Jadeja duped villagers in Fatehabad, too

Several residents of Jhalnia and Mohammedpur Rohi villages of Fatehabad district and scores of families of the Sansi community from Dabwali town in Sirsa and neighbouring Kilianwali town of Punjab have alleged that they have been duped by “conman” Ashok Jadeja, who was recently arrested by the Ahmedabad police for duping several investors.

As many as 33 villagers of the Bhedkut community today lodged a complaint at the Sadar police station, Fatehabad, and alleged that the fraudster had duped them of over Rs 22 lakh.

The villagers alleged that the number of people duped by the “conman” could be even larger and the amount involved may run into crores of rupees.

“Jai Shree and Ramesh, residents of Barmer district of Rajasthan, used to visit a dera on the outskirts of our village. They came with a person in February this year and said that with the blessings of the Goddess, Ashok Jadeja of Ahmedabad will return triple the amount deposited with him,” said Rattan Singh, a leader of the Bhedkut community of Mohammedpur Rohi village in Fatehabad.

He said some villagers deposited small amounts on that day and were duly returned thrice the amount deposited in one month.

In April 2009, a number of villagers from Jhalnia and Mohammedpur Rohi visited the Ahmedabad ashram of Jadeja with their hard-earned money and deposited it after showing their voter identity cards.

“We were told to collect thrice the amount deposited by us exactly after one month by showing our voter identity cards,” Rattan Singh said, whose community members collected money for depositing with Jadeja by mortgaging their property and taking loans from moneylenders.

He said the villagers had been to Ahmedabad twice after that but could not find anyone in the ashram.

Members of the Sansi community, who live in slums in Dabwali town and neighbouring Kilianwali town of Punjab, have also been duped by the “conman”.

“More than 48 members of our community had deposited money ranging from Rs 50,000 to Rs 2 lakh with Jadeja in the hope of becoming crorepatis and now all has been lost,” said Biru Ram, a member of the community.

He said that after accepting their money Jadeja had asked them to go back and pray to God and their money would be tripled.

They were introduced to Jadeja by an agent from Barmer in Rajasthan, he alleged.

BJYM protests against Oz attacks

Hundreds of Bharatiya Janata Yuva Morcha (BJYM) activists today burnt an effigy of the Australian Government and staged a demonstration in protest against the attacks on Indians in Australia.

The protesters, led by senior state vice-president of the BJYM Sher Singh Nain, raised slogans against the Australian Government and warned that the protests could take shape of a nationwide agitation if the Australian authorities did not wake up and continued to dither on this sensitive issue.

The Australian Government was earning corers of rupees from Indian students and if it was not capable of protecting these students, it should immediately stop issuing visas, Nain said.

He said thousands of Indians were settled in Australia and were contributing to their economy but were now under great strain and living under fear. It was the responsibility of the Australian Government to intervene and book the criminal elements. The Indian Government should also take a pro-active stand and make the Australian Government act, he asserted.

He called upon various organisations and groups to join hands to build pressure on the Australian Government.

Rohtak: In protest against the recent attacks on Indian students in Australia, activists of the Bharatiya Janata Yuva Morcha (BJYM) led by its state vice-president, Raj Kumar Kapoor, burnt the national flag of Australia at Bhiwani Stand here on Wednesday.

The protesters sought the immediate intervention of Prime Minister Manmohan Singh to ensure the safety of Indian students in Australia. They urged him to mount political pressure on Australia at the global level to curb the incidents of attack on Indians.

Eligibility for Lectureship

Following a prolonged struggle by the Researchers’ Union of Haryana, the state government is likely to exempt PhD holders from qualifying the NET while those having completed their MPhil will have to clear the NET for becoming eligible for posts of lecturer in colleges and universities.

The new pattern is being adopted in accordance with the third amendment to the UGC guidelines regarding eligibility of candidates for posts of lecturer in colleges and universities.

According to sources, the UGC and the Ministry of Human Resource Development have already approved the third amendment and a formal notification will be issued soon.

Meanwhile, Haryana Commissioner for Higher Education Jyoti Arora told a delegation of the Researchers’ Union of Haryana that the state government was also likely to adopt the latest amendment.

Dr Vikram Kharb, president of the union, told The Tribune that they were content with the decision. However, in case researchers did not get relief even after this notification, they would again take up the matter at the highest level, he asserted.

He said a delegation of the union had also met UGC chairman Sukhdev Thorat and put up their case before him. Dr Kharb said the union had decided to wait for the notification of the third amendment of the UGC regarding the eligibility of college and university lecturers for the time being.

Meanwhile, a section of those who have qualified the NET stated that it would be unfair for them in case the authorities do away with this qualification as they had put in a lot of hard work to clear the said test.

Promotion proposals anger teachers

A proposal sent by the Directorate of Secondary Education to the Haryana Government regarding direct recruitment to certain posts has angered the teaching community in the state.

The directorate has proposed that 50 per cent of the posts of block education officer (BEO) should be filled by direct recruitment. At the same time it has proposed that there will be no direct recruitment to the posts of principal, senior specialist, senior lecturer, headmaster and junior specialist.

The proposal has angered headmasters and principals as well as other categories of teachers.

The pay scale of a BEO and a principal is common. At present BEOs are appointed from among the seniormost principals.

According to president of the Haryana School Education Officers Association Sudhir Kalra, when the directorate had proposed that there should be no direct recruitment to the posts of principal, senior specialist and senior lecturer, there was no rationale behind direct recruitment to the posts of BEO. It would reduce the promotion avenues for the principals.

Another proposal of the directorate, which the teachers are not able to digest, is regarding the promotion of superintendents, budget officers and registrar, education of the headquarters of the directorate, as assistant director (academic) and deputy district education officer.

The directorate has proposed that 75 per cent of these posts should be filled by the promotion of superintendents, budget officers and registrar, education.

The teachers allege that already the staff at the headquarters had “conspired” to convert about one-third of the posts of assistant director (academic) to assistant director (non-academic) to which superintendents and others were being promoted.

Now under the new pay scales, an assistant director (academic) draws more pay than his non-academic counterpart. Therefore, the teachers allege, the headquarters staff want to corner 75 per cent of these posts. They say a “babu” has nothing to do with academic work.

A delegation of the association met Director, Secondary Education, Anurag Rastogi here today and protested against the new proposals.

Surcharge waiver scheme open till July 31

The Dakshin Haryana Bijli Vitran Nigam waived surcharge amounting to Rs 93.41 crore in February and March last under its late-payment surcharge waiver scheme.

A spokesman of the DHBVN said here today that 43,813 consumers of different categories in the urban and rural areas took the benefit of surcharge waiver by paying the principal amount of Rs 126.42 crore of their pending bills amounting to Rs 220 crore.

The scheme was still evoking a good response but was discontinued due to the Model Code of Conduct.

On the persistent demand of defaulter consumers all over the state, the Haryana Power Distribution Corporations, the Dakshin Haryana Bijli Vitran Nigam and the Uttar Haryana Bijli Vitran Nigam, had launched the surcharge waiver scheme again in the state for all categories of consumers in the urban as well as rural areas. The scheme will remain open up to July 31.

Under the scheme, 100 per cent delayed payment surcharge amount will be waived on the liquidation of the outstanding principal amount in lumpsum. In the case of wrong billing, the same would be corrected as per the existing instructions. The scheme will also be applicable to theft cases. — PTI

Steps to prevent corporal punishment in schools

After fresh guidelines issued by the National Commission for Protection of Child Rights (NCPCR), new initiatives have been taken in this district to prevent corporal punishment in schools.

The district authorities today decided to display the guidelines of the commission in every school of the district, sensitise officers of the Education Department on the issue of corporal punishment to children, train the heads of all schools in this regard and hold parent-teacher meetings in each school on the issue.

Deputy Commissioner Yudhvir Singh Khayalia convened a meeting of officers of the Education and related departments to discuss this issue.

The guidelines issued by the NCPCR said that complaints of insult and humiliation of children had been frequently received by the commission in the recent past.

The commission also took cognizance of news reports in some national as well as local dailies regarding violence children were subjected to in schools.

The guidelines issued by the NCPCR said that the headmasters of the schools should be informed that serious action would be taken against the school as a whole on any act of violence against children.

The guidelines also said the district education officers, block education officers as well as the cluster resource centres’ staff should be sensitised on the importance of protection of children’s rights and against corporal punishment in schools. Instructions should be issued to them that they would be held accountable for any act of violation of children’s rights and corporal punishment in schools coming under their control.

Khayalia said a meeting of the heads of schools and other educational institutions and officers of the Education Department would be held soon to train and sensitise them on this issue.

Rohtak varsity to set up research cell

With a view to creating an intellectually vibrant atmosphere for research in various fields of health sciences, Pt Bhagwat Dayal Sharma University of Health Sciences, Rohtak, has decided to set up a research cell.

It will not only make available good platform to researchers for initiating and implementing their research works but will also be supportive in promoting their research projects at the national as well as global level.

Moreover, the cell will play a vital role in introducing new innovations in the field of health sciences besides conducting a good structured collaborative research with reputed institutions in India and abroad.

Dr Sukhbir Sangwan, Vice-Chancellor of the university, informed that the plan to establish the research cell had been finalised and approved for implementation. It would start functioning soon and prove useful in carrying out well-defined research programmes in the field of health sciences, he added.

Besides, the cell would also provide opportunities to the faculty members for highlighting their achievements in the field of research, he added.

“The university has identified several job-oriented new professional courses particularly those relating to paramedical specialities, biotechnology, public health and super specialties. Some of these courses are likely to be started from this academic session,” said Sangwan.

Enhanced pension, arrears soon

Pensioners of Kurukshetra district will get enhanced pension and arrears as per the Sixth Pay Commission recommendations in a week.

Stating this in a statement released to mediapersons here today, Haryana Pensioners Welfare Society (HPWS) general secretary Jagdish Parshad Gupta said a decision in this regard was taken at a joint meeting between a delegation of the HPWS and local bank managers here yesterday evening, which was chaired by Narender Singh, Additional Deputy Commissioner.

Gupta said an HPWS delegation had called upon Pankaj Aggarwal, Deputy Commissioner on Monday and urged him to resolve the issue regarding the payment of enhanced pension and arrears as per the recommendations of the Sixth Pay Commission.

The Deputy Commissioner asked the Additional Deputy Commissioner to resolve the issue following which a meeting was convened in which managers of all banks were directed to work out the pension and arrears as per the new grades and credit it to the pensioners’ accounts, Gupta said.

Units making banned plastic bags to be fined

With a view to discouraging the indiscriminate use of plastic carry bags responsible for causing pollution, the Haryana Government has decided to impose a penalty ranging from Rs 25,000 to Rs 50,000 on all units manufacturing the banned category of plastic bags.

A penalty ranging from Rs 2,500 to Rs 5,000 would be imposed on retailers, vendors and establishments which provide the banned category of plastic bags to customers and Rs 250 to Rs 500 on individuals found littering public places with these plastic carry bags, a spokesman of the Haryana Pollution Control Board said here today.

He said the manufacture of plastic carry bags less than 30 microns in thickness and of size less than 8"X 12" was banned in the state.

The sale and use of such plastic carry bags was also banned in all shops and establishments located in municipal, corporation, council or other urban municipality areas of the state.

The state Jat mahasabha has sought reservation for all castes mentioned in Gurnam Singh Commission report.

In a statement, Hawa Singh Sangwan, a retired army personnel and spokesman of the Akhil Bhartiya Jat Mahasabha, expressed gratitude towards former Chief Minister Om Prakash Chautala for accepting the issue of Jat reservation on priority basis.

A delegation of the mahasabha had met Chautala in this regard in New Delhi last week.

Following this, Chautala deputed Sampat Singh for studying the issue and the commission report and directed him to submit a report in this regard at the earliest.

Sangwan said the delegation would meet Sampat on June 5 in this regard.

Stating that a large number of state farmers and labourers belong to the Jat community, he said this class needed reservation.

Financial aid for rooftop solar systems

The Haryana Renewable Energy Development Agency has decided to provide central financial assistance to those who opt for rooftop solar photovoltaic systems.

HAREDA director Sumita Mishra said this at an interaction on the solar photovoltaic (SPV) rooftop programme organised in the HSIIDC complex here.

Representatives of resident welfare associations and industrial associations participated in the meeting. Director in the Ministry of New and Renewable Energy AK Vashney gave a presentation on the salient features of the SPV rooftop programme while another Director, Dr Ashwani Kumar, gave a presentation on the solar thermal programme.

Mishra said central financial assistance for rooftop SPV systems would be provided at the rate of Rs 75 per watt for SPV panels to a maximum of 30 per cent of the cost of the system to profit-making bodies availing depreciation benefits. In the case of non-profit making bodies, assistance at the rate of Rs 100 per watt to a maximum of 40 per cent of the cost would be given.

Shopkeepers want road repaired

Demanding repair of a dilapidated road, shopkeepers of the local old bus stand area raised anti-administration slogans today and threatened to launch an agitation if their demand was not met soon.

The shopkeepers lamented that during monsoons, the area submerged and they had to close their shops for several days together. The flood waters entered their houses and shops, resulting in a lot of inconvenience and financial loss to them.

“The condition of the road is poor, sewer manholes remain open and fear of accidents always looms large,” said Purushottam, Manoj Yadav and Sajjan Kumar, all shopkeepers.

Cyber cafes told to install CCTVs

Taking a serious view of the increase in cyber crime, the new Karnal District Magistrate, JS Ahalawat, has warned those misusing cyber cafés and directed the owners of such establishments to install closed-circuit TV cameras to

keep tab on criminal elements.

In an order issued under Section 144 of the CrPC here today, the DM directed the cyber cafes to maintain registers for visitors and ascertain their identity by asking them to produce some proof like identity card, voter card, ration card, driving licence, passport or photo credit card.No one should be allowed to use the cyber café unless the owner of the café establishes his identity, he added.

The order further said that the activity server log should be preserved in the main server at least for six months .

Teenager raped; sister among 3 held

A teenaged girl was raped allegedly by the husband and brother-in-law of her elder sister at the latter’s house in Samaian village here where she had been confined by the accused, including her sister, for three months.

According to reports, Pooja brought her younger sister to stay with her in Samaian village about three months ago. Pooja’s husband Pawan and his elder brother Rakesh allegedly raped the victim several times at their house where she was kept against her wishes in connivance with her elder sister.

The victim managed to escape from the accused’s house and reported the matter to the Meham police last evening. Thereafter, a case under Sections 376-G, 342, 506 and 120-B of the IPC was registered against Pawan, his wife Pooja and his elder brother Rakesh, all of whom were arrested.

Murder Case: Villagers block road

Demanding the revelation of the police investigation into the Satish murder case, residents of Silana village here today blocked the main road passing through the village for about two hours.

They agreed to end the blockade following an assurance by the DSP that the investigation was on and all those found involved in the case would be arrested.

Satish was found murdered on May 28 in the village.

Class X student drowned

Prasant Singh, a resident of Fatehpur Bloch village, drowned in a pond in Mandkol village in the Ballabgarh area, about 25 km from here, this afternoon.

Prasant, a student of class X, had gone to take a bath in the village pond. He jumped into the pond and did not return. A number of boys were taking bath in the pond at the time of the incident, but could do little to help the victim. According to Krishan Kumar Kaushik, a resident of Mandkol, residents of the village later brought out the body of the boy from the pond.

Mother of 2 commits suicide

A mother of two daughters reportedly committed suicide by hanging herself from the ceiling of her house in Khera Thru village here yesterday following persistent taunting by her husband and other members of the family over her inability to bear a male child.

The deceased has been identified as Maya Devi (24). The Salhawas police has booked the deceased’s husband Shamsher, mother-in-law Subha Kaur and sister-in-law Amita under Section 306 of the IPC on a complaint of her father, Kartar Singh.

Maya hanged herself after sending her younger sister Pinki along with six-year-old daughter Muskan out of the house on some pretext. When Muskan returned to the house, she found her mother hanging from the ceiling and raised the alarm.

In his complaint to the police, Kartar Singh stated that he married his two daughters - Maya Devi and her younger sister Pinki - to two brothers - Shamsher and Jaiprakash - in 2002. After one year of marriage, Maya gave birth to a girl child.

She gave birth to another daughter about eight months ago when her husband and other family members expected her to bear a son.

He said she had been under depression since the birth of the second girl child as her family had allegedly started harassing her.

He suspected that either the her in-laws forced Maya Devi to end her life or they hanged her to death.
