Maha Kumbh Preparations
Lethal Weapon
Dehradun, December 28 While monkeys are already a troublemaker in the Mansa Devi area, elephant movement in populated areas can spell more trouble for the Uttarakhand Forest authorities. They fear the problem will aggravate during the Kumbh. The Mansa Devi temple, situated atop the Bilwa Hill, can also be reached by the rope way. Monkeys are in abundance all along the trekking route and attack pilgrims, especially small children, and often snatch edible items from them. At times, they become aggressive and even bite pilgrims. There has been little effort to redress the monkey menace so far. With no funds at their disposal to deal with the problem, it looks that mela officials are still not taking it seriously. “We have requested the mela authorities for funds, but there is no response yet,” said SB Lal, Warden of Haridwar, while talking to The Tribune. Now, left with no choice, Haridwar’s forest officials are somehow trying to engage skilled labour to shoo away the monkeys. “All we can now do is employ some labour and provide them with Gandhi Guns, sprays and other apparatus for ensuring that at least the monkeys are shooed away,” the Warden added. The Rajaji National Park, too, had submitted a detailed project report to tackle the monkey menace to officials of the Kumbh fair some time ago. They had suggested preparing an enclosure for them near the temple. They had also mooted allowing pilgrims to offer edible items to the monkey. But the project failed to see the light of the day. Then, there is a possibility of man-elephant conflicts on the 5.75-km stretch between Ranipur Mor and Bilkeshwar. The forest authorities had strongly advised the construction of a boundary wall to prevent elephants from coming into direct conflict with pilgrims. But the proposal too failed to take off due to paucity of funds. The Haridwar forest authorities admit that with the existing manpower it is certainly not easy to ensure safety of both pilgrims and wildlife. At present, they have 150 personnel and need another 100 for an effective manning of the Haridwar forest divisions and the Chila, Gori and Motichoor ranges of the Rajaji Park. On the poaching front too, senior forest officials are meeting tomorrow to take stock of the Kumbh arrangements. “We are holding a high-level meeting on Tuesday to finalise our strategy for the Kumbh as wildlife can stand exposed to miscreants during the fair,” said Pramajeet Singh, who heads state’s anti-poaching cell. Interestingly, the Rajaji Park authorities are facing trying times. They have until now successfully prevented any major incursions into the protected area. Warden of the park Pradeep Kumar admitted that there had been increasing pressure on the park to open the Chila bypass and provide some of its land for other Kumbh activities. But, so far we have not buckled under any pressure in the interest of wildlife,” he added.

Guldaar commando cover for mega fair
Haridwar, December 28 Keeping in mind the sensitivity of the Maha Kumbh and a possible terror threat perception in Haridwar, state police’s elite commando unit named Guldaar will be deployed at the mega fair to thwart nefarious designs of terrorists. Named after a dreaded species of big wildcats found in the state, this commando unit is as deadly and agile and can tackle terror attack of any kind. This commando outfit has been set up on Home Ministry’s directions for each state to have an elite commando outfit on the lines of National Security Guards. After the Mumbai terror attacks the need was felt for every state to have a separate commando unit as it was not possible for the NSG units to reach every terror-attack site on time. Till date a total of 108-odd commandos have been inducted in the Guldaar squad and as training gets completed more commandos will be donning the leopard dress. And it’s not for anything that these Guldaar commandos are being touted as one of the deadliest and well-equipped to handle any terrorist attacks. They have got training from one of world’s best National Security Guard (NSG) trainers. Apart from this, extensive physical and weaponry training has been given to them by Andhra Pradesh’s elite commando unit Grey Hounds at its training centre. Grey Hounds was formed in the early 1980s and has been quite instrumental in dealing with Maoists. Besides, Guldaars also undertook gruelling training sessions from trainers of the Indo-Tibetan Border Police. Efforts are on to include the best of the commandos for the Guldaar unit to maintain the sharpness and effectiveness of such combative commando units. Apart from this, specialist commando trainers of the Indo-Tibetan Border Police have also trained this Uttarakhand’s elite unit. These commandos will be equipped with the latest state-of-the-art weaponry and equipment and have been trained to react to various terror, criminal, violent and unprecedented situations. Meanwhile, the mela police is also banking upon intelligence as a potent weapon in thwarting and tackling terror attacks. Mela DIG Alok Sharma is dwelling on a better coordination between intelligence wings and police personnel for an effective handling of terror threat perception. According to the DIG, it has been noticed that in the recent past, most of the terror attacks have resulted due to a lack of coordination and laxity between police intelligence and security wings. |
State Muslims lack passion for religion, feel Kashmiri youths
Dehradun, December 28 Tazamal Sadiq, student of MSC-IT at the Uttaranchal College of Science and Technology, said, “I came here for studies. It is easy to get admission in educational institutions here than in Kashmir”. Weather too plays an important part in tilting their decision in favour of Dehradun. “The hilly weather of the town suits us as we have grown up in the colder weather of the valley. That is why we don’t go to even other metros in the country, which may be having better institutes to study,” he added. The increasing clout of militancy in Kashmir also pushed these youths to grope for better ambience for higher studies outside the valley. Tahir Hasan, student of BBA, reasons, “It is very unsafe in the valley. Each day passes in some kind of procession, bandh or killing, throwing life out of gear. We chose Dehradun for its peaceful disposition”. Besides peace, it is the spirit of brotherhood and communal integrity, which prevails in Uttarakhand, fascinate these youngsters. “People here are supportive and goodnatured. Be it college or outside, we always get helping hands,” said Aasif Iqbal, another student from Kashmir. But the tumultuous background of their home state does come in their ways sometimes. “At times, we are called for verification by investigation agencies at LIU. We feel bad for being suspected, but we can not help it,” said Tazamal. Not common, but they admit of stray and rare cases where Kashmiri boys have settled down here after tying nuptial knots with local Muslim girls. None of them prefers to stay here after their studies get over. Tawseef said, “In Kashmir, we are in a majority whilst in Uttarakhand, we are in minority. We feel more at home there”. Settled in the localities around Astley Hall, the Kashmiri youths who praise the large-heartedness of locals, feel disheartened that their Muslim counterparts are not quite enthusiastic about their religion. “The Muslim community here do not take their religion seriously and sincerely, as we do in Kashmir. They lack the enthusiasm and passion in that respect. At times, we get embroiled in difference of opinions on such matter, but then we lie low being outsiders in the state,” added Tahir. That is the reason, these youths outstand others in lashing themselves out during the procession of
Moharram. |

U’khand Open University VC reveals future plans
Haldwani, December 28 Talking to The Tribune about his plans for the days to come, Dr Pathak said, “I want to offer students something that has value in the professional sphere. It should be something about which they can be confident and which will help them get a job or start an enterprise. I do not want to offer them just an another piece of paper in the form of a degree”. He said the university would aim to offer courses that were vocational in nature and linked to the existing wealth of natural resources in the state. “I would like to offer an education model that is vertical and not horizontal. We are in the process of devising professional courses for students in the field of forestry, floriculture, horticulture, food processing and tourism. These courses will have an entrepreneurial aspect that will help students start their own ventures,” said the Vice-Chancellor. Dr Pathak had recently organised an interactive session with academic experts from Haldwani and around. In all, 30 participants had brain-storming discussions on the issue of how to make the concept of distance learning fruitful for students of Uttarakhand. “The biggest problem is in the form of dissemination of information and providing hands on experience to the students in different fields. There are options like video conferencing, but the mountainous topography and climate often pose problems. The students also need to do an internship with well-qualified professionals in different fields. These are the aspects on which we are working,” he said. Dr SP Gupta, who was earlier associated with the GB Pant University of Agriculture and Technology and is now providing expertise to Uttarakhand Open University, said, “There is an immense scope available for students to carve out a profession from the forestry. The issues related to van panchayats and women and the developing of the solutions offer much scope. A lot needs to be done on the issues of fuel and fodder and setting up of nurseries of trees. These ventures are economically viable for students who have proper know-how and expertise”. He further stated that the organic farming was another area in which the university could intervene and help the students earn their living. |
