Prez visit: Heavy security in place

In the wake of President Pratibha Patil’s maiden visit to Amritsar tomorrow, heavy security arrangements and traffic diversion plans have been put in place here. According to information, over 6,000 police personnel from the district and neighbouring districts, headed by their respective Senior Superintendents of Police (SSPs), besides commandoes of the Punjab Armed Police (PAP) and India Reserve Battalion (IRB) have been requisitioned for the security purpose.

The relieved family members of 17 Punjabi youths facing death sentence at the Sharjah jail in UAE today said they are hopeful of a positive outcome during the next October 13 hearing. The 17 Punjabi youth were announced death sentence on March 31.

The Punjab Education Department has suspended three non-teaching employees of the local Government Secondary School and asked 20 teachers, including the School Principal, to explain why they were absent from duty.

Rs 1-lakh relief for kin of electrocution victims
Batala, October 5
Six persons lost their lives during the laying of an electric supply cable at Dera Baba Nanak, a few days ago. Ravikaran Singh Kahlon, chairman, Punjab Tubewell Corporation distributed cheques for Rs 1 lakh each to the legal heirs of the deceased, who were electrocuted in the accident.

In the wake of President Pratibha Patil’s maiden visit to Amritsar tomorrow, heavy security arrangements and traffic diversion plans have been put in place here. According to information, over 6,000 police personnel from the district and neighbouring districts, headed by their respective Senior Superintendents of Police (SSPs), besides commandoes of the Punjab Armed Police (PAP) and India Reserve Battalion (IRB) have been requisitioned for the security purpose.

Around 10 senior Punjab-cadre IPS officers and over 100 PPS officers would be there to monitor the security arrangements.

The police has installed temporary police posts and check points on sights to be visited by the President, like roads leading to the Golden Temple, the Durgiana Mandir and the Khalsa College, the main venue where the President would preside over the special function for Nanhi Chhan, an initiative to protect the girl child and environment.

Deputy CM Sukhbir Singh Badal, his wife and MP Harsimrat Kaur Badal, accompanied by former minister and MLA Bikram Singh Majithia, took stock of the arrangements. Director General of Police P.S. Gill is in the town to have overall vigil of the security aspect.

Meanwhile, the President will land at the local Rajasansi International Airport and directly head for the Golden Temple at about 10.30 am, then to the Jallianwala Bagh, before going to the Khalsa College. After the function, the president will pay obeisance at Durgiana Mandir, before heading back to the Rajasansi airport for departure.

It has been learnt that scores of well-armed police personnel have been deployed on the rooftops of the buildings around the spots which are on the President’s itinerary.

All roads leading to the city from the airport and from the Golden Temple to Khalsa College will be sealed 15 minutes before or after the passing of the President’s cavalcade for the public.

Additional Police Commissioner, Traffic, S.S. Sidhu said the traffic plan had been chalked out for smooth flow of traffic. “I would appeal to the general public to take alternative routes to reach their destinations and avoid roads leading to the spots on President’s schedule, at least 20 minutes before or after the function,” he said.

Meanwhile, rehearsal of keeping vigil and traffic diversion has been conducted twice a day, in the morning and the evening by the police teams.

  • Deputy Commissioner KS Pannu: The traffic flow on the specific VVIP route would be restricted only for the moments till the cavalcade of the President pass. For the rest of the time, these routes would be open for general public as per normal schedule. The emergency services like hospitals’ emergency vans and the school buses, if their route coincide with the VVIP route timings, would be allowed to move freely.
  • Those heading towards the venue of the function i.e. Khalsa College Amritsar, will have to follow the by- pass route. The vehicles coming from Jalandhar will be diverted to take right turn from T-Point Sultanwind/Daburji and will travel to Milk Plant Chowk, Chowk Majitha Road By-Pass, Chowk Fateh Ghar Churian By-Pass, Gumtala flyover, Chowk Mahal Crossing towards India Gate. Afterwards, they will have to take left turn to Chheharta, Guru Nanak Dev University, to reach Khalsa College.
  • The one side of the road on Khalsa College side i.e. between Khalsa College and Putlighar Chowk, would be used for parking of Buses and Heavy vehicles while the other half of the road i.e. from Railway Station to Chheharta will used for normal traffic flow.

3 lakh employees to form panel to oppose BSNL disinvestment

Around 14 various unions and federations, which represent over 3 lakh officers and technical employees of Bharat Sanchar Nigam Limited (BSNL), have decided to constitute the Joint Action Committee (JAC) to form a common platform to oppose the recommendations made by the Sam Pitroda Committee.

Over 700 representatives of all the unions, who had gathered here today to attend the national executive committee of National Federation of Telecom Employees (NFTE), unanimously passed the resolution to wage a continuous agitation against the recommendations of the three member expert committee, headed by Sam Pitroda, which was constituted by the central government to deal with the declining profits of the BSNL.

Besides other recommendations, the committee had proposed the disinvestment of 30 percent of shares of BSNL, reduction of employees strength by one lakh in the coming 2-3 years and unbundling of BSNL's free cables, which have been spared due to surrendering of landline connections in the past.

Talking to the Tribune, CK Mathivanan from Chennai, Deputy General Secretary, NFTE, said that though the BSNL was all set to use such spare cables to run broadband networks and broadband run cable TV, the private telecom companies were prevailing over the ministers and authorities concerned to take over such spare cables to run their own networks.

"Such cables were laid by the BSNL after spending heavy amount of money. Therefore, all such cables are the property of BSNL. By taking over such cables, private companies want to evade the revenue input, needed to lay such cables", he added.

Islam Ahmed from Aurangabad and Chandeshwar Singh from Patna, President and General Secretary of the federation, respectively, said that on the pretext of loss incurred by the BSNL, the authorities were denying bonus to the employees.

"Bonus is only a deferred wage, which has to be paid whether the company is running in profit or loss", they added.

They added that the authorities were cutting down the employee strength in the garb of offering them VRS. "It's not voluntary as they have already set their targets to cut down the employee strength", they said.

The JIC has also threatened to observe three day nationwide strike and protest march towards Parliament over the issues in November.

Lift procured paddy soon or face space shortage: Agents to govt

Though the paddy procurement season is gradually heading towards its peak, the problem of lifting of procured paddy has been emerging as a major cause of concern for both the commission agents and the farmers here.

So far, as many as 10,838 quintals of paddy has arrived in different mandis in the district and the procurement agencies - Pungrain, Markfed, FCI, Warehousing Corporation, Punjab Agro etc. have purchased 3,633 quintals of paddy. But due to the ongoing impasse between the government and rice millers, the process of lifting the procured paddy is yet to be started.

Commission agents - Rakesh Ohri, Manjinder Singh Walia, Makhan Singh Grewal, Avtar Singh Bajwa and a farmer Joginder Singh Chhoker, while talking to The Tribune, urged the state government to take necessary steps immediately to start the process of lifting.

“There is no problem of labour, payment and facilities like cleanliness, lights etc. but if the problem of lifting continues for another two or three days, there will be virtually no space in mandis to continue the process of procurement,” they said. The government should have initiated the process to settle the row with the millers much before the commencement of the paddy procurement season. Now, the state government should take immediate steps for the storage of procured paddy, so that sufficient space could be made available for the smooth procurement of paddy during the peak season, they further said.

17 Youths Facing Death in UAE

The relieved family members of 17 Punjabi youths facing death sentence at the Sharjah jail in UAE today said they are hopeful of a positive outcome during the next October 13 hearing. The 17 Punjabi youth were announced death sentence on March 31.

A group of 13 members, one each from a different family, who met the boys at Sharjah last month, thanked SP Singh Oberoi, the owner of Hotel Grand at UAE, who arranged their trip. “SP Singh is god sent for us as he not only arranged a free trip and stay for the 13 members, but also pays for the telephone calls of our sons. This became possible with the timely intervention of the Lok Bhalai Party, the Indian Embassy at UAE and the media supporting the cause”, the members maintained.

Talking to The Tribune, the brother of Dharam Pal, an accused facing death sentence, said, “His wife Ranjit Kaur went to meet him in UAE for four days and spoke to him for two hours. She also met him during the hearing of the case the next day,” he added. While the father of another accused, Sukhjot Singh, said now he is looking forward to the October 13 hearing.

“My wife went to meet my son at the Sharjah jail. And we were relieved that all the boys are safe at the jail. We are hopeful that the October 13 hearing will be in our favour”, he added. President of the LBP, Balwant Singh Ramoowalia, said he is hopeful of a positive outcome as the next hearing of the case is scheduled for October 13. “Especially the Indian Embassy is playing a major role in the case”, he added.

Found absent from duty, 3 school employees suspended

The Punjab Education Department has suspended three non-teaching employees of the local Government Secondary School and asked 20 teachers, including the School Principal, to explain why they were absent from duty.

The action had been taken on the report of the Border Area School Checking team, formed by the Director General School Education (DGSE), that conducted a surprise check at the school a week back and staff was found absent en-masse.

Kans Raj, Deputy District Education Officer (Secondary), said here today that suspended employees were Kulwinder Kaur (Library Attendant), Sukhjinder Singh (SLA) and Ram Samajh (Workshop Attendant). The officer added that as many as 20 teachers who were also found to be absent have been called at the office of the DGSE for explanation. The team had conducted checking in the morning hours and there were only four teachers present in the school.

Rs 1-lakh relief for kin of electrocution victims

Batala, October 5
Six persons lost their lives during the laying of an electric supply cable at Dera Baba Nanak, a few days ago. Ravikaran Singh Kahlon, chairman, Punjab Tubewell Corporation distributed cheques for Rs 1 lakh each to the legal heirs of the deceased, who were electrocuted in the accident. Kahlon stated that the funds have been released from the CM Relief Fund.

He further assured more help to the dependants of the deceased. Amandeep Kaur, wife of Harpreet Singh, Nikke Saran village, Balkar Singh son of Bua Singh, Nikke Saran village, Hardeep singh son of Roor Singh, Teja Kalan village, Karanjeet Kaur, wife of Sarabjit Singh, Sewak Singh and Rani of Shahpur Jajjjan were given cheques. — OC
