As many as 147 employees put on poll duty in the first phase of elections for Panchayati Raj bodies in the district today failed to turn up, say official sources. Election officials have started legal proceedings against these employees under the provisions of Section 185 of the Haryana Panchayati Raj Act-1994.

5 get life term for double murder

District and Sessions Judge RK Bishnoi sentenced five persons to life imprisonment in a double murder case here today. A penalty of Rs 10,000 each was also imposed on them. Anil Kumar and his relative Desh Raj were murdered in August 2006. The police had registered a murder case against seven persons.

Leaders of Jat organisations said this was necessary to bring out the truth as the government was “victimising” upper caste villagers.

The police today registered criminal cases against 125 persons, including women, after a huge crowd of villagers attacked policemen and poll officials, damaging a police Gypsy and another vehicle after announcement of panchayat poll results at Jakhal village late last night.

Two women contenders for the post of sarpanch, Jaswant Kaur and Sito Dev, are among those booked by the police.

The irate villagers alleged that the poll officials had played a partisan role in the polling and counting of votes. They held the policemen and poll officials hostage for several hours in the school building where the counting was held.

The SP, Jagwant Singh Lamba, reached the village with a strong force to disperse the villagers and save the officials.

“Criminal cases under Sections 148, 149 (rioting with deadly weapons), 323 (causing hurt), 506 (intimidation), 332 (causing hurt to deter a public servant from duty) and 307 (attempt to murder) of the IPC and various provisions of the Prevention of Damage to the Public Property Act have been registered against over 100 villagers on the complaint of Mukesh Kumar, SHO, Jakhal Police Station,” said the SP.

Those who named in the FIR were Gurdeep Singh, Naib Singh, Ram Phal, Gurmail Singh, Lal Singh, Fauja Singh, Jaswant Kaur, Sito Devi, Surjan Singh, Darbara Singh and Navjot Singh. At least 125 unidentified persons had also been mentioned in the FIR, he added.

Trouble began when poll officials declared Krishna Rani elected as sarpanch of the village and supporters of the other four candidates, Jaswant Kaur, Asha Rani, Sito Devi and Gurpreet Kaur, raised objections, accusing the officials of being partisan.

The villagers pelted stones on the school building, virtually holding the officials on poll duty hostage.

The villagers smashed the windowpanes of a police Gypsy and another private vehicle requisitioned by the authorities.

Meanwhile, hundreds of residents today held a demonstration at Jakhal Mandi against lack of civic amenities.

Jakhal Mandi, earlier a municipal committee, was made a panchayat a few years back.

147 fail to turn up for poll duty

Jind, June 7
As many as 147 employees put on poll duty in the first phase of elections for Panchayati Raj bodies in the district today failed to turn up, say official sources. Election officials have started legal proceedings against these employees under the provisions of Section 185 of the Haryana Panchayati Raj Act-1994.

Polling for electing gram panchayats in about 190 villages, panchayat samitis and zila parishads was held in the three blocks of the district yesterday.

Polling for the second phase of the elections for the remaining three blocks in the district will be held on June 12.

Of the employees found absent, 29 were from the Jind block, 58 Narwana and 60 Safidon block.

The names of the officials have been sent to the office of the SSP for further action.

While the DC acts as District Electoral Officer, all officials and employees on election duty work directly under the Election Commission.

The authorities had facved a piquant situation. They had received dozens of applications from employees seeking exemption from poll duty, citing various reasons. — TNS

Villagers booked for damaging EVMs

The district police has registered criminal cases against a number of persons for their alleged involvement in entering a polling booth in Kheri Rai wali village and damaging electronic machines (EVMs) and causing loss to government property during the Panchayati Raj elections yesterday.

Deputy Commissioner-cum-District Electoral officer Amneet P Kumar said Sandeep of Matour, Kanwar Pal of Kheriraiwali, Sunil and Ajay of Teek, Deepak of Ahmedpur, Sonu of Rasina, Rakesh, Vikram and Pradeep of Pai and Vikas of Sachakhera village had been booked under Sections 332, 353,186, 506 and 395 of the IPC.

Legal proceedings had been initiated against all of them.

For the second phase of elections in the Kalayat, Rajound and Pundri blocks on June 12, arrangements were under way.

The DC warned that stringent action will be taken against anyone found committing any irregularity during the election process.

The polling percentage in the Kaithal block yesterday was recorded at 89.48 per cent, the Siwan block 88.76 and the Guhla block 88.16 per cent.

The District Electoral Officer said panchayats of Manas, Patti, Chak Padla, Devigarh and Bhanpura in Kaithal; Bichia, Balbehra Daba Kasouli, Manjeri ,Rattakheri- Karam and Sarakpur in Guhla; Theh Kharak, Atela, Lender Keema, Umaidpur and Parbhot in Siwan; and Dhundwa and Bahmniwala had been elected unanimously.

Six sarpanches have been elected unopposed.

Tigaon residents stage dharna

A large number of residents of Tigaon village today staged a daylong dharna at the mini-secretariat in protest against the “unfair” conduct of election for the post of sarpanch yesterday.

They submitted a memorandum to the Deputy Commissoner, Faridabad, Dr Praveen Kumar, pleading for recounting of votes.

The memorandum alleged that Lakhmiri Devi was winning the election but Bhagwati Devi was declared winner after declaration of results were held up for four hours.

The residents alleged that the officers did not take the signatures of the polling agents of Lakhmiri Devi before removing the ballot boxes from the booths.

The residents earlier met the SDM of Faridabad who asked them to approach the Deputy Commissioner.

The DC assured the villagers that the matter would be probed.

Tension in Jhajjar village

Confrontation is building up between the police and villagers of Bhambheva village hit by poll violence, resulting in injuries to over 12 persons, including a contestant.

Opposing the police cane charge on a group of villagers, a joint panchayat of 27 villages at Bhambheva today warned the police that it would block traffic if action was not taken within 24 hours against policemen who baton-charged candidate Mahipal Singh and his supporters during the panchayat poll yesterday.

The panchayat also demanded withdrawal of case (damaging EVMs and disrupting polling process) against Mahipal Singh and his supporters. It convened its next meeting at Dighal village tomorrow to decide on the further course of action.

Earlier, the panchayat, presided over by Jai Singh, said the police deliberately resorted to a lathi charge on innocent villagers, including candidate Mahipal Siingh.

It blamed policemen deputed in the village for the same and sought appropriate action against them.

Sensing the gravity of the situation, the police has also deputed adequate police personnel at the village. Jhajjar SSP Sourabh Singh could not be contacted despite repeated attempts.

Over 12 persons sustained injuries when supporters of a candidate for the post of sarpanch allegedly tried to caste bogus votes.

Chinks widen in Congress over Faridabad mayorship
Party MLAs, MP, councillors to meet CM today

Congress MLAs and ministers from the district, party MP from Faridabad Avtar Singh Bhadana and newly elected councillors of the Municipal Corporation of Faridabad (MCF) will meet Chief Minister Bhupinder Singh Hooda tomorrow regarding the choice of candidate for the post of Mayor.

Congress MLAs and Minister of State Shiv Charan Sharma, who represents the NIT Assembly constituency from this district in the Vidhan Sabha, are reportedly grouped against a Cabinet minister, Mahender Pratap, who represents the Badkal Assembly constituency, over the choice of candidate. Without naming anybody, Shiv Charan Sharma said all MLAs and the MP did not agree with a minister, who was trying to impose himself on the others.

The development is being seen as a reflection of the growing factionalism within the ruling party.

It seems to have come as a blow to Chief Minister Bhupinder Singh Hooda, who had decided not to intervene in the matter and had left it to local leaders to decide on the candidate for the Mayor’s post.

The meeting with the Chief Minister has been scheduled a day before the oath-taking ceremony of the councillors, scheduled for Wednesday.

Interestingly, Chief Parliamentary Secretary Sharda Rathore has already gone on record stating that a senior Congress leader and his cronies were indulging in horse trading and were trying to entice councillors with money and muscle power.

According to sources, some local industrialists, including a known name, have been roped in for “raising finances to influence councillors”. In a related development, 10 councillors, alleged to be close to Mahender Pratap, have gone on “Bharat darshan”, a move seen to create a pressure group on the choice of candidate for the Mayor’s post.

Youth Cong poll tomorrow

The coming organisational elections of the Haryana Youth Congress have evoked great interest among party men. It is for the first time that the elections are taking place in the real sense of the word. Earlier, there used to be nominations and “quota distribution” among senior party leaders in the name of the elections.

But with Rahul Gandhi taking charge of the organisation as AICC general secretary, the election process has become transparent, insist party men.

The office-bearers of the state unit of the Youth Congress will be elected on June 9 at a banquet hall near Panchkula. The party is to elect eight general secretaries, besides one president and one vice-president.

Sons of many senior Congress leaders are in the fray. These include Chiranjeev Rao, son of Irrigation Minister Ajay Singh Yadav; Gaurav Singh, son of former Finance Minister Sampat Singh; and Amit Sihag, son of Dr KV Singh, a former OSD to the Haryana Chief Minister. Among the 31 candidates for the office-bearers are Shahabad MLA Anil Dantori, Rao, Chetan Chauhan, Bhupinder Beniwal and Pramod Sehwag.

About 1,340 delegates will vote not only for the office-bearers of the state unit but also the office-bearers of the 10 Lok Sabha constituency units of the party.

While Sampat Singh’s son is contesting for the presidentship of the Hisar constituency, KV Singh’s son is a contender for the presidentship of the Sirsa constituency.

For the post of president of the state unit, the main contest is said to be between Rao and Dantori. Rao is a law student at Panjab University, Chandigarh. His induction in politics is because of his father and grandfather, who was also a legislator.

HC pulls up state for sacking employee

Lambasting Haryana for terminating the services of an employee by ignoring the procedure, the Punjab and Haryana High Court has ruled the state “cannot be allowed to trample the rights of citizens, particularly workmen and labourers, whose contribution to nation building is substantial, essential and real”.

A Division Bench of Justice MM Kumar and Justice Jitendra Chauhan has added: “The upward movement of labourers, workers and the underprivileged is synonymous with the growth and development of the nation, as laid down under our constitutional scheme”.

The ruling came on an appeal filed by Deepak Kumar Gaur against the state and other respondents.

Speaking for the Bench, Justice Chauhan asserted: “While exercising jurisdiction under Articles 226 and/or 227 of the Constitution in matters like the present one, the high courts are duty bound to keep in mind that the Industrial Disputes Act and other similar legislative instruments are social welfare legislations and the same are required to be interpreted keeping in view the goals set out in the preamble of the Constitution and the provisions contained in Part IV thereof in general and Articles 38, 39(a) to (e), 43 and 43A in particular, which mandate that the state should secure a social order for the promotion of welfare of the people, ensure equality between men and women and equitable distribution of material resources of the community to sub-serve the common good and also ensure that the workers get their dues….”

Allowing the petition, Justice Chauhan added: “The ultimate aim sought to be achieved by the constitutional scheme is to achieve the aims and objectives as enshrined in the preamble. When the dispute is between unequal, the system of justice has to be by the side of the weak, poor, downtrodden and underprivileged.

“It is only by responding to the needs of the have-nots, workers, peasants, Dalits and all subjugated classes that the dreams of the founders of the nation can be realised”.

The labour court had earlier asserted Gaur’s services were terminated without complying with the provisions of the Industrial Disputes Act, 1947. Acting on the state’s petition challenging the labour court’s award of October 1998, the Single Judge had concluded the workman’s appointment was not in consonance with the statutory rules governing the service.

Deciding Gaur’s appeal against the Single Judge’s order, the Bench asserted: From the admission order passed by this court on July 6, 2009, it is proved on record the services of the appellant/workman were terminated on the grounds that he had been appointed and was working against a reserved post for the ex-servicemen category…. As per the termination order, it has nowhere been stated that the services of the appellant were terminated on account of his being a general candidate….”

5 get life term for double murder

District and Sessions Judge RK Bishnoi sentenced five persons to life imprisonment in a double murder case here today. A penalty of Rs 10,000 each was also imposed on them. Anil Kumar and his relative Desh Raj were murdered in August 2006. The police had registered a murder case against seven persons.

One of the accused, Ajmer Singh, died during the trial period while another accused Dharmbir was not arrested and was declared absconder by the court. The accused, who have got life term, include Sukhbir, Lal Chand, Mam Chand, Ram Singh and Rinku.

According to the prosecution, seven persons of Nagla Gharoli village in Naraingarh constituency had conspired to murder Anil Kumar and his maternal uncle Desh Raj. The accused had attacked Desh Raj when he was passing through the fields along with his relative Raj Kumar. Desh Raj sustained serious injuries and later succumbed to his injuries at the Civil Hospital.

Raj Kumar, however, escaped the attack. Next day, the body of Anil was recovered from a school ground.

Sonepat: The police has claimed to have not only solved a blind murder, but also arrested one of the two alleged accused identified as Praveen, alias Bholu, of Hasanpur village under the Murthal police station here. He has been remanded in police custody up to June 9.

According to SP Ashok Kumar, an unidentified body of a youth was found lying in the fields on January 16.

The victim was identified as Devender of Hasanpur village. During investigation, it was found that Devender had friendship with Raghu and Praveen. Following an altercation between Raghu and Devender, Raghu allegedly conspired with Praveen to kill Devender.

A mahapanchayat organised by the All-India Jat Brigade at Narnaund, in a resolution today, demanded a CBI probe into the violent incidents in Mirchpur which claimed lives of two Dalits. Leaders of Jat organisations said this was necessary to bring out the truth as the government was “victimising” upper caste villagers.

Another resolution sought stern action against the Dalits who manhandled Deputy Commissioner YS Khyalia in New Delhi when he went to meet them on the orders of the apex court.

The mahapanchayat accused the Haryana government of adopting a biased approach which had resulted in unilateral police action against members of their community.

It opposed intra-gotra marriages and demanded an amendment in the Hindu Marriage Act. Prominent among those who attended the meeting were Rajinder Bangar and Ram Partap Malhan of the All-India Jat Brigade and Mahendra Singh of the Bharatiya Kisan Union.

Admn to set up anti-ragging squads

The district administration has prepared a comprehensive plan to check ragging in educational institutions in the district in the beginning of the new academic session, which gets underway next month.

The administration held a meeting of senior officials of the two universities, professional colleges and heads of all other colleges to chalk out a plan.

It was decided to set up anti-ragging units in all institutions which would be headed by the Vice-Chancellors in case of universities and heads of other institutions.

A number of anti-ragging squads would be established under these units in all institutions which would conduct surprise raids at hostels, campuses and all other conceivable places where freshers were likely to be ragged. Institutions had been asked to install closed circuit television cameras wherever required.

3 booked for rape

Fatehabad, June 7
The police has booked three persons for rape and criminal intimidation after a married woman at Banawali village here alleged that she was raped at gunpoint in a tubewell room.

The woman, who had been living at his brother’s place after marital discord with her husband, alleged that Raj Kumar and two others forced her in a car and took her to a room in the fields where the trio allegedly raped her.

The police has registered a case under Section 376 and 506 of the IPC against the accused. — TNS
