Solan, May 26 Around 50 trucks from the Baddi-Barotiwala-Nalagarh (BBN) industrial area remained stranded in various parts of Punjab, including Jalandhar, Phagwara and Ludhiana. General secretary of the Nalagarh Truck Operators Union Vidya Rattan said though drivers managed to cover some distance during the night, they could not go too far and had to park their vehicles again. The trucks were safe so far and they would not risk plying these till the condition became normal, he added. Around 150 to 200 trucks go to Punjab from the BBN area daily. Investors rued their finished goods and raw material had been held up for the past two days. However, relaxation in curfew has brought some relief to them. President of the BBN Industries Association Rajinder Guleria said perhaps they would be able to send trucks carrying raw material to Ludhiana tomorrow. NURPUR: Followers of Guru Ravi Das and activists of the Dalit Samaj of Nurpur subdivision blocked traffic on national highway at Jassur on Tuesday. They expressed anguish over the murder of Sant Ramanand in Vienna. Raising slogans against the Punjab Government and demanding hanging of the murderers of Sant Ramanand, they kept sitting on the highway for over one hour. The blockade was lifted only after the SDM, Nurpur, reached the spot and accepted memorandum from the agitators. Earlier the DSP, Nurpur, persuaded them to lift blockade, but they did not agree. Jagdish Bagga, BJP Dalit Morcha president of the Nurpur mandal, led the protesters. A large number of women also took part in the demonstration. The demonstrators took out a procession at Jassur after handing over the memorandum to the SDM. Meanwhile, the police has booked around 20 protesters on the charge of blocking traffic on the national highway. UNA: Hundreds of bus passengers had to face difficulty as they could not board buses to Chandigarh, Hoshiarpur, Amritsar and other parts of Punjab following the cancellation of HRTC and Punjab Roadways buses starting from, and passing through, Una. No bus from Punjab side entered Una, nor did any bus from Una side leave for Punjab. A large number of people wanting to travel to various destinations in Punjab were seen enquiring about the bus services. |

Dharamsala, May 26 The Chairman of Sai Group of Institutions SK Punj while talking to The Tribune said they were planning to open up university in the vicinity of Palampur. However, the location would depend on the availability of land. He said initially they planned to start technical programmes, including engineering and diploma courses, in the university. However, slowly all academic programmes would be added to the university. The university would try to structure courses as per the local needs of students. The courses would be structured in such a manner that the passing-out students get absorbed in the local industry and other business establishments. Besides, efforts would be made to attract students from across the country to the university for carrying out education in the lap of Dhauladhar hills in Kangra valley. He also said that every effort would be made to start the institution at the earliest. The Sai Group of Institutions is already running engineering and diploma colleges in the Pathankot and Amritsar areas of Punjab. Earlier this year the Chief Minister had laid the foundation stone of Arni, another private university that has come up in an area adjoining Punjab. Another agreement has been signed with JP Industries to bring up Vivekanand medical college in Palampur. |

Dharamsala, May 26 This was despite the fact that government schoolteachers were better paid and well equipped. Chairman of the school board admitted that the results proved that the private schools were doing better than government schools. “I will evaluate the reasons for the poor performance of government schools and send a report to the government,” he added. Vikrant Guleria from Savitri Public High School, Hamirpur; Sahil Chawla from AIM Public Senior Secondary School, Hamirpur; and Deeraj from Vision Convent School, Ghumarwin (Bilaspur district) emerged joint toppers by scoring 674 marks out of 700. They were followed by Varsha Goyal of DAV Public School, Dadahu (Sirmaur), with 672 marks; Ajay Nayak of Blue Star Senior Secondary Public School, Hamirpur, with 671 marks; Rishab Jaswal of Little Angels Public school, Mehre (Hamirpur) and Hardeep of S Vidhya Niketan Public School, Nahan (Sirmaur) with 670 marks. The chairman said 1,09,837 students, including 58,434 boys and 51,403 girls, had appeared in the examination. The total number of candidate who cleared the examination was 62,861. The pass percentage was just 57.9. The chairman admitted that the pass percentage of a number of government schools was very low. He said he would suggest orientation courses for the teachers of such schools. |

Shimla, May 26 An official spokesperson said here that it was under the Private Medical Educational Institutions, Regulation of Admission and Fixation of Fee Act, 2006, that the committee had been constituted. It would fix the fee and other norms for private general nursing and midwifery (GNM) and BSc (Nursing) institutions. He said the committee would submit its report at least one month before the commencement of the academic session. |

Govt proposes to carry out energy audit
Shimla, May 26 Stating this while presiding over a meeting convened in this regard secretary, tourism, Manisha Nanda said the objective was to achieve reduction in energy input without affecting the outputs and to prioritise use of energy according to greatest and least cost effective opportunities for energy savings. She said tourism was the major energy-consuming industry in the state for which energy audit would be more beneficial. She said not only the hotel industry but also the tourists needed to change their habits to promote energy conservation. The broad aim of the proposed investment grade energy audit was to review the present consumption scenario and explore the conservation options in various load centres. |

Panel to combat drug menace
Shimla, May 26 A high-powered committee under the chairmanship of chief secretary will be notified in a day or two to ensure proper monitoring and better coordination between various governemnt agencies to combat the cultivation and trafficking of drug. “All secretaries concerned will be members of the committee so that the police can be provided with the necessary support to combat the problem of drugs as its expansion as well as ramification will have to be checked,” said Subhash Negi, Principal Secretary, Home. Despite the district-level drug control committees headed by deputy commissioners in five affected districts being in place for the past two years, no effective steps have been taken. “The said committees have failed to play an effective role so we need to have an institutional framework where there is no laxity whatsoever,” admitted Negi. Much to the chagrin of the police the latest satellite images indicate a substantial increase in the area under cannabis and poppy. “We have taken up the matter once again with the DCs concerned and conservator forests to issue strict directions to their staff not to be callous on the issue of these illegal cultivation in areas under their jurisdiction,” said ADGP (CID), I.D. Bhandari. He added the police would also educate the revenue and forest staff about the legal aspects and provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act for effective functioning and better results. Police officials point out that with cultivation of cannabis and poppy being undertaken in the inaccessible tracts in the higher reaches of Kullu, Mandi, Shimla and Chamba, it was not possible for the police with its limited staff and resources to tackle the problem single-handedly. Even though conviction rate in NDPS cases has improved but simplification of the procedure for confiscation of property of those engaged in the illegal trade could prove to be a deterrent. Police sources point out that in the recent past properties in Bilaspur, Kangra and Mandi worth Rs 1 crore had been confiscated in different cases. |

Insurance of kharif crops to continue
Shimla, May 26 The decision was taken at the meeting of the state-level coordination committee on crop insurance held under the chairmanship of principal secretary, Agriculture, here today. Director Agriculture JC Rana informed that farmers who intend to take loan on maize, paddy, potato and ginger crops could insure their crops up to September 30 as this would be the last date for crop insurance and this scheme is compulsory for loanee farmers. For non-loanee farmers the last date for crop insurance would be July 31. He said farmers had incurred huge losses due to unfavourable weather conditions. And the objective was to provide insurance coverage against potential crop losses due to natural fire, storm, lightening, hailstorm, cyclone, drought, dry spells and pests and other diseases. |

HP medicos to support Punjab docs
Kangra, May 26 State general secretary of the Himachal Pradesh Medical Officers Association (HMOA) Jeevanand Chouhan said the association stood by PCMS doctors of Punjab on the issue of revision of pay scales. He said the doctors in Himachal Pradesh were also facing a similar situation. Senior doctors were being denied special administrative grade in both Punjab and Himachal while the benefit was available to the doctors serving under the Central Government. He was critical of the government for the alleged injustice being meted out to the specialist doctors. He said it was unfortunate that there was a disparity in facilities and benefits being given to doctors serving under the state and the central governments. |

Dharamsala, May 26 Supporters of both camps are sending telegrams to Congress president Sonia Gandhi. The sources available here said the supporters of Anand Sharma were sending telegrams expressing thanks over appointing him a cabinet minister. Most of the supporters of Anand Sharma are members of the NSUI. NSUI leaders maintained they were happy that a former NSUI leader had been included in the cabinet. Rashmi Sharma, vice-president of the Student Council Association (SCA) of Dharamsala who recently forwarded telegrams of a number of students to Sonia Gandhi, said, “We are happy at the induction of Anand Sharma in the cabinet. It is a welcome decision.” There are allegations that the supporters of Anand Sharma are motivating students and Congress workers for sending telegrams. The supporters of Anand Sharma have reportedly started the campaign to counter a similar lobbying being allegedly carried out by the supporters of former Chief Minister Virbhadra Singh. Supporters of Virbhadra Singh have been reportedly sending telegrams and e-mails to the Congress president demanding his inclusion in the cabinet. They have been maintaining that Virbhadra Singh is a grassroot-level leader and is the only elected MP of the Congress from the state, so he should be accommodated in the union cabinet. It is not for the first time that such a campaign is being carried out by rival camps of leaders in the state Congress. In the recent elections, when former cricketer Madan Lal was allotted the party ticket from the Hamirpur parliamentary constituency, a similar campaign was carried out against him. Since state leaders, including HPCC president Kaul Singh had openly displayed their resentment against the allotment of ticket to Madan Lal, their supporters also started sending messages to the party high command demanding change of candidate. So strong was the campaign that ultimately Madan Lal withdrew from the contest apprehending lack of support from Congress leaders. This time, supporters of Anand Sharma are also not leaving any stone unturned to match the message campaign in support of their leader. |

Congress to ponder over poll debacle
Shimla, May 26 Besides state office-bearers, heads of the frontal organisations and district party presidents have also been invited to the meeting to be presided over by state party chief Kaul Singh. The candidates who contested the Lok Sabha poll will also attend the meeting and submit their report regarding the lapses leading to poor showing, particularly in Kangra and Shimla seats which it lost with narrow margins. The meeting is important in view of the reports of undercutting by the rival party factions and even the Mandi seat from where former Chief Minister Virbhadra Singh was elected, had been affected. Kaul Singh said it would be an in-house affair and sincere efforts to identify the factors and pinpointing deficiencies in the election management would be made.

Tree felling ban on private land goes
Shimla, May 26 In its latest order the court has allowed felling of all trees, except khair, on small land chunks of up to 5 hectares in accordance with the provisions of the land preservation act. As such they could axe up to three trees without any permission, up to five with the permission of the range officer and more trees with the approval of the divisional forest officer. In case of khair, which is used for manufacturing catechu, the court will send a team to the state to ascertain the status of plantations before taking a decision. It has come as a great relief to villagers who could not fell even a single tree on their private land even for meeting their bona fide requirement of fuel wood and fodder after the high court ruled that no felling could take place until the apex court accepted the definition of private forest. It had led to an acute shortage of fuel wood in the state as the state forest corporation could not get private trees for felling. As per the definition given by the state forest department a compact block of plantation on more than 5 hectares of private land will constitute a forest. |

Police prepares data mining project
Una, May 26 Una SSP N. Venu Gopal said in this integrated digital project mobile numbers along with the names of their owners, weapon licences issued in Una district and name of their owners, medical shops along with name of their owners, driving licences issued in Una district along with the names of licence holders, all types of vehicles registered in the Una district along with names, father’s name and their address have been compiled under the project. He said names and addresses of migrant labourers working in the district have also been included in this project. He said the entire information and data which had been prepared would be useful for crime investigation, crime checking/nabbing, traffic planning and in case of accident investigation, during law and order management and stolen vehicles. He said surprisingly number of gun/weapon holders in Una district is probably the highest in the state.

Man arrested in double-murder case
Hamirpur, May 26 Pradeep Kumar was named as an accused in FIR No. 108 registered at the Chandimandir police station on May 17. He was arrested from his house at Rail village under the Nadaun police station. According to the police, Pradeep, Lalit, Bunty, Devinder and two other persons consumed liquor on May 16. Two of them mixed something in the drinks of Devinder and Bunty and later murdered them. While one body was dumped in a forest area in Panchkula, the other was burnt at Shambuwala after wrapping it in a quilt. The accused also looted a taxi and some cash from them and fled to Ghaziabad. The police was able to trace Lalit and Pradeep Kumar with the help of details of mobile calls made from the phone of Devinder. SHO of the Nadaun police station Bachiter Singh said, “Officials of the Sector 11 crime branch of the Chandigarh Police approached us this morning in connection with the arrest of Pradeep Kumar. After verifying the facts and inspecting the case file, we sent a police team with them to arrest Pradeep. “He has been taken to Chandigarh for further investigation,” he said. |

POs from Haryana arrested in McLeodganj
Dharamsala, May 26 Kangra SP Atul Fulzele said the accused had been staying in the McLeodganj area for the past one week. They were roaming about in a luxury car and their activities raised suspicion among the local police. However, both of them were detained yesterday and during interrogation they gave doubtful information regarding their identity. The message was sent to the Haryana police from where it was found that both of them were proclaimed offenders. It was found that a case was registered against the accused in 2007 in the DLF area police station at Gurgaon. The case was registered on the complaint of the Army Welfare Association. The accused had brokered a land deal in Amritsar for the association. The cost of land was about Rs 25 crores. The accused were paid the advance of Rs 3.60 crores by the association. However, they fled with the money and did not materialise the land deal. The inquiry into the case was later handed over to the crime branch of the Haryana police that had been looking for the accused since them. Since both the accused were absconding, they were declared as proclaimed offenders. |

Minor boy rapes cousin
Solan, May 26 According to Parwanoo SDPO Ramesh Pathania, both were students of class X at Government Senior Secondary School, Dharampur, and Kuldeep was going home after selling milk in the nearby area when he spotted the girl all alone. The fearful girl then stayed in the forests and went home at 11 am while the boy went to school as usual. On being questioned about her early arrival she told her parents that the school had closed early but her lie was exposed when the nearby children returned home in the evening after attending school. On being admonished the girl revealed the truth and the worried parents and relatives then waited for the boy to return home. Seeing the village elders waiting to take him to task Kuldeep consumed some pesticide, which was lying at home. He was later rushed to the Regional Hospital here where his condition was stated to be out of danger. The girl was also taken for a medical check-up at Solan. The police has registered a case under Sections 376 and 309 of the IPC for rape and attempt to commit suicide. They were awaiting Kuldeep’s discharge from the hospital after which he was to be taken to Una to be produced before a juvenile court, as he was a minor. The incident had sent shock waves among the gullible villagers who were aghast at the sordid incident. |

Chamba, May 26 On December 16, the police at Bhamuie on the Sidhkund-Mani road found Rakesh Kumar standing on the road with a bag. On seeing the police vehicle he tried to run away from the spot. The police suspected and intercepted him. On checking, the police found 3.8 kg of charas in his bag and registered a case against the accused who was tried, convicted and sentenced under Section 20 of the NDPS Act.

Two tourists drowned
Kullu, May 26 The deceased have been identified as Pintoo (22), son of Swaraj of Lane Kings Camp, Delhi, and Amar (26), son of Krishan Lal of Jarodha, Delhi. Bodies of the victims were retrieved near the Atal Bihari Mountaineering Institute, about 1 km downstream, from the spot of the accident by the police with the help of fire service jawans. Parents of the deceased have been intimated and the bodies sent for a post-mortem. |
