The state of Haryana has come under fire for its failure to conduct an inquiry before dismissing a cop facing allegations of misconduct from his service. Justice Ranjit Singh has ruled: “A person accused of serious misconduct is getting off the hook because of failure on the part of competent authority to act in accordance with the law. Inquiry in this case was dispensed with and the reasons given in support of this decision are not justified.”

Gurgaon Deputy Commissioner of Police is in dock. The Punjab and Haryana High Court today issued a show-cause notice to DCP (headquarters) Kulwinder Singh as to why contempt proceedings should not be initiated in a case involving an inmate’s thrashing in custody. The Bench headed by Justice Hemant Gupta gave him time till September 17 to respond.

Centre misusing CBI, says BJP

Youth shot dead
Jhajjar, August 13
A youth was allegedly gunned down by two motorcycle-borne assailants on the Gurgaon road here today. The deceased has been identified as Surender, a resident of Khungai village here. The reason behind the murder is yet to be ascertained.

Ignored, party leaders meet Oscar

Panchkula: A delegation of senior Congress leaders on Friday called on Oscar Fernandes, member, CWC, and Prithviraj Chavan, general secretary, party affairs, Haryana, in New Delhi expressing resentment against the recently formed district Congress unit. The party delegation, led by city party president RK Kakkar, alleged that a section of the party was not only ignored while forming the new unit but seasoned leaders had also been ignored for senior positions. — TNS

Not only that, the unanimity over the choice of candidates seems to be failing fast, giving rise to grumbling from various quarters within the party, especially the “wannabes” who were hoping to have their way.

Unhappy over not being consulted on the issue of appointment of the District Congress Committee (DCC) president, Sirsa MP Ashok Tanwar represented to Congress Working Committee in charge of organisational elections Oscar Fernandes and ensured the cancellation of the election in his constituency.

However, he’s not the only one to have had the last laugh. Other Congress MPs, too, have shown that they exercise tremendous influence in their respective constituencies to sway the election in favour of their choice of candidates.

In Ambala, Union Minister of Tourism Selja has successfully managed to install “her men” in key positions, as heads of the DCC in Amabala, Yamunanagar and Panchkula, while ensuring that her supporters have made it as delegates in the final list.

Dissatisfied with the developments, local leaders of Panchkula have represented to Chief Minister Bhupinder Singh Hooda and sought his intervention to check the “stepmotherly” treatment being meted out to them and secure a berth for them too.

In Sonepat, MP Jitender Malik has been “chosen” as the DCC president for the fifth term despite a number of former MLAs and senior Congress leaders, especially those who had lost the last Assembly election, vying for the post.

In Karnal, too, sources allege that MP Arvind Sharma has anointed his confidante as president of the DCC (Urban) despite the fact that he has no base in the district while Rao Inderjeet Singh, MP from Gurgaon, too, is being “accused” of installing “his man” by swaying the election to his advantage. In Kurukshetra, MP Naveen Jindal backed a “recent entrant” into the Congress for a DCC post and ensured his victory.

Sources maintain that while the camp headed by the mother-daughter duo - MLA Kiran Choudhry and MP Shurti Choudhry - have “won” Mahendragarh and installed their candidate in the DCC, they are all geared up to “take over” the Bhiwani district unit as well in the next few days.

A senior Congress leader says, “Wherever the MPs asserted themselves they had their way in the organisational elections. Neither the local MLA nor other local leaders had any say. Obviously, discontentment is brewing but the state top brass does not want a confrontationist approach and may let things be.”

Research scholars against screening test

Over 20 research scholars and UGC-NET qualified students of Maharshi Dayanand University (MDU) here have written to the state government to stop the Haryana Public Service Commission (HPSC) from going ahead with its plan to impose the condition of screening test for teachers (lecturers) in colleges and universities.

The scholars had met the Chief Minister recently to press for their demand.

They have also warned to launch a stir in this regard if their demand was not met.

The candidates, who had passed the STET (State Teachers Eligibility Test), have already submitted a demand of direct selection after clearance of the test.

A spokesperson for the delegation of research scholars that met the Chief Minister and the Rohtak MP recently claimed that they had been assured of a proper and justified selection method in this regard.

The HPSC had recently announced that a screening test would be conducted before the eligible candidates were called for an interview.

There are several candidates who have already been registered as research scholars or have been waiting to be registered from this session.

Though the UGC has revised the norms and regulations for PhD programmes with a view to checking various irregularities in the study programme that awards a candidate with Doctoral degree while making him or her eligible to get appointed as Assistant Professor, Reader or Professor at college and university levels, the process itself has come under attack after reports of several irregularities in the process from admission to completion of the degree.

The idea behind introducing the UGC/NET exam for aspirants of lectureship at college and university levels was to check selection of undeserving and incapable candidates, claimed a senior professor of the MDU.

He, however, claimed that the proposal of holding a screening test of the candidates by the HPSC or any other selection panel was okay, adding that it would help the authorities to judge the basic abilities and qualification of candidates as their number had been increasing day by day.

Cop’s Dismissal
State comes under fire for not holding inquiry

The state of Haryana has come under fire for its failure to conduct an inquiry before dismissing a cop facing allegations of misconduct from his service. Justice Ranjit Singh has ruled: “A person accused of serious misconduct is getting off the hook because of failure on the part of competent authority to act in accordance with the law. Inquiry in this case was dispensed with and the reasons given in support of this decision are not justified.”

The assertion came on a petition filed by dismissed Station House Officer Ram Kishore against the state of Haryana and other respondents.

Justice Ranjit Singh observed: “The petitioner, police officer, has filed the petition to impugn the order of his dismissal from service dated November 20, 2008. The petitioner was dismissed as a criminal case was registered against him for various offences, including an offence under the Prevention of Corruption Act. The petitioner has challenged the order on the ground that action of the respondents while dismissing the petitioner by dispensing with the inquiry is illegal.”

Justice Ranjit Singh ruled: “Want of proper application of mind in following the procedure and the constitutional mandate is resulting in unfair consequences in the instant case.”

Going into the background, Justice Ranjit Singh noted the petitioner allegedly demanded Rs 25,000 but accepted Rs 15,000 for sending one Rekha of Jalandhar with Satish of Jind district without entering the case in police record. She was living with Satish, but had left the home.

“The petitioner allegedly absconded…. He was found attempting to influence the witnesses…. He did not co-operate in the investigation. His prayer for anticipatory bail was rejected but he still did not join the investigation,” he added.

Hooda favouring DLF: Ajay

Accusing the Hooda government of favouring the DLF, INLD Secretary-General Ajay Chautala has alleged that land worth Rs 15,000 crore acquired by the HSIIDC was given to the DLF for meagre Rs 1,500 crore to develop a golf course in Gurgaon.

Talking to mediapersons here, he said surprisingly, the land was acquired by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) for industries, but a deviation was made and the land was given to the DLF,” he added.

He alleged that the government acquired land on the pretext of setting up industries and other developmental projects, but the acquired lands were registered in the name of “big builders”.

He said all lands given on the pretext of developing special economic zones (SEZ) would be restored to the government after the INLD returned to power. Having a dig at the UPA government for opening IIT, IIM and central universities, Chautala said it would have been wiser if the government had concentrated on quality primary education and helped children in rural areas.

“These IITs, IIMs and central universities would only attract the wards of affluent people passing out from public schools and the real mass would remain in the peripheral area of quality education, he rued.

Power Theft
Nigam mulls automatic metering system

In order to reduce line losses and to prevent power theft, Uttar Haryana Bijli Vitran Nigam has mooted a plan to install latest remote automatic metering system at large industrial units.

MD Arun Kumar said here today that the automatic meter reading system would enable monitoring of power consumption at large industrial units closely from the head office of the nigam in Panchkula and that even without any human intervention on consumer premises.

The MD said the project would be first lunched in Panipat and thereafter introduced at other places. The city had been chosen to start the project as it had maximum industrial consumers, he added.

The new system would ensure accurate billing and thus would prevent any loss of revenue. The project would be implemented within next three months. The proposed system is capable of providing the data of tampering of meters by magnet or through any other device on hourly basis of consumption of power. The system can store data for up to days, which can enable the enforcement wing to act against erring units. The head office of the nigam and the vigilance wing will use the data and its analysis report on daily basis to capture any tampering with meter or its wiring and in case of abnormal consumption pattern, the checking team will inspect the premises immediately.

Woman’s Murder
Suspect’s village identified

In a major breakthrough in the case pertaining to the murder of Neetu Rai in a hotel room in Suraj Kund on Monday, the police has identified Aurangabad as the native village of the suspect, Amit. The village falls in the nearby Palwal district.

Amit had reportedly got his name registered as Umesh in the hotel records when he went to book a room along with Neetu Rai. The two had posed as a couple before the hotel staff.

The woman was found strangled to death. The person who posed as her husband was found missing.

According to the ACP, the police suspects that the two had illicit relations. The suspect used to visit the house of the woman in Sector 37 here quite often. He was also acquainted with her husband. The woman used to introduce the man as her boss to her husband.

According to the police, a number of teams have been constituted and several raids conducted to nab the suspect. The police says he has a criminal track record and was known for cheating people and indulging in other crimes.

The two had stayed in the hotel twice earlier.

Gurgaon DCP in dock over inmate’s thrashing

Gurgaon Deputy Commissioner of Police is in dock. The Punjab and Haryana High Court today issued a show-cause notice to DCP (headquarters) Kulwinder Singh as to why contempt proceedings should not be initiated in a case involving an inmate’s thrashing in custody. The Bench headed by Justice Hemant Gupta gave him time till September 17 to respond.

The notice was issued after a communication was received from Gurgaon Judicial Magistrate (First Class) Mukesh Rao through the District And Sessions Judge.

In his communication, the Magistrate had asserted that Jai Parkash, an accused, had alleged beating by jail lamberdar Kamal and other police officials. The medico-legal examination had revealed five injuries. Directions were then issued to the DCP to get a case registered and investigate the matter.

It is clear that the direction of the court in the matter connected with the life of an accused when he was in custody had not been complied with by an officer of the rank of DCP (headquarters), Kulwinder Singh, it was added. — TNS

Centre misusing CBI, says BJP

Activists of the BJP, with their mouths covered with black strips and led by district president Laxman Singh Yadav, took out a silent procession from the main markets of the town here today to register their protest against the alleged misuse of the CBI by the UPA government to tarnish the image of Gujarat Chief Minister Narendra Modi.

Flaying the Congress-led UPA government for “misusing” the CBI, Yadav alleged that the police had seized hand grenades from Sohrabuddin, who was a dreaded terrorist and wanted criminal in police records.

He alleged that when this “hardcore terrorist” was killed in a police encounter, the UPA government, which was scared of the rising popularity of the Modi government in Gujarat, had now “let loose” the CBI to tighten its noose around Amit Shah, a trusted lieutenant of the Gujarat Chief Minister.

Later, they submitted a memorandum to the City Magistrate, which was addressed to the Prime Minister.

Youth shot dead

A youth was allegedly gunned down by two motorcycle-borne assailants on the Gurgaon road here today. The deceased has been identified as Surender, a resident of Khungai village here. The reason behind the murder is yet to be ascertained.

The incident took place when Surender was on his way to United Bank. Suddenly, two youths, on a motorcycle, waylaid him and opened several rounds of fire on him from a close range. While the assailants ran away after committing the crime, Surender died on the spot.

Hearing the sound of gunshots, employees of the bank came out and found Surender lying in a pool of blood. They immediately informed the police.

Later, the police sent the body for a postmortem to the Civil Hospital here after taking a stock of the situation. Surender was identified by an identity card that was found in his pocket during the search.

SHO Jugal Kishore said Surender had come to Jhajjar from his native village for some personal work.

“The police has registered a case of murder under Section 302 of the IPC against two unidentified accused and started investigation,” said the SHO, adding that kin of the deceased denied enmity with any one.

Book exhibition

NARNAUL: A book exhibition was held on the premises of Central University, Haryana, here, on Friday. Vice-Chancellor Mool Chand Sharma inaugurated the exhibition. Over 10,000 books and journals from Oxford, Routelz, Thomson, Sez, Orient Blackwan, Cambridge, Pearson and IBD were displayed in the exhibition. The VC said the varsity authorities would take samples from these books and faculty members would select their list from it. “We will keep those books in our library which will be helpful for research work for students,” said Sharma. Later, a seminar was also held to discuss justification of various grants being given to citizens of the country. — OC
