Woman, 2 kids die in building collapse

A 25-year-old woman and her two daughters died when an under-construction building collapsed in the Rohini area of outer Delhi last night. The incident took place in pocket B of Sector 6, Rohini, where a four-storeyed building was being constructed on a 50-metre plot. Six persons, including a watchman of the area, were trapped in the debris.

The body of a five-year-old boy with slit throat was last night discovered at the New Delhi railway station. According to the police, the body was found inside a wooden box near the boundary wall of the railway station on the Paharganj side. The box was noticed around 11 pm. The police is trying to identify the deceased boy.

Woman, 2 kids die in building collapse

A 25-year-old woman and her two daughters died when an under-construction building collapsed in the Rohini area of outer Delhi last night. The incident took place in pocket B of Sector 6, Rohini, where a four-storeyed building was being constructed on a 50-metre plot. Six persons, including a watchman of the area, were trapped in the debris.

The deceased have been identified as Gunjan, her daughters six-month-old Bharti and Narmada, 6.

However, the police managed to rescue her husband Karia, five-year-old son Dhani and Sukhi, a watchman, who were also trapped in the debris. They are undergoing treatment in the Ambedkar Hospital. Doctors said that Dhani was critical.

Karia, originally from Jhansi district in UP, works as a labourer at the construction site and lived in the building with his family.

Meanwhile, the police has lodged a case against the contractor of the building under Section 208, 304A and 337 of the IPC. However, he has not been arrested so far.

According to senior police officials, the reason behind the collapse could be the use of low quality cement or any other building material.

“We are investigating the matter and have registered a case against the contractor. It is too early to say what led to the collapse,” said a police official.

Murder accused kills self

A 25-year-old man suspected of murdering a schoolteacher in the Karkardooma area yesterday evening and absconding ever since has reportedly committed suicide by jumping on the railway tracks in Mathura (UP).

Varun Mehta was suspected of stabbing Deepshikha, whose body with multiple knife injuries was found inside her car. The murder was the result of some differences that had cropped up between the two.

"Varun jumped before a moving train around 5 pm today and we have been informed about it by the UP police. A police team is on its way to Mathura," said a police official from the district.

Varun was the son of a lawyer who practiced in Karkardooma court.

Deepshikha, a teacher who stayed in Jhilmil Conlony, was found dead with multiple stab wounds in her car in CB Ground near Karkardooma court complex last evening.

The police believes that she was murdered somewhere else and her body was dumped near the court complex.

"We had recovered a letter written by Varun in the car in which he blamed Deepshika for cheating him and seeing some other man," said a police source.

According to information, the duo had been seeing each other for over two years.

7 injured in building fire

Seven persons were injured when a fire broke out on the fourth floor of a residential building in the Laxmi Nagar area this afternoon.

The blaze was reported around 1 pm. "One fire engine was rushed to the spot. Short-circuit is said to be the reason behind the incident. Seven persons suffered injuries in the incident. Four of them were admitted to the RB Grover Hospital while the others were taken to the Lok Nayak Jaiprakash Hospital," said a fire official.

Three persons have suffered 70 per cent burns while four have suffered 50 per cent burns, sources said.

Man steals MP's phones

A 24-year-old room service boy has been arrested for stealing two mobile phones from the residence of a Congress Rajya Sabha MP from Assam, Naznin Faruque.

The police said the mobile phones of Faruque had gone missing on April 24 from room No. 62 of Western Courts where she is presently staying. After questioning several people, the police zeroed in on the boy, Hansraj, a resident of Daya Basti, who had served tea to the MP on the morning of April 24.

"It came to our notice that Hansraj, after serving the morning tea to the MP, disappeared. We caught him when he reached his house last night. Both the phones were seized from his house," said S. Dash, additional CP (New Delhi).

Body of 5-yr-old found in box

The body of a five-year-old boy with slit throat was last night discovered at the New Delhi railway station. According to the police, the body was found inside a wooden box near the boundary wall of the railway station on the Paharganj side.

The box was noticed around 11 pm.

The police is trying to identify the deceased boy.

“We are yet to identify the body. Efforts are on to contact his family and only then can we investigate forward. The body has been kept at a mortuary and the post-mortem would be conducted after three days,” said a police official from the railway police station.

According to officials, the boy could have been kidnapped for ransom and later killed.

BJP’s Prithvi Raj Sawhney likely to be next Mayor

Prithvi Raj Sawhney, a municipal councillor and a former teacher, is all set to become the next Delhi Mayor. Sawhney, who is the only candidate from the ruling BJP, filed his nomination papers for the post today.

The election for the post will take place on May 30 at a meeting of the MCD.

Tulsi Ram Sablania of the Congress and Hari Chand Kardam of the BSP also filed their nomination papers for the post. Today was the last day of filing the papers.

Sawhney, the chairman of the MCD education committee, is the only contender from the BJP and so, is most likely to win, as the party has a majority in the 272-member House. The strength of the BJP in the House is 172, followed by Congress (73), BSP (16) and Independents (10).

Rajesh Gehlot of BJP, Saranjit Sharma of Congress and Sanjay Gupta of BSP filed their nomination papers for the post of deputy Mayor, election for which will also be held on May 30.

Yogendra Chandolia and Sarita Choudhary of the BJP and Jai Kishan Sharma of the Congress also submitted their nomination papers for the three vacant posts of the standing committee to be nominated by the MCD.

Sawhney, who represents Janakpuri (South) ward, had been a councillor once before from 1997-2000. He had held various important posts, including the chairman of the standing committee.

He has taught in Jammu College and in different schools of the directorate of education for 30 years and has been the president of the Delhi Adhyapak Parishad.

Discoms in debt, cry foul

With the Delhi Electricity Regulatory Commission (DERC) gearing to announce the new power tariff in the national Capital, the power distribution companies are crying foul as they allege that they have got into debt because of bank borrowings.

According to sources in power department, though the discoms have reduced their losses to 63 per cent in 2002 to under 20 per cent in 2010, they do not have money to purchase power.

"Discoms are running short of money to purchase power from the neighbouring states. They have bank borrowings to the tune of Rs 5,676 crore. New Delhi Power Ltd (NDPL) alone has a debt of Rs 1,400 crore in 2010 financial year. BSES Rajdhani Power Limited (BRPL) and BSES Yamuna Power Limited (BYPL) have a debt of Rs 2,627 crore and Rs 1,649 crore respectively in the current year," sources said.

He said that discoms are drawing attention to the fact that since 2002, there has been a whopping increase in the cost of purchasing power.

Sources said that DERC is not paying the companies their due amount which is another reason for them to be in debt.

The discoms have alleged that they have not been paid money that they are supposed to get in the form of return of equity.

Apart from this, the DERC owes them 14 per cent of the money invested by them.

"In the past three years there has been a wide gap between the DERC projections in the tariff order and the actual expenses of discoms resulting in creation of regulatory assets," said sources.

The sources said that they have also written to DERC on the matter of payment of their pending dues.

"Such regulatory asset is created through deferment of the expenses incurred by the discoms. The repeated deferring of dues not only results in the cash flow of the discoms business but also burdens the consumer with carrying cost involved," he said.

DU to simplify admission

The country's biggest university, Delhi University (DU), will be using next-generation technology to make life simpler for lakhs of aspirants who would be swarming around the campus in the coming weeks to apply for various courses.

Aspiring students can now clarify their doubts about admissions to various undergraduate courses on the university website while counsellors would provide them expert advice on the video chat.

Students could sit in front of their computers in the comfort of their homes and clarify their doubts regarding the admissions before coming to the campus.

"There will be real-time interactive question-answer sessions where students would be able to ask questions related to admission to various undergraduate courses of the university," said S.K.Vij, dean students' welfare, DU.

The university would provide for experts in the field who would talk to the students on different days about courses besides providing regular services like telephone helplines, community radio and e-mails.

"There would be two helplines each put on South and North campuses apart from which students could ask specific questions on the e-mail while FAQs would be clarified on our community radio service," said Vij.

The chat facility would be available on week days except Tuesday and Friday. The schedule for the video chat service is April 30 for BBS, BBE and BFIA, May 4 for undergraduate courses in DU. Questions regarding B.El.Ed and B.Ed would be answered on May 7, on CATE on May 11. Queries regarding courses of journalism and mass media would be dealt with on May 14. The service would be available from 4 pm to 5 pm.

The link to video chat would be active on DU website www.du.ac.in. The module has been developed by DU Computer Centre. The text version of the chats would also be available on the website for reference.

Meanwhile, clarifying a general problem faced by the students and administration during admissions of reserved categories, Vij said the students belonging to SC, ST and OBC category should get their caste certificates issued in their own names.

"In previous years, we have seen that students under reserved categories who do not have caste certificates in their own name face hardships in admission, so they should be ready with certificates in their own name and not in the name of parents," said Vij.

Students under Physically Handicapped (PH) category must have certificate of disability showing minimum 40 per cent disability. The certificate must be issued by a government hospital.

‘Emergency healthcare in schools poor’

Highlighting that the condition of emergency health service provided in schools of the Capital is dismal, it has been recommended by Delhi Commission for Protection of Child Rights that health committees should be formulated in schools.

In a report released by Chief Minister Sheila Dikshit today, it has been stressed that a child stays in school for significant part of the day away from parents’ protection “so it becomes crucial for the schools to provide care and protection, including medical help whenever required”.

As part of its recommendations, the committee pointed out that parents and teachers should be involved in the health committee and teachers’ representatives in the committee should be medically trained.

“We need implementation of the report and the education and health ministry should work together to get this report implemented,” said Dikshit.

The challenge of the child emergency and illness management in the school is of growing concern as in many recent cases, students have faced danger to their lives in absence of proper care. The committee to look into this aspect was constituted by the Delhi government after incidents of unnatural death in schools increased in the city.

“So far there are no guidelines to deal with the medical emergencies in the schools of Delhi. The schools also lack knowledge about various medical emergencies which frequently occur like asthma, bleeding, menstrual problems, breathing and other respiratory problems,” said Amod Kanth, chairperson of the committee.

The report is an extensive work of 15-member expert committee formed by Delhi Commission for Protection of Child Rights under the convenership of Dr Sarita Sarangi.

JNU going ahead with statute change

Jawaharlal Nehru University is going ahead with the agenda, which seeks to amend its statutes to allow a vice-chancellor an extension once their term ends, for tomorrow’s Executive Committee meeting amid opposition from most of the teachers.

The move has made many wonder if the present vice-chancellor, BB Bhattacharya, is at all interested in another term. Though he has not made any comment on the agenda, a delegation of JNU Teachers Association headed by president BC Tripathy had claimed after meeting Bhattacharya, it seemed that he was not interested in another term due to their opposition to it.

The VC, they said, had also promised to insert in agenda the appointment of a search committee to look for a new VC.

However, on the eve of EC meeting, the teachers association expressed reservation about the VC’s intentions.

“He told us that he would add to the agenda the formation of search committee to look for a new vice-chancellor, but it has not been done,” said Tripathy.

The teachers have now called for a demonstration outside the meeting venue to “give clear indications to the vice-chancellor that the JNU community was against the amendment”.

“We have also submitted more than 300 signatures of teachers who are against the amendment in statutes, but the vice-chancellor does not seem to care,” said Tripathy.

School kids spread word on tobacco’s ill-effects

In cities like Delhi, the number of young girls getting hooked to tobacco is increasing. In order to address this concern, around 60 students from 12 schools today staged skits based on sensitising people about the ill-effects of tobacco here at Naval School in Chanakyapuri.

Organised by the Indian Cancer Society, Delhi, in association with the health ministry and the World Health Organisation, the idea behind the annual affair was to disseminate information on the various aspects of tobacco, such as chewing, passive smoking, anti-tobacco laws.

On the occasion, the joint secretary of the union health ministry, Jagdish Kaur said, “As per the National Family Health Survey-3, over two million expecting women in India are addicted to tobacco and 8.4 per cent of ante-natal women consume one or other form of tobacco.”

“Tobacco companies are targeting their campaigns on young women so that they could fill the gaps created by people succumbing each year to several ailments associated to it. So, it is important to create awareness among senior school students and spread the message that ‘Tobacco is not cool’,” said Jyotsna Govil, the additional secretary of the Indian Cancer Society, Delhi.

Court notice to Agrasen hospital chief

A Delhi court today issued a show cause notice to the president of the Maharaja Agrasen Hospital Charitable Trust for not complying with the court's order that was earlier passed by it asking him to file the reply within two days.

"In any case, there is no justification by the defendants for not complying with the orders of this court…the defendants are deemed to have been served with a notice to show cause as to why their properties may not be attached and why defendant may not be sent to civil imprisonment for not complying with the order passed by the court on April 13," said civil judge Vinod Yadav.

On March 30, complainant M S Gupta, the chief executive officer of Maharaja Agrasen Hospital was issued a letter by the newly elected president of the hospital, Gajanand Savaria, saying that he had miserably failed in proper and effective discharge of the assigned duties, within 72 hours of taking over the post.

He challenged the letter in the court as Savaria was not even ready to pay him the three months' salary till Gupta hands over the charge.

Terming the conduct of the defendants as 'contumacious', the court issued the show cause notice today as despite the grant of ad interim injunction, Gupta was not permitted to discharge his duties as CEO.

On April 5, the news of sacking Gupta too was published in the Hindustan Times. Terming the action as mala fide, Gupta argued that the defendants were bent upon tarnishing his reputation saying "the impugned letter is stigmatic in nature…and was issued to defame him without there being any proven misconduct against him."

On April 13, after listening to the matter the court had restrained the defendant from giving effect to the letter by granting ad interim injunction against the defendants.

"I fail to understand as to what stopped the defendants from crediting the three months' salary. Further I fail to appreciate what was the hurry in terminating the services of Gupta within 72 hours of coming into effect the new managing committee," the court said.

It further added, "I fail to understand the conduct of the defendants in immediately rushing to the newspapers and advertising to the general public that Dr Gupta has no concern whatsoever with the hospital."

The court order also mention that during arguments, Dr Gupta had made a verbal offer in court to the defendants asking them to withdraw the letter, allow him to join the hospital again and he will thereafter resign by himself, which was refused by the defendants.

The court has fixed the matter for further proceedings on April 29.

Delhi hot again

The national Capital saw a hot day today as the maximum temperature soared up to 41.8 degree Celsius, almost four degrees above normal. A slight dip in the minimum temperature that settled at 24.4 degree Celsius hardly brought any respite for the Delhiites.

The temperatures are all set to soar even further tomorrow. The metrological department has predicted the maximum temperature to climb up further and settle at 43 degree Celsius. The minimum temperature is also expected to increase and settle around 27 degree Celsius.

'Delhi saw mainly clear sky today and a slight dip in the minimum temperature. However, tomorrow, both, the minimum and the maximum temperatures, are expected to increase. However, a partly cloudy sky with dust haze and development of thunder-like conditions in some areas may bring some respite," an official of the India Meteorological Department (IMD) said.

Just yesterday, the minimum temperature was 24.7 degrees Celsius, three degrees above average while the maximum temperature was 39.7 degrees, two degrees above average.

"After a week's respite, it is getting hotter once again. One could feel the increase in the heat today. The hot winds are also bound to return and haunt us, especially the schoolchildren," said Mallika, a south Delhi resident.

AIIMS’s medical superintendent Dr D K Sharma said, “There hasn’t been much change in the condition of two patients.”

On being asked whether a transplant could revive their damaged bone marrow, he added, “The option has been looked into right from the beginning as the patients had shown symptoms of depleted bone marrow cells when they were brought to the hospital. The patient’s profile has been taken and relatives and friends of the patients have been tested, but as of now, no matching donor has been found. Search is on for suitable matching donor.”

Further, along with the availability of the matching donor, the patients have to be stable and there has to be improvement in their sinking haematological parameters. At Indraprastha Apollo Hospital, the Mayapuri scrap dealer Deepak Jain continues to be serious though stable.

Chargesheet filed against godman

The Delhi police filed chargesheet against self-styled godman Shiv Murat Dwivedi, accused of running a multi-crore prostitution racket, and seven others, including six call girls, before a city court today. The chargesheet has been filed under various provisions of the Immoral Traffic (Prevention) Act.

However, the police is yet to file the probe report against Dwivedi in a MCOCA case.

“Dwivedi has been running sex racket for the past 10 to 12 years and has earned properties running into crores of rupees. At Dwivedi’s instance, the police has seized several documents relating to properties, investments and bank details,” the chargesheet stated.

Meanwhile, Dwivedi has appealed to the court to provide him with a separate van for commuting from jail to court as the undertrials allegedly assaulted him in the jail van today.

The court has fixed the matter for taking cognizance of the chargesheet on May 10. It will also hear Dwivedi’s plea that day. However, it extended the judicial custody of Dwivedi and his aide Praveen Kumar.

Arrested on February 26, with a man and six women, including two air hostesses, Dwivedi was alleged of being involved in four cases under the Immoral Traffic (Prevention) Act and one case of robbery. A fresh arrest warrant under the Maharashtra Control of Organised Crime Act (MCOCA) was made against him on March 9.

Dwivedi from Chitrakoot in UP came to the Capital in 1988. Initially, he worked as a security guard. He was arrested on prostitution charges in 1997 and 1998. After he was out, he became a self-styled godman.

Bomb-making material missing

The missing 50 tonnes of deadly potassium chloride from Pilkhua was highlighted in an intelligence department report. The district administration is learnt to have ordered a probe into the matter. The material is used for making bombs and other explosives.

The missing dangerous material has caused concern in the local official circles here as the police, the administration and local intelligence agencies have no idea as to where the potassium chloride has gone. Ten traders in Hapur have the licence to sell the material used in explosives.

According to district magistrate R. Ramesh Kumar, a full probe has been ordered to find out as to whom the consignment has been sold. The guilty will be sternly dealt with.

However, SSP Raghuvir Lal denied any information about such a case, “We shall have it thoroughly probed if at all such case comes to our notice.”

It is learnt that about three months ago the Bihar police had raided the establishments of Pilkhua chemical traders. At that time it was suspected that the deadly chemical had been supplied to Naxalites.

According to intelligence agencies, such traders have sold off 50 tonnes of potassium chloride to some people.

The sale of potassium chloride and sodium chloride has of late shown an increasing trend. The Bihar police had raided Pilkhua traders three months ago on the basis of information supplied by Naxalites, it is believed.

The victim Priya (name changed), a resident of Greater Noida, had fallen in love with one Manveer. Manveer was a frequent visitor to his aunt’s place who reportedly lived in Priya’s neighbourhood. She reportedly eloped with her married lover around 11 days’ ago.

Her father had lodged a missing complaint at the Kasna police station against Manveer, Dinesh and Vikram.

Following the complaint, Dinesh, a relative of the accused, was arrested.

According to sources, on Saturday, two women of Koodi village noticed Priya’s body on a garbage heap and informed the police. The police covered her body with waste and litter. This annoyed the villagers who blamed the police for its callous attitude and said that the girl could have been saved if treated in time.

The girl’s body has been sent for autopsy.

The police is now hunting for Manveer and Vikas. It suspects Manveer’s involvement in Priya’s death.

Now pay more for arhar dal

New Delhi, April 26
The Delhi government has increased the price of arhar daal apparently under pressure from daal mill owners. The rate was increased three days ago. It is being sold at Rs 70 per kg. Earlier, it was sold at Rs 62 kg.

Delhi food supply and industries minister Haroon Yusuf said in August last year when the government had decided to sell pulses on control rates, the mill owners told him that they would suffer losses.

The wholesale rate of the daal is Rs 6,500 per quintal in the open market and that was why the government agreed to accept the demand of mill owners. There is no change in the rate of other pulses, the minister added. — TNS

‘No hike in fee sans PTA consent’

Education minister Arvinder Singh Lovely today said no private school would be allowed to hike fee without the approval of the Parent Teachers' Association (PTA). He said his department had issued guidelines making it must for private schools to get the PTA’s approval for hiking the fee. Action would be taken against schools which have hiked fee without getting the PTA’s nod, he said.

Sources said some schools have already increased their fee by 5 to 20% and asked parents to pay the increased amount. The schools are arguing that they are not obliged to take PTA’s consent to increase the fee.

Undertrial dies in court

New Delhi, April 26
An elderly undertrial died in a city court here today after she suffered a heart attack. Sixty-year-old Poonam, who was facing trial in an attempt to murder case, died in the court of additional sessions judge Kamini Lau today around 11 am.

The judge suspended all proceedings, sources said.

Doctors from the court dispensary were called for first aid. She was taken to the Saroj Hospital where doctors declared her brought dead.

Poonam was out on bail. She was facing trial in a 2005 attempt to murder case registered at the Rohini police station. It had allegedly conspired with her relatives to kill her son-in-law.

Poonam’s daughter-in law Priya has filed a complaint with the Rohini police alleging that her mother-in-law was not well. She told the judge that she needed treatment but the judge denied and continued the proceedings.
