-chowkidar; seven posts of ADO(SC), 18 posts of junior scientific assistant and 21 posts of lab attendant at the field level. |

Ambala man to get freedom fighter’s status
Ambala, November 11 However, the state government has now decided to enter his name in the list of freedom fighters on the order of the high court. Chajju Ram (88), a resident of Danipur village, Ambala, filed a petition in the high court when he was not provided pension and other benefits that was given to a freedom fighter. In his petition, he mentioned that he was recruited as a sepoy in the British Army (TRG Battalion, 14 Punjab Regiment) in 1945. On the call of Subhash Chandra Bose he had revolted against the British government. He was even sentenced to one-year imprisonment. He was also dismissed from service for disobeying orders of his
superiors. SS Danipur, counsel and son of Chajju Ram, stated that his father applied for the Swatantrata Sainik Samman Pension in 1991. The Haryana Swatantrata Sainik Samman Samiti in 2003 recommended the state to declare him a freedom fighter and to grant him his due pension. However, the recommendation was turned down. Later, he filed a civil writ petition in 2009 and the court directed the state to grant Chajju Ram the status of a freedom fighter and release his due pension, besides recommending his case to the Union
Government. Meanwhile, he got a message from the office of the samiti that he would get the pension soon. Justice Surya Kant in his order observed: “It is unfortunate that the Swatantrata Sainik Samman Pension Samiti, which proclaims it to be a ‘representative’ of the freedom fighters, has been found indulging in a typical colonial fashion and compelling old and crippled claimants to appear before it, lead their evidences, prove veracity of affidavits and produce witnesses. The manners and method adopted by the samiti to verify the claims is highly deplorable and is deprecated”. The judge further observed: “There can indeed be no doubt that the freedom fighter’s pension is more a matter of honour than monetary benefit. Those who made scarify for the liberation of our nation and underwent unbearable torture and atrocities at the hands of suppressors did not do so in expectation on any monetary gains. None of them went kneeing before the government seeking pension or any other financial assistance”. “The pension scheme is a very small attempt to honour and acknowledge the sacrifices made by the unsung heroes of the freedom movement. The scheme, therefore, puts the authorities under an onerous duty to find out that not even a single freedom fighter is deprived of this little honour, which in this era of inflation, is nothing more than a lip-service,” the order added. |

Cabinet reshuffle expected
Hisar, November 11 This is despite the fact that in the 2009 Assembly poll, the district gave the Congress four out of seven seats. The winners included former ministers Sampat Singh from Nalwa and Savitri Jindal from Hisar, while the first timers were Naresh Selwal (Uklana) and Ram Niwas Ghorela (Barwala). Vinod Bhayana was elected to the Assembly from Hansi on the Haryana Janhit Congress ticket. He too defected to the Congress last year. Among these Congress leaders, Sampat Singh has the longest experience as a minister. He has handled all important portfolios, including finance, since he first became a minister in the Devi Lal cabinet in 1987. He has also served as the Leader of the Opposition for a long time. As Parliamentary Affairs Minister in the Chautala cabinet, he had proved to be shrewd floor manager in the House. His long stint as Finance Minister had earned him kudos. However, he remains outside the cabinet because of several factors. Had the Congress bagged majority in the Assembly on its own, his inclusion would have been certain. But Hooda’s dependence on defectors to stay in office has kept the veteran politician out. Savitri Jindal was elected to the Assembly in 2005 after the untimely demise of her husband Om Parkash Jindal who was a minister in the Hooda cabinet. Savitri won the byelection and was immediately included in the cabinet. But, after the 2009 Assembly poll, she too is cooling her heels outside the cabinet. The district has been without effective representation in the cabinet after Bhajan Lal demitted office of the Chief Minister in 1996. No major development projects have come its way since then. During Hooda’s regime, the Rajiv Gandhi Thermal Power Plant came up in Khedar near Hisar. But this project was originally sanctioned during Devi Lal’s tenure in the late eighties. There is now talk of Vinod Bhayana possibly making it to the Hooda cabinet in the next reshuffle expected soon. However, even if he were to be elevated as a junior minister, it will not give much respite to the people of the area. Bhayana is a greenhorn and has no political influence outside Hansi. |

Sand stacked along road hassles commuters
Bhiwani, November 11 Recently, the PWD had raised the level of the road from Dinod Gate to Jogiwala Temple. The road has been widened, but heaps of sand collected from the road were stacked on roadsides. The sand has so far not been removed, which has created problems for commuters. The MC authorities claim that it is the responsibility of the PWD to remove the sand. Residents are thus suffering due to lack of coordination between departments. — OC |

‘Need to spread awareness about foeticide’
Sonepat, November 11 This was stated by Prof DR Chaudhary, former member of the Haryana Public Service Commission and noted journalist, while addressing a seminar on “role of educationists in checking sex determination and foeticide” jointly organised by voluntary social organisation Priya and the local Geeta Vidya Mandir Girls College at the college premises recently. Prof Chaudhary pointed out that the incidents of foeticide and position on declining sex ratio had reached to an alarming situation in Haryana and the situation in Sonepat district was also not good. He stressed the need for strict implementation of the PNDT Act and creation of awareness because most of the people did not know much about the Act. Dr Vandna Gupta, deputy director of the PNDT Cell at Chandigarh, and Dr CP Arora, deputy civil surgeon, gave details of the Act and the District Advisory Committee and said complaints against the violations of the Act could be lodged with the committee. Dr Jyoti Juneja, principal of the college, urged the girls to take initiative in curbing this social evil. |

Insurance firm told to pay compensation
Yamunanagar, November 11 The complainant, Salochna Devi, widow of Ram Kumar Verma, had stated that her husband had taken a policy for a sum of Rs 2 lakh on March 24, 2007, which was valid up to March 24, 2024. Ram Kumar had paid Rs 10,000 as premium. Before giving the policy to Ram Kumar, the company made due verifications and medical examination of the insured. Ram Kumar died on August 31, 2007, and intimation regarding his death was given to Bajaj Allianz. His nominee fulfilled all requirements as demanded by the respondents, but the insurance company repudiated the claim on frivolous grounds. Jagdip Singh Malik, counsel for Bajaj Allianz Insurance, filed a statement that Ram Kumar was duly examined by Dr Ashok Kumar Garg, Yamunanagar, and as per the examination report of June 25, 2007, Ram Kumar had swelling in the neck. Malik said it was later found that he had been smoking excessively for the past 40 years and was suffering from chronic shortness of breath for the past 10 years and the fact was concealed by the deceased at the time of buying the insurance policy. On the other hand, counsel for the complainant VK Rajoria argued that Ram Kumar had not concealed the fact at the time of filing the proposal form. Moreover, he was medically examined by the respondents at the time of issuance of the policy. Non-functional accounts branch irks Railways staff
Kalka, November 11 They rue that they are being inconvenienced as they have to go to Jagadhari workshop to get information about their provident fund and salary. In the absence of connectivity of the unit with the Jagadhari workshop, they have to go there even for petty of financial matters, they add. Official sources in the accounts branch say the department had provided them three computers in January 2002. One computer was taken to Jagadhari and at present, the accounts branch has left with just one computer as the other one is out of order. The employees resent that they have to take all account books to Jagadhari every month. They further rue that every railway workshop has been installed with an EDP system, but the Kalka workshop has remained deprived of it even after eight years of the installation of computers, which too are lying useless. CS Saroya, the then FA and CAO, Northern Railways, had inaugurated the computerised cell in January 2002. The employees were assured of introduction of ITAS Phase-1 technology and connecting it with the Jagadhari workshop, but it remained useless. The cell was re-inaugurated in 2003, with same promises. |

Programme to make people aware of free legal aid
Sirsa, November 11 The object of this Act is to provide access to justice for all so that justice is not denied to citizens due to economic or other disabilities. The goal is to secure justice to the weaker sections of society, particularly to the poor, downtrodden, socially backward, women, children, handicapped etc. Such steps are needed to be taken to ensure that nobody is deprived of an opportunity to seek justice merely for the want of funds or lack of knowledge. However, in order to enable the citizens to avail the opportunities under the Act in respect of grant of free legal aid, it is necessary that people are aware of their rights. The District Legal Services Authority (DLSA) recently organised a programme in the court complex here to create awareness on this issue. Speaking on this occasion, Dr Shiva Sharma, District and Sessions Judge, Sirsa, who is also chairman of the DLSA, said the Act provided for free legal aid for women, children, members of the Schedule Castes and Schedule Tribes, labourers, persons in police custody and people admitted to mental asylums. Besides, people like victims of mass disaster, ethnic violence, caste atrocity, flood, drought, earthquake or industrial disaster and industrial workmen are also entitled to free legal aid. Naresh Kumar Singhal, Chief Judicial Magistrate and secretary of the DLSA, said a “Samjhauta Sadan” had been set up in the district to provide prompt and inexpensive justice to litigants. He said over 8,000 cases had so far been resolved in “Samjhauta Sadan” and all decisions in this court were taken by mutual consent of the warring parties. Singhal said Lok Adalats had been proving very useful in the district, where 82,292 cases had come up for hearing in 338 Lok Adalats. As many as 45,005 cases had been resolved in these Lok Adalats, the CJM said. Singhal said 1,600 cases under the Motor Vehicles Accidents Claims Tribunal (MACT) had been settled in these courts in which over Rs 13 crore had been given to litigants towards claims. As many as 1,560 litigants, including 261 women, had so far benefited from free legal aid provided by the DLSA. Judicial Magistrate Abhishek Phutela, advocates Vijay Bansal, Prabhjot Kaur, Amit Goyal, AS Kalra and SK Puri also spoke about the importance of legal services authority. Additional District and Session Judges RS Dimri and Basheshar Singh, Additional CJM Seema Singhal and Judicial Magistrates Sudhir Parmar and Sukhpreet Singh were also present. |
