Anuradha earns HC displeasure
Chandigarh, February 16 The state’s director-general of health services too is in dock for filing a “false and misleading affidavit” in the same matter. Justice Permod Kohli has, in fact, directed the issuance of notice to the director-general for March 31, asking him to explain why “proceedings for perjury be not initiated against him for filing a false and misleading affidavit”. Virtually passing strictures on the two, Justice Kohli also directed the forwarding of the order’s copy to the state chief secretary for placing “the displeasure of this court on the service record of both the officers”. The orders came on a petition filed by Dr Anita Sethi of Yamunanagar exonerated by the inquiry officer but proceeded again by the disciplinary authority. “It is a matter of great concern that high officers of the rank of the director-general and even the Financial Commissioner have willfully recorded incorrect findings and filed a false statement before the court,” Justice Kohli observed. Dr Sethi had challenged the order issued on October 9 last by the disciplinary authority - Financial Commissioner-cum-Principal Secretary (Health). The authority had imposed the stoppage of “one annual increment with cumulative effect on the ground that the charges are partially proved”. Taking up the matter, Justice Kohli asserted: The inquiry officer has given a clear and categorical finding that the charge against the petitioner is not proved at all. How and on what basis the disciplinary authority has recorded in the impugned order that the charge is partially proved is a mystery. “Even the director-general, health services, has wrongly recorded that the inquiry officer has found the charge partially proved. In this manner, the director-general has filed a false affidavit before the court without examining the record….” Justice Kohli added that Gupta too had recorded wrong findings and one “things is clear that the findings are totally contrary to the report of the inquiry officer. “I record my displeasure on the conduct of this officer, who holds a responsible post and has imposed the penalty on the petitioner without even having properly examined the inquiry report”. |
City on halt for a wedding
Rohtak, February 16 Several VIPs, including the Governor of Haryana, are to attend the occasion. The marriage takes place in Jaipur on February 21. Police reinforcements have been requisitioned from Madhuban Police Academy , Karnal, and neighbouring districts. Two Additional SPs and 12 DSP-level officials have been deputed to provide security to the VIPs, besides streamlining traffic in the city during the function, which is likely to run till late in the evening. The security aspect assumes importance with reports of a letter recieved at the residence of Congress MLA Sumita Singh a couple of days back, threatening to disrupt the celebrations. Though the police says the letter could be a hoax, the authorities do not want to take any chances. The rigid security measures are bound to hit the commuters on National Highway-10 that connects the city with New Delhi. The police has decided to divert the traffic on this stretch and imposed a ban on heavy and commercial vehicles into the town and in the vicinity of the engagement venue. The function is to be held on the grounds of Baba Mastnath Engineering College at Asthal Bohar village, 6 km from here. Sources say about 10,000 cards have been distributed, 2,000 in Rohtak city. But the organisers expect 25,000 to 30,000 guests for the lunch. A large number of residents from rural areas have also been invited. The 32-year two-time MP is getting married to Sweta, daughter of Ram Prakash Mirdha, a senior Congress leader of Rajasthan. "The pre-wedding lunch is a common practice in rural and semi- rural areas,” claimed a source close to the family. Party workers have been asked to invite every family in villages of the constituency. With autowallahs deciding against plying their vehicles in the city tomorrow, commuters are likely to face grave inconveniance in the absence of alternative arrangements by the local administration. “Though the organisers claim this will help decongest roads in view of the large turnout of guests, the unavailability of local transport may cause hardship to commuters, especially patients reporting to the PGIMS Hospital here,” said Pawan Bansal, a local resident. "About 10,000 autos daily ply on the city roads. The Auto Rikshaw Union had announced it would not ply the autos on Wednesday to ease congestion." “The administration ought to have come out with alternative arrangements,” said Jitender Balhara, a local INLD leader. Even as the Deputy commissioner denied any role in the reception arrangements, he was seen at the venue along with senior officials. Earlier in the day, senior police officials met to discuss security and traffic issues.

in Haryana and the people would adequately punish the “deserters.” He said he had initiated legal proceedings for the disqualification of these legislators and soon they would be out of the
assembly.
Bishnoi, accompanied by his father Bhajan Lal, said he never sought to bargain with the Congress as alleged by the legislators. Even as the parleys were on, the Congress, in a hurry to form government, purchased these legislators. He said none of these legislators would be able to retain their seats in the next elections whereas his party would form the next government as had Devi Lal and Bansi Lal after they were dumped by their MLAs. History would be repeated. Bishnoi said he would continue his fight against corruption, unemployment, deteriorating law and order and shortage of power and water. The father-son duo are on a “thanksgiving” tour of the constituency. Sirsa: The Congress today refuted former Chief Minister Bhajan Lal’s charge that the Bhupinder Singh Hooda government was discriminating between various districts in the issue of development. “This government has only tried to remove the discrimination prevalent during the regimes of Bhajan Lal and Om Prakash Chautala,” claimed Ved Parkash Vidrohi, spokesperson of the Haryana Pradesh Congress Committee. He alleged that Bhajan Lal practised favouritism in giving jobs and providing power and water. Chautala, too, was no exception. “Having been rejected by the masses, the two former Chief Ministers are now rendering the regional bias rag against Hooda,” Vidrohi commented. The Congress spokesperson alleged that during the Chautala regime, South Haryana was discriminated against in the matter of water and both Chautala and Bhajan Lal provided jobs to people from their own constituencies. Vidrohi claimed that the Hooda government had not only removed regional biases but also taken steps to curb corruption encouraged by the former Chief Ministers. TNS |

Need for more Punjabi websites, say experts
Karnal, February 16 Speaking at a seminar on “Use of Punjabi language in computer and its utility”, organised by the Haryana Punjabi Literary Academy at Government PG College here, the speakers laid stress on developing Punjabi fonts and software which were compatible with all types of servers, windows. They added that websites should be developed for people who know Punjabi. The efforts of CP Kamboj from the Punjabi Department of Punjabi University, Patiala, who has done pioneering work in linking Punjabi with computers and feeding Gurbani in computer through a specially developed software, were appreciated by one and all in the seminar. The software developed by him was based on Unicode and available on Micro window 07 but there was a need to feed Punjabi dictionary in computers and Punjabi websites on Internet. Eminent Punjabi scholar Tejinder Singh Saini, who was also associated with Kamboj, said as many as 2 lakh persons who know Punjabi from 133 countries visited websites on animation films, cartoon films and children in the USA and made an attempt to learn Punjabi script through computers. They were also given tips about pronunciation in Punjabi language. Harvant Singh, a Punjabi scholar from Canada, called for urgent steps to make Punjabi hi-tech to save it from extinction. Varinder Singh Walia, Editor, Punjab Tribune, who was the chief guest at the seminar, underlined the importance of the IT and computers and said that it was imperative at this juncture that Punjabi was made a computer language. |

Kidnapped boy returns after 3 years
Panipat, February 16 Even as the boy revealed that there were more boys being kept in illegal confinement at the
dera, the police that raided the premises reportedly refused to bring another boy back, who was found on the dera premises. It was his father, who went there late in the evening along with his relatives and friends and got his son back.
Aman was forcibly picked up by two youths from the local railway station and taken to a daba on the Assandh road, where he was kept confined and forced to work as a “slave” for six months. After that he was taken to the said
dera, where he had to bear the atrocities of dera owners for over two and half years before he finally managed to scale the outer wall and escape from there. Aman returned to his family in Satkartar colony and narrated the whole story. The family took him to the nearby police station where a missing case had already been filed by his father 3 years back. The police raided the
dera, where it reportedly found another boy being kept in confinement. The boy was identified as 10-year-old Kalid Mohammad, son of
Ikram. As the matter came to the notice of the media, the police stepped up its efforts and registered a case against Buta Singh and Jaspal Singh of the dera and the two were placed under arrest. They were sent to a two-day police remand. Meanwhile, enquiries carried out by The Tribune revealed that there were still eight other children missing from the district. |

Victims’ kin to gather in Mehrana

Mehrana (Panipat), February 16 The Anjuman Islahul Musalmeen, which had been organising the annual assembly of relatives, who come here to pray from the departed souls, has already lent a hand in the upkeep of the graveyard. Twenty nine persons, most believed to be from Pakistan, were buried in this graveyard after the blasts had ripped across two bogies of the train killing 69 people. General-secretary of Anjuman Islahul Musalmeen Munish Ahmad Ansari said a prayer meeting was being organised on February 19 at the Mehrana graveyard, in which many people from Pakistan and within the country were expected to participate. Deputy Commissioner Vijay Singh Dahiya said as of now the administration had not received any information as to how many people from Pakistan were coming to participate in the prayer meeting. However, preparations to receive the grief-stricken relatives had been made, he said. |
Now on, no student to flunk Class V
Chandigarh, February 16 Announcing this decision here today, Education Minister Geeta Bhukkal said instructions had been issued to all District Education Officers (DEOs) and District Moral Education Officers (DMEOs) to set up examination centres for class V in only those schools where students had been studying, so that they would not have to go to other schools to take examination. She said the examination would be conducted between 10 am and 12 noon and the candidates would have to pay Rs 10 per student as examination fee. Out of it, Rs 9 per student would be utilised by the DMEOs for printing of question paper and providing answer sheets and award sheets. The remaining Re 1 would be given to the in charge of the examination centre for miscellaneous expenditure. She said instead of conducting examination for moral education, as was the case last year, there would be grades to be prepared by the teacher concerned. This gradation would have five point scale of A, B, C, D and E. She said the DMEOs had been instructed to ensure smooth conduct of annual examination and the result would be declared on March 31 next. |
2 killed in group clash
Jind, February 16 Using of firewood in the village is said to be the reason behind the clash. The police has registered two murder cases, but no arrest has been made so far. The incident took place when families of Balbir and Dharma residing in neighbourhood came out of their houses after a quarrel on using some firewood lying there. It is reported that members of both the sides took out sharp-edged weapons, including axe and sticks, and assaulted each other. A youth identified as

Balbir. In another incident, the police has arrested two persons on the charge of gangrape of a 28-year-old woman at Dighana village here about four days ago. The accused identified as Raghu and Surender are residents of the same village. They were remanded to judicial custody. |

Rape victim commits suicide
Sonepat, February 16 The accused has been identified as Raj Kumar. Later, the girl set herself on fire. She succumbed to injuries while being taken to a hospital in Gohana. The police has registered a case against Raj Kumar as well as kiln owner Ram Phal for helping the accused to escape. Raj Kumar threatened the girl with dire consequences if she disclosed anything to her family members, who were away. In the afternoon, when her younger brother Amzad came back, she told him about the incident. While Amzad was lodging a complaint against Raj Kumar in the kiln office, the girl set herself on fire. She was rushed to Gohana, but she succumbed to her burn injuries. |
Life term for murder
Fatehabad, February 16 The convict identified as Sandeep along with his accomplices - Surinder and Rajesh - had kidnapped Kadir Khan, a resident of Dhanbad (Bihar), at that time settled in Hisar, because the victim had allegedly enticed away Sandeep’s sister. Kadir Khan was kidnapped from Fatehabad on August 29, 2008, and his body was torched after killing him. The court has sentenced Surinder Singh and Rajesh to imprisonment for 5 years each and imposed a fine of Rs 5,000 each. |

Karnal, February 16 The deceased have been identified as Puja (7), daughter of Virender, and Chandu (8), daughter of Anil, both residents of Shastri Colony here. The deceased belonged to families of labourers from Bihar working on daily wages. The bodies of the victims have been sent for a postmortem and a case has been registered. |
