New Delhi, January 5 She issued these directions today after visiting various night shelters in the city. She was accompanied by social welfare minister Mangat Ram Singhal, MCD commissioner K. S. Mehra, additional commissioner (MCD) R. D. Srivastava and senior officials of social welfare department. The Chief Minister distributed blankets to those homeless who were present at various shelters. Dikshit visited Delhi Gate temporary night shelter, Fatehpuri night shelter known as Ashray Grih and Chandni Chowk. She also visited Butterfly, a children’s home in Fatehpuri. She was satisfied with the arrangements made by the MCD. The commissioner informed the Chief Minister that MCD had established 27 night shelters to provide stay for 3,000 homeless poor. Dikshit also directed the social welfare department to provide all possible help to those persons, who are forced to stay on streets during night and coordinate with the MCD and NDMC for providing better stay to the homeless. The Chief Minister said that it is unfortunate that so many people, including children, are forced to live on streets.
Intense cold continued to trouble residents as the national Capital recorded the season’s lowest maximum temperature at 14 degrees Celsius on the second consecutive day today. The minimum temperature settled at 9.3 degrees Celsius, two notches above normal. The sun did come but it failed to comfort people as the temperature has been plummeting since Christmas time the last year. “The afternoon was at least not chilly like yesterday. But most of the day remained considerably colder. The cold winds are the main culprit,” said Natasha, a Delhi University student. The visibility fell to 800 metres. However, flight operations at Indira Gandhi International Airport remained unaffected. In the past few days, the chilly northwesterly winds from the Himalayas have brought down the maximum temperature considerably. The Met official added, “Westerly winds blowing over north India and snowfall in higher reaches of Kashmir and Himachal Pradesh are responsible for the low temperature in the NCR.” However, the weatherman has predicted a warmer day for tomorrow as the maximum temperature is likely to hover around 16 degrees Celsius while the minimum is expected to settle at 8 degrees Celsius. |
DU may opt for NAAC accreditation
New Delhi, January 5 Even with strong opposition from the teachers’ community, the university administration seems convinced about the benefits of selling its colleges on the basis of grades given by NAAC’s assessment. An autonomous institute of the University Grants Commission (UGC), NAAC was formulated to evaluate institutes of higher education in India on the basis of their non-academic and academic quality after which the institutes are given the certification along with certain grades. The DU Academic Council (AC) and Executive Committee (EC) had both rejected the proposal for making it mandatory for the university colleges to obtain NAAC accreditation earlier. However, the university vice-chancellor Deepak Pental brought NACC back into the agenda of last EC meeting. “The vice-chancellor is interested to make NAAC compulsory for the DU colleges even though the proposal was rejected 15 year ago,” said sources in DU administration. Recently, the UGC also indicated that NAAC accreditation would be made mandatory for all institutions so that the colleges are rated on the basis of quality. More than 75 colleges that are under the umbrella of DU are funded by the UGC on the basis of their requirement. Once NAAC rating is implemented, the university colleges would be funded on the basis of their performance and infrastructure. In the last EC meeting held in December that went on till late at night, NAAC was on the agenda and later dropped by the vice-chancellor after receiving strong criticism from the teachers. “The issue of accreditation has already been rejected by the key committees of DU teachers. It did not make sense in bringing the subject back into agenda,” said Rajeev Kumar, a DU faculty member. However, dropping the issue from the agenda does not mean that it has been rejected. “The vice-chancellor would most likely bring it back into the agenda of next EC meeting,” he said. The next EC meeting would be scheduled soon after the university reopen on January 7. The teachers said the system of accreditation would push institutes of knowledge towards the market making education a commodity. “The higher the NAAC rating, the higher are the chances for the colleges to increase their fees and put extra burden on the students,” said Abha Habib, AC member in DU. There are four steps an educational institute is expected to climb up to get the final go from the NAAC. In the first step of assessment and accreditation, “Institutional Eligibility for Quality Assessment” is required. After the institute is given a nod, it is taken to the second level of accreditation where the institute prepares a self-study report followed by visit of a peer team. After all this is done, a final grading, certification and accreditation is given. |

New Delhi, January 5 The properties were in the areas of Amritpuri Garhi, East of Kailash, Prakash Mohalla, Garhi, East of Kailash, Double Storey Quarters, Lajpat Nagar IV and Sangam Vihar. The demolition action was taken by the building department and focused against the unauthorized constructions. The buildings were demolished as they had flouted the norms. “These special demolitions are likely to disseminate a message amongst the denizens not to flout the by-laws and strictly follow the same in carrying out the construction activities,” said a senior MCD officer. He said that the demolition drive will be further intensified in the days to come. “Further, this drive is likely to pose major threat to the unscrupulous builders involved in the unauthorized construction activity, so that the prospective buyers may not feel aggrieved and a sense of satisfaction for this cause is instilled in general public. He also informed that during the demolition action taken, some impediments were faced, which were handled by the field staff of the department. |
R-Day ticket sale from Jan 7
New Delhi, January 5 Tickets for the parade on January 26 are priced at Rs 300. The price for reserved seats is Rs 150 while Rs 50 and Rs 10 for unreserved seats. Tickets for the Beating Retreat Ceremony on January 28 are in the category of Rs 50 and Rs 20 respectively and will not have reserved seats. Non-department sale counters have been set up for this purpose at ITDC counters at Ashok and Janpath Hotels, DTDC counters at Coffee Home, Baba Kharag Singh Marg and Food and Craft Bazar, Dilli Haat, INA and Shri Gandhi Ashram. Tickets will be available only on working days. Tickets will also be available at nine departmental sale counters between 10 am and 5.30 pm. These counters are located at North Block roundabout, South Block roundabout, Pragati Maidan, Jantar Mantar, Shastri Bhawan, India Gate, Red Fort and Parliament House (reception office). Tickets at Parliament House will be available from January 19 to 28 from 11 am to 4 pm (weekend closed). Tickets will also be available at Government of India Tourist Office, 88, Janpath. Sale counters at Jantar Mantar, South Block roundabout, Shashtri Bhawan and India Gate will function from 10 am to 7.30 pm from January 23 to 25. |

New Delhi, January 5 DTU vice-chancellor P.B. Sharma inaugurated the university’s stalls today. Sharma said, “We should support usage of electric and hybrid vehicles. Besides reducing air pollution, they cut our dependence on crude oil. India can take a lead to create a green future powered by its green mobility. With the Commonwealth Games approaching, it would be desirable to have hybrid auto-rickshaws and taxis on city roads. Electric two-wheelers will also do good to the city.” Formula Student Car stands out as it weighs just 205 kg. The low weight has been achieved through the use of carbon fibre body and other chassis innovations. The vehicle is powered by a Honda CVR 600 RR MPFi engine and has a power output of 70 BHP. Its steering system is self-designed and has a quick disconnect mechanism. The vehicle is also equipped with G-force indicator and has data loggers installed. Designed by DTU student Subhav Sinha, Mitra is a personalised vehicle that can carry one person. The vehicle finds application as a personalised transport in airport corridors, institutional campuses and also in specialty buildings where low noise pollution is required. It has a potential to be developed as a personalised transport for the Commonwealth Games. This year’s auto expo focusses on green mobility and provides major entry to electric and eco-friendly vehicles for the Indian market. Earlier, Delhi College of Engineering had designed the first hybrid car in 2005 that won the first prize in the student category at Green Car Competition in the USA. |
Make city clean for Games, MCD told
New Delhi, January 5 Finance minister A. K. Walia warned the MCD that no garbage should be visible on roads, as a large number of visitors would be here during the Commonwealth Games. At a meeting held with senior officers of the MCD today, Walia asked the civic body to utilise the funds sanctioned by the government. Walia asked the MCD to prepare a target-based action plan to collect, transport and treat solid waste to showcase a garbage-less and clean Delhi during Games. He said the MCD had failed to implement rules of the solid waste management farmed in 2000. Besides, much is required to be done to strengthen transportation and collection of solid waste here. The problem is complex as landfill sites at Okhla, Bhalaswa and Gazipur have no capacity to take in more garbage and waste. |

New Delhi, January 5 Karwal said NCC Delhi Directorate would start the Yamuna pollution awareness campaign next month. Karwal said that the defence ministry had approved a proposal to hire services of ex-servicemen to meet the shortage of Army officers in the NCC. The proposal is being examined by the finance ministry at present, he added. |
Woman raped by friend
New Delhi, January 5 The police said that the victim Neha (name changed) was allegedly raped by her friend Jitender. Jitender has been arrested. “Neha works as a party decorator. She has been friends with Jitender for many years. By mistake, Neha left her mobile phone with Jitender on January 1. Jitender, on the pretext of returning Neha’s phone, called her in a nearby area on the night of January 2. When she reached there, he allegedly tried to molest her. When Neha resisted, he beat her up and raped her,” said a police official. Neha reported the matter to the police the next day. An FIR was registered after the medical examination of the victim confirmed rape. “We have arrested Jitender from his house after the rape was confirmed,” added the official. Youth found dead A 22-year-old man was found murdered in the Khyala village area of west Delhi this morning. The victim identified as Salauddin, who worked at a private wire making factory in the area, was found dead by passers by in the morning. “Salauddin stayed with his brother Alauddin in Khyala village. He had a night shift last night, but was found dead in the morning. A case of murder has been registered and investigations are on,” said a police official. The police said that Salauddin was found lying in a pool of blood near his factory. He was perhaps hit by some heavy object on the head. “It seems to be a case of enmity as Saluddin’s belongings, including his wrist watch and about Rs 200 that he was carrying, were found in his pocket. Salauddin, a native of Bihar, is unmarried. “He had come to work with his elder brother Alauddin in the Capital six months ago,” said the police. |

New Delhi, January 5 Sushila, a resident of Pahar Ganj had gone to the State Bank of India branch at DBG Road to deposit Rs 11,000 on Monday. “While she was counting the money, one person snatched the money and fled. She raised an alarm and the bank’s gunman Krishan Lal and ASI Chand Ram of Nabi Karim police station who was also present there chased the man. At Y-Point, DBG Road, the person was apprehended and snatched money was seized,” said the police. |

Cops mistaken for thieves, beaten
Noida, January 5 “Agahpur residents claimed that the three were thieves and handed them over to the Sector-49 police. The residents woke up hearing some noise last night. Soon they spotted three men moving suspiciously. The three entered a resident’s house. The residents shouted “thief! thief!” A mob gathered and thrashed the three men. The men had come on a private Indica car,” said Abhay Pratap Singh, SHO, Sector 49 police station. “The three revealed that they were Haryana policemen and were suspended seven months’ ago, after a criminal named Updesh who is accused of kidnapping and rape escaped from their custody. A case was registered against them in Haryana and they were arrested. Later were out on bail,” said Singh. “After they were out on bail, the three started looking for Updesh so that they could be back to duty. They hired an Indica car and came to Noida when they learnt that Updesh had been staying in Agahpur village with his mother. They were camping in Noida for the last three days. Last night, two of them had gone to nab Updesh when villagers thrashed them and handed them over to the police. Their third accomplice was at a room in Sector-39 where they were staying. Hearing that villagers had caught his friends, he went to their rescue. He too was nabbed and beaten,” said Singh. “Had they informed the Noida police, we could have helped them in arresting Updesh and such embarrassment could have been avoided. However, the three suspended policemen are not critically injured. I have advised police personnel to take the local police’s help in such cases,” said Singh. |
Rs 4 lakh stolen from car parked outside bank
Noida, January 5 The victim had gone to deposit his cheque in the bank when the incident took place. The car driver was in the car when the theft took place. “The victim Amit Kansal, who deals in steel trade and has a shop in Ghaziabad, had come to deposit a cheque at Nainital Bank in Sector-2. His driver Mahendra Singh parked the car outside the bank. He was in the car when the bag containing Rs 4 lakh which was kept on its back seat was stolen,”said R.N. Mishra. “Mahindra told the police that someone had knocked at the back of the car. When he went to see, the person escaped with the bag in a flash of moment. He raised an alarm but of no avail,” said Mishra. “An FIR has been registered at Sector-20 police station and a manhunt has been launched to trace the culprit. However, the thief could not be traced till late evening,” said Mishra While in another incident some bike-borne men snatched the purse of a woman, a resident of Sector-61. The purse contained her ATM card, Rs 8,000 and some important documents. Her husband Prashant Kumar has lodged an FIR at Sector-58 police station. Till late evening the police was clueless about the snatchers. |

2 hurt in accident
Noida, January 5 Tempo owner Ashok Kumar said, “Hari, the tempo driver, was loading newspapers in the vehicle for Madhu Vihar-II centre from a Greater Noida press. A dumper collided with the tempo at Noida Sector-71 crossing. A person who was accompanying the dumper driver has suffered fractures. While the dumper driver has suffered minor injuries. Fog is said to be the reason behind the accident.” Truck owner Dinesh Tyagi said, “The helper identified as Munijar has suffered fractures in hand. After the collision, the driver lost control and rammed into a divider. As a result, the dumper overturned. Fog is the cause of collision.” Sector-60 Kotwali incharge Arun Kumar Verma said the accident was caused due to dense fog. |

211 vehicles registered on Jan 1
Noida, January 5 “Of the 211 vehicles registered on the first day of the year 133 were motorcycles, 62 cars, 14 mopeds, one jeep, one three-wheeler,” said J.S.Tiwari, assistant regional transport officer. “During 9 months of 2009 from April to December, 25075 vehicles were registered. In the corresponding period in 2008 and 2007, the registration figures were 23,198 and 22,908 respectively. In 2007, car registration was 6,830 which rose to 6,942 in 2008 and 7,802 in 2009,” said Tiwari. “Commercial vehicles registration has declined from 613 in 2008 to 598 in 2009. Bus registration which was 151 in 2007 declined to 114 in 2008 and 101 in 2009. Taxi registration, however, increased from 622 in 2008 to 736 in 2009. Jeep registration too saw an upward trend as it increased from 444 in 2008 to 610 in 2009,” said Tiwari. As per the transport department records since 1997 when Gautam Budha Nagar district was formed, as many as 2 lakh 25 thousand vehicles were registered. The series UP16A has reached UP16Z series. In the next few months, a new series UP16AA will start. |

Cow slaughter gang gives police the slip
Noida, January 5 “Last night, a police team intercepted a mini-truck carrying cows in Sector 125. When asked to halt, the driver speeded up. The police team chased the truck. To obstruct the way of the police car, the criminals were throwing cows from the moving truck. The criminal then reversed the truck and deliberately hit the Alto car in which sub-inspector T. J. Singh was chasing them. Singh was taken to the Kailash Hospital. He was discharged after treatment. The criminals, however, managed to escape,” said R.N. Mishra, deputy superintendent of police. “On the complaint of sub-inspector Rajesh Chaturvedi, a case under Section 307 (attempt to murder) of the Indian Penal Code and relevant sections of the Prevention of Animal Cruelty Act has been registered against seven criminals. A manhunt has been launched to trace the criminals, but till late Tuesday evening they could not be traced,” said Mishra. |

Ghaziabad, January 5 Jitesh Kumar, 38, shot himself with his service revolver in police line under Kavi Nagar police station, here. Kumar was in-charge of police armoury. Kumar’s colleagues rushed to the armoury after hearing the firing and found Kumar lying in the pool of blood. He was rushed to Yashoda Hospital where he died.
