66-year-old gives birth to triplets

A 66-year-old woman, Bhateri Devi, gave birth to triplets - two boys and a girl - on May 29, 44 years after her marriage to Deva Singh, who is now 64. Bhateri Devi of Satrod village near here conceived with In-Vitro Fertilisation technique in the third attempt.

Award named after CM’s father

The Haryana government has named one of the five awards meant for citizens after Ranbir Singh, freedom fighter and a member of the Constituent Assembly. He was the father of Chief Minister Bhupinder Singh Hooda. The government has also named the other four awards after national heroes.

Villagers block road over poll result

Though the polling for the panchayat elections in the district passed off peacefully here yesterday, the results did not go down well with one of the villages in the district. Residents of Pega village not only damaged an electronic voting machine, but also blocked traffic the whole night demanding repoll at all booths in the village.

The blockade continued till 10 am this morning when the authorities intervened and persuaded the villagers to end the protest.

The district election officer has ordered a repoll at booth number 21 of Pega village tomorrow.

Agitated over the result for the sarpanch’s post in the village, supporters of one candidate not only thronged the place where the counting was taking place, but also damaged the machine in protest.

Later, they blocked the main highway linking Jind with Kaithal. The post of sarpanch in the village has been reserved for a woman. While one of the candidates Kela Devi was declared victorious, supporters of another candidate, who stood at the third position, went berserk and indulged in violence.

However, no one was injured in the incident.

While the authorities managed to get the custody of the EVM and the ballot boxes, it is learnt that one of the EVMs was slightly damaged in the clash.

The protesters lifted the blockade following the announcement of the authorities to set up an 11-member committee to resolve the issue.

The village has 2,800 voters. Meanwhile, the police has registered a case of assault and damaging the public property against unidentified persons in this regard.

Meanwhile, all seats including that of the sarpanch in Lalheri gram panchayat under the Gannaur block were captured by women candidates.

The women candidates competed against the men in general wards and recorded win on these seats also.

Sirsa gives rousing welcome to its MP

Ashok Tanwar, member of Parliament from the Sirsa parliamentary constituency, was accorded a warm welcome on his arrival to the town after about six months. Tanwar, who sustained serious injuries in a road accident on January 24, had been recuperating at his Delhi residence.

The MP reached Sirsa by train from Bathinda this morning. Congress workers led by Anand Biyani, state secretary, and Hoshiari Lal Sharma, district president of the party, received Tanwar at the railway station, where they had gathered in large numbers.

The North Western Railway Employees Association also organised a warm reception for the MP in the union office.

Speaking on this occasion, Tanwar said the works left unattended due to his health problems would be completed soon.

He said that the Sirsa railway station had been declared a model station and work on the same had already begun. Addressing Congress workers, Tanwar, who was earlier president of the Indian Youth Congress, said the new process initiated by Rahul Gandhi to elect office-bearers had drawn a large number of talented youth to the organisation.

Tanwar: Quality education top priority

The UPA government at the Centre has taken several steps towards qualitative improvement in the education sector so as to make it research based. Ashok Tanwar, MP from Sirsa, said this after laying the stone of a new teaching block in Manohar Memorial Post Graduate College here. As many as 4,000 new universities and 45,000 new colleges will come up in India in the next one decade.

This will also create new job avenues for 10 lakh teachers and afford opportunities to our youths to get research-based education,” said Tanwar.

The MP said according to a study, over 30 per cent of development in major countries of the world was due to doctors, engineers and scientists from India. In Sirsa parliamentary constituency, the UGC had granted permission for opening three new degree colleges and a plan was under consideration to open a centre of excellence in this area. Prahlad Singh Gillankhera, Chief Parliamentary Secretary, Haryana, who presided over the function, said the Haryana government had allocated a budget of Rs 6,377 crores for the education sector, which, he claimed was 16.12 per cent of the total budget.

Khaps must not play into hands of netas, says Surjewala

Senior Congress leader and national president of the All-India Kisan Khet Mazdoor Congress, Shamsher Singh Surjewala, has urged the khaps to establish their credibility in villages and not play into the hands of wily politicians.

Talking to The Tribune here yesterday, Surjewala recalled the the roll of khap panchayats in the past was confined to social activities for strengthening social values and conventions.

“But after the inception of the Hindu Marriage Act, law has come into force and the society is governed by this law,” he remarked.

To establish their credibility, he said, the khap panchayats should first ensure implementation of directives on social evils like dowry, female foeticide, child marriage, rape, ostentatious weddings, theft of canal water and electricity etc.

Surjewala asked where was the honour in villagers buying brides from other castes and states.

The khap panchayats had been playing their role in Haryana, Rajasthan, Delhi, Western Uttar

Pradesh and Punjab, but each area had its own marriage customs. One custom prevalent in a region was not in practice in other regions, he claimed.

To a question, Surjewala said he was against marriages in the same gotra but the best way to preserve social customs was to motivate the younger generation to respect their customs and traditions.

A political storm in the state Congress appears to be brewing with five-time MLA Balbir Pal Shah raking up the issue of non-Jat Chief Minister. Legislator Shah, who was a strong claimant for a ministerial berth in the state government after the last assembly elections, is disappointed with the Congress leadership in the state.

Speaking to The Tribune, he said it defied logic that Haryana could only have a Jat Chief Minister when no such guidelines were followed in any other states ruled by the Congress.

A senior Congress leader of the state, Shah contested the contention that there were no other suitable candidate for the post of Chief Minister.

“My integrity and loyalty to the party is indubitable and my political life has remained clean. Why can’t I be made Chief Minister,” he asked.

Expressing displeasure over the increasing influence of non-Congress ministers (an obvious reference to the Independents whose support had been secured to form governmentin the state), Shah said under the present setup, dedicated Congress men was feeling dejected as none in the administration was willing to listen to them.

On the other hand, non-Congress ministers had all say in the power circles, the MLA alleged.

Shah, credited with leading the state Congress at a time when there were only five legislators from the party in the assembly, said he had decided to undertake a statewide tour to unite Congress men against the injustice being done to them.

He said the morale of Congress activists was low. Despite having worked hard during the elections, they were being neglected only to keep the Independent ministers in good humour.

He said nothing was being done to address the growing resentment in the party rank and file.

Shah saw no wrong in raising voice for the party workers and said he would not rest till the dignity of the workers was restored, even if it led to any unpleasant situation for him. Nothing would deter him from his mission, emphasised a determined Shah. If he succeeds, is anybody’s guess.

Punjab’s demand for royalty on water irks CM

The state government has not given up its demand for its share of water from the neighbouring state of Punjab. The state has taken up the matter strongly and will continue to do so until the demand is met.

This was stated by Chief Minister Bhupinder Singh Hooda while speaking to mediapersons on the district Bar premises here yesterday.

Describing the demand of royalty on water by the Punjab government as inconsequential, a visibly upset Chief minister said there was no legality behind such a demand.

Charging the Punjab government with trying to politicise the matter, Hooda claimed that Haryana had a valid share in the water flowing in Punjab and denial of the share was a gross injustice to the people of Haryana.

Regarding the issue of a separate high court for Haryana, the Chief Minister said the move on this demand was on the right track and success would not elude them.

He added that the high court would be established in Chandigarh since it was the capital of Haryana.

Stating that the power and water supply in the state had been satisfactory at present, he said the government would take every measure to ensure that farmers get adequate supply of both water and power, especially during the sowing of paddy in the state.

The newly set up power plants at Jharli and Khedar villages would start production of power soon and the state would get supply as per the demand..

Regarding complaints of anomalies in the preparation of BPL cards in the state, Hooda said the government would initiate appropriate measures to get the problem, if any, solved.

He further claimed that Haryana was one of the few states where the interests of the employees had been given due attention.

Among several welfare steps, the leave travel concession facility ( LTC) had been restarted. Also, a new version of the pension scheme had been launched for the state employees.

Meal Scheme

Haryana Education, Health and Social Justice and Empowerment Minister Geeta Bhukkal stated this while listening to public grievances here today.

She said the school staff, particularly headmasters, must pay special heed to cleanliness and hygiene of the food being served to the students.

Praising rural people for cooperating in the conduct of peaceful panchayat elections in the state, the minister said peace and brotherhood were helpful in ensuring the all-round development of the village and the area. Concrete steps were being taken to solve the problem of electricity and water, she maintained.

Earlier, Geeta Bhukkal flagged off the Jan Jagriti Sandesh Yatra organised by the Haryana Handicapped Welfare Association from the premises of a rest house here.

Praising the efforts of the association, she said the yatra would give a positive message to the people to take disability as a challenge and not as a curse.

Specialist docs rue poor working conditions

While government doctors working in Haryana have withdrawn their call for a mass casual leave after the acceptance of their demands, specialist doctors working in government hospitals complain that their service conditions are so poor that it is difficult for them to stay in service for long.

Several specialist doctors, selected to the HCMS, are reluctant to join, while many others leave the job at the first opportunity available to them, maintain young specialists working in government hospitals.

“When we were recruited to the HCMS in January 2009, we were assured that six additional increments would be given to all doctors with postgraduate degrees.

However, instead of allowing additional increments to all postgraduate doctors as a collective order, we were told to apply individually. Now, our applications are lying in the office of the Director-General of Health Services for the past more than a year and no action has been taken so far,” rued a specialist doctor.

“Instructions have been issued to the civil surgeons and the SMOs several times by the higher authorities to exempt specialist doctors from casualty and postmortem duties, but still they have to do these jobs, much to the detriment of their specialised work,” complained an ENT surgeon, who has recently quit his job to start private practice.

“I have performed all kinds of ENT surgeries, including that of mouth and thyroid cancer. However, during my stint in the government job, I always felt that my potential was being wasted,” he added.

Gynaecological specialists and women medical officers, who perform deliveries, complain that the government had started a scheme under which incentives are paid to the doctors, nurses and other para medical staff assisting deliveries, but now, while all other staff members still get the incentive, the doctors have been deprived of this. VVIP duties are the other bane of specialist doctors.

“When a religious leader from Sirsa had to go to Ambala for appearance in a court, I had to wait in an ambulance on the outskirts of the town till 3 am and had to follow his cavalcade, till he crossed the boundaries of our district,” said a specialist doctor, who was posted at the General Hospital, Fatehabad, at that time.

Similar duties are assigned when some other VVIP moved around their area, he added.

Specialist doctors feel that unless the government created a separate cadre for them, there seemed to be no end to their problems.

Ellenabad college to start from this session

The Haryana government has decided to start a Government College in Ellenabad as promised by Chief Minister Bhupinder Singh Hooda before the Ellenabad byelections held in February this year.

The government, according to the indications, has decided to begin the functioning of the college from the coming academic session.

Until a permanent site for the college is selected and its building is constructed, the college will start functioning form a rented accommodation.

A team of teachers led by Dr Suman Gulab, Principal of Government National College, Sirsa, visited the town recently for finalising a suitable building for the college.

The team comprising Dr Daljit Singh from the Psychology Department, Dr Amarjit Singh from the English Department and Dr Inderjit Bishnoi of the Geography Department of the Sirsa college saw three buildings in Ellenabad town.

“We have finalised a building near Gandhi Chowk, where a nursing college was running earlier,” said Dr Gulab.

The building, she said, had sufficient rooms to accommodate the college for the inaugural year. Opening of a new college in Ellenabad had become a major issue during the Ellenabad bypoll.

People of Ellenabad had demanded a college from Hooda, when he addressed a rally in the town on November 29, when a bypoll was expected from there due to resignation of Om Prakash Chautala, who won from Narwana besides this seat in the elections held in October.

The INLD had made it an issue during the elections alleging that Hooda had kept victory for his candidate in the bypoll as precondition for accepting the demand.

The INLD also went on to announce that the party would open a college of the Jan Nayak Devi Lal Trust in Ellenabad after the elections.

However, Hooda repeatedly clarified that victory of his candidate was never made a precondition for opening of the college and assured people that their demand would soon be fulfilled.

Hooda’s candidate Bharat Singh Beniwal lost to Abhey Singh Chautala of the INLD and yet the college will likely to start functioning from this month.

Ellenabad does not have a college and students have to travel long distances to Sirsa for pursuing their studies after schooling. Several students from poor and downtrodden families, particularly the girls, fail to pursue their higher studies for want of a college.

Only .83 pc clear teachers’ eligibility test

Tall claims of the state government to provide quality education notwithstanding, the results of eligibility tests conducted by the State Board of School Education for appointment of school lecturers and teachers during the past two years show the state in a poor light.

Out of 1,30,014 candidates who appeared in the State teachers’ eligibility test in the lecturers category, only 14,451 cleared the test without grace marks while in case of teachers, the situation was most appalling with only 3,310 candidates out of a total of 1,82,102, obtaining the minimum qualifying marks without grace marks.

As per information procured under the RTI from the board, the State teacher’s eligibility tests for lecturers and teachers were held in 2008, July 2009 and December 2009 and out of 2,12,116 candidates appearing in twin categories, only 17,561 passed without grace marks and the percentage of successful candidates was worked out at 0.83 per cent.

The board was quite liberal in giving grace marks to enable more candidates to clear the eligibility test in 2008 and July 2009 and about 10 times more candidates were given grace marks and declared as pass.

In lecturer category, 15 candidates appeared in Urdu but none of them cleared the test and one candidate become eligible by getting grace marks. Same was the case in economics as five candidates were given grace marks and the situation was very dismal in the science teacher’s category with only five out of 5,810 candidates clearing the test but the board made 137 candidates eligible by giving grace marks. In maths also, only 64 candidates cleared the test but 398 became eligible with grace marks and in home science only two candidates passed but the number of eligible candidates was raised to 129 with grace marks.

Race hots up for MC posts

With the government fixing June 16 for the election of chairperson and vice-chairman of the Sonepat Municipal Council, the Congress and the BJP have stepped up their activities to capture the posts.

There are 31 wards in the council. After the results, both parties had claimed to have won 11 seats each.

The other seats were reportedly won by Independents and the INLD. The BJP was the only party which contested on the elections on the party symbol, while the Congress had released a list of candidates to be supported by it, though without the party’s symbol.

According to the latest developments, former chairperson Veena Rani, councillor from ward No. 13, and Asha Chhabra, councillor from ward No. 11, who is the wife of outgoing chairman Ashok Chhabra, are being considered front runners for the chairmanship from the Congress.

On the other hand, state media in charge of the BJP Rajiv Jain, his wife Kavita Jain, MLA, and other party leaders have been striving to work out a consensus among the councillors to arrive on a common name. If the BJP is supported by the INLD, which claims to have the support of five councillors, it will be easy for the BJP to install its chairperson. The seat is reserved for women belonging to the general category. As both parties need the support of at least five councillors, the Independents are in great demand.

Similarly, Vijay Pal, at present in Tihar Jail in Delhi, has been elected sarpanch of Bidhlan village. When he went to file his nomination papers under police custody, he and his mother reportedly appealed to the villagers to give him a chance to reform himself.

Meanwhile, Pradeep, who belongs to the Balmiki community, has been elected sarpanch of Tihar Kalan village. He defeated a general category candidate, Somvir, by a margin 53 votes.

In a clear rebuff to khap panchayats at a time when the demand for amending the Hindu Marriage Act to ban same-gotra and same-village marriages is gaining ground, a backward village in Indri tehsil of Karnal district has dared to solemnise a marriage in the same village.

A local youth tied the knot with an anganwari worker at Halvana village, around 35 km from here, dominated by the Sikligarh community, defying the khap culture.

The marriage ceremony was performed as per the Nirankari “pratha”.

A large number of VIPs and social activists, including the local MLA, Dr Ashok Kashyap, and former MLAs Bhem Sen Mehta and Rakesh Kamboj, attended the marriage and blessed the couple.

Bhajan Singh Patwa, president of Aardash Yuva Mandal, who had been raising a voice against khaps’ diktats to ban same-gotra and same-village marriages, made the marriage possible.

Patwa set an example by getting his daughter Vajyanti married to Sukhdev, son of Maher Singh, in the same village. He defied the obscurantist traditions earlier also and had sent Vajyanti to study outside the village and today she is the only girl to have passed the middle examination in the village. Vajyanti also showed courage and stood up against “obsolete” traditions. Halvana village is an “oasis” in Haryana, notorious for the lowest sex ratio, with “zero female foeticide” and women outnumbering men.

According to a survey conducted by anganwari workers in 2009, there are 1,482 females in the village with a population of 2,903 while the male population is 1,421.

Hit & Run: Traffic blocked over police ‘inaction’

Angry residents today blocked traffic at Balmiki Chowk against the alleged “police inaction” in a hit-and-run case on the Hisar road here yesterday. The residents also roughed up a cop and damaged his motorcycle, forcing him to run for cover. The irate residents, belonging to the Dalit community, were angry at the alleged police laxity in a road accident, in which Salman, a Dalit youth, was hit by a speeding car on the Hisar road yesterday.

The youth, who was shifted to the general hospital after the accident, was referred to Hisar by the hospital authorities. However, the ambulance that was sent to shift the victim to Hisar developed a snag and the victim died. Angry kin of the victim did not allow the postmortem of the victim till the car driver was booked and arrested by the police.

They blocked traffic near Balmiki Chowk, thereby closing the way to the local general hospital. The residents got further infuriated when the police, according to their allegation, nabbed some other person instead of the one who hit the youth by his “wayward” driving.

Later, the cop, who bore the brunt of the angry residents, also lodged a complaint against the protesters and a meeting of the protesters was in progress with the police to sort out the issue.

66-year-old gives birth to triplets

A 66-year-old woman, Bhateri Devi, gave birth to triplets - two boys and a girl - on May 29, 44 years after her marriage to Deva Singh, who is now 64. Bhateri Devi of Satrod village near here conceived with In-Vitro Fertilisation technique in the third attempt. In the first two attempts, only two embryos were transferred in each cycle. However, in the third attempt three embryos were transferred to her uterus, resulting in the birth of three children by a cesarean process.

Bhateri was born on May 21, 1944, at Madtna village of Rohtak. Her age has been confirmed by the birth certificate issued by the District Hospital, Rohtak, said Dr Anurag Bishnoi, who was her treating IVF specialist.

Her husband Deva Singh remarried twice after his marriage to Bhateri as she was unable to produce children. The other two wives too failed to give him an heir and left him. Only Bhateri stayed with him.

Deva Singh says he is a millionaire and can afford to give his children everything they needed. He said after his death his close relatives would look after the newborns.

The Haryana government has named one of the five awards meant for citizens after Ranbir Singh, freedom fighter and a member of the Constituent Assembly. He was the father of Chief Minister Bhupinder Singh Hooda. The government has also named the other four awards after national heroes.

Announcing this here today, Haryana Social Justice and Empowerment Minister Geeta Bhukkal said the decision to rename the awards after the national heroes had been taken to enhance the prestige of these awards.

She said Best Mother Award had been renamed as Mother Teresa Award; Courage and Bravery Award as Sardar Vallabh Bhai Patel Courage and Bravery Award; Best Panchayat Award as Mahatma Gandhi Panchayat Award; Lifetime Achievement Award as Mahatma Jyotiba Phule Life Achievement Award and Senior Citizen Award as Chaudhary Ranbir Singh Centenarian Award.

These awards carrying Rs 1 lakh each were instituted by the Social Justice and Empowerment Department in 2008.
