One held, 4 booked for attacking Bhagwant Mann
Dappar, October 14 The police stated that the incident occurred when Mann was returning from New Delhi, along with his friend, in an Innova (PB-65-4000). The staff deployed at the barrier asked Mann to show the return ticket, which he said he had lost. When he was asked to buy a new ticket, he refused and told the employee to check the entry record in his computer. An argument between Mann and toll plaza employees took an ugly turn when the latter started thrashing the artiste. Mann got a deep wound near his left eye and was taken to a local hospital for medical treatment. In his complaint, Mann stated he had bought a two-way journey ticket on Tuesday morning. “On reaching the toll barrier, I told the toll employee that I had lost the ticket during the journey and asked him to check the entry record in his computer, but the toll employee called up the security supervisor,” he added. Mann alleged that the security in-charge and other employees started abusing him and soon heated arguments took a violent turn. He alleged that the security supervisor attacked him with a wireless phone and smashed his mobile phone on the road. A police official stated that after viewing the CCTV footage, it was clear that Mann was assaulted by toll employees. DSP, Dera Bassi, JS Khaira stated that after getting the information about the incident, the police team reached the spot and managed the situation. He said a case has been registered against security supervisor Milap Singh and four other toll employees. |

Procurement of paddy going smoothly: SDM

NH-21 Widening
Kharar, October 14 Lack of proper traffic navigation on the stretch adds to the woes of commuters, making it a Herculean task to cross the stretch. As per sources at the National Highway Authority of India (NHAI), the work is going on a war footing with an aim to complete the task by the end of August next year. However, the major bottlenecks in completion of the project are electricity poles, telephone poles and trees that have not been cleared away from the demarcated area. The NHAI had paid all these utility transfer agencies well in advance last year, but none of the agencies have executed their work completely. The Punjab State Electricity Board (PSEB) is yet to remove poles lying on the left hand side of the road while moving from Kharar to Chandigarh. Similarly, the forest department has not removed trees from many places. At few places, a JCB machine pressed into action to dig roads from sides ended up exposing the sewer pipes laid by the municipal council. It is learnt that the NHAI has written to the MC executive officer requesting proper laying in these pipes. “We are in constant touch with the respective departments and have written to them a number of letters requesting earliest redress of issues,” said XEN (central works division) Karnail Singh. He said to ensure smooth flow of traffic, one side of the road would soon be completed. |

PSEB signs pact for power purchase
Patiala, October 14 From the PSEB, member (Generation), GS Sra, signed the agreement, whereas, executive director Madhav Hari Sane, signed on behalf of M/s Green Planet Energy Private Limited. Sra disclosed that M/s Green Planet Energy Private Limited was setting up projects in villages like Manuke Gill, Moga (6MW), Binjon, Hoshiarpur (10MW), Deep Singh Wala, Faridkot (9MW), Ramiana, Faridkot (13MW) and Bir Pind, Jalandhar (10MW). Sra further said the scheduled date of commissioning of projects was November 2010. “But it is expected that couple of projects will be commissioned before the paddy season next year”, he revealed, while adding that these projects would use biodegradable waste and rice straw as fuel and hence would help in cleaning up the environment. “The problem of burning of rice straw in open fields will also be taken care of by using it as fuel for plants”, he told The Tribune. Sra further said the firm was going to set up nine more projects in 2011 having aggregate capacity of plants as 97.5MW. “The firm will be using the same technology and the PSEB will soon sign power purchase agreements for purchasing power from these project as well”, disclosed Sra. |

Fatehgarh Sahib: Health department officials today conducted special checking and raids in various markets of Fatehgarh Sahib to detect sale of spurious sweets. So far 10 quintal of sweets and khoya, which were found unfit for human consumption, has been destroyed by the department during the past few days in Fategharh Sahib. District health officer Dr Jagpal Singh said special checking was conducted at the godown of Bhola Sweets from where seven samples were taken. |

Case of the neglected house
Chandigarh, October 14 The four-kanal house, number 31, Sector 9, of the late senior advocate of the Punjab and Haryana High Court is falling apart, brick by brick; and the dispensary run during his lifetime needs a new lease of life. The educational and charitable objectives he wanted a Trust created by him to achieve remain in abeyance. Issueless Seth Bhagirath Dass had donated his library to the high court, while leaving property worth crores to the Trust on his death on April 25, 1989. But the property has been “plundered”. A Bench headed by Justice Mehtab Singh Gill, during a hearing, referred to the statement of an advocate, that asserted that the property of late Seth Bhagirath Dass had been plundered at Amritsar and his house in Sector 9 had been vandalized. “The doors, windows of the rooms, bathrooms and the electric fittings have been taken away by the vandalisers". A look at the house locked from outside is enough to reveal it is in shambles. Once a plush bungalow in pristine white, it is now littered with playing cards, plastic cough syrup bottles and other such stuff, suggesting that the premises is being misused. A nauseating stench billowing out of the garbage heap near the rear wall practically suffocates. Broken glass all over presents a desolate picture. The driveway has practically vanished under the thick undergrowth; weeds have smothered the once lush green carpet grass. The termite-eaten fence has not received fresh protection of paint, and a section of it hassimply vanished. But all this is about to change, with the Bench of Justice Adarsh Kumar Goel and Justice Daya Chaudhary today making clear their intention of having a “suitable arrangement for making the Will operative and functional”. |

HC orders removal of Sec 22 encroachments
Chandigarh, October 14 The Bench of Chief Justice Tirath Singh Thakur and Justice Mahesh Grover also asked the municipal corporation to file a detailed affidavit on its functioning. As the petition filed by the Sector 22 Welfare Association came up for hearing, the Bench observed since they were prima facie evidence that there were a large number of encroachments/obstructions in the corridors meant for shoppers visiting Sector 22-C and 22-D. As the encroachments had remained unnoticed by authorities concerned, they proposed to issue effective directions. The Bench added before doing so they would want the corporation to file an affidavit on the strength of the encroachment staff deployed in Sector 22. The corporation has also been asked to give the particulars of their designations and nature of duties. The Bench also asked the authorities concerned to furnish the details of challans for encroachments and the violation of the municipal byelaws since January 1 till date. The Judges also asked the corporation to tell whether the commissioner and the additional commissioner had ever conducted a spot inspection of the markets in the sectors to take stock of the conditions prevailing there. Before parting with the directions, the Bench asked the corporation to specify whether the law permitted the cancellation or resumption of allotment of such shops. The Punjab and Haryana High Court yesterday asked the UT Administration to expedite the process of filling up vacancies for the physically challenged. The Administration was also asked to explore the feasibility of relaxing the eligibility criterion for posts reserved for the physically challenged, where suitable candidates were not available. As the petition filed by the All-India Blind Employees Association against the Union of India, the UT Administration and other respondents came up for hearing, the Bench of Chief Justice Tirath Singh Thakur and Justice Mahesh Grover ruled that the UT Administration might endeavour to expedite the process of filling up the unadvertised vacant posts for the physically challenged persons, and also the process for appointment on those posts already advertised. The Administration may also examine whether there is any need for relaxing the condition of eligibility prescribed for appointment against various posts reserved for such persons for which either no application was received, or no candidate was found eligible. The Bench also asserted the Administration may examine the issue relating to the backlog of vacancies in promotion quota reserved for such persons and file the statement by the next date of hearing. |

Arms worth Rs 8.5 lakh stolen from gun house
Panchkula, October 14 According to the police, four pistols, two rifles, two revolvers and a gun were missing from the gun house. “The thieves broke into the gun house and took away a number of weapons. However, they didn’t touch the cash box containing Rs 5 lakh. It seems that their motive was to only take away the arms and the cartridges,” a police official said. IP Singh, owner of the arms company, said: “We had closed the shop around 6 pm on Tuesday. The next day, a tea vendor near the gun house informed us that locks of the main shutter had been broken. We immediately reached the spot and found that some guns were missing.” The SP, the SHO of the Mansa Devi Complex police station and other police officials reached the spot and inspected the gun house. Forensic experts and a dog squad also reached the spot of the crime and collected samples. The police has recorded the statements of the store owner and the employees working at the gun house. The police has registered a case under Sections 457 (house breaking by night in order to commit offence punishable with imprisonment) and 380 (theft in dwelling house) of the IPC in this regard. |

City golfer tops IGU merit list
Chandigarh, October 14 Karandeep consolidated his top slot by clinching the under-11 category title in the IGU Chandigarh Junior/Subjunior Golf Championship held on the par-72 greens of the Chandigarh Golf Club last week. Karandeep left his nearest rival 12 strokes behind as he overcame a three-stroke deficit in the opening round to emerge a clear winner. He started with a 17-over score on the opening day and followed it up with 12-over 84 scores on the subsequent two days to finish with a tally of 269. Aadil Bedi finished 12 strokes behind at 269. A regular at the CGA Golf Range under national grade A coach Jessie Grewal, Karandeep took to the game at the age of three and played his first IGU tournament two years later. But his first good achievement came in 2006 when he finished first runner-up, when just seven, in the CGA Chandigarh Golf Championship. He tasted victory one year later in the same tournament. Once Karandeep took to competitive golf there has been a spate of victories on Indian as also on US soil. His first win on the US soil came in 2008 when he won the Coastal Junor Golf Tour event in North Carolina, which was held at the Beau Rivage Plantation, Wilmington, in July. But this year he has been the winner in most of the events he has played. It started with the first Chandigarh Amateur Golf Championship in April. A month later, he won the IGU Karnataka Junor Golf Championship. In June he won three titles-- the IGU Lalit Suri Southern India Junior Golf Championship (Coimbatore), the 15th Albatross All-India Junior Golf Tournament (Panchkula) and the IGU Lalit Suri Northern India Junior Golf Championship (Panchkula). He also recorded two victories this year on the US soil. He first triumphed in the Coastal Junior Golf Tour event at the Lakes, Wilmington, and followed it up with another victory in the Coastal Junior Golf Tour (Advanced Championship) at the same venue in North Carolina. Besides heading the IGU merit list in his category, Karandeep also occupies the top slot in the merit list of the US Kids Golf in India. His craze for the game can be noticed during the practice rounds at the CGA Golf Range. Jessie Grewal, who is also the director of the Chandigarh-based National Golf Academy of India, says Karandeep is a natural golfer. "He enjoys the game. He plays for fun. And he takes that spirit into the tournament. That is how he overcomes the pressure of competitive golf", said Jessie, who has been grooming the child since the age of three. Jessie said the Karandeep is a good striker of the ball and is confident that the youngster will make it big one day. "Even at the age of three he had a natural flair of striking the ball", he added. |

Mohali, October 14 The runners-up trophy went to Modern School, Barakhamba road, New Delhi; YPS, Mohali, secured the third position and MNSS, Rai, were fourth. In the final match, YPS, Patiala won the toss and chose to bat. They made a winning score of 106 for all out in 38.1 over. The highest scorers were Gautam Jain (33 runs in 112 balls) and Jatin (12 runs in 28 balls). Ganeev claimed five wickets in 5.1 over and conceded only 10 runs. Jatin claimed three wickets in eight overs and gave away 43 runs. Both bowled one maiden over each. YPS, Patiala, won the match by 16 runs. Ganeev was declared man of the match. Modern School made a score of 90 for all out in 25.1 overs. Their highest scorers were Suvansh, who made 30 runs in 31 balls and Pragam, who added 26 runs to the score in 42 balls. Team effort lead APJ School to victory
Chandigarh, October 14 St Soldier team after electing to bat was bundled out for 59 runs in the allotted 20 overs. None of the batsmen could face the accurate and disciplined bowling of APJ team. The initial breaks on the batting were put by Sahil Sharma, who conceded only six runs. The fruits of his efforts were borne by Sartak (three for 11) and Aditya, Sarthak, Ashish and Karanveer, who took two wickets each. Only Sourish of St Soldier could reach double figures. In reply, APJ team faced some initial hiccups, but Sarthak (21n.o.) and Arshpreet (16 n.o) saw their team through in the ninth over.
