Robbery Case
Drugged by servant, ex-BSF DIG, wife battle for life

Hoshiarpur, October 2
A case of robbery in the house of a retired DIG of the BSF, Surjit Singh Malhan, by his domestic help by giving intoxicants to him and his wife Santosh Malhan has been notice by their relatives at 3 DC Road here today.

Both husband and wife were admitted to a local private hospital under critical condition and still unconscious till the filing of the report.

Tarlok Chand Sheel, brother-in-law of the retired DIG, said Surjit Singh Malhan (62) and his wife Santosh Malhan (55), who is serving as a teacher at Central School, Adampur, were living alone in their house. Their son Vijay Malhan, a computer engineer, was serving in Chandigarh.

Surjit Malhan had employed a Nepali boy, Bahadur, as a domestic help about 15 days ago and informed Sadar police station to get verified the credential of Bahadur. He suspected that Bahadur gave intoxicants in the food to both husband and wife last evening. When both of them became unconscious he took away valuables from the house.

He said Surjit Malhan and his wife were scheduled to go to Chandigarh to their son today. When they did not reach there, Vijay Malhan tried to contact them on their mobile as well as on their land line telephone again and again. When he could not contact them, he contacted him and asked him to go to their house to enquire about his parents.

When he went to the house, he found Surjit Malhan and his wife lying unconscious on their beds and Bahadur missing from the house. After informing Vijay Malhan about the incident he immediately shifted husband and wife to a private hospital and informed the police.

Vijay Malhan, who reached here, said all almirahs and lockers of the house were found broken. The actual loss could only be ascertained after his father and mother gained consciousness. But he is suspecting that Bahadur has decamped with all gold jewellery, three mobile phones and a purse of his father.

The police has registered a case under sections 381 and 338 of the IPC.

Ex-servicemen on CSD canteen location
Parmod Bharti

Nawanshahr, October 2
Activists of the district unit the Ex-Servicemen Welfare Association, led by Lt-Col Jernail Singh, submitted a memorandum to the District Sainik Welfare Officer, urging him to utilise the virtually abandoned partially-constructed building of Sainik Sadan at Sloh village for setting up a CSD canteen, equipping it with modern facilities, instead of disposing it of.

Copies of the memorandum have been submitted to the Governor, Punjab-cum-Chairman, Rajya Sainik Board, the Principal Secretary, Sainik Welfare Department, the Director, Sainik Welfare Department, and the Deputy Commissioner-cum-President, District Sainik Board.

Construction of Sainik Sadan was started in September 2006 at the nearby Sloh village. Sainik Sadan was to be constructed in about four kanals of land, housing the offices of the District Sainik Welfare Officer, CSD canteen, Sainik Rest House, ECHS Polyclinic, Sainik Vocational Training Academy, etc., in phases.

About Rs 22 lakh was spent on purchasing the land and Rs 35 lakh on the construction of Sainik Sadan.

But later, the construction work was stopped and the project was abandoned on the plea that the site was away from the district headquarters.

The District Sainik Welfare Office then got the land allotted near the Telephone Exchange here for Sainik Sadan.

A proposal to dispose of Sainik Sadan at Sloh was also made to raise funds for undertaking construction work at the new site.

Now, the Ex-Servicemen Welfare Association has mooted an idea that as the partially-constructed building of Sainik Sadan at Sloh is suitable for setting up an ultra-modern CSD canteen, it should not be disposed of.

Moreover, the Sainik Welfare Department would not be able to fetch lucrative price for the building.

“Presently, the CSD canteen is run from a rented building on Chandigarh Road here. It neither has adequate storage capacity nor requisite facilities like parking,” lamented Lt-Col Jernail Singh, adding that if the canteen was set up at Sloh, it could earn more profit as well as provide more facilities to ex-servicemen as it had adequate storage facilities, proper parking and was well-connected with link roads.

Moreover, the site can be used for setting up Sainik Vocation Training Academy, Community Centre, Old Age Home, etc., the association said.
