Farmers demand free power

Haridwar, June 5
With more than 60% of the nation’s population depending on agriculture in one way or the other, it’s imperative that the farming community be given assistance in every possible manner. Instead, farmers have to take the route of agitation to get their problems noticed.

In this regard, farmers, under the aegis of Bharatiya Kissan Union (BKU), today questioned the state government’s decision of not providing free electricity for irrigation purpose.

National president of BKU Chaudhari Bhullan Singh cited examples of other states that provide free or low-cost electricity to farmers for irrigation purpose.

“Various states like Tamil Nadu, Karnataka, Andhra Pradesh and Punjab provide free power to farmers, but that’s not the case in Uttarakhand and Uttar Pradesh. Both governments should take a decision in this regard otherwise farmers will perish or will have to come out on roads,” said Chaudhari.

Uttarakhand BKU chief Dharam Pal Singh Rod said the government seems to be oblivious to the plight of farmers except when polls are around. “Whether its plain areas or hills, the condition of farmers is miserable,” he said.

National general secretary of BKU Chaudhari Katar Singh was louder in his protest.

“Where there is non-availability of canal water, farmers have no option but to arrange irrigation tools themselves. From motor pumps, electricity connections to digging of wells, farmers do it all. This should rather be done by the state government.”

Those who addressed the gathering included convener of BKU Ch. Lach Ram (Manakpur), national vice-president Ch. Jay Karan Singh, national secretary Prem Chand Tyagi, Uttar Pradesh party chief Brij Kishore Yadav, state vice-president Pramod Chaudhari, among others.

Notably, this is the second Kissan Mahakumbh in Haridwar within a span of just five days. On June 1, a Kissan Mahakumbh was organised by the Bharatiya Kissan Union (Ambawat) group and various demands of the community were discussed.

Roorkee, June 5
As if the current heat wave and unbearable humidity was not enough, the misery of residents here has been compounded by unscheduled power cuts. Even as the scorching sun has forced most of the residents to remain indoors, the untimely and long power cuts, especially at noon, have added to the problems.

Although the situation was better during the Lok Sabha elections last month, as soon as the polls ended power cuts become the order of the day once again.

Lashing out at the electricity department, Avinash Kumar, a local businessman, said, “The power cuts have made our lives hell. The timings that the department has chosen for the cuts are very wrong. Every day, the cut starts at around 10.30 am and lasts till 2 pm. In the evening, power remains suspended for two to three hours. It is very difficult to run our businesses this way.”

The power cuts have also affected the government works as most of the government offices wore deserted looks for the last two days. “How can one work while sitting in a closed room without power,” said a government employee on condition of anonymity. Another localite Kailash Chander, a resident of Chanderpuri, said, “It is very difficult to understand why these people (electricity department) have chosen the afternoon for cuts when electricity is needed the most. They should suspend power during the wee hours when the weather is cooler.”

And like each time, the answer of Uttarakhand Power Corporation Limited (Roorkee) officials was the same. “We are not getting adequate supply from the main grid, which is the main reason behind the power cuts,” said a senior official of the electricity department.

Now, with the extension, small and micro units being run by entrepreneurs from the state will continue to enjoy interest subsidy and incentives for getting ISI and ISO certification and patents.

“Now, units coming up after March 31, 2010, will also be able to avail the policy support,” said Pankaj Gupta, president of the Association.

ADB to assist water pipeline overhaul

Dehradun, June 5
The old water supply lines in the city are expected to get major overhaul in order to lessen water loss that is between 30-40 per cent and exceeds even the limits set by the Asian Development Bank. Inefficient network hydraulics and old pipes supply networks are also posing a problem leading to leakage that is difficult to locate.

As the supply arrangement exists in the city, the northern part of the city is supplied water through gravity, the central part also through gravity and pumping while southern part gets water supply through pumping.

Unequal intra-city distribution is one of the major problems being faced in the city due to which several localities are facing acute water shortage and even complained about the water contamination.

“We have adequate supply of water and requirements for the city have been planned till the year 2040, but we need to concentrate on the supply and storage aspect which is faulty, in assistance with the Asian Development Bank (ADB). The entire supply network that is old and was laid during the British period overhauled in the city part. There has been wear and tear in the pumping system and distribution system too is faulty.

An ADB study had also pointed out that losses should be not more than 15 per cent,” said RN Verma, managing director, Peyjal Nigam.

The ADB is providing financial assistance to the tune of Rs 9 crore for changing the 14 km-long pipeline-Bandal riverhead works. The work by the Jal Sansthan would commence from July,” said VK Sinha, general manager (HQ), Jal Sansthan.

Through the pipeline 20 mld of water was supplied but now the supply is reduced to 7 mld.

There has been breakage and leakage in the pipes connected from the Bandal riverhead works (Raipur) right till the Water Works Department at Dila Ram Bazar. An 18 inches and 14 km pipeline would be laid during the overhaul.
