Bathinda, December 2 Confirming this, Muktsar civil surgeon Dr Tirath Goyal said the survey would end this week, after which the Health Department would be in a position to tell the number of victims and the reasons for the spread of the disease on a large scale. Punjab chief minister Parkash Singh Badal, at a meeting of health officials held at Chandigarh two months ago, had asked officials to give him latest statistics pertaining to cancer victims in the Malwa belt. However, the officials were not up to the task and instead handed him the statistics based on a report prepared nearly four years ago. The CM reprimanded the officials and asked them to conduct a door-to-door survey to identify cancer victims. Health department sources reveal that at the meeting, the CM was apprised of the fact that large scale use of pesticides by farmers in the cotton belt of the state was one of the major reasons for the high incidence of cancer in the region. The issue of preparing new statistics was also taken up at a meeting of civil surgeons held at Mohali in October. The consensus at the meeting was that the fight against cancer cannot be won till health officials come out with latest statistics. In the door-to-door survey, presently being conducted in Bathinda, Muktsar, Faridkot, Mansa and Sangrur districts, members of the district units of the Multipurpose Health Workers Cell are visiting households and are taking down the names of cancer victims, their age, the hospitals in which they were or are being treated and the dates on which they learnt that they were inflicted with the disease. The information is being jotted down on a performa and it will later be cross-checked by medical officers at their respective districts. Disclosed a senior health department official, “Areas under cotton cultivation are the worst-affected, as cotton growers use pesticide in huge quantity. Pesticides seep into the groundwater, which the villagers consumed through hand pumps and canals. Bathinda and Muktsar are the worst-affected districts of Punjab. It is difficult to name one pesticide behind the damage since the farmers use a mix, but the worst-affected were those who used herbicides and organophosphates in their fields.” |

Man robbed, shot dead in Barnala
Barnala, December 2 Police sources said that two unidentified motorcycle-borne dacoits shot dead Pargat Singh (35), son of Beant Singh of Dhillon Patti Dhanola area in Barnala while he was returning home on his scooter bearing registration number PB13G-9167 from vegetable market in Nanak Pura Muhalla at 12 during the afternoon today. They added that dacoits also fired at Ravinder Kumar, son of former municipal councilor, Babu Ram, who afterhearing the noise of gun shots came out of his home, injuring him in his thigh area. Sources further said that immediately after committing the crime, the dacoits fled from the spot. They added that whereas Pargat died on the spot, the seriously injured Ravinder was later rushed by his relatives to the nearby Community Health Centre (CHC) Dhanola where he is undergoing treatment. Sources added that deceased Pargat Singh was returning home after withdrawing money from the State Bank of India branch when he was fired at. They added that dacoits after killing Pargat on the spot decamped with Rs 94,000. SSP Barnala, HS Bhullar told TNS that police has registered a case under relevant section and is investigating the matter. Meanwhile, the Dhanaula police registered a case against unidentified persons for murder, attempt to murder, robbery with common intention under section 302, 307, 392, 34 of the IPC and 25, 27, 54, 59 of the Arms Act and has launched manhunt. |

Firing at Abohar village, 8 booked
Abohar, December 2 As per the details, the accused persons had opened fire in a bid to grab possession of a residential house at the village resulting in injuries to four persons. Two of them identified as Karaj Singh and Charanjit Singh, were admitted to the civil hospital here while two others who sustained serious injuries were referred to other cities. The police have registered a case against Gurdeep Singh, his sons Bachittar Singh, Sarabjit Singh of village Tarmala, Gurcharan Singh, Darshan Singh of village Kuttianwali. — OC |

Licence of fair price shop in Abohar cancelled
Abohar, December 2 Speaking to the media after checking some of the fair price shops and brick kilns in this sub-division, he informed that since February this year, 81 brick kilns were checked in the district Ferozepur and a fine of Rs 1.16 lakh was imposed on some of these for not following the rules. Notices were served upon 19 rice milling units in the district during the checking of 30 units. Reiterating that anomalies in the public distribution system would be firmly checked, he informed that licences of 35 fair price shops have so far been cancelled while supply to other 72 depots was suspended. The department had imposed a penalty of Rs 2.50 lakh on erring depot holders till last week of November. |

Sriganganagar/Abohar, December 2 He said the SGPC president Makkar and the SAD supremo Parkash Singh Badal had during joint visit to Rajasthan in 2003, announced special grant of Rs 2 crore for uplifting of historic Gurdwara Baba Johad Sahab, the native place of Sant Fateh Singh in district Sriganganagar, besides setting up the Sikh mission but not even a rupee has so far been received. The SGPC president had been obliging some individuals only by gifting grants, the detail of which needs to be made public now, he said. — OC |
Driving licence racket unearthed
Bathinda, December 2 According to the details available, the Intelligence wing of the state police received a tip-off about the malpractice going on in the Bathinda DTO office and it ordered the district police to probe the same. Prima facie, the investigating team found the allegations to be correct. After checking the records, the police booked Kulwant Garg, clerk at the DTO office, and his helper agent Dinesh Kumar, under sections 420, 467, 468, 471 and 34 of the IPC on late Tuesday evening. However, both the accused managed to flee. Giving details about the modus operandi, investigating officer Sanjeev Mittal, in-charge of the Civil Lines police post, said the accused used to scan the learner's driving licence issued by the Suvidha Centre. After tampering and modifying the scanned copies, they used to attach it with the applications for driving licence. Replying a query, Mittal said, "Initially, it has been observed that the illegal practice took place from May to mid-October this year. During the period, about 100 licences were reportedly issued. To check all fake licenses, we have been scanning the whole records and the senior officials of the state transport office have also been asked to look into the details." When contacted, secretary, regional transport authority (RTA), Bhupinder Singh said, "The facts were really startling and we assure the best possible assistance to the police. If any other official of the department was found to be an accomplice, he too would be sacked." It may be mentioned that despite the directions of the deputy commissioner to issue driving licence only through the Suvidha Centre, the practice was going on at DTO office also. |

Self-help groups prove boon for poor women
Bathinda, December 2 As per information available, each member of the self-help groups of APL families earns about Rs 800 to 900 per month while the income of a member of a self-help group of the BPL families is about Rs 500 after paying the installment of bank loan. There are about 530 self-help groups in Bathinda district, of which 128 have been formed by the members of BPL families while remaining belong to APL families. The BPL families’ self-help groups are being handled by the District Rural Development Agency (DRDA) while the control of the APL families’ self-help groups is with the Child Development and Project Officer. The self-help groups earn by starting various trades, including detergent powder, handloom, readymade garments, bee keeping, tent house, masala grinding, sewing and embroidery, shoe making, dairy farming, pig farming, sheep rearing, fish farming, tailoring, inter-loaning, mid-day meal, bag/purse and cut piece selling. About 10-15 women form a self-help group to become economically independent. Initially, members of the APL groups collect some rupees and then give the same to others on loan. Later, they open a bank account. The process takes about six months. The bank gives them loan to the tune of four times against the savings in the bank, with which the group starts business activity. While in the case of BPL families, the women form a self-help group and take a bank loan to start business activity. The bank also grants them subsidy on the loan amount. |

Promoting kinnow exports
Abohar, December 2 While presiding over the function, IFFCO chairman, Surinder Kumar Jakhar, revealed that the Central government has decided to offer 50 per cent concession in cargo freight for exporting kinnow to the European and south Asian countries. A decision to this effect was taken on Tuesday evening. The fruit growers should get themselves registered with the Punjab Agro to avail the benefit.
