9 DU principals fined for flouting RTI rules
New Delhi, November 28 The Central Information Commission (CIC) acted against the principals for not following Section 4 of the RTI Act, which mandates suo moto disclosure by public institutions regarding budget, rules, expenditure and name of its public information officer among other things. The CIC moved following a complaint from one Rajeev Lala. The colleges whose principals have been fined are Sri Aurobindo College, Aditi Mahavidyalaya, Bharti College, Mata Sundari College for Women, Swami Shraddhanand College, Shaheed Sukhdev College of Business Studies, Ram Lal Anand College, Rajkumari Amrit Kaur College of Nursing and Amar Jyoti Rehabilitation and Research Centre. The DU has over 80 colleges. The CIC has directed that the fine money be recovered from the principals’ salaries before December 10. Lala in his complaint stated that he visited the website of these colleges and found they had not displayed the information as required by Section 4 of the RTI Act. On June 7, Shailesh Gandhi, an information commissioner at the CIC, along with DU vice-chancellor Deepak Pental had urged all colleges to ensure that they comply with Section 4 by August 15. The commission sent reminders to the colleges warning that it would be forced to act if the order was not implemented. The CIC held a hearing on November 24 where it asked the college principals to appear with written submissions on ‘why penalty should not be imposed on them for refusing to meet their legal obligations under the act’. Some promised to follow the requirement within three months and some within a day. The commission said that even four years after the RTI Act was passed, legal requirements under it have still not been met by the colleges. |
Sikh body penalised for not giving info
New Delhi, November 28 The CIC had imposed the penalty on the committee in three separate cases amounting to Rs 25, 000 each in two cases and Rs 7,500 in the third. Jathedar Kuldip Singh Bhogal, who had sought the information and denied by the DSGMC said it was the first such decision against a religious body in India. “There were reports of illegal transfer of Guru Harkrishan Hospital, Bala Sahib to Manipal Group of Hospitals by the office-bearers of DSGMC. We had filed an RTI with them to furnish the agreement’s copy made with the said group but were not provided any information even after lapse of one year where upon we took the matter with the CIC,” Bhogal said. Information Commissioner Shailesh Gandhi imposed a penalty of Rs 25, 000 on Kulwinder Singh, PA to DSGMC president Paramjit Singh Sarna for failing to furnish the copy. In yet another appeal, the CIC imposed a penalty of Rs 25, 000 on Ram Singh, general manager of the DSGMC, for non-furnishing details of fee it paid to advocates to defend case of illegal postponement of elections of the executive board which was due in February, 2008. “They postpone the elections without valid reasons and they pay their lawyers from the committees’ money when we pull them to court,” Bhogal said. General manager Ram Singh was also fined Rs 7,500 in another case where he failed to inform whether any DSGMC member had employed any of his relatives at any school, hospital, college run by the establishment. Commissioner Gandhi had directed that the two officials would pay Rs 57, 500 from salaries in monthly installments of Rs 5,000. “The penalty and the serious view taken by the CIC indicates that the high level of corruption exists within the DSGMC”, said Bhogal. The DSGMC is a statutory body established by the government under the Delhi Sikh Gurudwara Act, 1971, and is a public authority under the RTI. |

New Delhi, November 28 Earlier also, there have been incidents where the Central Information Commissioners have taken the MCD officials to task and have fined them. A licensing inspector and a rent collector of the MCD have been fined Rs 25,000 each by Information Commissioner Sailesh Gandhi for providing false information on an application of Ajay Kumar of Uttam Nagar in Delhi, who wanted to know the status of his application with the MCD seeking tehbazari rights. The appellant wanted to know whether license fee of tehbazari was due against him and if he was issued allotment letter, possession slip and identity card in respect of the newly allotted tehbazari site. Initially, the PIO said no tehbazari had been allotted to the appellant and his name was erroneously added in the letter sent to SHO. The appellant was not provided possession slip or tehbazari identity card. However, he informed the CIC that the applicant paid license fee till March 31, and the balance tehbazari fee was due from April, 2008, to March 31, 2010, which was Rs 3,960 for two years. He said no allotment letter had been issued. While passing the order, Gandhi noted that just because the matter came before the Commission, it had been acknowledged that the appellant was eligible for the tehbazari. The respondent said the false information was provided by deemed PIOs P Bose (licensing inspector) and Ashok Kumar (rent collector). There were four other tehbazari holders who had come with the appellant and claimed that they were eligible for the tehbazari. After a notice was issued to the officers, Gandhi said there was clear evidence that Bose Ashok Kumar had collaborated to deny the appellant his rights by not giving the correct information and claiming that the file was “not traceable”. |
23-year-old killed for dowry, husband booked
New Delhi, November 28 “The injured Sangeeta was brought to the hospital by her husband, Karan, who works as a class-IV employee in the hospital. She succumbed to her injuries during the course of treatment. Her mother today alleged that Karan had beaten up her daughter which caused her death,” said a senior police official. He added that the couple had married against the wishes of their parents. “Over three years ago, Sangeeta had eloped with Karan and had married him. After the marriage they had been living at the staff quarter in the hospital. For past four days Sangeeta had been bed-ridden and when her condition deteriorated she was rushed to the hospital where she died,” said the official. Sageeta is survived by one child. Her husband had reportedly got her second child aborted forcibly, after which her condition deteriorated. “We have initiated an SDM-level inquiry,” said the official. |
DU to bring in credit transfer system
New Delhi, November 28 The university has been experimenting with the credit transfer system for some time. Vice-chancellor Deepak Pental announced recently, “We are exploring the possibility of extending the credit transfer system to undergraduates. The system is very complex at the undergraduate level and we plan on having the system in place when the semester system is implemented.” A large number of students are expected to benefit once this system is implemented, Delhi University recently signed an MOU with some 60 foreign universities to help facilitate easy credit transfers from the coming session. The system is also an intrinsic part of the semester system that comes into force with the 2010-11 session. Pental also announced recently, “We will be asking our management schools to send some 50% of their students abroad to study at renowned B schools. The credit transfer system should be in place by the time this comes about and this will definitely benefit students. The idea is to introduce the system in all classes, at all levels.” The varsity already has plans of sending a 16-member team of management students to Japan soon. Experiments with the system are already under way for postgraduate students at DU. The varsity has started credit transfers with 32 students who are currently at Joseph Fourier University in France. The credit transfer system has come into use for these students, who are on an M Tech dual degree programme in nuclear science and technology in DU’s department of physics and astrophysics. The credit transfer system is being implemented as part of the semester system package for DU. Delhi University’s transition to the semester system is already on. The varsity has begun the implementation process of the semester system for its undergraduate courses. The proposal for the semester system is being drafted by the pro-vice-chancellor, S.K.Tandon, who also happens to be the chairman of the empowered committee for the implementation of the semester system. The proposal in its current shape is already available at the university website. “There are going to be two semesters under this new system and each semester is going to be for 19 weeks,” informs Prof Khuntia. “The first semester will be running from July 19 to December 4 and the second semester will be from January 3 to May 14. Both semesters will have some 15 weeks of teaching, two weeks of examinations, a week each of preparatory holidays for examinations and mid-semester breaks. Of course, there will be two examinations and this will put pressure on the students.” Under the system, the concept of honours programme has been retained but with certain modifications. |
HC rejects bail of woman who killed newborn
New Delhi, November 28 The prosecution said Gudia took the step as she did not want a girl and feared her husband and in-laws. Justice V.K. Jain refused to grant bail to Gudia, but asked the trial court to conclude proceedings by January 31, 2010. “This court, however, will ensure a speedy trial and will impress upon the prosecution to examine the witnesses at the earliest,” the court said, noting Gudia had been in custody since her arrest in 2006. The police has slapped murder charge against Gudia, claiming she killed her girl. In absence of any eyewitness, the police has relied on circumstantial evidence, contending that as nobody entered Gudia’s ward after the birth and, because she was alone with the child, the crime must have been committed by her. The prosecution has also cited some medical reports that suggest the child died due to strangulation, as apparent from the marks on her neck. — IANS |
Namaz, sacrifice mark Bakrid celebrations
New Delhi, November 28 However, the main buzz surrounded the Jama Masjid in the capital where thousands had gathered to offer prayers. After prayers, the devotees sacrificed goats and other animals and shared the meat with their relatives, friends and the poor. The Old Delhi area wore a festive look as the market was buzzing with people. Eid-ul-Zuha, also known as Bakrid or the festival of sacrifice, is one of the most important festivals in the Muslim calendar. It commemorates Prophet Ibrahim’s willingness to sacrifice his son on Allah’s command. “I have just returned after offering namaz. Now I will celebrate with my family and will distribute sweets among the poor and underprivileged,” said Khalid Mohammad, a resident of the Jamia Nagar area in south Delhi. However, the high prices of goats have been in the news for a few days. But most Muslims do not seem to mind it. “The offerings have a much greater meaning for us than money. Animal sacrifice holds a special part in the celebrations. The meat is distributed in three parts. One part is for household use, second one is for relatives and friends and third one is for poor people,” said Sameer Saifi, a resident of Malviya Nagar in south Delhi. |

Faridabad, November 28 The agitated protesters also pelted stones stones on vehicles passsing through the road. They burnt tyres of vehicles and laid it on the road to enforce the blcokade. The crowd lifted the blockade after a senior police official intervened and assured to take action against the culprits. The agitators had gthered at the mosque in Sector-48 on the occasion of Id-Ul-Zuha. They spotted a mass of flesh on the way, the place where they offer namaz. This flared up the crowd which eesorted to violent agitation. |
Women pickpockets held at Metro station
New Delhi, November 28 According to information, the women were nabbed with the bounty and handed over to the Delhi police after a brief interrogation. “The five women belong to a gang of pickpockets comprising around nine members,” said Rohit Katiyar, spokesperson for CISF. According to Rohit, the accused would carry their child with them. “After boarding Metro trains, these women used to select their target and gather around him or her. Then, as part of the plan, the child would tease the target by pulling their clothes and teasing them. The victim thought that the kids were playing and would not mind. In the meantime, these women would steal valuables and get off on the next station,” said Rohit. A senior Delhi police officer said the five accused had been identified as Laxmi, Sheela, Bareli, Rakhi and Lalita. All of them hail from Maharastra. A case under Section 379/11 has been registered against the five at the Kashmiri Gate police station. |
Coldest Nov day in 3 years
New Delhi, November 28 “This is the lowest temperature recorded in November since 2006 when the temperature had dipped to 7 degrees Celsius,” said an official. “The minimum temperature recorded was 7.9 degrees Celsius, two degrees below average. The maximum temperature tomorrow is expected to hover around 24 degrees Celsius,” the official added. Earlier, the lowest temperature of the season was recorded at 8.6 degrees Celsius on November 21. The Met official cited northwesterly winds blowing over the Jammu and Kashmir region as the reason behind the dip in the temperature. The maximum and minimum temperatures recorded yesterday were 25 degrees Celsius and 11 degrees Celsius, respectively. |

New Delhi, November 28 DCP (south) HGS Dhaliwal said the accused were identified as Md Anees, Sazid Hussain, Arif, Md Arif, Md Arshad and Qayum. A team of 200 policemen had been to sent to Mewat. “Anees is the leader of the gang, while Qayum bought the vehicles stolen by the gang. Arif is an expert in making duplicate keys. He used to give the master key to Anees to steal vehicles. Earlier, Anees had managed to dodge the police, but Sazid Hussain and Arif were arrested,” said Dhaliwal. After stealing a vehicle they would sell it on throw-away price in Mewat. Thirteen stolen motorcycles have been seized from them. Further investigations are on. |

Rs 17-lakh burglary in Faridabad
Faridabad, November 28 Narulla runs an auto parts factory in Faridabad. His family had gone to Noida for his son’s engagement when the thieves struck. The marriage is scheduled for tomorrow. When the family returned home from the engagement ceremony in the wee hours today, they found that their almirah was broken and the house was
ranscaked. The domestic help, who was hired by the family just last month, was missing. He is a native of West Bengal. A case has been registered in this regard. As per the complaint made by
Narulla, jewellery worth Rs 15 lakh and Rs 2 lakh in cash had been stolen from the
almirah. The police is trying to trace the missing domestic help. |

7 fresh dengue cases
New Delhi, November 28 The city has reported over 400 dengue cases during last 15 days, but the number of cases in a day has been declining over the past few days. The per day figure ranged from 7 to 13 in the last seven days compared to 20 to 25 cases earlier. The cases were negligible from June to September this year, but have surged since mid-October due to the late arrival of monsoon. |
Bail denied to NRI over wife’s suicide

denied bail to Pawan Das, who left his wife Richa in India after the marriage and refused to take her along to Canada. According to the prosecution, Pawan and Richa got married on December 11, 2003. He left for Canada and kept postponing the plan of taking her along and on April 4, 2004, Richa committed suicide. In her note, Richa alleged that Pawan called her a whore and was uninterested in continuing relationship.
