Delhi reels under heat wave
New Delhi, April 17 “The maximum and the minimum tomorrow is expected to oscillate between 44 and 27 degree Celsius, respectively. But after tomorrow, a fall to about 40 degrees Celsius is being expected. A western disturbance is approaching the Himalayan region because of which there could be isolated rain or thundershower activity over the hills. Delhi itself will remain cloudy, though there are no chances of rain. From Monday, there should be a slight dip in temperatures for the next four or five days,” said B P Yadav, director, IMD. The maximum temperature recorded today was as much as eight degrees above normal for this time of the year and also the highest in this season. The minimum temperature also recorded a high for the month of April at 26.5 degree Celsius, six degrees above normal. Today’s minimum was also the highest during this month till now. Just yesterday, the mercury touched a high of 42.9 degree Celsius while the minimum was recorded at 23.5 degrees. The temperature has been rising steadily since the beginning of this month, giving a hard time to the city residents. The past week has seen the maximum remaining above 40 degree Celsius except for one day on April 13. The minimum temperature has also seen an increase during these days. “April used to be the month when fans were enough to beat the heat at homes. But now surviving without desert coolers and ACs is unimaginable. The worst are the hot winds that are taking a toll on everyone’s health as well,” said Saroj, a housewife. |
Hike in power tariffs annoys consumers

17 The residents feel that the hike is not justified as the Uttar Pradesh Power Corporation has failed to meet the power demand of the state.
According to them, they are already harassed by frequent power cuts and now will have to pay high power bills.
The condition of power supply is so bad in the area that several small and medium-level industries are at the brink of either closing down or migrating to other states due to frequent power cuts, which at times last for full nights.
The maintenance of transformers and cable network leaves much to be desired. Further, open boxes with multitude live wires hanging overhead in residential areas are a perpetual invitation to a
tragedy. New sub-station ready, A 220-KV sub-station set up in Noida’s Sector 129 at a cost of Rs 80 crore is ready for generating power, but it cannot be used because of imcomplete
connectivity. The sub-station, the foundation stone for which was laid by Chief Minister
Mayawati, has been ready for the past six months, and all electrical work, including panels, have been installed, but it is yet to see the light of the day.
“The power corridor to bring the power line to the station has met with two obstructions in Greater
Noida. One stretch of 17 kms falls on a forest land and a proposal has been sent to the state government for approval,” said
A.P. Mishra, general manager, Paschimanchal Vidut Vitran Nigam Limited. The other stretch of 1.5 kms belongs to a private company and some farmers have moved the court against it. “Now we are realigning the power corridor at the stretch,” said
Mishra. He added that it would take another six months to get connectivity to the sub-station.
“Had the sub-station been made functional, Noida residents would have got rid of long power cuts this summer,” Mshra said. |

Gurgaon, April 17 Hooda, who visited the expressway today, directed DS Construction Limited officials to expedite the work and also ordered senior government officials to inspect the work from time to time and send the progress reports to him. He conducted an aerial inspection of the expressway from Kundli to Manesar. The KMP expressway crosses National Highway 8 (NH-8) at Panchgaon village, about five km from Manesar. The Chief Minister noticed that the work of raising pillars for flyover across NH-8 was left midway and no work was going on. The 30-metre-wide expressway, construction of which started in 2006, was to have been completed by November 1, 2009. According to Haryana State Industrial & Infrastructure Development Corporation (HSIIDC) authorities, the expressway, originating from Kundli in Sonepat district, would culminate at Palwal after passing through Jhajjar, Rohtak and Gurgaon. It will connect four National Highways— 1, 2, 8 and 10. It will also connect three state highways. It has four lanes but provisions have been wide for widening it into six lanes. The expressway has 287 pipe culverts, 61 pedestrian crossings, 31 cattle crossings, 33 agricultural vehicle underpasses, 36 major and minor bridges and four railway over bridges. It will have 10 toll plazas and four lay-bys for trucks and buses. — IANS |

‘Chargesheet against Sajjan never brought before court’
New Delhi, April 17 In 1992, the Nangloi police station had registered an FIR against Kumar charging him of being involved in the 1984 anti-Sikh riots. But the police did not prosecute him despite completing its investigation. “On April 8, 1992, the chargesheet prepared in the Nangloi police station named Sajjan Kumar as an accused. But it was dumped in the police records and never brought before the court. In stead the FIR was clubbed with other riot cases in which the trials were going on,” special public prosecutor B.S. Joon submitted. Joon also produced the original chargesheet, prepared on April 8 in 1992, before the court of additional sessions judge V.K. Goyal. This chargesheet was never produced before the court. “There is enough evidence against Sajjan Kumar to prosecute him. He has not been arrested due to law and order problem. He may be summoned by the court,” Joon read out from the chargesheet. Additional deputy commissioner of police Rajiv Ranjan also appeared before the court giving an explanation on why the chargesheets were clubbed. He said that the two cases relating to riots were clubbed on the opinion of the then prosecution branch. This was, however, argued by Joon who said, “The police was not empowered to club cases and it was the court’s prerogative to decide such issues…and even if it was clubbed then why was not it produced before the court.” In both the FIR’s the accused are different, the deceased are different and the incidents are different too. There is just one common witness in the cases – Gurubachan Singh. So on what grounds the chargesheets were clubbed, asked Joon. Meanwhile, the court has fixed the next date of hearing on May 15. |
Trials in terror blasts— a delayed, unending saga
New Delhi, April 17 The alacrity the government had shown in prosecuting terrorists behind the 26/ 11 attack in Mumbai is surely an exception. But it seems that such delays in justice have become more of a norm. In 1985, militant Sikh groups had killed 85 people and injured many in what came to be known as 'transistor bomb blast'. On May 10 and 11 in 1985, bombs fitted in transistor sets exploded in buses and other public places in the Capital and adjoining towns like Sonepat, Meerut and Sahibabad. Even after 25 years, the trial in the case is on and is in fact at the nascent stage of evidence recording. A prosecution official said that it would take more time to present over 1,000 witnesses associated with the case before the court. Besides, trials of the accused in Satyam and Liberty Cinema blasts in 2005 and the serial blasts in 2008 are still pending. The Liberty and Satyam Cinema blasts had taken place on May 22, 2005, claiming one life and injuring over 50 people, during the screening of Sunny Deol-starrer 'Jo Bole So Nihal'. The case is still at the stage of recording the evidence of prosecution witnesses. Out of 150 witnesses, the court has examined only 63 so far. While over 25'material' witnesses are still left, public prosecutor Rajiv Mohan said. Babbar Khalsa International is the terror outfit involved in this case. On October 29 in 2005, serial blasts rocked the Capital, killing 62 people and injuring nearly 210. The bombings came two days before Divali and were triggered in two markets in central and south Delhi and in a bus in the Govindpuri area. The police had accused Islamist group Lashker-e-Toiba and its associates of plotting these blasts. In this case too, the trial is at the stage of evidence-recording and 12-odd witnesses are yet to be examined. While on September 13, 2008, serial blasts in Barakhamba Road, Connaught Place, Karol Bagh and Greater Kailash-I left 26 dead and 135 injured. The case has been sent to a sessions court but the charges are yet to be framed against the accused. More than 500 witnesses are yet to be examined, said defence counsel, M.S. Khan. Banned terror outfit Indian Mujahideen (IM) was allegedly involved in the blasts. The police has arrested two more accused, Salman and Shahzad, in the case and the trial would held up till both are chargesheeted. Mohinder Sharma, who lost his brother in the blast, termed the time he spent in the court following the case as 'distressing' and 'emotionally draining'. "It is not even moving at a snail's pace. There are days when nothing happens in the court and nobody seems to care," he said. |
Cops seek time to chargsheet 2 blasts accused
New Delhi, April 17 The additional sessions judge, Santosh Snehi Mann, directed the police to file its chargesheet against Shahzad Ahmed and Salman Ahmed by May 15. Shahzad was arrested on February 1 while Salman was arrested on March 6. Public prosecutor Rajiv Mohan submitted that the police had completed its investigation against Shahzad in cases registered with the Tilak Marg and Karol Bagh police stations and was awaiting sanction for his prosecution. In Salman’s case, a matter with regard to his age was pending before the court of the chief metropolitan magistrate and some doctors as well as the principal of a Mumbai school have been summoned to record their statements on April 20. Meanwhile, the court has ordered the superintendent of the Sabarmati Jail in Ahmedabad to send a copy of the Supreme Court order, allowing two other blasts accused—Mohammed Shakeel and Zia-ur Rehman— to appear for examinations at Jamia Millia Islamia University. Shakeel and Rehman are two of the nine accused of the case lodged at the Sabarmati Jail in Ahmedabad for their alleged roles in serial blasts there. The two have been brought to the national Capital from Ahmedabad for the purpose and are lodged at the Tihar Jail. Five cases were registered in connection with the serial blasts that killed 26 people and injured over 135 others. |
Lajpat Nagar blasts sentencing deferred
New Delhi, April 17 District and sessions judge S.P. Garg who had fixed the order for today deferred it to April 22 as he was on
leave. The prosecution had sought death penalty for the convicts, while the defence had pleaded mercy in form of life imprisonment for four convicts and seven years’ jail for the remaining two as they have already spent 14 years in jail during the trial.
The militants hail from Jammu and Kashmir and worked for banned terror outfit Jammu and Kashmir Islamic Front
(JKIF). On April 8, the court had convicted six out of 10 suspected militants. While Md
Naushad, Md Ali Bhatt, Mirza Nissar Hussain, Javed Ahmed Khan, Farooq Ahmed Khan and woman associate Farida Dar were convicted, Mirza
Iftikhar, Latif Ahmed Waza, Syed Maqbool Shah and Abdul Gani were acquitted due to lack of sufficient
evidence. The four facing death penalty are Mirza Nissar Hussain, Md
Naushad, Md Ali Bhatt and Javed Ahmed Khan. A stolen Maruti car laden with explosives went off around 6:30 pm on May 21, 1996, in the crowded Central Market of Lajpat
Nagar, killing 13 persons and injuring 38 others. |

IP varsity enrols 99 research scholars
New Delhi, April
17 The greatest number of scholars was taken into the university school of management studies where some 24 were enrolled. This was followed by 15 scholars enrolled in the school of information technology.
A function was held by the varsity on Saturday for the orientation of the scholars. Prof D.K. Bandhopadhyaya, VC, said, “Research must be socially relevant. This is the sole objective of research.” |

Sewer pit incident Tribune News Service
New Delhi, April 17 This is the second death in the incident following the death of 12-year-old Sheikh Rubial who was declared brought dead by the doctors. The police claimed that the children fell ill apparently due to the presence of toxic gases inside the sewer pit. Two policemen, who were trying to rescue them, had also fallen sick. The incident took place around 6 pm in the Pitampura area on Friday night. Three children — Rubial (12), Arjun (16) and Sonu (9) — were allegedly thrown into a sewer pit after they had a verbal duel with some drunkards. According to Sonu, on the day, the trio had gone there for collecting rags. They noticed empty bottles near the drunkards. When Sonu went to pick them up, the drunkards told him that they would let him take the bottles only if he brought water for them. When Sonu denied doing so, the drunkards started fighting with them. According to sonu, they manhandled Arjun and Sheikh and then threw all of them into the pit, confirmed senior police officials. The local residents informed the police about the incident and three constables, including Vijay Singh and Anil Kumar, entered the pit for rescuing the children, but two of them also fell unconscious. N.S. Bundela, DCP, north-west, had visited the spot with other personnel and had taken out all the five — three children and the two policemen from the pit. |
Businessman had sent SMSes to MPs
New Delhi, April 17 The person has been identified as Rohit Kumar, an employee of the 27-year-old businessman Narender Khosla, who was arrested yesterday for sending the
messages. Kumar allegedly helped Khosla to prepare forged documents to procure the SIM cards used to send the messages, the police
said. Khosla allegedly used the documents of a gym instructor, He did this to implicate Verma as he wanted to send some personal scores with him, the police
said. Khosla was reportedly angry with Verma for having an affair with a woman he
loved. Kumar, 22, has been sent to judicial custody by the chief metropolitan magistrate for 14 days and Khosla has been sent to police custody till April 19.
Khosla had allegedly sent threatening SMSes to Tharoor and several MPs like Brinda Karat, Mehmood Masood Madani, Rashid Alvi, Om Prakash and Sandeep
Dikshit. A total of five cases have been registered against him at different police stations of the
Capital. Khosla had also used the mobile phone numbers to make extortion calls to a
Faridabad-based jeweller. He had asked Rs 5 lakh from him. |

New Delhi, April
17 Both the victims—the contractor, Amar Tiwari, and his father—are in hospital. Amit is
serious. The police said the incident happened when Tiwai, a contractor with the Delhi Development Authority, was retuning home from a site in a tractor. The tractor was being driven by one of his employees. The tractor hit a Maruti car, whose occupants, some of whom were drunk, began beating the driver.
When Tiwari objected, they turned their fury to him. His father, who had reached there on receiving a call from his son, was also beaten up.
The accused, all young men, also snatched his pistol. A case has been registered against the accused . |
Tihar Jail products get outlet at HC
New Delhi, April 17 The outlet will be run by Jaspal Singh, who was in the jail himself for over a year while undergoing
trial. Inaugurating the outlet, Acting Chief Justice Madan B. Lokur said: “It is a good initiative as these products will reach a larger section of people. With the opening of more outlets, more inmates will be given jobs.”
This will help them in rehabilitation, he added. The initiative, starting as three outlets in the jail premises itself, is now going outside it.— IANS |
