Kapurthala, October 1
In a significant judgment, District Consumer Disputes Redressal Forum, Kapurthala, quashed a Punjab State Electricity Board (PSEB) memo raising demand of Rs 1,25,498 on account of alleged electricity theft from consumer Madhu Bala, partner of Charan Singh Filling Station Gidderpindi village in Shahkot tehsil of Jalandhar district.

Forum President Paramjit Singh, its members Gulshan Prashar and Shashi Narang not only termed the PSEB memo null, void and contrary to the provisions of the Electricity Act 2003, but also directed the PSEB to pay compensation of Rs 3,000 for mental agony and harassment caused due to deficiency in service on their part.

In a six-page judgment on September 18, the Forum further directed the PSEB to pay Rs 2,000 to the complainant as cost of litigation within one month from the receipt of copy of this order.

In her complaint, Madhu Bala alleged in her complaint that the PSEB officials used to visit their filling station expecting free refill of petrol and diesel for their vehicles. But when refused, the officials threatened to teach her a lesson.

The complainant further said some PSEB employees came to the filling station on July 27 this year when none of the representatives of the complainant was available there. They removed the electricity meter and took away the same in their bag by replacing it with a fresh meter.

Neither signatures of any representative of the complainant was obtained nor any notice in writing was given at that time, the complainant said, adding that some PSEB officials came to the site two days later and disconnected the electricity supply without citing any reason.

The representative of the complainant visited the PSEB office and asked for the reason of disconnection but no concrete response was given, the complainant added.

The complainant further stated that she was shocked to receive a memo number 824 on August 3 in which she was asked to deposit Rs 1,25,498 on account of theft of electricity to allow the reconnection of supply. The PSEB demand was illegal, arbitrary and against rules and regulations, the complainant stated.

Tribune News Service

Jalandhar, October 1
It’s good news for 72 villages in the district that would be provided potable water at a cost of Rs 25.50 crore. Jathedar Mahla Singh, Zila Parishad Chairman, said the funds would be provided under a World Bank scheme.

So far eight villages have been covered under the scheme at a cost of Rs 2.63 crore and work is under various stages of completion in many other places, he added. In addition to this, five villages will get an underground sewerage to check the pollution level in the countryside.

The scheme also provides for upgradation of existing water schemes that do not meet the increased needs of the villages. The panchayats can pass a resolution to this effect and give a proposal to the Water Supply Department and would have to foot 10 per cent of the total cost of the upgradation.

The amount is being charged from the villages so that they treat the scheme as their own and take good care of the equipment, he added. He also urged the officials of the department to create awareness about the scheme so that the maximum number of people benefit from the project.
