Bahuguna charms Doon residents
Dehradun, April 29 Highlighting the decisions taken by Prime Minister Dr Manmohan Singh and the people-friendly policies of the Congress, Bahuguna said it was significannt that despite the global recession, the Indian economy continued to be stable. “It was the visionary approach of Dr Singh, a great economist, that helped India to face the economic meltdown without much impact on the country’s economy,” he said. Bahuguna was addressing a select gathering of doctors, ex-servicemen, retired bureaucrats, academicians and intellectuals of Dehradun. It was for the first time that any candidate held an interaction with city residents from all sections. Bahuguna said the UPA government had not only handled the issue of terrorism well, but also initiated several measures for strengthening internal security. On Uttarakhand, he told the gathering that because of his efforts the proposal for setting up the Indian Institute of Management had been sanctioned. “The proposal, however, couldn’t materisalise with the BJP government headed by Uttarakhand Chief Minister BC Khanduri failing to provide land required for the IIM,” he said. Bahuguna also took credit for Garhwal University being accorded the status of central university. Bahuguna applauded the Congress for compensation amounting to Rs 150 crore paid to families displaced by the Tehri dam. He told the gathering that they would not only be voting for a new government, but also the next PM and, hence, the electorate should cast vote in favour of the Congress. On problems being faced by Dehradun residents, Bahuguna said if voted to power, he would work towards finding a permanent solution to the problem of traffic congestion in the state capital. He also assured to resolve the problem of water shortage and poor drainage. “Though the state has received funds amounting to Rs 900 crore under the Jawaharlal Nehru National Urban Renewal Mission, the BJP government is not utilising the funds judiciously. But if I get a chance to serve the people of Tehri for another term, I will ensure that there is optimum utilisation of funds”, he claimed. To a query from the gathering on the issue of permanent capital, Bahuguna said that it was a political issue and declined comment. Addressing the gathering, Francis Fanthome, nominated member of Parliament from the Anglo-Indian community, said: “Vijay Bahuguna is following in the footsteps of his late father HN Bahuguna. I have seen Vijay take up issues pertaining to Uttarakhand in Parliament,” he told the gathering, in an effort to enlist their support. |

Can’t trust national parties to take up local issues: UKD
Dehradun, April 29 Chamoli said since 1971, at least two lakh people had migrated out. From 1991 to 2001, as many as 55 “It is unfortunate that people in large numbers are migrating from Uttarakhand and those at the helm of affairs are least bothered.” He said if UKD candidates makde it to Parliament, they would initiate steps to check the problem. The UKD leader pointed out that it was sad that delimitation was done on the basis of population. “Because of migration, population in the villages in hill districts is sparse. As a result, during the delimitation exercise, several villages/areas did not get proper representation vis-à-vis the assembly segments. Claiming that only a regional party could raise local issues, Chamoli said the right of the people on resources like water, forest and land were among the 52 points raised by the UKD in its manifesto. “We strongly advocate that families whose land has been acquired for various hydel projects be given free power and employment at the project sites.” Chamoli criticised the Congress for giving “outsiders” the opportunity to represent Uttarakhand in the Rajya Sabha. “Because of almost 60 per cent forest cover, considerable area of the state absorbs carbon dioxide. “Hence, in return, people residing near forests must be given some kind of relief,” he argued, asking voters to cast their vote for the party that “truly represents” them. |

Dehradun, April 29 There is no provision for the services of an in-house doctor or a nurse in most of the state run schools. “Government schools do not have any plan laid out to tackle medical emergencies and I doubt even if they have a first-aid box,” said Vijay Tyagi, a parent. The medical examination of children includes detection of anemia, deficiency Vitamin A, eye related ailments, skin diseases, respiratory infections, lack of personal hygiene and other health related matters. “Under the NRHM, a yearly target of undertaking checkup in 8,628 schools benefiting 70 lakh children has been setup,” said Dr Dr Anil Sharma, additional director, National Rural Health Mission (NRHM). The National Council of Education and Research Training (NCERT) has stated that health is a critical input for the overall development of the child and it influences significantly in the retention of the subject being taught and even in the completion of school. Further, it can also work in combating malnutrition. The World Health Organsiation (WHO) has also recommended making School Health Programmes a part of school curriculum in all CBSE affiliated schools. After a Global Health Survey conducted by WHO pointed out absence of hygiene awareness among students. It had also recommended that school health should not be restricted to health programmes only but schools should frame health policies for their students. The National Curriculum Frameworks 2005 of NCERT has also stated that health is a critical input for the all-round development of the child.
