HC raps bank for not advertising zero-balance a/c schemes

The Delhi High Court has pulled up the state-run Punjab National Bank for not publicising its various zero balance account opening schemes to the public and directed it to publicise such offers at the earliest.

First online CNG station opened in Noida
Noida, October 24 Noida has got its first online CNG station. This also happens to be the third CNG station in the city, and is connected to the main station in Sector-53. It has been opened in Sector-62 at the Hindustan Petroleum Corporation Limited (HPCL) petrol pump.

DDA Housing Scam
Absconding realtor in police remand

The Economic Offences Wing of Crime Branch, Delhi police, today claimed to have taken a property dealer, Rakesh Boyet, on police remand in connection with the DDA scam.

The suspect was in judicial custody in a torture and death case of his wife. During investigation, the police came to know of his involvement and thereafter he was taken on police remand through the court.

The police found that Rakesh Boyet had given Rs 4 lakh to M. L. Gautam and also given Rs 9 lakh through his partner Raju Ram. He was aware of the entire scheme and had actively participated in it. Boyet was in judicial custody in some other case.

According to the police, Rakesh Boyet, went underground soon after the DDA scam became public. Consistent efforts were made to apprehend him, but he continued to evade arrest. Proclaimed offender proceedings were also initiated against Boyet and proclamation notice was issued from a city court.

Boyet had also been facing trial in another case of torture and death of his wife. The in-laws of the accused came to know about his being an absconder in the present case through his proclamation notice published in the media.

Boyet was spotted by his in-laws on October 15 near Rohini Court and handed over to the local police. Later, he was lodged in judicial custody. The EOW got his production warrant issued in the DDA housing scheme case and took the suspect on police remand, the police said.

Besides, the EOW had earlier arrested Laxmi Narain Meena, Deepak Kumar, Mithan Lal Gautam, Raju Ram, Vijay Pal, Surender Singh, Jeet Ram and Vijay Kumar Verma in the case.

College told to refund Rs 5-lakh donation to student

Despite a ban, colleges are demanding donations from students for admission. Admission norms framed by Uttar Pradesh Technical University are also being flouted in open.

When the university questioned the admission of a student in a college here, the student had to file a plea in the high court to get back the amount of donation he had paid.

The high court had ordered the district administration to recover the donation amount from the college.

The administration had attached the movable property of the college and dumped it in tehsil office compound. Two Maruti vans, one Ambassador car and one mini bus has been attached by the district administration.

According to SDM, Sadar, Vishal Singh, Manish had taken admission in B Tech-II in Priyadarshani College, Greater Noida, during 2008-09. He had passed B.Sc-I, thus, was admitted in second year directly.

According to the norms, student should obtain at least 60 per cent whereas he had obtained only 56 per cent. The college had allegedly taken a bribe of Rs 5 lakh from him for admission.

When the student was declared ineligible for taking the examination, the college had returned his fees but donation money was not refunded.

The student had filed a petition in the high court in July, 2009, to get the money back.

According to the SDM, the high court had given the verdict in favour of the student and ordered the administration to recover Rs 5 lakh from the college.

Dengue spreading in Noida; one dead

Viral and dengue fevers are spreading rapidly in Noida, with the number of patients having crossed the 200 mark. One person has died of dengue in Sector-22.

The concern was echoed by Dr Raj Rani Kansal, chief medical superintendent of the government hospital. Kansal said a large number of viral patients were trooping into the district hospital everyday.

According to her, the hospital thoroughly examines every patient before recommending any test.

The CMS said that she had written to all hospitals in the district to send data pertaining to patients suffering from diseases like dengue and viral fevers.

Meanwhile, the district magistrate said he had asked the CMS to start a campaign to educate people about dengue.

In Kailash Hospital alone, the number of dengue patients has crossed 100.

Similarly, Dr Rajiv Garg, ESI hospital physician, said that over 300 patients with dengue-like symptoms were coming to his hospital daily. Out of them, platelet counts of 30 patients were found to be deficient.

Dr Ajay Purang, Metro Hospital, said his hospital was treating over two dozen patients with dengue-like symptoms.

The chief medical officer of the district Dr. M.L. Mishra said he had written to all hospitals to submit data about dengue patients and to get their samples checked by the National institute of Communicable diseases (NICD), New Delhi.

Dr. Sarika Chander said the symptoms of dengue were: slight temperature, body pain, vomiting, breathing problems and red rashes all over the body. The symptoms can be observed in a patient over three to five days.

According to experts, on sighting any of these symptoms, the patient is asked to take two tests— IGG and IGM. In case the results of the tests are positive, along with the treatment, glucose and medicines are given to keep patient’s blood pressure normal. If needed platelets are also infused into the patient. Normally, a patient recovers in 15 days, doctors said.

Dengue is spread by a special type of mosquito which breeds in clean water. So the water drainage system of the house should be kept in order. Also, insecticide, pesticides etc. should be sprayed regularly, advise doctors.

Spirituality helps check lifestyle ailments

This was also clear from the expert insights thrown during a symposium on “Science, Spirituality and Healing” organised by World Academy of Spiritual Sciences, Heal India, Cardiology Society of India and Escorts Hospital in the Capital.

Chairman and chief cardiologist of Escorts Heart and Research Institute and president of the Cardiological Society of India, Dr Ashok Seth, said, “Spirituality as a therapeutic modality has immense potential. Spirituality is as much about a disciplined, balanced approach to life as about the pursuit of things metaphysical. In its various manifestations, for example music and prayer, spirituality has been observed to have a considerable impact in terms of preventing diseases and promoting healing.”

Music is a great healer and enables to deal with stress, which is turn works wonders on the cardiovascular system.

According to Dr Mitchell W. Krucoff, director of cardiovascular devices unit at DUKE University, “Music, imagery, touch and prayer could act as useful adjuncts to cardiovascular care.”

The therapeutic impacts of yoga, which is hailed as a vital preventive healthcare intervention, can hardly be ignored, and during the seminar, Dr S.C. Manchanda, senior consultant cardiologist with Sir Ganga Ram Hospital and vice-chairman of World Academy of Spiritual Sciences, enumerated the benefits of a yogic lifestyle.

Going against the popular perception, spirituality is much beyond metaphysical speculations and ontological questions.

Devotees pray to sun god at Yamuna ghat

Singing religious songs and raising slogans like "Chhat Maiya ki jai", devotees thronged the Yamuna ghat at various places in the Capital today. The Chhat festival is a major festival of Bihar, but is celebrated with equal devotion in Delhi as well. This festival, which honours the sun god, is celebrated six days after Divali. It is a festival of prayer and propitiation.

A large number of devotees throng the ghats at Kalindi Kunj, Wazirabad, Geeta Colony and ITO bridge early in the morning to bathe in the holy river.

A few years back, Chhat Puja wasn't a big occasion in Delhi, but it has become a major part of the city's culture now.

Keeping in mind the fervour with which people celebrate Chhat Puja, the Delhi government this year had made special arrangements like erection of tents and lights at as many as 28 places, including ghats at the Yamuna at Kalindi Kunj, Wazirabad, Geeta Colony and ITO bridge.

A pundit offering prayers at the Yamuna ghat at the ITO bridge, explained, "The preparation for celebrating Chhat Puja starts two days before. The first day is known as 'nahaye khaye', meaning cleaning of house, bathing and eating; the next day is known as 'kharna' where devotees observe a daylong fast without having even a drop of water."

The pundit added, "On the day of Chhat Puja, devotees visit the water bodies. Standing waist-deep in water, they offer prayers to the setting sun god. Offerings of fruit and sweets are also made to the god and the next morning in the wee hours, people return to offer prayers to the rising sun."

Chhat Puja also includes a bit of entertainment, said Ashish Kumar, a native of Chappra, Bihar. He said, "Apart from the devotional musical programmes that are organized by the committees, Bhojpuri artistes also perform during the festival. It is the biggest puja for us."

Many cultural programmes, like 'Bhojpuri Sangeet Samaroh', play and jagaran, are also organised near the ghats on the occasion, organiser of the Purvanchal Chhat Samiti Munna Kaushik told The Tribune.

He said union human resource minister Kapil Sibal had yesterday inaugurated a 'kalash yatra' at Shakurpur in northwest Delhi in which 101 women participated.

Move on madrasa board rejected

The All India Muslim Majlis-E-Mushawarat (AIMMM) in a meeting here today rejected the union government’s proposal for Central Madrasa Board, saying that it would harm Islamic madrasas and religious education.

Maulana Mohammad Wali Rahmani, chairman of the Madrasa Modernisation Committee, said that the AIMMM had doubt that after creating the madrasa board, the government might destroy the religious system of education of Muslims. A few states like Bihar, Bengal and Madhya Pradesh already have this system for a few years. But now the madrasa system of education in these states has collapsed. Once this has been implemented on national level, the generations-old system of Islamic education in country will be finished,” he claimed.

He said that according to Sachar Committee report, only four per cent children of Muslims go to madrasas. The rest of children either go to school or they do not take education. Instead of making arrangement for education for 96 per cent children, the government shows its seriousness only for four per cent. It’s very surprising, he said.

A few years back when Arjun Singh was human resource development minister, a proposal was submitted to sanction Rs 750 crore to modernize madrasas. The proposal was accepted by the Planning Commission and a notification was also made in this connection, but so far nothing has happened.

Spokesman of the Mushawarat, Qamar Ilya said by raising an issue of madrasa board, it seemed that the government’s intention was to divert Muslims from the recommendations of Sachar Committee report.

Thank God, we’re back in Pragati Maidan, say designers

Fashion designers at the Wills Lifestyle India Fashion Week (WIFW) are heaving a sigh of relief as the venue for the 14th edition has been shifted back to the “good old and practical” Pragati Maidan.

The last edition was held at the Eros Intercontinental Hotel at Nehru Place to add a dash of luxury and to cater for “clean washrooms” for the buyers at the event, said Fashion Design Council of India (FDCI) president Sunil Sethi. But the multi-level set up at the hotel and lack of elevators did not go down well with the designers and buyers.

Jaya Prada walks for Ashima-Leena

Bollywood veteran Jaya Prada walked the ramp for designer duo Ashima-Leena here on Saturday, The actress said though she was nervous about the catwalk at first, she felt like a “queen” once she stepped on stage.

“I felt on top of the world while walking on the ramp. I was really very nervous initially, but once I was there I felt like a queen,” said Jaya after the show.

The 42-year-old actress, who featured in films like ‘Sharaabi’ and ‘Sargam’ and is an MP, didn’t look a wee bit nervous as she took to the ramp wearing a differently styled, multi-coloured and floral salwar-kameez.

Her hair was tied in a bun and ornamented with two real pink lilies.

Fashion designer Kavita Bhartiya is visibly happy with the arrangements. “Thank god we’re back at Pragati Maidan. We are so used to this place - it’s more spacious. That hotel concept was awful, it was really horrible,” she said.

According to Nandita of designer duo Hemant-Nandita, the present venue exudes more professionalism.“This place is professional. I am glad that the exhibition area is one huge hall where the buyers can see every designer’s outfits in one go rather than going to different rooms which was the case in the hotel last time.

There’s also young fashion designer Nida Mahmood who feels the event will be more business-oriented this season.

She said: “I agree that the Eros Intercontinental hotel offered more luxury in the sense that we had attached bathrooms to our stalls, but at the end of the day, it was all very chaotic. Going up and down the packed elevators was a pain. Whereas, here, I feel there is so much space and since all designers are exhibiting at a specific area, it will be a more business oriented .”

Leena Singh of Ashima-Leena duo agrees. She had a query from a London-based buyer at 10 am on the first day itself, owing to the visibility of each designer’s creations on a common platform.

Mahmood is also appreciative of the artistic installations that have been put up in and around the venue.

While there is a large cube of lights at one place, there is a metal figure of a man with a sewing machine at another. There are also enough seats as well as two separate exhibition areas for clothes and accessories, unlike in previous editions.

WIFW is being held here from October 24 to 28. A total of 110 designers and 175 buyers will participate in the event.

While 70 out of 110 designers have put up their stalls, the rest will showcase their collections on the ramp. — IANS

Destitute women given pension: CM

Delhi Chief Minister Sheila Dikshit today stressed the need of effective coordination between elected representatives, general public, non- governmental organisations (NGOs) and the government to establish maximum relevance of Mission Convergence (bhagidari).

Speaking at the concluding session of a three-day bhagidari workshop, the Chief Minister said that henceforth the district development committees would also contribute in streamlining the functioning of Mission Convergence.

About 250 persons, including officers of Mission Convergence, urban development department, food and civil supply department, health department, labour department, social welfare department, WCD department, welfare of scheduled caste and scheduled tribe department, education department, administrative reforms department and members of NGOs, participated in the workshop.

Dikshit stated that NGOs were the backbone of Mission Convergence. The NGOs had been working in tandem with government officials to make successful its welfare schemes, she said.

The Chief Minister said that it was because of help from various NGOs that the Ladli scheme of the government had been a great success. The sex ratio in Delhi had increased from 867 girls to 1,004 girls against 1,000 boys, she said.

Dikshit further said that under the scheme two surveys covering 42 lakh people had been conducted, 94 suvidha kendras were established, 16,000 women had benefited from medical camps, 47 welfare schemes had been rationalised and a comprehensive database on vulnerable people had been prepared.

The CM said that under the scheme, Delhi had started giving pension to destitute women, which was a first-of-it-kind scheme in the country.

Dikshit expressed confidence that Mission Convergence would go a long way in ensuring benefits to those people who had till now received no help.

HC raps bank for not advertising zero-balance a/c schemes

The Delhi High Court has pulled up the state-run Punjab National Bank for not publicising its various zero balance account opening schemes to the public and directed it to publicise such offers at the earliest.

A division bench of Chief Justice Ajit Prakash Shah and Justice S. Muralidhar rapped the bank and said: “Your chairman is answerable to every customer of the bank. You cannot shun your responsibilities.”

The court was hearing a petition by Kishore Kumar who wanted to know about the zero balance saving scheme of the bank but failed to do so despite various efforts.

“Have you ever advertised about such schemes to public via newspapers, TV, banners or hoardings? All public sector banks are functioning in the same old model,” asked the bench earlier this week.

The court ordered the bank to inform it by November 11 steps taken to advertise their schemes.

The court also quoted the example of Bangladesh where small micro-credit schemes are doing very well and also helping the people.

“Punjab National Bank is least concerned to publicise its zero balance account scheme for the past three years,” the bench said while asking the Punjab National Bank to provide all necessary information to the petitioner at the earliest. — IANS

Gang of vehicle thieves smashed

With the arrest of three suspects—Nikhil Shukla, Vishnu Chaudhary, Suraj Sharma—northwest district police today claimed to have busted a gang of autolifters.

The suspects belong to well-to-do families.  Nikhil is doing chartered accountancy course from ICAI, Vishwas Nagar. Vishnu has completed hotel management course recently and Suraj is studying in the 12th standard, the police said.

Three stolen motorcycles were recovered from their possession. Besides, two cases of auto theft of northeast and central district have been worked out. The suspects were arrested when the special staff of northwest district police had intensified the checking of auto thieves.

The police received information yesterday that three auto-lifters would come for delivery of stolen motorcycles at Alpana Cinema, Model Town. Thereafter, the police laid a trap at main road near the cinema. At about 8 pm, three young boys riding on three different motorcycles reached the Alpana Cinema parking. All three were then apprehended. 

The accused disclosed that they stole three motorcycles within the last 10 days to enjoy mall culture.

First online CNG station opened in Noida

Noida has got its first online CNG station. This also happens to be the third CNG station in the city, and is connected to the main station in Sector-53. It has been opened in Sector-62 at the Hindustan Petroleum Corporation Limited (HPCL) petrol pump.

“There are many advantages with an online station as compared to the booster station, the main one being that the gas is supplied continuously and at high pressure,” says Rajnish Mehta, deputy general manager, HPCL, after inaugurated the facility.

“As we open more stations, more people would convert their vehicles to CNG, which would in turn hike the demand for this clean fuel,” adds Onkar Nath, chief regional manager, Mathura division, HPCL.

In Greater Noida too, there are two CNG stations run by the Indraprastha Gas Limited (IGL). These are located at Surajpur and Kasna. The daily demand at Surajpur station is 18 metric tonne while it is 14 metric tonnes in Kasna, Nath said.

Delhiites urged to check mosquito breeding

With dengue registering its fatal mark yesterday claiming the life of a 15-year-old boy at the All India Institute of Medical Sciences, the health department urges Delhiites to ensure that mosquitoes do not breed in and around houses.

The Municipal Corporation of Delhi (MCD) has been visiting every house of the city and as of now, 60,000 houses have been inspected and defogged.

An official of the MCD said that the body had been conducting surprise inspections to contain the spread of vector-borne disease, and till date 6,724 people have been fined for not maintaining hygienic environment.

Missing boy’s body found

Ghaziabad, October 24
An MBA student of Sikkim Manipal University was kidnapped from Ghaziabad. His body was later found on railway track in Lucknow, the police said on Friday.

The police said Imran (22), a second year student of Sikkim Manipal University, had received a phone call on Wednesday at his house in Garima Garden. Imran told his father he was going to meet a friend and would return soon, but he did not come back. His father Noor Ali lodged a complaint with the Sahibabad police. — IANS
