Jind, February 9 According to the details provided by the officials concerned, 10 out of 100 brick-kilns in the district have been covered under the drive. Fifteen another such schools were proposed to be started for the benefit of the children of brick-kiln workers, said a senior official. Bonghra, Kharakramji, Haat, Sunderpur, Maandi, Nidana, Budhakheralather were among those villages that had been covered under the scheme so far, said the Additional Deputy Commissioner. He said they were making efforts to identify dropouts up to the age of 14 years and to ensure their re-enrollment in schools. The owners of the brick-kilns in the district have been asked to apply for setting up of schools if there are kids up to 14 years of age. The students enrolled here will be given proper facility of getting tested through examinations and help in getting admission in government schools so that they could pass out with a proper certificate. “While help of NGOs and social workers have been sought to be a part of the drive, organisers try to engage someone from the brick-kiln, who is a graduate, to work as a teacher and spend at least four hours a day in this work,” said Ranpal Singh, assistant coordinator of the campaign. |

Kaithal, February 9 Addressing a press meet, he gave a call to political leaders, the youth and various social organisations to raise their voice against such decisions by khaps, as such institutions had no legal authority were creating unrest in society. These khaps posed a serious challenge to the rule of law. He said the self-styled heads of such khaps were issuing diktats annuling marriages. This was illegal. He regretted that due to vote bank politics, leaders were hesitatant to raise their voice against them. This had resulted in unrest among the youth and all right thinking persons. He said it was a known fact that due to female foeticide, there was a fall in the number of marriageable girls in various communities and inter-caste marriage were taking place on a large scale. Due to the imbalance in the male female ration, some youths were forced to get brides from other states. In such a situation, the khap decisions were unreasonable and had brought a bad name to the state. These khaps had no respect the human rights of people who suffered harassment and mental agony at their hands. Surjewala advised gotra khaps to play a positive role in bringing about a social revolution by issuing diktats against foeticide, dowry and child marriage. He said that such khaps should also come forward to check canal water and power theft, punish rapists and those indulging in corruption and also help in setting up hospitals and educational institutions. Dilbagh Mor, secretary, HPCC, and Surendra Ranjha, vice- president of the local municipal council, were among those present at the press meet. |
‘Banished’ couple shifts to Meham town
Rohtak, February 9 It had banned the entry of Kavita into the village on grounds of violation of gotra norms. The couple married about three years ago has an infant son. Satish’s family has accepted the verdict of the khap. Kavita had been staying at her native village of Bhagi in Bhiwani district since the verdict. She had met the SSP here and submitted an application, demanding action against the 21-member panchayat which had annulled her marriage. A mellowed Satish today claimed that he nursed neither anger nor ill-will against anyone. He said the security provided by the police to the family in Kheri Meham was likely to the withdrawn as he saw no threat from anyone. On the police scheme to provide shelter to couples faced with threats on grounds of caste, he said he was not interested in any such scheme, if there was one. Meanwhile, the police is yet to initiate any action against the persons booked under various Sections in response to Kavita’s complaint. |
Man gets 10-yr jail for rape
Panipat, February 9 A resident of Rajiv Colony had approached the district police on November 26, 2006, and had complained that Premlata, their neighbour, had taken her minor daughter along on some pretext the previous day. However, the girl did not return home till late in the evening following which they went to her house to get their daughter back. The complainant alleged that Premlata started making excuses and failed to give a satisfactory reply. The police found that the Premlata took the girl to her house where her son Gaurav raped her and later took her to Chandigarh. They were also helped by his brother Tarun and one Shiba Khan. On January 5, 2007, the police arrested Gaurav from the local bus stand and also recovered the girl. The girl told the police that after Premlata took her along on November 25, 2006, Gaurav raped her and then took her to Chandigarh. There the accused married the girl and started living with her. |
Life term for killing wife
Fatehabad, February 9 Suman’s father Madan Lal had lodged an FIR on November 13, 2008, against the accused identified as Kashmir Chand, a resident of Bahbalpur village. He had alleged that Kashmir Chand allegedly harassed Suman for dowry soon after the marriage.

Housing board opts for third-party inspection
Chandigarh, February 9 However, the board, viewed as the poor cousin of the cash-rich Haryana Urban Development Board, which is its main land supplier, failed to catch popular imagination. One of the main reasons behind the poor image of the board has been its not-so-satisfactory construction quality. Now the board has taken a major decision to remove this deficiency. It has decided to introduce the system of “third-party inspection” for its new projects. Chief Administrator of the board Arun Kumar said that so far board officers had been inspecting the construction quality. In order to bring more transparency and effective quality control, now experts in the construction industry, who would be empanelled by the board, would be authorised to carry out periodical inspection and point out deficiencies in the projects, which could be remedied in time. The new system would the part of a contract and legally binding. For the ongoing projects, the experts would carry out spot inspections and submit reports to the authorities for corrective action. Expression of interest would soon be invited to empanel the experts for this purpose. The board would soon float a scheme for constructing 2,044 low-cost flats for lower income groups, economically weaker sections and industrial workers. Arun Kumar said the Industrial Workers’ Housing Scheme at Bawal and Barhi would be floated on February 19. Under the scheme, 882 flats would be constructed, out of which 280 flats would be constructed at Bawal and 602 at Barhi. Industrial workers and employees of industrial units in Haryana, whose total monthly family income did not exceed Rs 25,000 per month, would be eligible to apply. Preference would be given to industrial workers of Bawal and Barhi. Industrial units in Haryana would also be eligible for the flats, which would be reserved for allotment to individuals and industrial units in the ratio 50:50 and 33 per cent flats would be reserved for single women. Arun Kumar said the Hire Purchase Scheme for flats in Karnal, Hisar, Bahadurgarh and Sirsa would be floated on March 2. Under the scheme 1,162 flats would be constructed. |

Sirsa, February 9 The Department of Employment and the OPB have signed a pact with the State Bank of India, State Bank of Patiala and Oriental Bank of Commerce to provide education to the students abroad, said an official spokesperson at “Education Fair and Seminar” here yesterday. “Student interested in seeking education abroad may register themselves on www.haryanajobs.in or www.opbharyana.com. Other information in this regard is also available on these websites,” informed D Ranjan Sharma, authorised consultant of the bureau. Representatives of different foreign educational institutes and universities participated in the fair, each informing about the commercial and academic courses run in their countries. The Overseas Placement Bureau, Sharma said, was set up in 2007 and had so far sent 190 students abroad, 94 went for higher education and 96 for employment. He said at least 70 students had registered themselves at the seminar for getting education abroad. The bureau, he said, would continue to hold such seminars till February 13. Such seminars would be held at Rohtak, Yamunanagar, Kurukshetra, Karnal and Panchkula. Chandigarh: The Rural Development Department, Haryana, has invited applications for the appointment of ombudsmen in all districts of the state for redressal of grievancespewrtaining to the implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme. A spokesman of the department said persons of eminent standing with at least 20 years of experience in public administration, law, academics, social work or management could apply for appointment as ombudsman. However, a person who is a member of a political party would not be considered for the appointment, he said. The ombudsman would be appointed for a tenure of one year, extendable by another year based on performance appraisal or till the incumbent attained the age of 65, whichever is earlier, he said. Villagers file plea against DLF

Chandigarh, February 9 To make matters worse, real estate companies are getting the land acquired, the permission for which has already been denied to them by the villagers. Haryana has already come under criticism for its policy of releasing the acquired land. In a petition filed against DLF Universal Limited and other respondents, two residents of Nathupur village in Gurgaon district, Mir Singh and Birju have alleged that the area is developing at a rapid pace. “In the recent times, the modus operandi of the real estate companies is that if they are unable to purchase land, they collude with the government officials and get the same acquired for their own purpose. One such piece of land was owned by the Nathupur gram panchayat. “Earlier, the DLF approached the gram panchayat for exchange of the land with land not useful for the inhabitants and upon refusal found a novel way to acquire the land by colluding with the government officials. Taking up the petition, Division Bench of Justice MM Kumar and Justice Jaswant Singh asserted: “Counsel for the petitioner has argued that the land belonging to the Nathupur gram panchayat was acquired for setting up a cyber project as evident from the notification issued under Section 4 of the Land Acquisition Act on January 3, 2003, and declaration issued under Section 6 of the Act on June 12, 2003. “The award was announced and amount of Rs 3,91,13,751.85 was given as compensation along with solatium. “ However, the whole acquired land was sold off by the respondent state to M/S DLF Universal Limited on August 4, 2006, for Rs 51,00,30,000. “The counsel has submitted that the notifications under Sections 4 and 6 of the Act have been used for oblique purposes and not for public purposes. It amounts to circumventing the law as the land for the companies could be acquired only by following the procedure contemplated by part VII i.e. Section 38 to 44 (B) of the Act.” “The counsel has emphasised that the land under the chapter could be acquired under Section 40 (1) for the purpose of building houses for the workmen employed in the office or for some other connected purpose,” they added. Issuing notice of motion, the Bench also fixed March 10 as the next date of hearing. |

14 booked in BPL scam
Rohtak, February 9 As many as 14 persons have been booked in this connection in the past 24 hours. No arrest has been made so far. Involvement of employees and certain officials of the department concerned is not ruled out by the authorities concerned. In one of the complaints lodged with the office of the IGP here, it was alleged that several well-off persons and families had been enjoying the benefit of the BPL cards while there had been several others who were still been waiting to enter the list. It is reported that there had been cases in which the beneficiaries had been given the card in an illegal manner as their financial condition had been much better and they did not deserve such facility, said sources in the police department. “In some cases the cards had been prepared with alleged involvement of either the depot holder or an official or employee of the department concerned,” the sources said. The police has booked about six persons, all residents of Rajendra Colony here. Fourteen accused had been booked so far, a senior police official said. |
2 killed as bus overturns
Panipat, February 9 The incident took place when the driver of the private bus lost control over the vehicle. The deceased have been identified as Mahinder Kaur (35) and her mother (55), residents of Raksherda village here. The injured were immediately rushed to the Civil Hospital in Samalkha, where some of them were discharged after giving them the first aid. |
Nayak cremated
REWARI: The mortal remains of Sunil Kumar (34), a Nayak of the Army Medical Corps, were consigned to the flames with military honours at his native village, Kosli, 30 km from here, on Monday. Sunil, who was under treatment at the military hospital in Baroda (Gujarat), died of illness on Saturday. Naib subedar Sube Singh of the Army and Rajender Singh, naib tehsildar of Kosli, placed wreaths on the body and the Army as well as the police contingents saluted the Nayak with reversed arms. Sunil is survived by his wife Madhu Devi, daughter Asha and son Rupak.
