The controversy over the abortion of the cloned calf at the National Dairy Research Institute has taken a new turn with the Deputy Director-General (Animal Science), Indian Council of Agricultural Research, KM Bujarbaruah saying that he was not aware of it and the matter would be probed.

“I have no knowledge about it and a probe will be conducted,” he told The Tribune on the phone even as the NDRI confirmed that the cloned calf, due for delivery in May, aborted two months ago but the “need to share this news with the media was not felt”.

Denying that there was any cover-up to suppress the news of the abortion of the cloned calf, an NDRI release here said “it is a part of the ongoing long term project in which many births and abortions can be expected and the reasons for the death of the cloned calf cannot be speculated”.

However, sufficient data would be available to draw meaningful inferences and develop this technique into a useful technology in due course of time, it added.

The NDRI release claimed that the foetus was apparently normal and it was not green as reported in some newspapers and added that there were many complexities in these techniques of assisted reproduction, especially the cloning technique. “The mortality rate of cloned animals has been reported to be very high in all species in which work has been done in many laboratories in the world and the birth of the first cloned calf on February 6 this year was a major milestone in the development of this technology, it added.

Inadvertently accepting that it believed in sharing only the success stories with the media and did not like failures to be highlighted, the NDRI said it would be pleased to share information with the media whenever there was any further breakthrough.

Haryana Director-General of Police RS Dalal said here today that Gurgaon would soon get a better policing system than the metropolitan cities of the country.

“A proposal moved by the state government in this regard was approved in principle by Union Home Minister P Chidambaram during his recent visit to Chandigarh,” Dalal disclosed while interacting with newsmen after inaugurating the new building of the Sadar police station here today. The double-storeyed building has been constructed at a cost of Rs 60 lakh and is equipped with all modern facilities like computer and wireless systems.

Till now, the Sohna Sadar police station was being run in a building constructed in 1857. The Haryana police now proposes to preserve this building as a heritage site.

To a question, the DGP revealed that the Haryana police was planning to keep vigil on the dreaded criminals released on parole and police personnel would be escorting such criminals until they returned to the prison. To another query, Dalal asserted that the Haryana police was in favour of granting capital punishment in place of life term to the dreaded criminals and it would file an appeal against the decision of a fast-track court at Gurgaon in which six serial cab-killers were given life term for murdering 28 innocent persons.

He said a new system of judicial hearing through videoconferencing, which had been introduced in Sirsa district, would soon be extended to other districts of the state.

“With the implementation of this new system, as many as 9,000 police personnel deputed for taking criminals for court hearings would be spared and their services utilised for strengthening the law and order situation in the state,” he maintained.

The DGP advocated the need of community policing and appealed to the people to extend their cooperation for building a conducive atmosphere for it. Dalal said the construction of houses for deputy and assistant commissioners of police, besides a multi-storeyed building consisting of 372 flats by the Haryana Police Housing Corporation was near completion in Gurgaon.

“Besides, the corporation has sent a proposal for Rs 300 crore loan from the NCR Planning Board for the construction of houses for police personnel in Gurgaon, Faridabad, Palwal, Mewat, Sonepat and Rohtak districts,” he added.

Gurgaon Police Commissioner SS Deswal, Faridabad range IGP SN Vashist and other senior police officials were also present on the occasion.

Murder Case
District BKU chief resigns

Following involvement of the district unit of the Bharatiya Kisan Union’s (BKU) vice-president in the Sushil murder case, today the district president of the union was forced to resign from his post by the residents of victim’s native village Nara.

The residents held a panchayat at Kisan Bhawan, during which they objected as to how Durjan Singh, who was a prime accused in the Sushil murder case, was elected vice-president of the BKU. They alleged that after killing Sushil, Durjan and other accused had taken shelter in Kisan Bhawan where they even washed their blood stained clothes.

Following the protest by the residents, district unit of the BKU’s president Suresh Dahiya submitted his resignation for the post. He said a five-member committee would be constituted to run the union till the next executive body was elected.

Meanwhile, the residents lamented that even after one month of Sushil’s murder, the police had only arrested four accused, while five others were still at large.

Last month, the residents of as many as 32 villages had formed a struggle committee to seek justice for 26-year-old Sushil, who allegedly been kidnapped and murdered on the intervening night of April 15 and 16.

The police had registered a case under relevant Sections against nine persons and arrested four. The police arrested Sumer, a resident of Gangana village in Sonepat district, Sunehra, Jasbir and Pratap all resident of Nara village. While other accused in the case, including Surinder Singh, Ramesh, Rajinder Singh, Soran Singh and Naveen were yet to be arrested.

Sushil had been allegedly kidnapped by these persons from his house on the intervening night of April 15 and 16 and later his body was found outside a petrol pump in Matlauda village. According to the villagers, Sushil had been murdered by the accused to settle a personal score.

Suicide by Alka (24) in protest over the police inaction against the accused, who had allegedly gang-raped her, not only exposed the insensitivity and the chinks in the police system, but has also led to other fallouts, which could mean that the police could go to any point to ‘force’ its theory in matter of investigation.

This type of modus operandi had also an effect on the Alka case when the authorities concerned announced that Sunil, husband of the deceased who had also consumed ‘poison’ on May 6, had a negative report of the sample that was tested in the FSL, Madhuban (Karnal).

The report of Alka, however, had been shown as positive. The report of Sunil was then interpreted as he had not consumed any poison and had been feigning only to befool the police and her wife.

While it had been in the air that the police might book Sunil on charges of forcing his wife to commit suicide, but this theory was caught in the web of the case itself, as the experts asked if he had not consumed poison, why and for what Sunil was admitted in the hospital and kept in the ICU of the PGIMS for almost 48 hours. But this confusion was cleared by Dr C S Dhull, the director of the PGIMS.

He told The Tribune that though Sunil might have been tested negative in the FSL report, this did not meant that he had not consumed poison.

He said it was quite possible that he might have consumed less quantity of poison and his blood sample, when taken, had no or very little presence of poison due to the fact that Sunil had vomited the substance when he was brought to the hospital, while his wife, who had consumed larger quantity, could not do so and succumbed to the poison.

He said if Sunil had been tested positive, he might not be alive as positive report comes after there was presence of poisonous substance in a large number. Meanwhile, the police has not registered any case against Sunil.

Finally, rape victim’s kin accept body

The episode regarding the protest by the kin over Alka’s death and their refusal to take possession of the body till the acceptance of their demands, came to an end after five days here this morning.

The family of the deceased agreed to take the body for cremation after they were assured by the senior functionaries of the administration, including the IG (Rohtak Range) and Deputy Commissioner of a prompt and suitable action regarding their demand.

The body was taken away from the PGIMS here around 11 am this morning for cremation at Panchi village in Panipat district.

While Alka had died on May 6 after she consumed poison, along with her husband Sunil. Her husband, however, escaped death as he had consumed low quantity of poison. Earlier, the authorities who had been in constant touch with the aggrieved family stepped up their efforts this morning with V Kamaraja (IG, Rohtak Range) and DC P C Meena met Sunil at the IG office here this morning and agreed to his demand of carrying out a high-level probe into the matter of gang-rape with his wife and to arrest the culprits involved in the incident. The IG said all accused would be arrested within 15 days of time and the department would take action against the police officials, including a DSP who had allegedly been trying to hush up the case.

Just over a month after Pooja Mann of Narnaul committed suicide by jumping into a well in Dhani Kumbhawali village, both her parents and in-laws gave consent for referring the probe into the entire episode to the CBI or an independent agency.

Her suicide had cast aspersions on the police action earlier taken against her husband Virender Yadav. The CIA staff, Narnaul, had conducted a raid in which 10 kg of poppy husk was reportedly seized from Yadav’s residence, following which a case under the NDPS Act was registered and he was sent behind bars.

As the matter came up for hearing, the central forensic science laboratory (CFSL), Madhuban, Karnal, in its report, confirmed Pooja’s suicide note was indeed in her handwriting. The note had conveyed she was ending life due to police harassment.

Baddi highway

Haryana today said the work of repairing the road to Baddi from Pinjore would be over by July.

In an affidavit, Ramesh Kumar, executive engineer, national highway, Haryana PWD, said the task of repairing the stretch from 0 to 2.2 km would be over by May, and the stretch between 11.2 and 17.5 km would be over by July. He said Haryana had done its bit for four-laning the highway.

The ministry of shipping, road transport and highway has already stated the stretch between Pinjore and Nalagarh is to be four-laned. The ministry has also requested the Himachal Pradesh government to prepare a feasibility report. It was added the ministry has sanctioned two estimates for repair of stretches on National Highway 21-A.

Woman strangled; husband among six held

A married woman was strangled to death allegedly by her husband and brother-in-law in Charnaund village near here late last night. They have been identified as Bajrang, a bus conductor, and his younger brother Ramesh.

According to the police, the victim, Kaushalya (35), was living with her two sons in the Mill Gate locality here. She was allegedly abducted by her husband and brother-in-law on Saturday.

The police said the victim had differences with her husband following which she moved from Charnaund village to Mill Gate here where she made a living by stitching clothes.

Her brother Krishan and mother Kamla were also allegedly involved in the conspiracy to murder her. They have been booked under Section 120-B of the IPC. The victim had one acre in her name which her brother and mother wanted for themselves. They conspired with her estranged husband to murder her. The police said the husband suspected her of having an affair.

Lal Chand, father-in-law, and Teejo, mother-in-law of the victim, have also been booked for conspiracy under Section 120-B. All six accused have been arrested.

Members of the Janwadi Mahila Samiti staged a demonstration here today seeking action against the SHO of the police station concerned for failing to save the life of the victim. The protesters had met the SHO a few days ago saying they feared that Kaushalya would be murdered. However, he failed to take timely action, resulting in the death of the woman.

Attack on Dera Chief

Parveen Kaur, alias Meena, one of the prime accused in the case pertaining to the attack on Dera Sacha Sauda chief Gurmeet Ram Rahim Singh in Manak Majra village near Nilokheri on February 2, 2008, today visited Dera Kaar Sewa here immediately after her release from jail on bail to pay obeisance. She was granted bail by Justice SS Sarna of the Punjab and Haryana High Court on April 24 last and was released from jail today.

Parveen Kaur, a resident of Mansa, was arrested by the police on March 13, 2008, but her bail plea was rejected by District and Sessions Judge on September 15, 2008, after which she moved the high court for bail. Praveen Kaur, who is also doing her graduation, was accorded a rousing reception at Dera Kaar Sewa and presented with siropas.

Daljeet Singh Bittoo, President, Shiromani Akali Dal Panch Pradhani, Sukhvinder Singh, president, Guru Granth Sahib Satkar Sabha, and Baljeet Singh of the Ek Noor Khalsa Dal were present. Later, she visited another gurdwara in the town.

The dera chief had escaped unhurt in the attack but nine members of his cavalcade were injured in an explosion in Manak Majra village, near Nilokheri. Mohinder Singh, Saran Singh, Jaswant Singh, Hoshiar Singh, Gurvinder Singh, Dharmender and Praveen Kaur were identified as accused in the case and arrested.

The Akal Academy, Ratia, a CBSE-affiliated school run by the Kalgidhar Society of Baru Sahib (Himachal Pradesh), has been closed indefinitely by its management after the local police arrested its Principal and two other staff members consequent to protests against the school on May 8.

The school management has stated that they were not going to open the school unless the police took action against those who allegedly ransacked the school building and caused hindrance in the completion of “Sukhmani Path” being organised in memory of its student Rajdeep, whose death had sparked protests on that day.

Jaivinder Singh, chief manager of Akal Academies, told The Tribune today that the teachers, staff and students of the local Akal Academy had been feeling insecure in the manner some “hooligans” ransacked the school building on Friday and manhandled the school staff. He said the school management and the staff were also peeved at the “partisan manner” in which the police acted after the protests.

“We have given an application to the police for registering an FIR against some persons, who led the demonstration. We hope the police will register a case against them,” he said.

Rajdeep, a Class II student of the school, was found ill in his school bus, when he reached home on May 5 and died during treatment the next day.

Parents and residents of some neighbouring villages had held demonstration alleging negligence on the part of the school Principal and some other staff after which the police had arrested Principal Indu Sharma, a teacher Monika and the first aid attendant Rustam.

Tarlochan Singh, a Rajya Sabha MP from Haryana and former Chairman of the National Commission of Minorities, meanwhile, today strongly criticised the role of the district police in this case.

“I am shocked at the manner in which two young women teachers, including the principal had been arrested by the police without going into the facts whether sufficient grounds for their arrests existed. The Principal or the teachers had no role whatsoever in the tragic death of the student, who was found ill in the bus which is managed by the parents and not by the school,” Tarlochan Singh said.

Meanwhile, kin of Rajdeep as well as some other villagers today staged a dharna in front of the Akal Academy demanding the removal of the Principal and some other staff members. They said that they would boycott the school till the school management accepted their demand.

Varsity, college teachers to hold protest today

Agitated over the inordinate delay in the implementation of the revised UGC pay scales, Haryana university and college teachers have decided to stage a dharna outside Shiksha Sadan (office of Commissioner (Higher Education), Panchkula, tomorrow to attract the attention of the government.

The president of the Haryana Federation of University and College Teachers Organisations (HFUCTO), Prof NS Kaushal, said the teachers had been protesting against the delay in the implementation of the revised scales for more than a month and there was no option with them than to intensify the stir.

He said the HFUCTO had suspended the dharna in Kurukshetra on an assurance of the Vice-Chancellor that the government would take up the demand with the Election Commission but the assurance was only partially fulfilled.

Dr Parmesh Kumar, secretary, Kurukshetra University Teachers Association (KUTA), said nothing concrete had been heard from the state government till date and the resentment among teachers was turning into anger.

Senior Secondary Classes
Social science stream discontinued

As per latest decision of the Haryana School Education Board, the arts, commerce and science stream will continue in the senior secondary classes.

Secretary of the board Sriniwas said in the previous academic session, the social science stream was introduced in place of the arts and commerce stream and in the first phase students of class XI only opted for this stream.

However, due to some educational and administrative exigencies, it had now been decided to discontinue social science stream and continue arts, commerce and science stream as usual in the senior secondary classes, said Sriniwas, adding that the students, who took admission in social science stream last year, had been allowed to opt either arts or commerce stream in class XII. Change of stream would take place at institutional level and only arts, commerce and science stream would be indicated in the application form for examination received by the board.

As regards provisional admission to the next class, students, who have got re-appear in two subjects in 2009, will be eligible to be admitted provisionally to the next class. Thanks to the semester system, a student might get re-appear in a subject in both semesters and similarly for the students who have got re-appear in two subjects there might be four papers of two different semesters.

Vasundhra meets dera chief

Vasundhra Raje Scindia, a former Rajasthan Chief Minister and senior leader of the BJP, visited the Dera Sacha Sauda headquarters here today.

The former Chief Minister’s chopper landed in the dera at around 3 pm after which Vasundhra went straight to the dera chief’s Gufa residence situated in the new dera building.

Vasundhra, according to sources, was accompanied by her son Dushyant Singh, who contested the May 7 parliamentary poll as the BJP candidate from Jhalawar, Arjun Meghwal, BJP candidate from Bikaner, and Dr Vishvanath, BJP MLA from Khajuwala (Rajasthan). The BJP leaders remained with the dera chief for about an hour, according to the sources.

Vasundhara had visited the dera to seek the support of Dera chief Gurmeet Ram Rahim Singh for the parliamentary poll in the last week of April.

Talking to reporters on that occasion, Vasundhra had said that she had come for “darshan” of the dera chief.

Her visit today was kept as a closely guarded secret and she did not meet anyone except the dera chief.

It is not clear whether it was a “thanksgiving” visit or there was some motive but the sources said she had come for the “darshan” of Guruji.

The sources said the former Rajasthan Chief Minister had said during her last visit that she would bring her son Dushyant Singh for “darshan” of Guruji soon after he was free from the parliamentary poll.

This year’s Mother’s Day brought smiles for 72-year-old Bachan Devi, whose two sons had not only taken forcible occupation of her house in the local Shadi Ram Gali, but had also been denying her and her husband Babu Ram (74) food, clothes and maintenance allowances.

Vinod and Vijay, sons of the elderly couple, not only agreed to provide food and clothes, they also undertook to provide Rs 1,000 per month as maintenance allowance to their parents on Saturday, a day before Mother’s Day.

But, it is not that the day marked to remember mothers had anything to do for the change of hearts of Bachan Devi’s sons.

It was a proactive approach by District and Sessions Judge R S Virk that forced them to give an undertaking to take care of their old and infirm parents.

Bachan Devi and Babu Ram had met the judge during one of his visits to the old age day care home ‘Baghban’ and brought their problem to Virk’s notice.

They informed that their sons, who had a settled business, had refused to provide them meals and cloths and had even cut the electricity line coming to their room.

They had, however, been occupying the house that stood in the name of Bachan Devi leaving with her not even the option of earning livelihood for the couple by renting out the house.

Counselling of the woman’s sons failed to yield any results.

The judge then provided a lawyer to the elderly couple, who filed a suit against the couple’s sons under the Domestic Violence Act.

The notice for the next day was served to them.

Fearing eviction from the house, both Vinod and Vijay thought it fit to go for a compromise.

As per the compromise document, Vinod agreed to keep the couple with him and provide meals and clothes, while Vijay agreed to pay Rs 1,000 per month as maintenance allowance to his parents. Both, Vijay and Vinod also agreed to give due respect to their married sisters, whenever they visited their parents.

Man burns wife, son alive

The police today arrested a person for allegedly burning his wife and one-year-old son for dowry.

The duo died this morning on account of the burn injuries sustained by them. The police registered the case on a complaint of the deceased’s mother. Saheen was married to Amruddin, both residents of Gulawati village in Western Uttar Pradesh, more than a year ago.

They were married after Saheen gave birth to two girls. The first girl was about three-year old and the second about one hand half years old when the marriage was consummated.

Amruddin shifted to Faridabad with his wife and children and found a job. The two were in love with each other and had physical relationship. According to her mother, she and her relatives were constrained to arrange the marriage on account of the birth of the two children. After marriage she gave birth to a boy.

As per the version of the mother of the deceased, Amruddin started pestering for dowry after the marriage. He demanded a cash of Rs 20,000 and a motorcycle. The parents of the deceased arranged the money. Amruddin was enraged as the in-laws could not arrange the motorcycle. He allegedly started torturing Saheen. The mother complained that last night Amruddin set her daughter to fire.

4 held on charge of raping minor

Four youths identified as Ravi, Deepak, Naresh and Vinod of Firozpur Bangar village and alleged accused in a case of gang rape of a minor of the same village, have been arrested. They were produced in the court and had been remanded in police custody for recovery of the car and the arms used by the alleged accused to threaten the rape victim.

According to a complaint lodged by cousin of the victim, about a week back, the victim had gone to Kharkhoda, along with her family members, for some local purchase. She was allegedly enticed by Ravi and Deepak and they took her to Delhi chawk in the town. Naresh and Vinod also reached there in a car and they took her to Halalpur village. Threatening her with dire consequences, she was allegedly raped by them.

After reaching home, she informed about the incident to her family members and a complaint was lodged.

Fifth suspected Maoist held

Fifth suspected Maoist activists Manovar was arrested from Bhurkalana village here today. Manovar was the forth Maoist arrested by the CIA staff in the past three days for his alleged involvement in writing anti-national slogans on the walls and pasting posters asking the villagers to boycott the polls.

“Manovar was later produced in a local court and has been remanded in two days police custody. The police has registered a case under Sections 124-A, 153-B, 34 of the IPC, 125 RP Act 1951 against them” DSP Mukesh Kumar said. Other four-arrested Maoist includes wife of alleged main mastermind of these activities Poonam, Charan Singh (26) and Bitu (22), Mukesh Kumar.

Students block traffic

School and college students today blocked vehicular traffic near Dariyapur village on the Sirsa-Fatehabad road against the alleged indifferent attitude of the Haryana Roadways for not stopping its buses at the village bus stop.

Students alleged that a large number of them had to go to Fatehabad or Sirsa for attending schools and colleges, but few Haryana Roadways buses stopped at the village bus stand, causing a lot of inconvenience to them.

The road blockade started in the morning and continued for about two hours till the roadways’ authorities assured them that buses of the Sirsa and Fatehabad depot of the Haryana Roadways would stop at village bus stand between 7 am to 10 am.
