It was sheer scientific approach of the Dehradun police that helped the police crack the murder case of 19-year-old Anshu Nautiyal within hours of the crime.

The police not only solved the case but also managed to arrest the suspect Praveen Chawla.

When the cops found Anshu’s mutilated body yesterday, it appeared to be a tough case. Massive protests by the family members of the victim and the students mounted more pressure on the cops. But by Monday night, police officials did a good job and solved the case besides arresting the accused.

Unfolding the entire story as how to the police cracked the case, IG (Garhwal) MA Ganapathy said that on the basis of the letter recovered from Anshu’s scarf, they started investigations.

He added that the police also engaged the services of handwriting experts. He added that the experts not only confirmed that it was Anshu’s handwriting in the letter but also revealed that the letter was written under some kind of stress.

“Policemen went to the house of the person who was named in the letter. During questioning, he revealed that he had refused to marry his daughter to one Praveen Chawla.

Since that day, Praveen has been sending threats through SMS,” he disclosed.

Ganapathy said that during investigation, it came to light that the suspect Praveen Chawla works in a book shop in Paltan Bazaar, which is located near to the STD-PCO where Anshu was working.

Thereafter, the police raided the Lunia Mohalla residence of Praveen. During the search, the cops found a register.

The torn ends of the letter in Anshu’s scarf matched with one of the pages torn from the register.

“This established that the paper on which the letter was written was from Praveen’s register. Then, Praveen was taken into custody for questioning,” he said.

During interrogation, Praveen confessed to his crime and narrated the entire story. The police claimed that Praveen told them that the parents of his girlfriend (name not disclosed) humiliated him and refused to get their daughter married to him. So he decided to take revenge from them.

The policemen said that the accused was known to Anshu. “On May 23, Praveen requested Anshu to visit his home to meet his wife.

At around 10 am when Anshu went to Praveen’s home, there was no one. Later, Praveen asked her to write a letter failing which he threatened to kill her. A nervous Anshu wrote whatever Praveen dictated,” informed IG (Garhwal).

The policemen said that immediately after Anshu completed the letter, Praveen strangulated her and stuffed the body in a gunny bag. Praveen then kept the letter in Anshu’s scarf.

At around 3.30 pm, Praveen took the bag on a scooter and dumped it near the DM’s residence.

“The objective to dump the bag near the DM’s residence was to ensure that it got noticed as soon as possible,” said the police while adding that from Praveen’s point of view, it was a well-hatched conspiracy to frame an innocent family in a murder case.

The suspect will be produced in court on Wednesday, according to police officials.

Powerless, residents pour on to streets

With severe paucity of potable water and power cuts being the norm of the day today, residents of Haridwar came on to the streets to protest.

They were demanding instant restoration of water and power supply. They demanded the resignation of the state’s water-irrigation minister Matbar Singh Kandari and local legislator Madan Kaushik.

The protesters from different colonies got support from the Mini-traders Association and Anti-Corruption Committee.

They gathered at Lal Taura bridge from where they went in a procession and stopped traffic at Chandi Ghat bridge. Raising slogans, they burnt the effigies of the ministers.

Apart from the irregular supply, people are also perturbed over the leakage of pipe lines and bursting of sewer pipes at several places in the city.

State head of the Small Vendors Association Sanjay Chopra termed the confluence of various sections of people as the people’s voice. He said that it was an alarm bell for the departmental offices as well as the state government.

“It seems that the state government hasn’t woken after the public’s verdict in the just concluded Lok Sabha poll. If the public comes on to the streets, the government will be uprooted,” said a fuming Chopra.

While Brashtachar Unmoolan Samiti secretary JP Pandey termed the apathy of the government as making mockery of the democratic system. “People are forced to drink impure water, made to live without power supply while officers and ministers are sitting in air-conditioned rooms. This will not be tolerated,” said Pandey.

Residents of Jagjitpur too joined in to protest against the broken half-laid sewer pipe in the area. Under the Kumbh Mela project, a sewer line is being constructed by the Public Works Department but pipe has already developed cracks and dirty water is leaking from it and accumulating in the nearby colonies.

The dirty water has spread to coloinies at Sati Kund, Chandra Nagar, Guru Baksh Vihar, Hanumant Puram, ITI, Ganesh Puram and Sandesh Nagar.

VCC register 17-run victory

VCC Mumbai team registered a narrow 17-run victory over UPCA team at the ongoing 27th All-India Uttaranchal Gold Cup at Rangers Ground, here today.

Batting first VCC Mumbai team piled a total of 252 runs in allotted 40 overs. It was a scintillating knock of 73 runs by Vishant More that gave a flying start to the team.

Vishant displayed array of shots in his innings, smashing 10 fours. Shrirang Kapase supported him well and made 23 runs off 31 balls.

Lower order batsman Mohsin and Rohit played an important roll in accelerating the team inning. Mohsin smashed 33 runs off 29 balls, whereas Rohit Rane hit 44 runs off 21 balls. Rohit smashed eight fours and one six in his innings.

For UPCA team Ashish Yadav pick up two wickets in his five overs spell.

Chasing the victory target of 253 runs UPCA team was all out at 235 runs in 39 overs. UPCA team was off to a fine start with their opening batsman Rohit and Shnakent contributing 21 runs in just 2.5 overs.

Rohit was out at the score of 13 runs. Second down batsman, Rahir Abbas smashed 45 runs off 49 runs.

Lower order batsman Rahat Elahi was the top scorer for the team with 52 runs off 59 balls.

For VCC Mumbai team Mehul and Arpit were the lead wicket taker with three wickets each.

In the second match that was played between BCA Patna team and NER team at Sport College, Dehradun, NER registered a massive 166 runs victory.

Batting first NER team piled a modest total of 217 runs in 35 overs.

NER team's opening batsman contributed 131 runs. Paul was the highest scorer with 85 runs off 64 balls, smashing bowlers all over the ground.

In his innings he smashed 15 fours and one six. Second opener Imran smashed 44 runs off 56 balls. For BCA Patna team Atul and Amit pick up three wickets.

Chasing the victory target of 218 runs BCA team was all out for 85 runs off 20.3 overs.

Atul was the top scorer for the team with 18 runs. For NER team Ashwani was the lead wicket taker with 4 wickets.

Cops solve Anshu murder case

Barely 12 hours after the recovery of the body of 19-year-old Anshu from near the residence of district magistrate Amit Singh Negi, the police today claimed to have solved the case with the arrest of Praveen Chawla (25), an employee with a book shop in Paltan Bazaar. Stating this at a press conference, IG (Garhwal) MA Ganapathy said the accused had confessed to have committed the crime. His questioning was on to ascertain if anybody else was involved in the crime.

The mutilated body of Suman Nagar resident Anshu, a student of B.Com at DAV College and a part-time employee at a STD-PCO in Paltan Bazaar, was found yesterday morning following which agitated residents of Suman Nagar and members of the NSUI staged a protest, demanding arrest of the culprits. Subsequently, the police top brass ordered investigation into the matter.

“On the basis of circumstantial evidence, including a letter tied to Anshu’s scarf, we rounded up a few suspects. We found that Praveen was bitter with the family of his girlfriend as they had refused to marry their daughter to him.

“He hatched a conspiracy to murder Anshu to entrap his girlfriend’s parents in the case,” said Ganapathy, adding that Praveen had forced Anshu to write the letter, mentioning his girlfriend’s parents as “pimps”.

Work stopped on Singoli-Bhatwari hydel project

Construction work on the 99-MW Singoli-Bhatwari hydel project, being developed by Larsen and Toubro in Rudraprayag district with an investment of Rs 600 crore, has come to a halt, official sources today said.

The work on the project was stopped last week by the state government on the ground that the company is yet to sign an implementation agreement with the government, they said.

The work at the Singoli-Bhatwari project, being built on Mandakini river, had resumed early this month after remaining suspended for several months due to an agitation by local residents.

Local people were seeking compensation in lieu of the damage to their houses and other properties due to the construction of underground tunnels.

It was after the intervention of Rudraprayag District Magistrate Dilip Jawalkar that the company officials promised compensation in case of loss of life or property to the local residents.

In this regard, an agreement was also signed between the company and local administration.

Singoli-Bhatwari is the first hydel project in Uttarakhand which is being developed by Larsen and Toubro.

Singoli-Bhatwari hydel project is being built in PPP mode and executed in Build-Own-Operate-Transfer (BOOT) basis. The company would develop, finance, commission and operate the project for a period of 45 years.

A 20m high and 80m long barrage, a 12-km-long head race tunnel, surface power house and a 12-km-long 132-kv transmission line have been proposed in the hydel project.

Significantly, the state government has suspended its two projects - 480 MW Pala Maneri and 381 MW Bhairon Ghati project - last year due to pressure from noted environmentalist Prof GD Agrawal who was demanding to stop construction of power projects on the Ganga. — PTI

After working tirelessly for more than a month and ensuring a record win for Harish Rawat, Congress candidate for Haridwar Lok Sabha seat in the recent elections, party workers are hoping that Rawat will be inducted in the central cabinet.

Congress activists have upped their demand for making Harish Rawat a cabinet minister considering his vast political experience and the record win that he registered from Haridwar. Rawat won by the highest margin in Uttarakhand (1,23,000 votes).

Party workers gathered at Raj Ghat at Kankhal and performed rituals. They offered milk to the Ganga and prayed for a cabinet slot for their leader.

Dinesh Shastri, vice-president of state Congress committee, said that development of not only Haridwar constituency but the whole of Uttarakhand depends on Rawat.

“Rawat has experience and vision which are vital ingredients for a cabinet minister. Both UPA and Uttarakhand will benefit from having him at the helm of affairs,” said Shastri. Many believe that the time is right that an MP from Uttarakhand is given a ministry as the Congress made a clean sweep in the state.

Manish Arora, a city unit member said, “Rawat has the credentials for the coveted post and giving due representation to Uttarakhand will boost the Congress in neighbouring UP too. This will make the Congress stronger in this belt.”

FRI’s Khirsu research centre inaugurated

To give a boost to research activities linked to high-altitude medicinal plants, the Forest Research Institute (FRI) today inaugurated its research centre at Khirsu, which, till now, was only known as a tourism destination in Pauri Garhwal district.

Spread over one-and-a-half hectares, the research centre will facilitate study on field temperate species of plants like rodendoron, oak and other plants of high-medicinal value. Such studies were not possible in Dehradun. Inaugurating the research centre, Dr Jagdish Kishwan, Director General, Indian Council of Forestry Research and Education (ICFRE) said the need for a high-altitude field research station was being felt for quite some time.

He added that Khirsu would certainly prove to be of immense use in this regard.

Apart from being FRI’s first research centre in Uttarakhand, Khirsu is also the site for the establishment of FRI’s ambitious meteorology centre which includes the installation of carbon flux towers.

High-Altitude Bamboosetum is also expected to come at the same place.

Director FRI SS Negi and scores of scientists from the institute, Garhwal University and the State Forest Department were present at the inauguration.

Work at the research station includes setting up of nurseries and is expected to generate employment opportunities for locals.

The youth wing of BJP today gheraoed the Bharat Sanchar Nigam Limited (BSNL) officers and apprised them of the problems consumers face in their landline and cellular connections despite several complaints to the BSNL.

The members made it clear that if the situation persists in future then they will have to go on the agitation as they are paying for the services but the company is unable to provide undisrupted the services.

Local ward member Devendra Manwal conveyed DGM of the problems being faced by the subscribers here. “People are facing severe problems in communication and connectivity and it has become a daily norm but no permanent solution has been taken in this regard,” said Manwal.

He also handed over a list of 150 houses, of a single colony, where phones are out of order from past one week.

Led by Yuva Morcha Departmental Cell conveynor Naresh Sharma the members warned of an agitation, including locking of the BSNL office if the situation doesn’t improve.

They also labeled the inefficiency of some of the officers as a deliberate attempt to malign the state government and have written a letter in this regard to the Chief Minister BC Khanduri.

Accompanying the delegation were ward members Mehar Chand Rakesh Prajapati, Anuj Valia, Naresh Chand Semwal, Bhola Chaudhari, MangeRam, Vijay Pal Singh among others.

ICFAI students end strike

A nine-day long indefinite hunger strike of ICFAI students has finally come to an end after the Uttarakhand Chief Secretary Indu Kumar Pandey’s assurance of probe into the affiliation status of some of the courses of ICFAI University Selaqui Dehradun.

Sub-divisional magistrate Mussoorie today reached the site of protesting students and informed them about the chief secretary’s decision following which the students announced to end the stir.

The students undergoing courses at ICFAI University Selaqui had raised apprehension over affiliation status of some of the courses at the university. After failing to get an assurance from any quarters, the aggrieved students had started a hunger strike.

A deputation of National Students Union of India (NSUI) Uttarakhand led by Sagram Singh Pundir today met the agitating students and assured them their full support. Pundir hoped that the probe would bring out the truth.

In the first half both the teams made some good moves to gain an upper hand over the other but failed. It proved to be a goalless first half.

In the second half of the match, Vijay Cantt team was more composed and coordinated.

The team scored a goal in the 80th minute of the match.

It was Sunny Rana for Vijay Cantt team who scored to help his team take a lead in the match.

6/8 GR team got a golden opportunity in the 85th minute of the match to fetch their team an equaliser through a penalty.

But N Bahadur of 6/8 GR team failed to convert the opportunity into a goal.

Thereby, Vijay Cantt won the match by 1-0 in the end.

The Booker Prize-winning author, Arundhati, was accompanied by her husband Pradeep Kishan whose books on the environment have been highly rated.

Upendra Arora of Natraj Book Shop presented a copy of a book titled ‘Pictorial Guide to Plants of the Indian Subcontinent” published by Natraj.

The book has been authored by IFS officer Ramesh K. Aima, who has over 20 years of experience in tropical and sub-tropical regions of India.

The book has excellent illustrations and carries some rare pictures.

Six robbers arrested

The police busted a gang of robbers by arresting six of its members from Solani Park here yesterday night.

The miscreants, who were identified as Ramzan, Aslam, Mumtaz, Islaam, Israar and Rayis, were nabbed from the park while they were planning a robbery in the town.

Two country-made firearms, six live cartridges and four knives have been seized from them, said the police.

Mumtaz, leader of the gang, is already facing many charges of robberies and thefts at Najibabad, Bijnore and Nagal (Uttar Pradesh), said the police.

Ramzan, Aslam, Mumtaz, Islaam and Israar are residents of Janderpur village of Bijnore district while Rayees hails from Jamalpur (UP).

“The arrest of the miscreants would help in solving many theft and robbery cases in the area,” said an official.
