Are cops shielding Nanda?

The alleged inaction of the Delhi police in the murder case of 41-year-old Janeshwar Sharma, a driver of real estate businessman Anil Nanda, came to light today after it was learnt that the cops failed to record the victim’s statement despite he being in a position to do so while battling for his life in a city hospital for close to six days.

According to Janeshwar’s family, the police “kept waiting” for him to die despite the Safdarjung Hospital doctors telling the police that he was fit to give his statement.

The probable reason, alleged Yogesh Sharma, Janeshwar’s younger brother, was that he was charging Nanda and his employees with burning him and has startling revelations about the industrialist’s personal life and gay habits.

The ‘dying declaration’ of the victim was recorded by Yogesh Sharma in his mobile phone and was passed on to various news channels, which aired it.

Janeshwar, a driver working at Anil Nanda’s New Friends Colony residence, was allegedly burnt with petrol by Nanda’s men on June 9 and was admitted to the Apollo Hospital with 85 per cent burn injuries. He was later shifted to the Safdarjung Hospital, where he died in the wee hours of June 16.

“Despite our repeated requests, my brother’s statement was not recorded before a magistrate. My brother had objected to things going-on at Nanda’s residence. This cost him his life. He had expressed fear about his and his family’s safety,” said Yogesh.

Janeshwar has stated that Anil Nanda’s employees were being “exploited” and threatened to keep mum about it.

He further revealed that he was forced to spy on Anil Nanda’s business partner Vijay Sinha despite his reluctance to do so. He claimed that he was threatened of dire consequences, which included his dismissal from services.

He also gave on-camera details about Anil Nanda’s dangerous nature and sexual misconducts.

While in the hospital bed, Janeshwar claimed that Nanda was a gay. He also alleged that male employees were paid for having sex with Nanda, and all those who refused to oblige, were threatened. Recalling the sequence of event on June 9, Sharma alleged that three of Nanda’s close associates poured some kerosene on him from the back and set him ablaze. He, however, could not see the faces of the assailants, who according to him were “murderous people”.

The Delhi police, meanwhile, is tight-lipped at the moment over why it failed to record Janeshwar’s statement on June 9, when he was admitted to the Apollo Hospital at 11.15 am and declared fit to give his statement at 1.40 pm by Dr Mahesh Kaitu.

The senior police officials maintained that investigations were on, but none could answer as to why Anil Nanda had not been questioned despite Janeshwar’s death.

According to information, Nanda was questioned only today under media pressure after Janeshwar’s ‘dying declaration’ was aired on channels. Virender Singh Chahal, additional commissioner of police (south-east) today revealed that Anil Nanda had been questioned in the matter along with about 15 other people. “It’s incorrect to say that the police didn’t take action. Anil Nanda has been questioned. We act on merit and not under pressure. We have recorded his (Nanda) statement and questioned all relevant people who were in the house. Anil may be questioned again,” said Chahal.

NHRC moved

The National Human Rights Commission has received a complaint bearing the thumb impression of Janeshwar Sharma, who has held Nanda, among others, responsible in case he died.

The NHRC is learnt to have received the complaint about a week back when Sharma was still battling for life.

The complaint blames the police for not registering Janeshwar’s statement faithfully and getting his signature on a much diluted statement, which left out many names including that of Anil Nanda, as an accused.

The complaint has a copy of FIR attached with it and it said Nanda must be held responsible for Janeshwar’s death. It is not clear as to who gave the complaint to the NHRC.

An official said the complaint was under consideration and the commission would take necessary action.

AIIMS counselling ‘unfair’, say OBC students

While the admission process for various post-graduate and post-doctorate courses started today at the All India Institute of Medical Sciences (AIIMS), the shadow of OBC reservation has returned to haunt many who appeared for the counselling under the OBC quota, alleging that the selection process has been unfair.

They said many students who were denied counselling under the OBC category could not claim seats under the general category as their overall ranking was not specified.

Three candidates, including Dr Saiprasad Shinde who has secured 13th position in the OBC category, have filed petitions in the Delhi High Court.

The court has sought a reply from the premier institute, but not offering much relief to the concerns raised by the students. The hearing has been scheduled for June 23, while the most preferred seats will be confirmed during the second counselling on June 22.

“We have not been given general ranking due to which we were denied seats in our chosen specialities. Even though nearly 52 per cent of the Indian population comes from the OBC, AIIMS has limited us to a meagre 15 per cent, denying us our rights. Though the high court has issued a notice to the AIIMS, it would be least beneficial,” Dr Shinde told The Tribune who has taken a provisional seat in nuclear medicine.

This time, the ranking given to candidates scoring above 50 was category-wise and those from OBC category were not included in the unreserved category as the procedure tends to become tedious due to dual counselling.

“There has been a shift in counselling since a year to avoid double counselling. This would be followed as the system is transparent and conclusive in contrary to the counselling of the All India quota,” said Dr Sunil Chumber, sub-dean of AIIMS.

However, the OBC candidates feel that the whole purpose of reservation has been foiled, as the AIIMS has allotted just 15 per cent of the total seats to them under post-graduate and clinical disciplines, even though the apex court has kept it at 27 per cent.

According to the 2007 Supreme Court ruling, all central educational institutes, including the AIIMS, have to implement 9 per cent quota each year.

As of now, the premier institute has allotted just 20 of 132 seats to the OBCs under post-graduate and post-doctoral courses.

“There are many students who despite having done well in PG test, probably better than many under the general category who were considered for counselling, have stood without a seat. It is quite unfair,” said Prakash Choudhary, who has ranked 39th under the OBC category in the AIIMS PG entrance test and was the last one to be considered for counselling.

Under the OBC quota, 39 candidates sat for counselling and there were around 118 of them who appeared under the unreserved category.

Dean student welfare, prof S.K. Vij, informs that, “This year Ramjas and Hansraj are running neck and neck in attracting application forms with Kirori Mal following close behind. These colleges attract more attention than some of the top rung ones as almost all students tend to apply at them, some as their first choice and some as their second or third choice. For ambitious students, this is often the college of second choice but for less ambitious students this is the college of first preference.”

Among the colleges for women, students this year have shown a marked preference for Daulat Ram, Gargi College, Miranda House and Maitreyi College.

Some of the most sort after courses this season are B Com (Pass course), BA (P) followed by BA (Hon) economics and BA(Hon) English. “Among the most popular courses this term are as usual the B Com (P), BA pass course, honours programmes like English and economics. These have attracted the maximum amount of student attention,” informs Vij.

Among the science courses, the ones that have fared well are BSc (Hon) physics, BSc(Hon) chemistry and BSc(Hon) electronics.

Perhaps the single most popular course this season has been English (Hon) with over 10,000 forms being sold for the entranceexamination, CATE.

A student Supriya Garg informs, “I have opted for English honours, so have most of my friends. I am hoping I make the cut-off. It is bound to be high this year with so many opting for the course.”

Teachers say that English one of the traditional courses has been growing in popularity over the past few years and students are again beginning to value it. The reason being that for humanities students there are many job options now after studying English honours.

Surprisingly, the BA (P) programme is retaining its lead in attracting application forms, and the reason is not far to look. A student Samir Verma informs, “I’ve opted for BA (pass) along with other honours courses and this is really a fallback mechanism. My hope is that if I don’t make the honours course in the college of my choice I will at least make the pass course.”

Most students tend to treat the BA Pass course as one of the options they have open to them and as a result, a majority of them apply for it.

The BCom pass course is also widely popular and is successively growing in popularity. The reason being it offers many professional avenues after finishing the course. Raghav Jain, a student lets on, “I’ve applied for the BCom pass programme, this is a natural choice for me I come from a business family and my parents were keen I took up this course. I hope to make it.”

The government is likely to hike the auto rickshaw and taxi fares by anywhere between 20 and 40 per cents. A final decision is likely to be taken at the Cabinet meeting on Monday.

After the steep hike in CNG (compressed natural gas) price from Rs 21.90 to Rs 27.50, a hike in fares was a foregone conclusion, but the moot point is its magnitude, as the Delhi Auto Taxi Union has been pressing to bring fares in Delhi at par with Mumbai even as autos and most taxis there run on petrol, which remains much costlier than the CNG.

After a meeting with special commissioner, transport, A.K. Singh, the union called off its proposed strike on Monday, as its members were assured of a positive decision on their demands in the Monday’s Cabinet meeting.

Rampal, a union member, said their demands for hike in auto and taxi fares would be accepted.

In its meeting, the union insisted that the fare should be fixed at Rs 8 per km, which will still be Re 1 less than the auto fare in Mumbai.

But Singh is said to have refused the demand, saying that Mumbai autos run on petrol, which is costlier.

The CNG in Delhi is available at Rs 27.50 per kg, while petrol costs Rs 47 per litre.

Official sources said the government was also working out to ensure that auto drivers neither overcharge nor turn away commuters.

“The government is likely to ask the drivers to fit GPS (global positioning system) in their autos so that it could work as evidence if they turn away passengers,” an official said.

Bluelines too want fare hike

Taking a cue from the auto and taxi unions, the Blueline bus union has also demanded a hike in their fares.

The members of the Blueline bus operators union today submitted a memorandum to transport minister Arvinder Singh Lovely in this regard.

Shyam Lal Gola, general secretary, Blueline bus operators union, said the hike in the price of CNG (compressed natural gas) from Rs 21.90 to Rs 27.50 was very steep and so their fares should also be increased in line with the hike.

Gola said the ticket prices should be revised to Rs 6, 12, 18 instead of the existing Rs 5, 10 and 15.

The bus fares were hiked about six months ago, which was met with severe protests from the city residents.

Rs 52 lakh looted from Gzb house
Robbers flee in owner’s car

Ghaziabad, June 18
Six armed robbers allegedly broke into the house of a businessman today and looted cash and jewellery around Rs 52 lakh in the Rajendra Nagar locality here.

The incident took place around noon when Shiv Shankar Jindal was in his office at Srinivaspuri in New Delhi where he runs a soap and detergent manufacturing company, Jindal Enterprises.

The robbers had been allegedly hiding near the house and barged inside when the maid, Sunita, opened the main gate to go to the market. They pushed her inside and threatened her and the family members– Jindal’s wife Anju (48), son Sugam (20), daughter Sonal (18) and driver Mahmood (30)— at gunpoint, the police said. The robbers then tied them up and robbed the house.

In the meantime, another daughter of the businessman, Shruti (12) reached home in a rickshaw. As the rickshaw halted near the house, two robbers on guard hurriedly paid the rickshaw puller and brought the girl inside the house.

They allegedly took away Rs 1.5 lakh and a jewellery studded with diamond, platinum and gold worth over Rs 50 lakh.

They then reportedly fled in Jindal’s car.

Superintendent of police Avdhesh Kumar Vijaita said, “Eight teams of police officials have been formed to nab the robbers. We hope to arrest the criminals soon.” — IANS

Delhi gets trophy for green Thygaraj stadium

Union urban development minister Jaipal Reddy today presented Indian Building Congress trophy to the Delhi government for building city’s first green stadium, Thygaraj Sports Complex.

Delhi labour minister Mangat Ram Singhal and Chief engineer, PWD, Rakesh Mishra, received the trophy.

Thygaraj Sports Complex has been constructed for the Commonwealth Games. It is the best in designing, engineering and quality.

The stadium has been constructed as per the green building concept with all eco-friendly material. The complex has an effluent treatment plant, green energy with gas-based turbine power generation of 2.5 MW capacity, exhaust system for air-conditioning and grid interactive solar power generation, heat insulation, conservation of water, use of recycled water, sensor type fitting, collection and use of rain water from ground and roof top, apart from a vast green area.

This is also the first-ever green stadium which will be used for sports activities even after the Games. 

It will serve as a competition and training venue for netball— with one competition court and two practice courts, training venue for athletics with world-class synthetic athletic track, medical and physiotherapy centre and other facilities.

Shops at Metro stations to pay tax

All kinds of commercial establishments at Metro stations will have to pay property tax, the Municipal Corporation of Delhi (MCD) said this today.

According to sources, the civic body decided to impose the tax in the meeting with Lieutenant-Governor (L-G) on Tuesday.

The decision came after the MCD was forced to de-seal the commercial complex at Inderlok Metro station yesterday on the orders of L-G.

“In compliance with the decision taken in the meeting at Raj Niwas on Tuesday, the MCD de-sealed commercial areas at Inderlok Metro station yesterday evening. It was also decided that commercial establishments within the footprint of metro stations would be liable to pay property tax and secure trade license from the MCD,” said Subhash Arya, Leader of the House in the MCD.

He added that it was also decided that any construction outside the footprint of metro stations or off site commercial development away from metro stations would be subject to the development control norms of the MCD and would, therefore, require the civic body’s approval.

The MCD de-sealed a commercial complex at Inderlok Metro station after nine days. It was sealed as it did not comply with the MCD norms.

The civic agency has alleged that a private developer has constructed it without the MCD’s approval.

1,500 girls learn self-defence skills

A 15-day Self Defence & Road Safety training programme for girls and women organised by the Delhi police concluded today with around 1,500 participants learning basic techniques in self defence and road safety measures.

Chairperson of the National Commission for Women (NCW) Girija Vyas was the chief guest on the concluding ceremony. Appreciating the initiatives taken by the Delhi police, she stressed on the need to organise such programmes in states like UP, Rajasthan and Haryana. She assured that the NCW would take the lead in dealing with the increasing number of crimes against women.

Karnal Singh, joint commissioner of police, northern range, admired the Indianised modification of Judo Karate wherein women were being taught to use their clothes to protect themselves.

Women also demonstrated self defence techniques they had learnt in the camp.

The training programme was conducted held at Special Police Unit (Women & Children) in Nanakpura, Kripal Bagh Ashram (Kingsway Camp) and Sneh Public School (Preet Vihar).

HC dismisses plea against same gotra marriage

The Delhi High Court on Friday dismissed a public interest litigation (PIL) seeking amendment in the law to ban same ‘gotra’ (sub-caste) marriages, calling the petition “a waste of time”.

“You don’t know what is gotra? Which Hindu text prescribes banning of sagotra (same clan) marriage? Why are you wasting the time of the court?” asked the bench.

A vacation bench of Justice S.N. Dhingra and Justice A.K. Pathak asked petitioner Naresh Kadyan to pay a fine for wasting the time of the court and ordered him to withdraw the PIL.

“If you are not able to substantiate your words, then you should not have come before the court,” the bench said. — IANS

With the arrest of four persons-- Dalbir, Deepak, Vicky and Lalit-- the Sultanpuri police station sleuths have claimed to have cracked the murder case of one Om Prakash, who was found shot dead on the roof of his house in A-2 block of Sultanpuri on the morning of June 13.

According to the police, the conspiracy to eliminate Prakash was hatched by one Bhairo, alias Badal, who was obsessed with his wife and thought that he could get the woman once her husband was dead. Bhairo is absconding.

According to Chhaya Sharma, DCP (Outer), the case was cracked after the police, through its 'eyes & ears scheme', got to know about the whereabouts of the accused. Vicky was the first one to be arrested. "Vicky disclosed the details of the murder and subsequently led to arrest of Lalit, Deepak and Dalbir. Three country-made .315 bore pistols, 16 live and two used cartridges and a dagger have been recovered at their instance. The other accused, Bhairo Chhote and Rohtash are absconding," said Sharma. During interrogation, the arrested accused revealed that Bhairo was attracted towards Prakash's second wife, Bala (name changed), and believed that if he killed Prakash, she would come to him.

"Bhairo first influenced Bala and then killed Prakash," said Sharma.

According to the police, Deepak and Lalit worked as security guards at the Sanjay Gandhi Memorial Hospital.

8 UP jails to have IGNOU centres
Inmates to be provided with education for taking UP board exams

The jail department in Uttar Pradesh has taken a laudable initiative of educating prisoners.

Jails in eight districts are set to become educational hubs as Indira Gandhi National Open University (IGNOU) has offered to open its centers there.

The number of such centres has recently been increased to eight, including Agra, Varanasi, Gorakhpur, Meerut and Ghaziabad. Currently, such centres are functioning only in three districts– Lucknow Model Jail, Naini jail and Bareilly.

According to sources, the UP jail department had approached IGNOU to open centres in eight district jails so that inmates were provided with top-class education and were able to take the UP board examinations for secondary and higher secondary classes.

Additional DG police (jails) Sulkah Singh said that around 1,000 jail inmates would be enrolled for examinations in 2010-11. He said as per an experiment conducted during the last year, some prisoners were allowed to take class X and XII examination conducted by the UP board. Over 140 prisoners took the exams this year and all of them passed.

Sonu Singh serving prison in Ghaziabad jail has scored 80.4 per cent in boards. Another inmate from Barilly jail has scored 69 per cent.

The additional DG asserted that the department intended to help prisoners improve their educational qualification. He added that the department planned to enroll 1,000 prisoners for 2010-11. They were also being encouraged to appear for the board exams. He added that special classes could be arranged for prisoners with the help of the district administrations concerned.

Sulkah Singh said besides setting up informed education centres; staff, qualified prisoners and volunteers would be asked to take classes in jails.

On the jail department’s request, IGNOU has exempted prisoners from tuition or late fee.

The move is helping jail inmates reform themselves.

MLA fund divided in two parts

The MLA area development fund has been divided into two parts– mandatory and discretionary fund of Rs 1 crore each, said Delhi finance minister A.K. Walia.

The mandatory fund will be directly released to the MCD, NDMC, Delhi Cantonment Board for carrying out developmental works as proposed by the MLAs of the respective Assembly constituencies, Walia said.

Delhi has 70 MLAs, so the mandatory fund would be Rs 70 crore per annum. Ninety per cent area of Delhi was being controlled by the MCD so it would be given Rs 67 crore, NDMC Rs 2 crore and Cantonment Board Rs 1 crore, Walia said.

The remaining Rs 70 crore per annum would be sanctioned as discretionary fund through urban development department for the execution of development works by the MCD, NDMC, DISCOMS, DJB, slum department and others like— health, DDA, Delhi Cantonment Board and CPWD against the recommendations of MLAs after obtaining detailed cost estimates and layouts from the agencies concerned.

Private power distribution company (discom) North Delhi Power Limited (NDPL) has written a letter to power watchdog Delhi Electricity Regulatory Commission, stating that a report of the International Credit Rating Agency (ICRA) has given it negative rating.

The discom has appealed to the commission to take note of the report while taking decision on power tariff.

“The credit rating agency has placed NDPL’s borrowings under negative rating, which means that the liquidity position of the company is not very strong,” said a senior official of the company.

On the basis of the ICRA report, the discom, in its letter, has suggested an eight to 10 per cent hike in power tariff for the company to be able to recover its regulatory assets in next two years.

“The hike required could be even higher if the current tariff is not in commensuration with the power procurement cost of financial year 2010-11,” said the letter.

The official said that the facts raised by the rating agency had been the same that the company had disclosed in its statement given to the commission.

“We have been given negative rating, which decreases our credit worthiness and reaffirms our claim of financial instability. Even the banks are not ready to extend credit to us,” he said.

Robbers strike at three houses in one night
Take away Rs 3-lakh booty

Armed bandits looted three houses in Nai Basti under Javer police station area by making the inmates captive at gunpoint on Thursday. The intruders decamped with cash, jewellery and valuables worth several lakhs of rupees.

Those who resisted were attacked by the intruders with revolver butts and daggers. Four persons, including two women, were wounded by the bandits, who had come in a car. After they left, the women raised the alarm. The police later rushed the wounded to hospital.

The first robbery was reported from the house of Surindri, a widow who lives on Mangeroli Road in Javer. She had gone to attend a marriage leaving behind her mother-in-law alone in the house.

Around 2 am, about half-a-dozen bandits came in a car and climbed the terrace of the house with a ladder kept at the backside. After entering the house, they tied the hands and feet of Surindri’s mother-in-law and took away Rs 25,000 in cash and jewellery worth Rs 75,000.

Next, they targeted the house of one Allaudin and injured him and his wife Shabnam with knifes and pistol butts.

After locking them in a room, the robbers then took away Rs 30,000 in cash and jewellery worth Rs 50,000.

After this, the bandits intruded into the house of one Vipin Kumar. As they entered the house, Vipin and his wife, who were sleeping, got up. When they tried to raise the alarm, the intruders overpowered them by pointing guns at them.

When the couple still resisted, they were attacked with daggers and pistol butts and were wounded seriously. The bandits left the house with Rs 50,000 in cash and jewellery worth Rs one lakh.

According to Vipin’s neighbours, the bandits stayed in the house till 4 am, after which they escaped in their car.

The police was later informed and it rushed the injured persons to a private hospital.

A case against unknown robbers has been registered by the police.

Circle officer Subash Chand Tomar said a police team had been set up to trace the robbers.
