New Delhi, April 15 The policemen are most likely to be exposed to the radiation owing to duty and proximity reasons. It is believed that the 12 policemen were deployed in the market on April 8 when the radiation leakage was first discovered. However, senior police officials maintained that it was a routine check-up. “The 12 policemen along with 23 others who were in the vicinity of the scrap market have been called to Timarpur tomorrow for medical check-up and related tests. Their blood samples have been taken today. These people were shortlisted by the scientists. The scientists feel that they are likely to show symptoms of radiation illness. As of now, none of them have complained of any illness,” said a police official from west Delhi. A group of scientists from the Institute of Nuclear Medicine and Allied Sciences (INMAS) is likely to conduct several tests, including genetic disorder symptoms, on the 35 people tomorrow. “If any one shows any radiation illness symptom, the treatment would cost Rs 1,000,” said a police source. According to sources, scientists have found yet another source of Cobalt-60 under a heap of scrap in a godown. “It cannot be confirmed, but the scientists did carry an object from a godown after hours of labour. It is likely they found another source this morning,” said a police source. He added that scientists from the Bhabha Atomic Research Centre (BARC), INMAS and National Disaster Management Authority were engaged in cleaning the west Delhi scrap market for the last three days. According to information, despite extensive search carried out to detect radiation sources in the market, the scientists are yet to declare the area as radiation-free. According to police sources, the scientists have told the police to “wait” and that “nothing can be said with certainty”. Meanwhile, six persons who were admitted to different hospitals after suffering radiation exposure on April 8 continue with their treatment at the AIIMS and Apollo Hospital. The condition of Deepak Jain, a scrap shop owner and the worst affected by radiation, is critical. |

New Delhi, April 15 The councillors from both the parties criticised last week’s incident in Mayapuri scrap market where seven people were injured due to the presence of radioactive Cobalt 60 in a shop. The market is the national Capital’s largest scarp market. In fact, it is also counted as one of the largest scarp markets in Asia. Meera Aggrawal, a councillor, said to avoid such incidents in future, special devices to detect radioactive radiations should be installed in the city. “This is a very sensitive and serious issue. We propose that anti-radiation machines (or detectors) should be placed at the border of the city. This should also be done on the highways. Residents should be given full protection,” she said. The members of the committee, after much discussion, said that that in addition to this, the government should conduct a survey of scrap dealers in the national Capital as well as the nature of the materials procured by them. “Scrap dealers should be trained in identifying and categorising scraps,” said committee chairperson Ram Kishan Singhal. |

New Delhi, April 15 The minimum temperature settled at 23.6 degrees Celsius, four degrees above average for this time of the season. However, according to the Met department, Delhiites are in for tougher times, as the temperature is expected to rise even further in the coming days. The maximum temperature tomorrow is likely to hover around 43 degrees Celsius, the met department said. The weatherman attributed the blazing heat to lack of any western disturbance. The city residents, meanwhile, are praying for some relief from the scorching summer. “I wish the heat just subsides somehow. If the temperature will increase in the days to come, I rather not think about the coming months,” said Pratibha, a resident. “This time the heat is really bad. The hot winds that blow during the day are the worst. I get a headache every time I go out. The sun is terrible and so is the traffic. Travelling has become a real pain these days,” said Prakash, a marketing professional. |
24 kiln owners chargesheeted for flouting labour law
New Delhi, April 15 This came to light after the NHRC directed the district magistrate to submit a report detailing the number of kilns under his jurisdiction and their status as regards to payment to labourers. The commission found the inquiry report factually incorrect. It said that in some kilns people were working as bonded labourers. The NHRC ruled that the earlier reports submitted by the administration showed a casual approach. It appeared that the reports were prepared to shield kiln owners. The commission had issued the direction to the district administration after a labourer complained that the kiln owner had not paid his salary. The labourers are tortured and packed to their places when they insist for salaries. Some of them are working as bonded labourers. The NHRC had asked the Ghaziabad district administration to probe into the matter and got the labourers released. But the report submitted by the administration was not satisfactory and the labourers were not released, the NHRC said. When the commission sought the comment on the complaint, it was learnt that the official in-charge of OP-Pipeline police station, Muradnagar, had got released all labourers, without taking any action against the owners. They were even not paid their salaries. Thereafter, the NHRC asked the district magistrate to conduct an inquiry and appear in person on February 2, 2010. He was asked to initiate action against the violators of Labour Laws, conduct surprise inspections, prepare a list of all kilns in Ghaziabad and inform whether the labourers were being paid as per the norms or not. The district magistrate submitted the report on March 10 and said that the police had taken ex-party action in the matter. In 113 brick kilns, chargesheet has been submitted against 24 brick kiln owners in the court of chief judicial magistrate, Ghaziabad. In 30 cases notices have been served for compounding the offence. |
Narela Industrial Area lacks basic facilities: Harsh Vardhan
New Delhi, April 15 Talking to journalists, who had accompanied him on the trip, Hash Vardhan said the area lacked the basic requirements for industrial growth like transport facility, proper roads, potable water, streetlights, drain and sewer system. There are 3 to 4 feet deep pits on the roads. All the roads in the area are broken and full of stinking sewer water. The water has entered the parks also. The area is located at a distance of about 10 kilometres from the GT Karnal Road, but has no transport facility. People either have to use their own vehicles or walk. The deep pits and overflowing sewers make it impossible for cycle rickshaws, auto rickshaw or scooters to enter the area. Workers and owners of the industries have to bring drinking water from homes and if they need more, they have to purchase it, said Harsh Vardhan. The law and order situation in the area is pathetic. The workers have to leave the area before 6 pm because of snatchers and robbers, he said. Kalim, a daily wage labourer, told The Tribune that he had once fallen in an open drain and was saved by other labourers. During rainy season, the entire area looks like a pond, he said. Another trader, Anil Garg, who has a footwear factory in the area, said the roads, drains and sewers were constructed in 1992 and had not been repaired even once. Several complaints have been maid in this regard to the industrial association, but nothing has happened, he said. Estate manager, DSIIDC, A. K. Singh, said the department lacked finance to repair roads and provide other basic facilities. |

New Delhi, April 15 The president of the Delhi University Teachers’ Association (DUTA) Aditya Narayan Mishra said he was shocked that vice-chancellor Deepak Pental had called a meeting of the committee of courses of the department of zoology to frame the syllabus of life sciences to further his agenda of semester system in spite of opposition from the teaching community. “This act of vice-chancellor only shows his scant regard for the university norms and rules, as he has once again misused his office by taking away the powers of the head of the departments and making a mockery of academic freedom of the departments,” said Mishra. Addressing the media, the teachers’ representatives said the move reflected vice-chancellor’s desperation. He demanded a visitorial enquiry into the matter. This development has come in the aftermath of departments like economics, English, philosophy, history, geography and sociology rejecting the semester system. In yet another incident of similar nature, Mishra alleged that the syllabus revision exercises carried out by the chemistry department for one year was being attempted to mechanically bifurcate into two parts just to suit semester system. Teachers said the university administration was going all out to “clandestinely” make syllabuses of different departments apt for semester system by dividing them into two parts. “The teaching community believes that semester system would not mix with the character of DU and that there are many existing problems which should be sorted on priority instead of making irrelevant changes,” said Rajib Ray, executive committee (EC) member of DU. Sticking to their earlier stand, the DU teachers will not submit the results of the internal assessment exams to the administration and thereby delaying the results this year. “We would not submit the internal assessment marks in the college office, instead, as a mark of protest, the marks would be submitted to the respective staff association of the college,” said

Nizammudin huts razed to make way for flyover
New Delhi, April 15 A police team supervised the demolition operation near the Nizamuddin railway station in southeast Delhi. "Residents were issued notice in advance to vacate the area and many huts were unoccupied. There was no resistance from the people," a police officer said. The MCD, however, said that the demolition was not done on their orders but by land development agencies. "This demolition is being done for the Barapullah Nallah bridge-this is a Commonwealth Games project that will connect the Games village to venues in central Delhi. There was some encroachment from the slum so it had to be removed. However, we did not order it - it was Delhi Development Authority and Public Works Department that did the demolition," Deputy Municipal Commissioner Kishan Kumar told IANS. However, according to a senior MCD official, the MCD had provided the men and machinery to raze the hutments. "For the bridge, that unauthorised slum which is on the government's railway land was causing problem. So it was bulldozed," he said. Policemen at the site said that all the slum dwellers were yet to be allocated other land. The slum residents are, meanwhile, distressed about where they will go now. "The slum has been here for years, we have lived here for decades. Half of the people of the slum haven't been sanctioned space in the allotted land on the outskirts of Delhi. Even if we go there... our work is here. How will we deal with all the expenses," said Rajni, 45, a

A year later, cops clueless about doctor’s murder
Greater Noida, April 15 Gupta was killed on April 15, 2009. An unidentified person had called him to see a critical patient at his clinic in the busy Jagat Farm market of Greater Noida. A security guard had managed to catch the killer who was later identified as Dharminder, a compounder in Dr Gupta’s clinic. The police had arrested Dharminder, interrogated him for a week, but later let him off. The police said that it was Dharminder who had called Dr Gupta on his cell phone and asked him to come to the clinic. He was allegedly told to do so by some goons. The probe into Dr Amit Gupta’s murder has been under suspicion right from the beginning. After the incident, it is alleged that the police neither collected the finger prints from Dr Gupta’s clinic nor did it press a dog squad into service. Dr Amit Gupta’s father Dinesh Chand Gupta had sought information on May 26, 2009, under the RTI Act about the progress in his son’s murder. The police allegedly lied to him that a dog squad was taken to the spot and finger prints were lifted from the scene. SP (rural) Surinder Kumar Verma said that the police looked into the matter from the angles property and professional rivalry, but no witness could provide evidence to nail the culprits.Later, Dinesh Chand Gupta made fervent pleas to UP Chief Minister, human rights commission, director general of UP police, IG police, DIG and SSP. But the hapless father could not get justice. A month after his son’s murder, his daughter-in-law left the house with her six-year-old daughter. Dr Gupta’s father is now a shattered old man hoping for some justice. |
Control room to check begging!
New Delhi, April 15 In an affidavit filed in the apex court, the government said it had also roped in gurdwaras and temples for conducting awareness campaigns against begging. Further, anti-begging teams were already on the job of rounding up beggars, particularly from the areas declared as zero-tolerance zones for the menace. Biometric machines were installed at the Sewa Kutir complex in Kingsway Camp to identify repeat offenders and deal with them appropriately, the affidavit filed by additional solicitor-general Mohan Parsaran said. The government’s response comes in the wake of a PIL that has sought the court’s directive to the authorities to end the increasing problem of begging. A Bench comprising Justices Dalveer Bhandari and KS Radhakrishnan adjourned the hearing till the third week of May. The government also informed the court about the two mobile courts that were conducting speedy trial of beggars and the vocational training and rehabilitation programmes being conducted at the special homes in Lampur Complex and Nirmal Chhaya. |
CBI denies documents to Sajjan
New Delhi, April 15 Kumar had submitted an application before the court on April 5 seeking the CBI to provide him with the copy of some documents and the entire judicial and police records connected with the three FIR’s registered against him at the Sutanpuri police station. Kumar’s counsel I.U. Khan insisted that the documents should be provided for a just and fair trial. He said that the CBI had relied on the documents. Besides, they were the basis of the present chargesheet filed against Kumar and the other accused. The documents include a copy of memorandum of action on the report of Justice G.T. Nanavati Commission set up to probe the 1984 riots. Meanwhile, additional sessions judge Sunita Gupta has scheduled the next date of hearing to April 16. The investigating agency had filed two chargesheets on January 13 against sajjan Kumar and others in the 1984 riot cases on the recommendation of Justice G.T. Nanavati Commission. |
Lonely ex-diplomat kills self
New Delhi, April 15 According to the police, Sharma was alone in the first floor of the house while his domestic help, Ravinder, was cleaning the house. “We received a call in this regard from Ravinder around 9 am. The former diplomat used his licensed revolver to end his life. He was undergoing treatment for some serious stomach ailments and was under depression because of this,” said a police official, adding that three suicide notes were recovered from Sharma’s room. According to the police, while in one suicide note, Sharma mentioned that he was ending his life as he was fed-up of his ailment and boring life, in the other two notes he has thanked his family members and friends. “They are quite detailed notes and it seems Sharma had decided to commit suicide several days ago. His family members have been informed,” said the officer, adding that he has two sons who are settled abroad. Sharma retired from services in 1989. According to information, Sharma was India’s envoy to Islamabad in the 1980s when military ruler Zia-ul-Haq was at the helm of affairs in the neighboring country. Besides Pakistan, Sharma was also Indian ambassador to Spain and three other countries. While in Spain, Sharma got divorced from his first wife and married another woman. Presently, he was living alone in the house while his wife is in Spain. |

Spurned, man stabs girl to death
New Delhi, April 15 According to the police, the girl, Sonia, was to marry the boy of her father’s choice on April 18. According to information, the father of the girl was opposed to her marriage with Amit because he was of a different religion. “Amit and Mahesh were apprehended from Holambi Kalan railway station while trying to flee the Capital, 12 hours after murdering Sonia. The arrest came following the victim’s father telling the police that Mahesh and Amit, his
neighbours, were threatening them since Holi because he as well as Sonia had rejected his marriage proposal,” said Chayaa Sharma, DCP (Outer), adding that the relatives of the accused had been interrogated and it had been established that on the fateful day, Amit and Mahesh were seen in front of the girl’s house. During interrogation, the duo told the police that Sonia was stabbed to death by Amit because she had refused to marry him. “The father of the girl had also opposed the marriage, but Amit wanted to marry her. Her marriage was fixed for April 18. When Amit got to know about Sonia’s marriage, he decided to eliminate her, as he could not see her marrying anybody else,” said the officer. |

New Delhi, April 15 Raghuraj was arrested from the Anand Parbat area. He has confessed to the crime. Sher Singh, a resident of Bapa Nagar, was found after his wife lodged a missing complaint about him. DCP (central) Jaspal Singh said that on the fateful day, Sher Singh had consumed liquor with his friends Dharmender, Kalu and Raghuraj. Dharmender and Kalu left after sometime. “Sher Singh’s wife told us he was an alcoholic and had gone to meet his friend Dharmender. Dharmender said that he had left Raghuraj and Sher Singh after the drinking session. We zeroed in on Raghuraj as he was missing from his home,” said Singh. He added that the police learnt that Raghuraj had consumed liquor outside his factory with Sher Singh and later had an altercation with him. “Sher Singh had advised Raghuraj to build a jhuggi on a DDA land as he knew some DDA workers. Hearing this, the accused called Sher Singh a tout of the DDA. This infuriated Singh who hurled abuses at Raghuraj. They then entered into a fist fight which ended in the killing,” the DCP said. |
Man stabbed, robbed of Rs 13 lakh
New Delhi, April 15 The victim has been identified as Kishan Lal, an employee of one Karni Telecom Private Limited. The firm is an authorised dealer of Tata Indicom phones. He was going to the GK-II branch of Corporation Bank when three men on motorcycle started following him. “He was few metres away from the bank when the robbers waylaid him. When he resisted, they hit him with a country-made pistol and stabbed him on the left leg,” a senior police official said. |

Ghaziabad, April 15 Leakage in the cooking gas cylinder led to the blaze, fire officials said. The incident was reported from Khanna Coir factory in Sahibabad industrial area around 8 am today. Eight fire-engines from Sahibabad, Ghaziabad and Noida were pressed into service. The firemen took over two hours to extinguish the blaze. |
