Tug of war between MLA, residents delays construction of admin complex
Gurdaspur, September 25
Delay, it is said, is the deadliest form of denial. This may well turn out to be the story of the much-hyped District Administrative Complex (DAC) - which is supposed to bring all utilities dealing with public welfare under one roof - as political exigencies have ensured that the project be consigned to the back burner, at least for the time being.

Flood threat: 280-foot erosion at dhussi bundh
Parmod Bharti

Nawanshahr, September 25
As the flood threat loomed large over several villages, the police came to the rescue of natives by lending a helping hand in filling the eroded parts at the dhussi bundh along the Sutlej at Burj Tehal Dass village. The operation was started after the rising water of the Sutlej caused 80-foot erosion at the bundh on Friday. On Saturday, though the water level decreased, about 200 feet of the land at the bundh still caved in.

In case of a breach, Burj Tehal Dass, Lasara, Phanweran, Chak Dana, Urapar and Aur villages would be most affected.

SSP Narinder Bhargav needs a special mention here who initiated the operation. He was instrumental in deputing policemen, supervising work and organising resources. His role was even more significant in view of “dilly-dallying” attitude of the Drainage Department. He also arranged the skilled labour for weaving the iron nets and wire.

The policemen manually filled the sand bags which were used to fill the eroded parts. Last month too, the police successfully tackled such a grave situation at Tajowal-Mandala complex to save the dhussi bundh.

Besides Burj Tehal Dass, the sensitive points at the dhussi bundh in Tajowal- Mandala complex has again started posing a threat to the residents of nearby villages Tajowal, Mandala, Chakli Sujatpur, Jalwaha, Dhangerpur and Auliapur.

The recent release of water in the Sutlej has again damaged the “wall of sand bags” built there to strengthen the dhussi bundh. Deputy Commissioner Shruti Singh deputed ADC Narinder Singh Batth, SDM Virpal Singh, Tehsildar Barjinder Singh and BDPO Rajesh Chadha to accelerate the operation there.

‘Where is Drainage Dept?’

Irate villagers had an altercation with the SDO of the Drainage Department over the “ill-functioning” of the department.

Satnam Singh and Tarlochan Singh of Tajowal village, Piara Singh of Lasara village, Sarwan Singh and Hitesh Mahi of Burj Tehal Dass village, among others, said they had been living under constant fear of floods.

“The Drainage Department has done nothing to strengthen the dhussi bundh before the onset of monsoon. Even, in the time of emergency, when the villagers have been facing the threat of floods, the department officials have been doing nothing concrete,” they said.

Jalandhar, September 25
Giving a wake up call to Upinderjit Kaur, Education Minister of Punjab, MLA Sukhpal Khaira has teamed up with Navjot Singh Cheema, Kaur’s Congress rival from Sultanpur Lodhi, to donate 2,500 benches for the 200 government elementary schools falling in her constituency.

Khaira, who also began a similar project in his own constituency, held two separate functions today, one at Nadala, falling in his own area and another at Dera Saidan, falling in Upinderjit Kaur’s constituency.

At the Government Elementary School, Dera Saidan, Khaira said he was deeply touched to see the deplorable conditions in which students belonging to poor Dalit families were being made to study.

“There is no boundary wall and we were told that grazing animals barge in at any time in the day. So we decided to at least make all students sit on benches so that they could get a decent start to their educational journey”, Khaira and Cheema said. Khaira said 5,000 benches would be donated, 25 in each of the 332 schools, for which he and Cheema had started paying from their pockets.

“But we are approaching Ambika Soni, Union Information and Broadcasting Minister and MS Gill, Union Sports Minister, so that they can help us get some amount from the MPLADS for the purpose”, he said.

The Congress leaders strongly criticised the Badal government for its utter failure to provide quality education to the children of the state. Lambasting junior Badal for making tall claims of all-round development, they said, “He is busy making five star hotels and international stadia whereas there is no provision of safe drinking water for the people of Punjab. The duo also donated 25 Alstonia trees in both the government schools for a greener environment.

Hoshiarpur, September 25
A dacoity was committed in the PSEB city sub-division, Hajipur Road, Dasuya, yesterday in broad daylight. The robbers decamped with Rs 2.67 lakh.According to police sources, three masked youths (two of them armed with revolvers) came on two motorcycles to the office this afternoon and entered cashier Kamal Kishore’s room.

At that time Kamal Kishore was counting cash. They also threatened three clerks and a peon sitting in the adjoining room not to come outside, failing which they will shoot them.

After snatching Rs 2,67,629 on gun point from Kamal Kishore, all of them escaped on their motorcycles.

Mehak, who had been running a shop at local Mohalla Jagatpura, was going to her house after closing the shop. Tug of war between MLA, residents delays construction of admin complex
Ravi Dhaliwal

Gurdaspur, September 25
Delay, it is said, is the deadliest form of denial. This may well turn out to be the story of the much-hyped District Administrative Complex (DAC) - which is supposed to bring all utilities dealing with public welfare under one roof - as political exigencies have ensured that the project be consigned to the back burner, at least for the time being.

Former CM Capt Amarinder Singh had laid down the foundation stone of the complex on May 17, 2006, in the presence of local MLA Gurbachan Singh Babbehali. Interestingly, at that time, the MLA was the president of the Gurdaspur District Congress Committee, before he jumped onto the Akali bandwagon, just before the 2007 assembly elections.

As things stand now, the MLA wants the prestigious project, which has been hanging fire for the past several years, to be constructed on the Gurdaspur by-pass on the Batala road.

The reason he gives is that the complex should be set up on the outskirts of the city, to avoid traffic congestion.

However, a strong lobby of residents says that the complex should be constructed where its foundation stone was laid, because of its proximity to the bus stand and the railway station.

Earlier, the judicial complex was to be adjusted in the proposed DAC, but has now been de-linked. The Building Committee of the Punjab and Haryana High Court recently ruled that the new judicial complex be built at its existing site, which means that the new DAC, whenever it is constructed, will be devoid of the judicial chambers.

The tug of war between the MLA and a powerful lobby of real estate owners and residents has now reached a flashpoint with the latter arguing that the DAC should come up at the TV relay tower site, where Capt Amarinder Singh had already laid the foundation stone.Sources reveal that when the foundation stone was laid in May 2006, the MLA never voiced his opposition to the project. “Why is he expressing reservations now?” asked a senior citizen.

Raman Bahl, former President of the Municipal Council said, “The war of attrition is gnawing into the interests of the common man. Some funds have also been released by the authorities for the DAC to be constructed at the TV relay tower.

Many offices are located in a cluster behind the bus stand. However, a majority of them are located in far away places giving a torrid time to locals who want to get their administrative work done. The government should keep vested interests away from the project and construction should commence immediately at the site where the foundation stone has been laid.”
