The poor condition of roads in the district has proved fatal for as many as 453 persons in two and a half years. Of them 124 have died this year. Krishan Kamboj, INLD MLA from Rania, Charanjit Singh, SAD legislator from Kalanwali and Padam Jain, INLD candidate, who was defeated by Independent Gopal Kanda from Sirsa, were present at the conference.

“Congress leaders do not tire talking of high values but have thrown morality to the wind by indulging in horse-trading to cobble up a majority for forming government,” Ajay Singh alleged.

He said the Congress had gone to the polls six months ahead of schedule in the belief that the party would get a two-third majority, but the people of Haryana had defeated the ruling party on 50 of the 90 assembly segments. “The people of Haryana have reposed their faith in the policies of the late Deputy PM Devi Lal and the leadership of Om Parkash Chautala,” Ajay Singh claimed.

He said the people had given a verdict for an INLD-led government, but the Congress had shown disrespect for the same.

“We will not let the people’s faith be shaken and will play the role of an effective opposition in the assembly,” he said.

He called upon Haryana Janhit Congress Supremo Kuldeep Bishnoi to sit in the opposition in the interest of the people who had voted for his party against the Congress.

Ajay Singh admitted that his party regretted not going to the into an alliance with the BJP. He was sure the BJP too must be repenting its decision to snap ties with his party at a crucial juncture.

Ajay Singh said the Hooda government would not survive for long as the Independents could pull the rug from under its feet any time.

Haryana Chief Minister Bhupinder Singh Hooda today admitted that infighting in the Congress was to be blamed for the party performing below expectations in the assembly elections.

A cheerful Hooda, who began the first press conference of his second term in office quoting the name of a the popular 1963 Hindi movie “Phir Wohi Dil Laya Hoon”, claimed the people’s verdict was for a Congress rule and they wanted the INLD to sit in the opposition. “We respect the mandate. There were some shortcomings because of which the election results were not as expected. We will identify the shortcomings and work to remove these,” he said.

Claiming that the Congress may have lost some battles but had won the war, Hooda said the vote percentage of the INLD had gone down by 1 per cent from 26.8 per cent since 2005, but it had managed to win more seats. “This may have been on account of certain local reasons or our collective shortcomings”. The situation would be analysed and corrective measures initiated forthwith. He said his government would take care to take along all sections of society.

Hooda said perhaps the collective leadership of the state unit could not properly assist the high command in ticket distribution and some leaders did not support the Congress. He insisted that the media might call it “internal sabotage” but he would say that these leaders did not support the party.

To a question, Hooda said certain leaders, within and outside the party, was accusing him of Rohtak-centric development only to ensure their survival. He said the development of areas in the vicinity of the national Capital was natural.

Several projects like a central university, medical colleges, expansion of metro, defence university and the Ottu Lake had been undertaken in areas other than Rohtak.

He announced that the Nuclear Power Corporation of India had in principle approved the proposed site for a nuclear plant in Fatehabad district. He said he had written to the PM and the Union Agriculture Minister for bonus at Rs 100 per quintal of paddy, at least.

Denying that the Congress had indulged in horse-trading for cobbling up a majority, Hooda said the Independent MLAs had extended unconditional support to the party. He said HJC members were earlier part of the Congress and their unconditional support was welcome.

He criticised the INLD-Akali alliance, saying it would hurt the state’s interests on inter-state disputes. Answering a question, he said he had neither invited nor stopped former Punjab Chief Minister Amarinder Singh from campaigning for the Congress in Haryana.

He said the Haryana Congress had opposed the termination of the River Treaty Act passed by the Punjab assembly when Amarinder Singh was Chief Minister.

Hooda, who attended office for the first time after being sworn in yesterday, was addressing employees who called on him today.

He said during the past four-and-a-half years, employees from the Class IV to the higher level, had contributed to the implementation of the policies and programmes of his government.

“Since the people have given another chance to the Congress to serve them, it is the moral duty of the government to meet their expectations by ushering in a new era of development,” the Chief Minister said. Welcoming him, the Chief Secretary, Dharam Vir, assured the CM that the policies and programmes of the government would be implemented vigorously.

All employees and officers would provide unstinted cooperation to the government.

Senior secretary to the Chief Minister, Shadi Lal Kapoor, welcomed the CM on behalf of private secretaries, personal assistants and the Stenos Association.

CM urged to safeguard interests of paddy growers

Congratulating Bhupinder Singh Hooda for again taking over the post of the Chief Minister of the state, the district unit of the BKU has urged him to intervene and safeguard the interests of paddy growers, who are being cheated by traders and rice millers in purchasing PUSA - 1121.

In a press statement released here today, general secretary Inder Singh Dahiya said people with vested interests had spread misinformation about this variety of rice and because of that farmers were being offered very low prices for their produce. He reminded that this variety was purchased up to Rs 3,800 per quintal during the last season, whereas this time it was being purchased at rates less than even Rs 2,600 per quintal.

State president of the Haryana Anushuchit and Pichhda Jati Uthan Sabha Dharam Pal Ranga hoped that he would continue to take steps for socio-economic uplift of this section of society. Similarly, national spokesperson for the All-India Jat Mahasabha and convener of the Haryana Jat Arsakshan Sangharsh Samiti Tata Chand Mor thanked Congress president Sonia Gandhi for nominating Hooda again as CM and hoped that he would give priority to get Haryana’s share in Ravi-Beas river water through the Satluj-Yamuna link canal.

Somvir Singh sees kin’s hand in defeat at the hustings

The defeated Congress candidate from Loharu, Somvir Singh, today accused former Haryana Tourism Minister Kiran Choudhry and her daughter Shruti, who is MP from Bhiwani, of having worked against him during the assembly elections, leading to his defeat.

Somvir Singh is a son-in-law of the late Bansi Lal while Kiran is the deceased leader’s daughter-in-law. The two are involved in a property dispute. He alleged that the mother and daughter had sponsored an Independent candidate, JP Dalal, against him from Loharu and had campaigned for him. He showed to mediapersons photographs of certain hoardings carrying pictures of Dalal, Kiran and Shruti. He also circulated copies of a calendar which also carried photographs of the three.

When contacted, Kiran Chowdhary stoutly denied the allegation. She said Dalal was also an aspirant for the Congress ticket.

He had put up these hoardings and distributed the calendars carrying her and her daughter’s photographs before the Congress ticket was decided.

The moment the ticket was allotted to Somvir, she had severed her political ties with Dalal forthwith. She said she and Shruti had worked for the success of all Congress candidates in Bhiwani and Mahendragarh districts.

Murder of democracy, says INLD

The Indian National Lok Dal (INLD), which has emerged as the second largest party after the Congress in the Haryana Assembly, has described the one-day session to be held on October 28 as “murder of democracy”.

In a statement issued here today, a spokesman for the party said the hurry in which the Congress wanted to complete the constitutional requirements proved that it did not enjoy a majority in the Assembly and wanted to bulldoze the House.

He said his party would never allow the Congress, which had managed to come to power through dubious means, to remain in the saddle.

The way, he said, the ruling party was misusing official machinery to keep elected representatives of the people in “illegal custody” was shameful. It further proved the INLD contention that the Congress had no faith in democratic norms and just wanted to grab the power by all foul means.

He said the Governor should have accepted the plea of INLD president Om Prakash Chautala that since the Congress had no mandate to form the government, it should not be invited to form the government.

HC sends notice to 79 MPs, MLAs

Stalwarts in Haryana politics, Deepender Singh Hooda, Kiran Choudhary, Kumari Selja, Naveen Jindal, Hans Raj Bhardwaj, Chander Mohan, Karan Singh Dalal and Randeep Singh Surjewala, are among 79 MPs and MLAs issued notice by a Division Bench of the Punjab and Haryana High Court in the plot allocation case.

Allotted residential plots in August this year by the Haryana Urban Development Authority (HUDA), they have been asked to file their response by December 16.

The notices were directed to be issued after HUDA submitted a list of beneficiary MLAs and MPs during the resumed hearing on a petition filed by Panchkula-based Herald Group Housing Co-operative Society.

As the matter came up before the Division Bench of Chief Justice Tirath Singh Thakur and Justice Mahesh Grover, counsel for the petitioner sought directions to implead the MLAs and MPs as respondents.

They were allotted 14 marla plots each in Sector 6 Mansa Devi Complex (MDC), near the Sukhna Lake and Rajiv Gandhi IT Park at the “throwaway price” of Rs 28 lakh against the prevailing market price of nearly Rs 1.5 crore.

The High Court has already stayed the allotment of the plots till further orders.

The court had issued a notice to the Haryana chief secretary and HUDA chief administrator.

The petitioner had earlier sought directions to the respondents to quash the earlier communication (July 21 last year) issued by the Chief Administrator to the Haryana Vidhan Sabha Speaker.

The Administrator, vide the communication, had intimated the Speaker about the provision for such allotment in terms of the Cabinet decision taken on July 14 last year. Counsel for the petitioner argued that HUDA had nowhere mentioned in the reservation chart that MLAs and MPs were a distinctly identifiable category deserving specific reservation.

As such, the HUDA communication, informing the Speaker about such a reservation was wholly illegal and arbitrary and deserved to be quashed.

The practice of “illegally” siphoning gas from LPG tankers en route various destinations resulted in a major fire accident near Kohand on the GT Road late last night. However, a massive tragedy was averted as a blast did not occur in the tanker.

The driver of the tanker parked the vehicle at a lonely place near a gatta factory, close to the Kohand bus stand and people with empty gas cylinders and improvised tools started draining out “liquid gas” from the tanker to fill their cylinders.

Suddenly, a cylinder filled with gas caught fire and blasted with a deafening sound and soon there were serial explosions. People, who woke with the loud noise of blasts and saw the sky-high flames, reported the matter to the administration and the fire brigade.

The exact situation could not be gauged and fearing more blasts, the fire brigade starting pouring water from a distance and it took several hours to bring the fire under control.

The driver of the tanker, who received burn injuries, was admitted to trauma centre in the Karnal Civil Hospital.

The number of the cylinders burst was also not known as these were torn into pieces but sources said there were around 15 cylinders of which eight were filled by pilfering the gas.

The place where the fire accident took place was close to a petrol station and some villages and shops were also in the vicinity and in case a blast had occurred in the tanker, there could have been immense loss of life and property, people in the area said.

The traffic on the GT Road remained disrupted for more than two hours as the police cordoned off the area and even stopped trains on the track which was just 100 metres away for fear of any mishap.

ASP Ved Prakash Godara said it was obvious that gas was being taken out illegally from the tanker, which was on its way from Delhi to Ludhiana.

The police has registered a case against the driver and some unknown persons under Sections 3 and 4 of the Explosives Act and Section 436 of the IPC.

A blast did not occur in the tanker as most of the LPG had already been taken out.

Nigam makes it simple: Power applicants needn’t give affidavits now

In order to make its consumer interface more friendly, the Uttar Haryana Bijli Vitran Nigam has simplified the procedure under which applicants will not be required to submit affidavit(s) for various types of services.

They will have to submit a ‘self declaration’ instead of an affidavit for getting the services from the nigam.

Giving details, a spokesman said here today that the applicant(s) seeking new connections would be required to give an undertaking that no defaulting amount stood against the premises.

Similarly, a declaration for getting independent feeders regarding no exclusive right over high tension line would be entertained.

He said the condition of submission of declaration for shifting of lines from rural to urban, self-execution of works, installing meters at the gate of the premises, building up of the total sanctioned load within six months, surety bond at the time of release of connection, to abide by the terms and conditions by the nigam, age of the new connection seeker, etc had been covered under the instructions. The spokesman said the warranty clause with respect to the distribution transformers installed under the self-execution of works scheme, the Bureau of Indian Standards/ISI marked pump sets, capacitors, MCCB, etc would be entertained through declaration.

The decision of entertaining declaration would also be applicable for obeying Clause 29 of the Arbitration Act for appealing to the nigam before going to the court, to obey the power cut/load restrictions and to maintain power factor, he added.

He said new connection seekers as well as the existing consumers would be benefited by the decision of the nigam.

The self-declaration would bear the same legal sanctity as the duly sworn affidavit in a court of law.

Bad roads proved fatal for 124 this year

The poor condition of roads in the district has proved fatal for as many as 453 persons in two and a half years. Of them 124 have died this year.

Besides, 776 persons were seriously injured and 1,229 accidents had taken place in the past two and a half years due to poor condition of roads and wild growth of trees along the roads in the district.

Realising the loss for the first time, the administration and the police today launched a joint operation and identified 28 accident-prone points in the district.

They have directed the authorities concerned to immediately repair the roads.

Over 10 accidents had taken pace at these accident-prone places in the past one year.

The condition of roads has been deteriorating as it witnesses a heavy flow of vehicles due to two industrial towns — Yamunanagar and Jagadhri — besides the mining work.

A large number of heavy vehicles ply on these roads.

Besides, trucks carrying sand and stones beyond their designated capacity from mining sites in Yamuna and other seasonal rivulets have caused much damage to the roads.

As a result, NH-73A, state highways and internal roads in the four assembly segments are in a poor state.

Deputy Commissioner Amit Kumar Agarwal along with SP Vikas Arora in a meeting here directed all officials concerned, including the PWD (B&R), national highway authorities, municipal councils and the forest department, to repair and maintain roads on priority basis.

The forest officials were also instructed to cut trees along the roads. After two weeks, the DC along with the SP will visit all accident-prone points to evaluate work done.

The need to repair and maintain the roads was felt keeping in view the rise in the number of accident cases in this year.

This year, in 322 accident cases, 124 persons were killed and 198 persons seriously injured, while in 1998 in 455 accident cases, 165 persons were killed and 290 persons were seriously injured and in 2007 in 452 accident cases, 164 persons were killed and 288 were seriously injured.

23 lakh tonnes of paddy lifted

Over 23.66 lakh metric tonnes of paddy arrived in the mandis of Haryana so far and the whole of paddy has been purchased either by the procuring agencies or by millers.

Stating this here today, a spokesman for the Food and Supplies Department said of the total arrival, over 19.09 lakh metric tonnes of paddy had been purchased by various procuring agencies and over 4.57 lakh metric tonnes of paddy by millers and dealers.

He said over 7.64 lakh metric tonnes of paddy had been purchased by Hafed, whereas the Food and Supplies Department had purchased over 7.24 lakh metric tonnes, Agro Industries over 1.96 lakh metric tonnes, Confed over 1.47 lakh metric tonnes, Haryana Warehousing Corporation 60.128 metric tonnes and the Food Corporation of India 16.621 metric tonnes.

He said Kurukshetra district was maintaining its lead in paddy arrival, where over 7.34 lakh metric tonnes of paddy had arrived in the mandis, followed by Karnal district, where over 4.52 lakh metric tonnes of paddy had arrived in the mandis.

Kaithal district had recovered an arrival of over 2.88 lakh metric tonnes of paddy, Fatehabad over 2.49 lakh tonnes, Ambala about 2.33 lakh metric tonnes, Yamunanagar 1.49 lakh tonnes, Sirsa 70.098 lakh tonnes, Jind 60.019 lakh tones, Panchkula 33.559 lakh tonnes, Panipat 50.927 lakh tonnes and Sonepat 18.953 lakh tonnes.

The spokesman said of the total arrival of 84.780 lakh metric tonnes of bajra, 74.032 lakh metric tonnes had been purchased by various procuring agencies at minimum support price of Rs 840 per quintal and the rest 10.740 lakh metric tonnes of bajra had been purchased by traders. — PTI

Haryana Governor Jagannath Pahadia administered oath to Capt Ajay Singh Yadav as pro tem Speaker of the assembly here this evening in the presence of Chief Minister Bhupinder Singh Hooda.

Yadav is the seniormost member of the House, having won the Rewari seat six times in a row.

Yadav will administer the oath of office to newly elected members of the assembly at the first sitting of the House on October 28. He will also conduct the election of Speaker the same day.

Nabard sanctions Rs 98.32 cr for irrigation

The National Bank for Agriculture and Rural Development (NABARD) has sanctioned Rs 98.32 crore for Haryana under Rural Infrastructure Development Fund (RIDF).

The NABARD has sanctioned loan for 28 irrigation works for better water management and increasing intensity of irrigation.

The project implementation is expected to benefit 0.43 lakh hectares and generate about 18.05 lakh mandays of non-recurring employment and around 1998 mandays recurring employment on completion, it said.

With this sanction, the NABARD has sanctioned RIDF loan of Rs 343.37 crore till date during 2009-10.

The total RIDF assistance sanctioned to the Haryana under the RIDF, since inception of RIDF in 1995-96, has now reached at Rs.2421.03 crore, it said. — PTI

Ditched by partner, woman commits suicide

A woman committed suicide by consuming poison here today after allegedly being cheated by her partner, who promised to marry her but did not keep his word.

Kamana, a resident of Saharanpur in Uttar Pradesh, had lost her husband a few years ago after which Raj Kumar, a resident of Khatauli in UP, promised her family that he would marry her. The victim’s father, Nihal Chand, told the police that Raj Kumar brought her along to Panipat about two years ago and kept her with him on the pretext that he would marry her soon.

The two had a heated argument after which Kamana took poison.

The two were staying in the New Housing Board Colony here in a rented accommodation. While Raj Kumar worked as a contractor in the Electricity Department, Kamana used to work in a private company in Delhi.

The police said Raj Kumar took Kamana to a hospital where he got her admitted on a fake name and disappeared. The woman died soon after.

Haryana’s failure to file reply to a PIL, despite three opportunities has cost it dear.

Taking up a petition seeking directions against the release of highly polluted water in the green belt of Gurgaon’s Sector 46, the Punjab and Haryana High Court has slapped a fine of Rs 5,000 on the Haryana government.

As the matter came up before Chief Justice Tirath Singh Thakur and Justice Mahesh Grover, the petitioner counsel submitted, due to dirty water collected in the green belt, the residents living in nearby houses were exposed to all sorts of diseases. In fact, the association wondered as to why HUDA, which charged so much in the name of development, failed to ensure pollution-free environment.

The multimedia and editing lab of the mass communication department of Guru Nanak Girls College was inaugurated on the occasion of the birth anniversary of Guru Ram Dass here today.

It was inaugurated by the CMD of the Valley Iron and Steel Company, New Delhi, Rakesh Bindal, accompanied by the Jathedar of the Takht Shri Keshgarh Sahib, Tarlochan Singh, here.
