Gurdaspur, October 2
The Civil Hospital is inflicted with the disease of corruption. This malaise is running deep and wide in its system, making it unhealthy for the health of residents, particularly rural crowds, who are regularly being fleeced by hospital employees.

The local Vigilance Bureau has exposed a scam going on in the Births and Deaths section of the hospital, in which residents were being fleeced on the pretext of being issued birth certificates for their children. Vigilance sleuths have booked a clerk Davinder Singh of the statistics branch, which is responsible for issuing birth and death certificates.

An FIR, under section 7 and 13 (2) (Prevention of Corruption Act) has been registered against the clerk and he is now being investigated by the bureau officials, in an attempt to unearth the entire modus operandi behind the release of birth and death certificates. The clerk was nabbed day before yesterday, by a team led by DSP (vigilance) Pardeep Malik from a tea stall outside the hospital complex, after he had taken Rs 3,000 as bribe from Tarlochan Singh, a resident of the nearby Chainewal village. Sources reveal that the arrest of Davinder Singh was just the tip of the iceberg and a lot of dust is expected to fly around once his investigation is completed. Tarlochan Singh wanted a birth certificate for his son Harvinder Singh and he applied for the same from the statistical section on June 7. Davinder asked him to take the certificate on August 30.

However, Tarlochan Singh was not given the certificate and instead was told to wait for some more days. The reason forwarded to him was that “some of the documents he had given were not complete in certain respects.”

Last week Tarlochan Singh again approached Davinder Singh, who asked for a bribe of Rs 5,000 to be paid to him if he wanted the certificate. The bribe amount was settled at Rs 3,000, but a livid Tarlochan Singh, instead of paying the bribe, walked straight into the office of DSP (vigilance) across the road and reported the matter to him. The DSP laid a trap and acting on the advice of the vigilance officials, Tarlochan Singh lured Davinder Singh to a nearby tea shop where he gave him six notes of Rs 500 denomination. Acting on a gesture by Tarlochan Singh, the DSP and his team of officials, who were accompanied by two government witnesses, nabbed the clerk red-handed.

Earlier, in mid-September, a pharmacist was caught red-handed by the hospital authorities, when they learnt that he had been swindling user charges collected by hospital from patients to the tune of lakhs of rupees. This incident had forced the civil surgeon to ask the director, health services, to conduct a detailed audit into the episode.
