Efforts by the district authorities today stopped the marriage of two minor girls at Dhukra village in this district. Additional Deputy Commissioner Pankaj Chaudhary today received a tip-off that two sisters, aged 16 and 17, were to be married to two brothers from Mirzawali in Rajasthan on June 28.

Molestation Case
Ahlawat appears before SIT

Former IG MS Ahlawat today joined the police investigation in a molestation case registered against him. He appeared before the special investigation team at the CIA police station. The high court had yesterday granted him interim bail in the case.

It is learnt that SIT chief Krishan Hooda and other members of the team grilled Ahlawat for about an hour and asked him over 20 questions. However, Ahlawat denied the allegation of molestation levelled against him by the complainant, Arvinder Kaur, while answering police questions. Ahlawat, along with his counsel, came here around 11 am and left around noon.

Coming out of the CIA police station, Ahlawat did not answer queries from the media and just said: “Thank you”. However, Ahlawat’s counsel Ajay Jain told the media that the former IG came here to join the investigation following the high court directions. “We have assured the police that we will cooperate with it whenever required.”

However, samples of Ahlawat’s handwriting and voice could not be taken today. Ahlawat’s counsel Ajay Jain denied the allegation of molestation levelled against Ahlawat.

The CIA head, Pawan Kumar, said, “We have moved an application before the court seeking permission to take samples of Ahlawat’s voice and and his handwriting.”

Ahlawat was booked under Sections 354, 323 and 506 of the IPC on a complaint of Arvinder Kaur, a city resident, on June 8. Arvinder Kaur had alleged that she was molested by Ahlawat when he was posted as the SP, Yamunanagar in 2002.

Ad hoc panel to move HC

The ad hoc panel seeking the formation of a separate body to manage the affairs of gurdwaras in the state has decided to move the high court against the holding of SGPC elections in Haryana.

Terming the move as “unconstitutional”, general secretary of the ad hoc panel Didar Singh Nalvi said Section 72 of the Punjab Reorganisation Act of 1966 provided the state Sikhs the right to have a separate body to run the affairs of their shrines for which separate elections should be held.

He said by allowing the SGPC elections in the state, the Haryana government had not only backtracked on the promise made to the state Sikhs, but was also violating the law. He said the SGPC elections in Haryana could only be held as per the Punjab Reorganisation Act of 1966 and not under the Gurdwara Act of 1925.

Accusing the state government of running away from its constitutional duties, Nalvi alleged that gross injustice was being done to the Sikhs. “Elections should not be slapped on the state Sikhs, who are against any such move,” claimed Nalvi.

Questioning the need to constitute the Chatha Committee if the recommendations made by it were not to be implemented, he said more than 1.75 Sikhs had given affidavits, expressing the desire to have a separate SGPC, but the government remained unmoved and nothing had been done till date to give the Sikhs their legitimate right.

He said the state government should not have given its consent for holding these elections as it defied all legal contentions. He said in case the state government failed to protect the interests of the Sikhs, they would launch a “political protest” against the “indifferent attitude” of the Congress government.

Nalvi said the Sikhs of the state would not rest till their 19-year-old demand for a separate body was not met.

Minister’s remarks belittle probe

It is a classic case of senior government functionaries showing scant respect for the official procedure and norms. Even while an inquiry was going on into the matter of drying up of the Sultanpur lake and perishing of fish, a senior Haryana minister officially stated that it was necessary to get rid of African and other catfish to invite migratory birds to the wetland.

Taking cognisance of media reports about the drying up of the Sultanpur Bird Sanctuary lake, Union Minister of State for Environment and Forests Jairam Ramesh recently directed the Haryana government to look into the matter.

Following this, the state authorities asked Gurgaon Deputy Commissioner Rajender Kataria to get the issue probed. Kataria, in turn, constituted an inquiry committee comprising the SDM (Pataudi), the DFO (Forests), the Executive Engineer (Irrigation) and a wildlife expert.

However, despite the probe being in progress, Capt Ajay Singh Yadav, Haryana Minister for Environment and Forests, issued an official statement, maintaining: “2006 has been repeated this year, and the lake has dried up completely for want of rain in the summer. This gave us an opportunity to improve the habitat of the park for birds. African catfish have more or less vanished. We have created water holes in the park and filled these with fresh water from a tube well for local birds and other animals.”

The aforesaid statement of the Haryana minister was officially released by the state Director of Information and Public Relations on June 20. With a senior minister of the state openly coming to the defence of the officials concerned even while their functioning is being probed, what will be the outcome of the so-called inquiry being conducted by district-level authorities is anybody’s guess.

Power to cost less from July 1

Power will be cheaper for various categories of consumers in the state with the revision of rates of fuel surcharge with effect from July 1 by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) and the Uttar Haryana Bijli Vitran Nigam (UHBVN).

Managing Director, DHBVN, Sudhir Rajpal here today said the domestic category consumers would get a relief ranging from four paise to 13 paise per unit depending upon the consumption of electricity units. The first 40 units of the electricity consumed by a consumer would be charged at the rate of 15 paise instead of 19 paise per unit. The consumers with electricity consumption between 41 and 300 units would pay 29 paise instead of 39 paise per unit. More than 300 units would be charged at the rate of 37 paisa instead of the existing 50 paisa per unit.

The fuel surcharge on non-domestic supply would be 31 paisa per unit. At present, the consumers of this category have been paying 49 paisa per unit. The high tension industrial consumers, street lighting supply and bulk supply category consumers would have to pay 31 paisa per unit instead of existing 48 paisa. Low tension industrial consumers would pay 32 paisa per unit, whereas the rate of fuel surcharge was 50 paisa per unit earlier.

The Public Water Works, Lift Irrigation, HSMITC (Direct Irrigation) and Railway Traction would be billed at the rate of 30 paisa per unit instead of existing 47 paisa per unit.

The fuel surcharge rate for village chaupals would also be 15 paisa instead of 19 paisa per unit. No fuel surcharge was being charged from agricultural tube well consumers, which would continue.

Rajpal said the bills of the electricity supplied to the consumers in July would be sent in August and September as per monthly/ bi-monthly schedule and the consumers would see the effect of revised fuel surcharge in those bills. About 45 lakh electricity consumers of the state would be benefited by this decision of DHBVN and UHBVN.

Marathon marks Olympic Day

The Haryana government has selected 1,609 children from across the state under the SPAT talent hunt scheme and all these children will be given a stipend up to Rs 2,500 per month, besides the best of training.

Gopal Kanda, Haryana Minister of State for Home and Sports, said today that the state government had started several schemes for the promotion of sports in the state.

Kanda was speaking on the concluding ceremonies of a state-level function organised to mark the Olympic Day here today. He said the number of sports nurseries had been doubled and so had been the hike in the refreshment money given to the sportspersons.

Over 800 sportspersons, he said, had been getting coaching in these nurseries.

A marathon race was organised on this occasion.

Dharu Jyani, Sohan Lal and Naresh bagged the first three positions in the men’s section of the marathon, while Nisha. Varsha and Savita bagged the first three positions, respectively, in the women’s section.

Earlier, Chief Parliamentary Secretary Dharamvir Singh inaugurated the function in the morning.

PV Rathee, President of the Haryana Olympic Association, AK Dhull, IG, Hisar, and CG Rajini Kaanthan, DC, Sirsa, were present.

Efforts by the district authorities today stopped the marriage of two minor girls at Dhukra village in this district. Additional Deputy Commissioner Pankaj Chaudhary today received a tip-off that two sisters, aged 16 and 17, were to be married to two brothers from Mirzawali in Rajasthan on June 28.

She asked Sadhna Mittal, Protection Officer under the Child Marriage Prohibition Act, to intervene, who then visited the village with a police force and sought proof of age from the girls’ parents.

Mittal said the girls were educated up to sixth and seventh standard, respectively, and they were minors. The team led by Mittal obtained a written assurance from the parents as well as the village sarpanch that they would not marry the girls till they attain the age of 18.

Schemes for Minorities
Education Dept may get to disburse scholarships

Having drawn flak for inordinate delays and red-tape in the disbursal of the scholarship schemes meant for minorities, the state government is having second thoughts about the disbursing authority two years after these were introduced with Centre’s aid.

For better management of the funds received under the three schemes from the Centre, the state government has proposed to pass on the baton of responsibility from the Social Justice and Empowerment (SJE) Department to the Education Department beginning this year. Sources maintain that, while the ball was initially set rolling for a smooth transition by the state government, the Centre has now written a letter to all chief secretaries asking them to review the status of the scholarships for the minority community.

Haryana chief secretary Urvashi Gulati is slated to hold a meeting of all wings of the Education Department as also the SJE Department involved in the exercise tomorrow. While the SJE Department has admitted that it has been unable to implement the scheme “in the desired manner”, the department has cited reasons like manpower shortage, lack of coordination and poor infrastructure for its failure.

Also, since the beneficiaries of the three schemes, the pre-matric, post-matric and merit-cum-means scholarship, are students of the minority community, essentially Sikhs and Muslims in the state, the government is hopeful of better implementation if this proposal gets a nod.

The pre-matric scholarship scheme, 75 % central funding and 25 % state funding, meant for students from Class I to VIII, would go to the Department of Elementary Education. Pre-matric and post-matric scheme, completely centrally sponsored, will be given to Secondary Education, while the post-matric scholarship sought for under-graduate courses and diplomas would be given to higher education.

The Technical Education Department would take care of merit-cum-means scheme for BE, ME, MTech, LLB and other similar courses. While the funding for courses done before under-graduation, would be with the Industrial Training and Vocational Education Department, the Health and Medical Education Department would look after the interests of the students pursuing degree and PG courses in medicine or dental and para medical courses.

Sarpanch’s Murder
2 held; tight security in Naya Gaon

The police today claimed to have arrested two of the eight accused involved in the murder of Naya Gaon village sarpanch Rakesh, aka Kala, who was gunned down allegedly by his co-villagers at a private hospital here.

“Takdir Singh and Yogender have been arrested after carrying out raids. Some other youths have also been rounded up for investigation,” said Jhajjar SSP Sourabh Singh, adding that remaining accused would be nabbed soon.

The police has been investigating the case from the angle of poll rivalry as Dharambir Singh, the father of the deceased, in his statement lodged with the police yesterday, alleged that the murder of his son was a fallout of the election rivalry, as a group of the villagers had threatened him of killing his son for taking oath.

Meanwhile, the situation remained tense, but under control in the village of this industrial town. Keeping in view the gravity of the situation, the village turned into a police cantonment as a significant numbers of the police personnel were deployed there to prevent any untoward incident, besides ensuring law and order situation.

Nakas have been installed on both sides of the village and proper checking of the visitors was being carried out by the police before permitting them to enter the village. Besides, the policemen in civil dress have also been deputed in the village and its surrounding areas.

Notably, Rakesh was elected as sarpanch by defeating his nearest rival Takdir Singh by a thin margin of seven votes on June 12. Rakesh was attacked on the second floor of the hospital, where he was undergoing treatment for some ailment. He was fired upon from a close range by some armed persons who stormed his room. While the victim succumbed to his injuries, the assailants fled from the spot before the police could reach there. Later, his supporters in protest against the killing had resorted to violence, damaged the hospitals’ property and torched a Haryana Roadways bus.

2 booked for sending hoax e-mails to CM

Sending unsolicited e-mails to Chief Minister Bhupinder Singh Hooda, state Chief Secretary and some other officers from a fake e-mail ID, has landed two persons, including a woman, in the soup.

“The police has booked Kavita and Satish, both residents of Hisar town under Section 469 of the IPC. The two are alleged to have prepared a fake e-mail ID by the name of principal of the Chaudhary Devi Lal College of Enginerring, Panniwala Mota, DS More and sent unsolicited e-mails to the prominent persons,” said Dabwali DSP Babu Lal Yadav.

The email messages were sent on March 13, 2010 and April 9, 2010. The police said the sender, announcing himself as DS More, had used uncivilised language in the messages. The matter came to the police after the college principal received a letter from the office of the director, Technical Education, Haryana, asking him to explain his position with regard to the mails.

Taken aback, More lodged a complaint to SP Satinder Kumar Gupta, who entrusted the inquiry to DSP Babu Lal Yadav. He said the police has the information that at least one of the accused was related to an employee of the college.

OSD to CM repatriated

The Haryana government today transferred two IAS officers and also repatriated Officer on Special Duty (OSD) to the CM MS Chopra to his parent department, the Ministry of Parliamentary Affairs as Deputy Secretary, with immediate effect.

Chopra, Under Secretary in the Union Ministry of Parliamentary Affairs, was on deputation with the state government. According to sources, after joining as Deputy Secretary, Chopra is likely to come again to Haryana. He is considered the man Friday of Chief Minister Bhupinder Singh Hooda.

Financial Commissioner and Principal Secretary, Irrigation, KK Jalan has been transferred as such to the Town and Country Planning and Urban Estates Department vice DS Dhesi, proceeding on an assignment with the Union Government. Financial Commissioner and Principal Secretary, Public Works (Building and Roads) and Architecture Department, SS Dhillon has been given the additional charge of the Irrigation Department vice Jalan.
