Protesters burn a bus near Ambala on Monday following the attack on a gurdwara in Vienna. Violence sparked by the killing of a Dera leader cast its shadow in the state also. Buses were torched, highways were blocked and public and private property was damaged at various places in Ambala as followers of the Dera Sachkhand Balla today retorted to violent protests after the death of Sant Ramanand. Amends VAT Rules
Cabinet clears Finance Dept proposal on HRA
Chandigarh, May 25
The Haryana Cabinet, which met under the chairmanship of Chief Minister Bhupinder Singh Hooda, gave ex post facto approval to the proposal of the Finance Department for the grant of house rent allowance (HRA) to state government employees on the pattern of Central Government employees with effect from January 1, 2009.

Woman poisons 3 kids, kills herself
Rohtak, May 25
A woman allegedly committed suicide after administering some poisonous substance to her three minor daughters following a domestic feud in Salara Mohalla here on Monday. All three kids are stated to be in critical condition.

Reservation for girl students to be increased
Chandigarh, May 25
Chief Minister Bhupinder Singh Hooda said the government was all set to increase reservation for girl students from 25 per cent to 30 per cent in the state. He said the state government had sent the matter to the Central government, which had decided to adopt the model at the national level.

IGP saves conductor from abductors
Rohtak, May 25
Following a swift action by the IGP, Rohtak Range, a truck conductor, who was allegedly abducted at gunpoint, was escaped from the clutches of abductors. One of the five abductors was also nabbed after a long chase from Dhighal village, Jhajjar, on the intervening night of Sunday and Monday.

Notice on borstal jail inmates quandary

Chandigarh, May 25
The Punjab and Haryana High Court wants to see if a via media can be found to permit inmates of a borstal jail to meet kin lodged in other jails. The issue came up for consideration after Justice Mahesh Grover took suo motu cognizance of the problem during an inspection. In his note, Justice Grover has written: “I inspected the borstal jail, Hisar. Some of the inmates, who were undergoing imprisonment, submitted an application for allowing them to meet their relatives lodged in other jails.

Lineman’s death: Case against MC
Faridabad, May 25
The police has registered a case against the Faridabad Municipal Corporation in connection with the death of an employee with the electricity department after he reportedly fell into an open manhole while on duty in Khedi village, near here.

Wife witness to husband’s murder shot
Gurgaon, May 25
A 36-year-old woman, Sudesh, was allegedly shot dead by two armed assailants at her in-laws’ house in Naharpur Rupa area on the outskirts of Gurgaon city today. According to the family members of the deceased, she was a witness in the murder case of her husband, who was also shot dead some time ago.

Students excel in IIT-JEE
Sonepat, May 25
A number of students from this district excelled in the IIT/JEE entrance examination, 2009. As many as three students of Rishikul Vidyapeeth - Ankit Malik, Anurag Tiwari and Abhinav - got 241, 351 and 498 ranks, respectively, in the merit list. Similarly, three students of Shiva Shiksha Sadan - Kanika Jain Kunal Aggarwal and Anjali Malik - ranked 425, 1623 and 5674, respectively, in the merit list.

Overbridge to be opened soon
Gurgaon, May 25
The long wait of pedestrians who wish to go to the other side of the highway finally seems to have ended as a foot overbridge (FOB) near the Atlas chowk in Gurgaon is almost complete and is likely to be opened to the public in three or four days.

Killing of Dera Leader

Ambala, May 25
Violence sparked by the killing of a Dera leader cast its shadow in the state also. Buses were torched, highways were blocked and public and private property was damaged at various places in Ambala as followers of the Dera Sachkhand Balla today retorted to violent protests after the death of Sant Ramanand. Maximum violence was witnessed at Mullana.

The protests started late yesterday night as the news of the shootout in an Austrian gurdwara reached here. The Sant Niranjan Dass, chief of Guru Ravidas Sabha Gurdwara, got injured and his deputy chief was killed in the shootout.

A large number of protesters blocked National Highway 73 in Ambala and torched a bus of Uttaranchal Roadways. The traffic jam lasted for four hours.

The NH-1 near Kingfisher government tourist resort was blocked for an hour here today and a Hisar Roadways bus was also damaged.

The protesters also attacked three Haryana Roadways buses and broke its windowpanes in Ambala City.

Hundreds of followers of the sect gathered at the Ravidas Charitable Trust in Sirasgarh village near Dosarka and blocked the NH-73 for six hours.

A Kurukshetra roadways bus was torched at Mullana and a Mullana University bus was also damaged. The protesters also attacked the Devi mandir at Mullana. The mob went on a rampage in the Mullana market and damaged cars, scooters, and tempos standing in the way.

The shopkeepers closed their shops. The protesters also uprooted electricity metres and poles.

The DC and the SP tried to bring the situation under control and after a meeting at the trust, the dera followers agreed to stop the protest. The Army was also put on alert.

YAMUNANAGAR: A large number of passengers of the Saharsha-Amritsar Jan Shatabdi were evacuated at Jagadhri railway station here on Monday. Ten buses of the Haryana Roadways were also cancelled.

Besides, residents of over 10 villages, including Farakpur, Behrampur and Pharnaul, blocked the traffic on the Kurukshetra-Shahranpur state highway near Joriana village for an hour in the evening.

They demanded that the assailants who had attacked Dera Sachkhand head Niranjan Dass and killed Sant Ramanand at Vienna in Austria on Sunday should be arrested within 24 hours.

Later, a team of police personnel headed by DSP Krishan Kumar convinced the villagers to lift the protest and submit their memorandum to the official concerned.

The passengers, who were stranded on the railway station, complained of inconvenience due to paucity of the facility at the station.

Amends VAT Rules
Cabinet clears Finance Dept proposal on HRA

The Haryana Cabinet, which met under the chairmanship of Chief Minister Bhupinder Singh Hooda, gave ex post facto approval to the proposal of the Finance Department for the grant of house rent allowance (HRA) to state government employees on the pattern of Central Government employees with effect from January 1, 2009.

Employees posted in cities having a population 50 lakh and above are entitled to HRA at the rate of 30 per cent of their pay; employees posted in cities having a population of between five lakh and 50 lakh are entitled to the allowance at the rate of 20 per cent; and employees posted in cities having a population of below five lakh are entitled to HRA at the rate of 10 per cent.

The Cabinet also gave ex post facto approval to the government’s decision to revise pension/family pension from January 1, 2006. It also gave ex post facto approval to the excise policy for 2009-10.

It was decided to amend the Haryana Value Added Tax Rules, 2003, to give effect to the lumpsum rates of tax retrospectively from October 1, 2008, to September 30, 2009.

In view of the difficulties explained by the Haryana Pradesh Brick Kiln Owners Association to the Chief Minister at a meeting , the Chief Minister accepted its request for not increasing lumpsum rates up to September 30, 2009.

The Cabinet decided to reduce the rate of VAT on hardware of iron and steel such as aldrops, latches, handles, hinges, door-springs and door-stoppers from 12.5 per cent to 4 per cent.The Cabinet also decided to move these items to Schedule “C” of the Haryana VAT Act and bring the same on a par with VAT leviable on these items in neighbouring Punjab.

The government has decided to charge penal interest at the rate not less than 8 per cent per annum from those employees who misutilise the loan amount or have overdue instalments of interest and principal.

The Cabinet approved the Haryana Maintenance and Welfare of Parents and Senior Citizens Rules, 2009. The rules provide for the constitution of a maintenance tribunal and the appointment of conciliation officers. These also provide for the implementation of a scheme for the management of old age homes, protection of life and property of senior citizens and setting up of a state council and district committees of senior citizens.

A proposal of the department to make an amendment to the Haryana Medical Education Service Rules, 1988, for making provision of the selection grades of Rs 18400-22400 and Rs 22400-24500 to senior professors (dental), as admissible to other senior professors (medical/non-medical), of Pt Bhagwat Dayal Sharma Postgraduate Institute of Medical Sciences, Rohtak, was also approved.

The Cabinet gave its approval to the amendment that no person shall be appointed to any post in the service by direct recruitment who is less than 21 years or more than 40 years of age, on the last date of submission of the application.

The Cabinet gave its clearance to the participation of the state government in the project of Chandigarh International Airport.

The Cabinet also cleared the government’s participation as a partner in the JVC created for the purpose with an equity share of 24.50 per cent, exactly equal to Punjab’s equity share.

Woman poisons 3 kids, kills herself

A woman allegedly committed suicide after administering some poisonous substance to her three minor daughters following a domestic feud in Salara Mohalla here on Monday. All three kids are stated to be in critical condition.

Praween administered poison to her three daughters - Meenu (4), Priya (2) and twenty-day-old Tammana - and later consumed poison herself in the evening.

Her sister-in-law Babli, who came from Sonepat after being informed, found her and the children in a critical condition in the room. She immediately took her to the PGIMS, where Praween reportedly died during the treatment.

The police is investigating the matter and no case was registered in this regard till the filling of the report.

Reservation for girl students to be increased

Chandigarh, May 25
Chief Minister Bhupinder Singh Hooda said the government was all set to increase reservation for girl students from 25 per cent to 30 per cent in the state. He said the state government had sent the matter to the Central government, which had decided to adopt the model at the national level.

Addressing a press conference after the Cabinet meeting here today, he said: “The reservation will now be implemented in states all over the country and Haryana has showed the way.”

The Chief Minister said the people had given him cent per cent for the development in the state during the elections.

Though he gave no direct reply to a question on holding the Assembly election before time, he did admit that some leaders had spoken to him about holding elections before time. He was non-committal on the issue of a Cabinet reshuffle.

Stating that he had received no complaints against MLAs from party candidates about anti-party activity, he said the government and the performance of an individual minister in their constituency were two different things.

“I am concerned with the performance of ministers in the government. The rest is out of my preview and a party matter,” he said.

He said the state would get representation in the new Council of Ministers at the Centre. Earlier, Haryana was being represented in the Council of Ministers at the Centre by three ministers namely Hans Raj Bhardwaj, Rao Inderjit Singh and Selja.

On Urban Bodies minister AC Chaudhary’s resignation and his attending the Cabinet meeting, Hooda said he had never received resignation from the minister.

“How can I comment on a resignation which never came to me?” he asked.

Stating that the media advisers would be shortly re-appointed, he said the “matter was under the government consideration”.

Hooda also appealed to the people to maintain calm and communal harmony and condemned the incidents of violence that had erupted in Punjab due to attack on a religious sect in Vienna.

The Chief Minister said no major incident of violence had been reported from any part of Haryana except a minor incident in Ambala.

He said the situation in the state was under control and vigil was being maintained.

Referring to the recent cyclones in Orissa and West Bengal, Hooda assured all possible help, maintaining that the government and the people of the state had always stood by those in distress.

Hooda also condoled the demise of journalist Hari Ram Bhardwaj and announced an ex-gratia of Rs 2 lakh to the next of kin out of the Patrakar Kalyan Kosh.

IGP saves conductor from abductors

Rohtak, May 25
Following a swift action by the IGP, Rohtak Range, a truck conductor, who was allegedly abducted at gunpoint, was escaped from the clutches of abductors. One of the five abductors was also nabbed after a long chase from Dhighal village, Jhajjar, on the intervening night of Sunday and Monday.

According to police reports, the alleged kidnapper has been identified as Amit of Bhalaut village. His four accomplices, however, managed to escape.

The police has registered a case against Amit and four other youths in this regard on the complaint of truck driver Tarak Malik, a resident of West Bangal, and a manhunt has been launched to nab the other accused.

The incident took place when IGP V. Kamaraja along with a police party was on night patrolling at the Jhajjar region.

When he reached near Madana Chowk, five armed youths were forcibly pushing a youth into an Indica car. They drove away the car when the IGP reached there.

The IGP started chasing the car and later he succeeded in nabbing Amit while his four accomplices managed to escape, leaving the truck conductor behind at Dhighal village.

The truck conductor alleged that the abductors tried to loot them at gunpoint near Madana Chowk.

The IGP said four other accomplices had been identified and would be nabbed soon.

The issue came up for consideration after Justice Mahesh Grover took suo motu cognizance of the problem during an inspection. In his note, Justice Grover has written: “I inspected the borstal jail, Hisar. Some of the inmates, who were undergoing imprisonment, submitted an application for allowing them to meet their relatives lodged in other jails.

Justice Grover asserted: “There can be a situation where all other members of a family stand convicted and there may not be anyone else a convict may like to meet; and depriving them of such interaction may be extremely harsh.

Taking up the note, the Bench of Chief Justice Tirath Singh Thakur and Justice Hemant Gupta, has issued notice of motion for May 29.

Lineman’s death: Case against MC

Faridabad, May 25
The police has registered a case against the Faridabad Municipal Corporation in connection with the death of an employee with the electricity department after he reportedly fell into an open manhole while on duty in Khedi village, near here.

The employee was posted in the area and on that day there was a heavy storm. The village was engulfed in darkness and the linesman, who was on duty, reportedly fell into the manhole and lost his life.

The police, however, registered the case only today when the matter was taken up by the All Haryana Power Corporation Employees Union.

Wife witness to husband’s murder shot

Gurgaon, May 25
A 36-year-old woman, Sudesh, was allegedly shot dead by two armed assailants at her in-laws’ house in Naharpur Rupa area on the outskirts of Gurgaon city today. According to the family members of the deceased, she was a witness in the murder case of her husband, who was also shot dead some time ago.

A hearing in the murder case of Sudesh’s husband was scheduled to be held on May 27 and she had been shot dead by the same group which had murdered her husband and wanted to prevent her from giving her statement, said Ravinder, a relative of the deceased.

According to family sources and eyewitnesses, two armed assailants entered the house of Sudesh’s in-laws this morning and locked all family members except Sudesh in a room. Later, they shot Sudesh dead and fled the scene.

The deceased was a mother of three children aged 10, 8 and 5. She had been living away from her in-laws as she feared assault from the killers of her husband and father-in-law.

However, according to family sources, Sudesh had come to mourn the death of a relative and also visited her in-laws.

“This move of Sudesh proved fatal for her,” said a relative.

The Sadar police has registered a case and further investigations are on but no arrests had been made till the time of filing this report.

Students excel in IIT-JEE

Besides, a number of other students have got good ranks in the extended merit list under which they are eligible to take admission in the Indian Institute of Space Science Technology, Indian Institute of Science Education and Research, Rajiv Gandhi Institute of Petroleum Technology and the Indian Institute of Maritime Studies, claimed principals of the schools in a press note issued here today.

As many as 3,84,977 students appeared in the IIT/JEE examination from all over India and 10,035 students have figured in the merit list. The meritorious students are eligible to take admission in 8,295 seats in different institutions in the country.

Overbridge to be opened soon

The long wait of pedestrians who wish to go to the other side of the highway finally seems to have ended as a foot overbridge (FOB) near the Atlas chowk in Gurgaon is almost complete and is likely to be opened to the public in three or four days.

The Delhi-Jaipur national highway passes through Gurgaon and in view of the heavy traffic on this road, the Haryana government had requested the National Highways of Authority of India to make provision for FOBs for pedestrians.

Then it was decided that the NHAI would make funds available for the FOBs, which would be constructed by the Public Works Department (B&R) of the Haryana government.

Five FOBs across this highway were approved by the government, of which the construction of two is in the last phase.

In a statement issued here today, Deputy Commissioner Deepti Umashankar said the FOB being constructed at the Atlas chowk could be opened to pedestrians in three or four days. Similarly, another FOB near the IFFCO chowk was in the final stage of construction and was likely to be completed next week.

The construction cost of both these FOBs was around Rs 4.5 crore, she added.

Umashankar said apart from these, three more FOBs would be constructed on the part of the national highway passing through Gurgaon district.

The construction of an FOB near the Rajiv chowk had been started and would be completed in three or four months.

The other two FOBs would be constructed near the Hero-Honda chowk and Haldiram, for which land was being acquired.

The DC further stated that the option of both ramp and stairs would be available at these FOBs.

Pollution checking centres raided

A special checking team led by district transport officer Shiv Prasad raided several pollution checking centres (PCC) here today.

According to Prasad, SK pollution checking centre on the Gohana road had the permit to check only petrol-run vehicles, but the centre owner was found issuing certificates to diesel-run vehicles also. Similar irregularities were found at the RS centre near Suri Petrol Pump. Though there was no pollution checking machine at HS pollution checking centre, but certificates were being issued.

The team seized the equipments from the centres .

Woman killed in mishap

Jhajjar, May 25
A woman was killed and three others injured in a road accident near Dhighal village last evening. The deceased has been identified as Anu, a resident of Bohar village, Rohtak.

The incident took place when Anu along with her brother Amit was going to Dhaund village from her in-laws' home on a motorcycle. However, when they reached near Dhighal village, their motorcycle collided head-on with another vehicle.

Anu reportedly died on the spot while Amit and two occupants of another vehicle received serious injuries. They have been admitted to the PGIMS, Rohtak.
