14 trucks impounded for evading sales tax
Kharar, September 4 During its operation, which lasted till 5 am, the team managed to confiscate 14 trucks and arrested their drivers and cleaners. However, one driver and a cleaner fled from the spot. The battalion informed the excise department that imposed penalty on the truckers. Each truck was fined around Rs 1 lakh for evading tax. This was for the first time that no official of the sales tax department was involved in the operation. Commandant Mandeep Singh said there were 36 sales tax barriers in Punjab and each barrier had 5 to 7 alternate routes through which trucks carrying goods evade tax. Out of the 14 trucks impounded today, 11 belonged to Sat Kartar Group, Mandi Gobindgarh and three were of Dilpreet Transport, Mohali. All trucks were carrying scrap from Delhi to Mandi Gobindgarh, where iron was to be extracted from it. While few trucks were parked at Majat police post, the rest were taken to Patiala. The director general had held a coordination meeting at Shambhu barrier, Rajpura, on Wednesday, wherein he had emphasised the need to put a full stop on tax evaders. Sources said while sales tax officials had blamed cops of causing corruption and being hand-in-glove with the transporters, the cops refuted saying that it is the excise and taxation officer that is in-charge of a sales tax barrier and not a cop. Cops had pointed out that taxation officers played a major role in tax evasion. Even the transporters did not hesitate from flexing muscle power and money to get their consignments passed without paying tax. |

Body found near
railway track
Dera Bassi, September 4 According to the railway police, they got the information around 11 am that the body was found near the railway track. The police reached the spot and took the body into their possession. The police said the deceased might be a migrant labourer. The body of the deceased has been kept at a mortuary in the civil hospital, Dera Bassi, for identification. Inquest proceedings under Section 174 of the CrPC have been started, the police added. Kulwant Rai, a resident of Balongi, died after succumbing to injuries at the Ivy Hospital in Sector 71 here. The victim was a pillion rider on a scooter with his brother, Rakesh Singh, when they were hit by an auto-rickshaw. An unidentified man died after succumbing to injuries at GMCH-32, Chandigarh. He was found lying unconscious under the mysterious circumstances at Baltana on Thursday evening, the police said. According to the police, they got information around 7 pm by passersby that a man in his mid-thirties was found lying unconscious on the Choice Resort road in Baltana on Thursday. The police reached the spot and rushed the man to GMCH-32 where he succumbed to his injuries. |

Cop gives abductors the slip
Kharar, September 4 The incidence took place around 9.30 pm when Raghubir was deployed at Balongi sales tax barrier. He signalled a truck to stop for taking the tax collection. Instead of stopping, the driver of the truck zoomed past him. As per the FIR recorded at Kharar police station, Raghubir took lift from a passing by motorcyclist and followed the truck. After crossing the first roundabout, Raghubir again signalled the truck driver to stop and tried to get on the moving vehicle. He told the police that four men inside the truck pulled him into the vehicle. The truckers talked amongst themselves that one Soma Veera of Phagwara had asked them not to pay any tax, even if it meant attacking or killing someone. Raghubir told the police that truckers were also talking about a person named Ashok. Later, after crossing four traffic light points, the truck slowed down and the cop managed to jump off the vehicle. Before jumping off, he managed to lay his hands on some documents in the truck and a mobile phone of one of his kidnappers. The police has booked a case against four people, including Ashok and Soma, under Sections 307, 364, 186, 323 and 353 of the IPC. Later, the

Pay scales: JEs stage dharna
Patiala, September 4 Council patron Sukhdev Singh and general secretary Davinder Singh said electricity was a basic necessity like water, health and education, which the state government and the Central government should provide to all sections of society at affordable price. All vacant posts of JEs must be filled up immediately in the interest of the power supply system and consumer service. The council also demanded pay scales and allowances for the JEs should be commensurate with their duties and responsibilities in the PSEB. The council further said the state government immediately reviewed its policy with regard to unbundling of the Punjab State Electricity Board in view of the recent decision of the Appellate Tribunal for Electricity, the highest dispute redressal forum for electricity laws, which held that it was not mandatory to unbundling the Punjab State Electricity Board to separate distribution, transmission and generation under the Electricity Act, 2003. Council senior vice-president RK Choudhary emphasised the immediate need for internal reforms in the existing vertically integrated structure. |

Banur, September 4 Balkar said he was ready to donate his land, which was situated adjoining the highway in Haryana for the cause of Punjabi language in Haryana. “I am a keen learner of Punjabi. To learn more about the language, I have decided to take admission in a crash course in Punjabi University but got disturbed over the sorry state of affairs on the campus,” said Balkar Singh. After going through the tantrums of the officials at the university for nearly one month, Balkar offered to donate the three acres of his land for the promotion of Punjabi. He also apprised the Vice-Chancellor of the matter. He also alleged that the university authorities refused to offer him a hostel and charged him fee under the NRI quota but gave him admission in the other state category. |

Dera Bassi, September 4 The police said residents of Kuranwala village approached the police after seeing the photograph of the boy in newspapers and stated that Ritik was the son of Sanju, a resident of their village. The police reached the village and enquired the family members about the incident. Ritik’s stepmother Sunita claimed that his father Sanju was on his way to Kanpur to drop his son at his grandfather’s house but lost him at the Panipat railway station on August 28. She said his father returned home thereafter and had been in a state of depression. The police said the Panipat railway police had taken the parents of the boy to Panipat for further investigation. |

Five acquitted in murder case
Ropar, September 4 District and Sessions Court acquitted all five accused due to lack of evidence. The sixth accused, Satpal Singh alias Pala of Doom Chheri village, had died during the course of trial. The Morinda police had booked the accused last year on the complaint of Rajinder Singh from Harnauli village for murdering Gurjinder Singh from Rattangarh village. In his complaint to the police, Rajinder had alleged that Gurjinder was kidnapped near Gopalpur village. His body was thrown into a canal after killing him. Acting on his complaint, the police had booked Gurmeet Kaur from Gopalpur, Sukhwinder Singh, Gurtej Singh Kala, Gagandeep Singh and Satpal Singh Pala, all residents of Doom Chheri village, and Avtar Singh from Badhwali village. |

2 bikers killed while dodging potholes
Bassi Pathana, September 4 As they reached near Bassi Pathana bus stand they tried to manoeuvre around the big potholes on the road and got hit by a speeding truck. While one of them died on the spot, the other was critically injured. He was rushed to the PGI in a precarious condition, but died on the way. Numerous complaints have been lodged for plugging these potholes as there have been several instances of accidents earlier also, but the authorities turn deaf ears. The residents here have demanded action against the authorities of the PWD. |

Patiala, August 4 Bikramjeet Singh, tax recovery officer of the income tax department, said Lakhwinder, owner of Lakhwinder karyana store, had arrears of Rs 4.5 lakh with regard to assessment year 1993-1994. The department has attached the house of the defaulter. He said several notices had been served on Lakhwinder but he had failed to respond. He said with a view to effecting recovery of the defaulting amount, the department, with the help of the police, arrested Lakhwinder from his business premises at Patran. |

Bassi Pathana, September 4 According to police, the victim identified as Hardit Singh (30) was working in the field of Paramjit Singh when tried to open the iron gate installed at tubewell got electrocuted. His body was burnt and he died on the spot. SHO Surjit Singh Dhanoa said the wire connecting to the meter might have developed some crack and was touching the iron gate.

Chandigarh, September 4 The complainant, Naresh Malhotra, had applied for a home loan at 9 per cent interest per annum at floating rate. The loan was sanctioned on May 31, 2005, and disbursed on June 8 and was to be repaid in 180 EMIs comprising principal and interest. The EMI chart supplied by the company showed that from January to July they would charge 9 per cent interest, but immediately after the disbursement of the loan they increased it to 9.5 per cent, 10 per cent per annum after April 2006, 11 per cent after July 2006, 11.5 per cent after January 2007 and 13.5 per cent after April 2007. In order to ease the pressure of the increased rate of interest, Rs 40 lakh availed from GE money was deposited with the company in September 2006, but after the receipt of the same, the company increased the EMI to Rs1,38,350 and reduced the EMIs from 180 to 93. The complainant made several representations to the company and he received letters offering him 10.5 per cent interest with nil switch fee, which was accepted by him. But he was charged 11.25 per cent and was informed through a letter that from October 1, 2008, the interest would be 12 per cent. Frustrated, he decided to prepay the entire loan, but the company demanded prepayment charges of 2 per cent. In its reply, the company pleaded that the complainant opted for the loan facility at the adjustable interest/floating rate. It was submitted that the charging of interest was as per the loan agreement and the loan was sanctioned at 9 per cent but since the FRR was increased by 0.50 per cent on June 15, 2005, the applicable rate of interest was changed to 9.5 per cent. However, as a gesture of goodwill, the EMI was kept intact and the tenure was changed. |

Kidnapping accused acquitted after 9 years
Panchkula, September 4 Additional District and Sessions Judge Sanjeev Jindal, while pronouncing the orders, said the prosecution failed to bring evidence against Kashmir Singh. The incident dates back to October 24, 2000, when more than a dozen persons kidnapped Himanshu, a student of Class XII, near his house in Sector 8 when he was on his way to school, along with his 16-year-old sister Bhawna around 7.30 am. Both the children, in an attempt to escape, rushed in the house of one of the neighbours. However, the kidnappers, numbering about 13, barged into the house and had a scuffle with the inmates before taking him forcibly in a Tata Sumo. One of the kidnappers was identified as Lakhwant Singh alias Lakhu by Surinder Kumar, father of the victim. Explaining the motive behind the kidnapping, he said he owed the man Rs 3 lakh, out of which he had already paid Rs 2 lakh. Himanshu, however, was released the next day by his kidnappers near Guhla in Kaithal. The police had registered a case against three accused under Sections 364 (kidnapping in order to murder), 452 (house trespass), 506 (criminal intimidation), 323 (voluntarily causing hurt) and 120-B (criminal conspiracy) of the IPC. |

Bail plea rejected in cheating case
Chandigarh, September 4 The court of Chief Judicial Magistrate J Sidhu dismissed the bail plea of Harnek Singh, a resident of Mohali, who had been allegedly named as the prime accused in the NRI Tara Singh’s property case. The UT Vigilance Department had arrested GS Sawhney, a lawyer, his munshi Harnek Singh, in the cheating case involving UT estate office officials for allegedly transferring the showroom of the NRI. The court dismissed his bail application on the grounds that the investigations in the case were still on and co-accused were yet to be arrested. The court also stated that the offence was of serious nature and thus the bail could not be granted. Harnek had allegedly got the sale deed of Tara Singh registered. Three others accused, Tara Singh’s tenant OP Mittal, his brother Jaswant Singh and UK-based lawyer JB Singh, are still at large, said sources. Tara Singh, a UK-based NRI, had lodged a complaint with the UT vigilance department alleging that the accused along with UT estate office officials had cheated him. Tara Singh had engaged the accused in good faith for getting a showroom-cum-flat in Sector 8 transferred in his name after his father’s death. |

Retired SP ‘assaults’ wife
Mohali, September 4 In a complaint lodged with the police, Maninder Kaur alleged that when she objected to the presence of a woman, Manjeet Kaur, in the house, she was assaulted by her husband. The Punjab Police gunmen given to the retired SP also threatened to eliminate her. Sidhu was having three cops, head constable Parshotam Lal, Rajat and Amit Kumar, both constables. Talking to The Tribune, the NRI woman said she had earlier lodged complaints with the DGP in this regard, but nothing came out of it. Countering her statement, Sidhu, while levelling allegation against her, in his complaint to the police said after returning from the USA she started abusing him and threatened to book him in a false case. On the basis of a complaint lodged by the woman, the Mohali police has got a medical examination done and proceedings under Section 323 of the IPC have started.
