Unemployed youth burn an effigy of Chief Minister Ramesh Pokhriyal Nishank in Mussoorie on Friday. Unemployed youth of Mussoorie burnt an effigy of Chief Minister Ramesh Pokhriyal Nishank under the banner of the Prakshikshit Berozgar Sangh at Picture Palace here today. The unemployed BTC trainees also joined in and raised slogans against the state government. The youth were opposing the draconian policies of the government in which the youth were being deprived of employment in the state.

Boy falls into gorge, dies

A schoolboy died after falling into a gorge here today. According to sources, Amit Pande, who was a student of Class IX in Government Inter-College in the Tallital area, had gone down to a playing field near the school during the lunchtime along with a friend.

Single window system launched at tehsil office
Pitthoragarh, June 18
Uttarakhand Minister Parakash Pant today launched a Single Window System at the Pitthoragarh tehsil office. With this, the six types of certificates required by the public from the government will be available at a single counter at the payment of Rs 20 each. Pant said so far the state government had launched this facility at six tehsils, including Almora and Nainital in Kumaon region.

The Mussoorie Express engine tyre derailed near the Haridwar railway station on Friday. A major tragedy got averted today when the Mussoorie Express rail engine derailed, as the engine driver didn’t observe the signal.As shunting was being carried out at that time, the train had been stopped at the main railway station. But the driver, despite the signal to stop, started the train and the train engine derailed.

Soon, 23-hour railway e-ticketing service at Doon
Dehradun, June 18
While keeping the inconvenience faced by railway passengers at the time of getting reservations in mind, the Indian Railways is planning to endow them with a summer bonanza. The Indian Railways is contemplating to make the 23-hour online ticketing service. The project is under study to facilitate passengers in booking their reservation tickets at any hour of the day.

An error by a railway gateman resulted in a tractor-trailer being run over by a passenger train in Kashipur on Wednesday.According to the information, the train, which was going from Ramnagar to Moradabad, ran over the vehicle near Banskheda village, killing the tractor driver on the spot.

Inter-state gang of car thieves busted

Dehradun, June 18
Six members of an inter-state gang of car thieves were nabbed by the police today. The police has recovered 10 cars from their possession. More stolen vehicles and persons involved with them are expected to come to light.

Besides changing the number plates of the stolen vehicles, the gang also used to change the chassis and engine numbers in order to make fake documents of the cars to sell them in
the market.

The accused have been identified as Ismail and Ikram, natives of Merath (UP), Praveen, native of Haryana, Imtiaz, Istkhar and Brijesh Kumar, all natives of Dehradun.

According to the police, they were arrested during a checking operation in Raipur and cars like Bolero, Honda City, Indigo and Scorpio were recovered from their possession. One of accused has a restaurant while another has a store where they used to park the stolen vehicles.

They had brought these cars to sell in the city from Delhi, Haryana and Tamil Naidu with fake documents. It came to light that in different districts of Delhi, Haryana and Chennai cases under various sections are registered against them.

Senior Superintendent of Police (SSP) Abhinav Kumar told reporters at a press conference that the police would talk to the police of other states to look for other members of the gang.

A police team led by Dalanwala circle officer Premendra Dobal that carried out the operation has been awareded with a cash prize of Rs 25,00 for the good work.

MLA lays stone of tube well

To solve the water problem in Adhoiwala Chuna Bhatta, Rajpur MLA Ganesh Joshi today laid the foundation stone of a tube well here. Approximately 7,000 people will be benefited with this tube well. Joshi said Rs 50 lakh would be spent on its construction, which would be completed within 10 days.

Some people opposed the construction of the tubewell stating that the land on which it was being constructed belonged to them. Joshi intervened and asked officials concerned to measure the land properly and then take a decision about the location of the tube well.

Joshi said that he would try to improve the living standard of the people in his area by providing them facilities like education, water, roads and electricity. Joshi affirmed that during his tenure of three years, he had spent about Rs 27 crores on the development of his area.

Haridwar, June 18
In the ongoing farmers’ convention being organised by the Bharatiya Kissan Union (BKU) in Roadibelwala here, 18 proposals were passed unanimously by the farmers. The proposals have been forwarded to Prime Minister Manmohan Singh.

Addressing the convention, BKU national president Mahendra Singh Tikait lashed out at the UPA government at the Centre for not living up to the expectations of farmers.

He said despite India being an agriculture-based nation with over 70 per cent people directly or indirectly related to the agriculture sector, farmers were not getting their due and were being forced to live in poverty.

He criticised Union Agricultural Minister Sharad Pawar for being a “weak” minister whose attention was more in cricket-governing body BCCI, rather than on the misery and needs of peasants.

Tikait, who has led several peasant movements in the 80s and 90s, warned that if any government, whether at the Centre or the state, failed to cater to the needs of farmers, it could not come to power the next time. He urged farmers to unite under a banner so that their voices could be put forward more strongly.

He also opposed the Ganga Expressway project terming it an anti-farmer project and sough its immediate closure.

On agriculture’s inclusion in the list of World Trade Organisation, he said, “Agriculture should be put out of purview of World Trade Organisation, as the rights of farmers will be curtailed in the name of open trade agreement.”

Demanding the rates of crops be declared before the reaping season, he said while fixing the rate, the recommendations of the Swaminathan Committee should be taken into account with additional 50 per cent profit added in the total input cost and the minimum support price of all crops in the country should be announced.

In the convention, 18 proposals were passed, which were signed by the farmer leaders, and have been send to PM Manmohan Singh. The proposals include change in the Land Acquisition Act, 1894; formation of a Land Regulation Commission, conservation of traditional seeds, ban on GM seeds, proper implementation of farmers’ health insurance policy, at least 12-hour supply of electricity to farmers, time-bound implementation of chakbandi, issual of BPL cards to farmers, pension to aged farmers and action against industries polluting rivers.

Even the BJP-led state government was not spared. Garhwal division chief of the union Sanjay Chaudhari said for the past few years, the problems of peasants had not been solved and if the government continued to adopt this attitude, then they would take out a massive rally in Dehradun.

Chaudari said in villages, penalty levied for electricity is often more than its bill, which should be immediately waived off, while fake cases were being imposed on farmers to crush their voices and all such cases must be taken back by the government.

The BKU is also against the quarrying being done in the state. A special transport subsidy has been sought for the farmers of hills as they have to transport their crops from far-flung hilly areas to the mandis. State BKU chief Rai Singh, Haridwar district head Harendra Singh, Garhwal divisional spokesman Vijay Kumar Shastri and Uddham Singh Nagar head Prem Singh Sahota, too, addressed the gathering on the occasion.

The unemployed BTC trainees also joined in and raised slogans against the state government. The youth were opposing the draconian policies of the government in which the youth were being deprived of employment in the state.

The agitators alleged that the BJP-led state government had not formed any clear policy for the BTC trainees. The agitators condemned the policy of suppression followed by the government using police force and said these tactics would fail eventually. The sangh president demanded that the unemployed trained youth be provided employment on a priority basis otherwise a massive agitation would be carried out in the state. AISF state president Vikram Singh, Sobhan Chauhan, Deepak Semwal, Suraj Pokhriyal, Amol Singh, Mangal Singh, Sushma Rawat, Naveen and others were present.

Employees of Bharat Heavy Electricals Limited (BHEL) have warned of intensifying their protest if their demands were not met by the management at the earliest.Employees of the central foundry forge plant (CFFP) under the CFFP Union are demanding payment of plant performance wage and regularisation of employees on contract.

Union members led by union president and former legislator Ram Yash Singh have staged massive protests in this regard at the CFFP main gate twice this week.

Ram Yash Singh lashed out at the BHEL management for not taking any action on their demands and warned of stirring up their agitation.

“Several employees’ payment is pending for almost a year. This is our hard-earned money and those sitting in AC rooms should not think that we would be fooled by their attitude,” he said.

Throwing light on the condition of contractual workers who have been working in the CFFP unit for years, union’s general secretary Vikas Singh said contractual workers also worked as hard as others, but they got very less in return. He suggested a minimum wage policy for contractual employees, so that they can afford at least minimum standard of living.

He also suggested that those contractual workers who have spent a considerable time in the BHEL should be given preference in the job recruitment drive carried out by the company.

“They are skilled, have spent years working for the company, so it’s the management’s duty to think about their future. They should be given preference in the recruitment process, though I restate that those having the qualification and work expertise only should be considered” he said.

Boy falls into gorge, dies

Nainital, June 18
A schoolboy died after falling into a gorge here today. According to sources, Amit Pande, who was a student of Class IX in Government Inter-College in the Tallital area, had gone down to a playing field near the school during the lunchtime along with a friend.

While he stood on the boundary of the field, he accidentally fell several metres down into the Balia Nala crashing his head on the rocks below. He sustained a severe head injury that resulted in his instant death.

Amit’s father Tara Dutt Pande is working as a driver with the District Information Office. The deceased was an outstanding student who had recently got a scholarship of Rs 6,000 for his academic performance.

Ironically, even after getting information of the student’s death, the school Principal and staff did not bother to turn up at the hospital to offer support to Amit’s father who was in a state of deep shock. The body has been taken for postmortem after which it will be handed over to the parents.

The journalist community in Nainital has expressed deep shock and condolence over the demise of the boy.

Single window system launched at tehsil office

Uttarakhand Minister Parakash Pant today launched a Single Window System at the Pitthoragarh tehsil office. With this, the six types of certificates required by the public from the government will be available at a single counter at the payment of Rs 20 each. Pant said so far the state government had launched this facility at six tehsils, including Almora and Nainital in Kumaon region.

“The government’s aim is to make this facility available at all tehsils by 2012,” he said.

“If anybody needs income, caste, domicile, character, land record or succession certificate, he will have to fill a form after paying Rs 20 as fee, and within 15 days, the required document would be in his hands from the same counter, if he has furnished the required information,” he said adding that if the officers concerned did not furnish the information within a fortnight, they would be punished.

“We had spoken to the administration several times before to increase the posts of the primary teacher in rural as well as semi-urban areas. State Education Minister Govind Singh Bisht has also assured us of taking decisions in our favour. But, nothing has been materialised yet due to which our organisation had decided to take out a rally uptill secretariat. The plan couldn’t work out due to the mass arrest,” said Rajender, one of the protesters.

“Whether they make parking through chit system or give it to a contractor but they will have to maintain it. And if any vehicle is found stolen from there it would be the sole responsibility of the parking manager. If they don’t agree with this, we will initiate legal provisions against them.”

Besides, taking serious view of rising number of vehicle thefts cases, the police will conduct an awareness drive to educate people on the safety measures of their vehicles. “We will identify the spots, including commercial areas and crowded areas to aware people about this,” the SSP added.

The SSP pointed out that the motor lifting is increasing everywhere in the country.

A major tragedy got averted today when the Mussoorie Express rail engine derailed, as the engine driver didn’t observe the signal.As shunting was being carried out at that time, the train had been stopped at the main railway station. But the driver, despite the signal to stop, started the train and the train engine derailed. However, as the train was moving slowly, a major tragedy was averted and the boggies of the train did not suffer any impact by the derailment of the engine.

Railway Station Superintendent Surendra Goswami immediately suspended the railway driver.

“There was a sudden jolt with a bang sound, but before we could realise anything, many passengers of the initial coaches had left the train. It was only when railway employees informed us, that we came out,” said Arun Singhal, a passenger on the train.

Soon, 23-hour railway e-ticketing service at Doon

While keeping the inconvenience faced by railway passengers at the time of getting reservations in mind, the Indian Railways is planning to endow them with a summer bonanza. The Indian Railways is contemplating to make the 23-hour online ticketing service. The project is under study to facilitate passengers in booking their reservation tickets at any hour of the day.

Till now, the online service providers of the railway reservations are available up to 11.30 pm and recommence the next morning at 5.30. The time restriction of the reservation affects many due to the server problem or by the overloading on the website by the consumers.

“Last month, I had to go Kolkata urgently. I faced many inconvenience while getting the tickets. I took the tickets of tatkal quota, which was in 95 waiting. I spoke to the ticket conductor but the ticket could not be confirmed. Unfortunately, I had to sleep on the floor of the coach while travelling,” complained BC Das, an affected passenger.

There are several who are facing the same inconvenience. In fact, he expressed his thought over the proposal still to be passed by the Railways. “It will be a great decision on the departments ends for the passengers like us to get the tickets easily. Perhaps, during the night hours, the usage of the website will be minimum and passengers can easily seek tickets without wasting long hours,” added Das.

Station Master of the Dehradun junction OP Singh said, “Even, I’ve heard the contemplation to get materialised soon, but nothing officially has been announced yet. Definitely, the idea of providing customers with 23-hour e-ticketing would help them to book their tickets anytime at the convenience of their home.”

“Though the travel agents charge with additional amount to the travelling expenses, yet some people prefer to get their tickets booked from them due to the surety of its confirmation. This new scheme by the online wing of the Indian Railways will surely prove to be a boon, especially for the travel agents,” asserted OP Singh.

To find more clarity into the matter of online service of the ticket booking, The Tribune spoke to the customer care executive of the Indian Railway Catering and Tourism Corporation, Vipin Sharma.

“Yes, it is true that the department is contemplating to start the 23-hour e-ticketing services for the convenience of the passengers. It’s just a proposal that the department has put forth and the research work is still under the process but nothing officially has been approved yet,” said Sharma.

Rly gateman’s mistake claims life

Nainital, June 18
An error by a railway gateman resulted in a tractor-trailer being run over by a passenger train in Kashipur on Wednesday.According to the information, the train, which was going from Ramnagar to Moradabad, ran over the vehicle near Banskheda village, killing the tractor driver on the spot. The deceased has been identified as 35-year-old Upendra Kumar of Usmanpur in Thakurdwara. Preliminary investigations revealed that the gate at the railway crossing had not been shut on time by the gateman. The railway

authorities have suspended the gateman, Rajendra Kumar Shukla, the engine driver, GC Joshi, and his assistant, AK Akela. Investigation into the accident is on.

The Railway Protection Force (RPF) and the local police had a tough time trying to pacify local villagers who had crowded at the spot of the incident. The train had to be towed to Kashipur railway station with the help of an additional engine and it resumed its journey after a delay of over two hours.

Caste-based census right, says Apna Dal chief

While voices against the caste-based census gaining ground, the Apna Dal has termed the census right, as it will bring exact details and figures about people of the country. This was stated by Apna Dal national chief Krishna Patel who said those opposing the move were neglecting reality and trying to put a veil on caste figures.

Krishna Patel said India was a multi-religious sect society and having a caste-based census could not uproot the strong democratic and social setup of the country. There was nothing wrong with the caste-based census, she added.

Elaborating on expanding party’s foothold in Uttarakhand, Patel said in the forthcoming panchayat elections the Apna Dal would contest without having any alliance in the state. She said to increase the public base in this hilly state, the party was focusing on raising issues related with minority sections and backward classes too.

The Apna Dal will also not have an alliance in Uttarakhand owing to the bad experience in Assembly elections in neighouring Uttar Pradesh where it faced heavy image and voter loss owing to the non-secular image of the BJP.

“We demand having an agriculture commission for farmers, one-level education policy, developmental policies for poor people and policies that are pro-poor,” said national in charge of the party Athal Jamal at a party convention held recently. He also stated that party would be fielding electoral candidates in all seats of the three-tier panchayat elections.

The party will be giving a majority of the tickets to able youth so that efficiency and reach out to voters in all districts of the state is possible.

AIDS society told to re-advertise selection process

After failing to fulfil norms in the selection of non-government organisation for running a Community Care Centre (CCC) in Haldwani, the National Aids Control Organisation (NACO) has asked the Uttarakhand State AIDS Control Society (USACS) to re-advertise for the selection process.

Now, the USACS will start the selection procedure afresh before the second CCC gets going at Haldwani as a support in service to the newly started Anti-Retroviral Treatment Centre for HIV/AIDS patients.

According to sources USACS had almost selected an NGO from Udham Singh Nagar but for a complaint lodged with NACO against the USACS for showing favour to a misfit NGO.

USACS was forced to retreat after a strongly worded letter from NACO asked it to re-advertise for the process.

Community Care Centres set up at ART Centres are important components in HIV/AIDS treatment plans, acting as temporary abodes or short stay homes for patients and their family members who come from different parts of the state. Its main role is to provide follow-up counselling support to those who are initiated on ART.

The Uttarakhand government has brought a change in the responsibilities of three IAS and two PCS officers.Haridwar Development Authority Vice-Chairman and Mela Officer of the Kumbh Anand Vardhan has been given additional charge of Secretary (Planning, Uttarakhand). Similarly, Secretary (Election, Planning, Finance), Chief Election Officer and Commissioner of Sales Tax) Radha Raturi has been relieved of the department of Planning Commission. Director Training NK Joshi has been transferred to the post of Additional Secretary (Irrigation).

Additional Secretary (Cane Development and Sugar, Transport, Civil aviation) and Additional Transport Commissioner Vinod Sharma has been given additional charge of Additional Secretary Transport.

Further, the earlier transfer of PS Jagpangi, Additional Secretary (Planning, Irrigation) and Staff Officer to Chief Secretary stands cancelled. Jangpangi was earlier transferred to post of Additional Secretary (Irrigation).
