Liquor seized from police station
Panipat, April 5 The liquor had been seized by a team of police officials during a raid conducted on one of the houses in the city, but it had not been mentioned in the FIR that was registered. Following this, the police department registered a case against three erring cops - an SI and two ASIs. According to the police, SI Rajbir Singh, who was posted at the Chandni Bagh police station, had raided the house of one Anil, alias Leelu, in the Luxmi Nagar locality on April 1, along with his team of officials. The police had seized a huge cache of illicit liquor from his house. The police registered a case against Anil under Sections 61-1-14 of the Excise and Taxation Act and placed him under arrest. In the FIR, the police stated that it had seized 300 bottles of English whisky, 400 bottles of local liquor and 900 bottles of bear. He was produced before a local court, which sent him to a two-day judicial remand. After Anil was freed from the jail, he approached the district police chief and filed a complaint against SI Rajbir Singh alleging that during the raid the police team had seized 6,000 bottles of English whiskey, 1,350 bottles of local liquor and 1,800 bottles of bear from his house, but deliberately a lesser number of bottles was mentioned in the FIR. Following the complaint, the district police chief ordered an inquiry into the matter. A police team recovered the huge haul of liquor from the police station. Following the recovery, the district police chief ordered registration of a case against the erring policemen. SHO registered a case under Section 167 and 34 against Rajbir Singh and his two accomplices ASI Surat Singh and ASI Mahinder Singh. |

Chandigarh, April 5 If Kiran Choudhry is pushing for daughter Shruti Choudhry’s nomination on the Congress ticket from the Bhiwani-Mahendragarh seat, Finance Minister Birender Singh, too, is in no mood to relent and give up his claim for Sonepat. Opposed to this, Chief Minister Bhupinder Singh Hooda’s camp has made the two seats a prestige issue and is lobbying hard to avoid being “checkmated” in this game of chess for the ticket where one is being played against the other. It could be anybody’s game in the end but the silence of the party top brass is proving nerve-wracking. Sources said after releasing the first list of party nominees Kumari Selja (Ambala), Avtar Singh Bhadana (Faridabad), Navin Jindal (Kurukshetra), Jai Prakash (Hisar) and Deepender Hooda (Rohtak), all sitting MPs, the party is now ready with its second list of three seats. The party has decided to repeat sitting MPs Rao Indrajeet and Arvind Sharma from Gurgaon and Karnal, respectively, while Ashok Tanwar has replaced sitting MP Atma Singh Gill in Sirsa, who was on a “weak wicket” from the day the election bugle was sounded. Given this, it seems all sitting MPs of the Congress barring one are “performing MPs” and deserved a re-nomination. This is quite in contrast to the claims of senior Congressman and then Haryana in charge of the party affairs Moti Lal Vora, who had announced with great flourish that some sitting MPs could face the axe for non-performance. In view of this statement from the Congress top brass, it was being perceived in Congress circles that there could be a change in nominations from at least two more seats, including Karnal, while three-member panels had been sought from all 10 Lok Sabha seats. Not so long ago, Congress sitting MP Arvind Sharma had become a constant “headache” for the party owing to his “unsavoury utterances” against the Haryana Chief Minister and his lavish praise for BSP supremo Mayawati. Also, from Faridabad, the Haryana Pradesh Congress Committee (HPCC) had suggested Palwal MLA Karan Dalal’s nomination while the ticket for Gill was never on the cards. For the candidates from the still-hanging-fire seats, the battle for the party ticket is not even the beginning of the battle that awaits them in the field. |

Karnal, April 5 Senior BJP leader Sushma Sawraj contested thrice from this seat in 1980 (Janta Party) and 1984 and 1989 (BJP), but the luck did not smile on her. The seat was won for first time in 1977 by former Chief Minister Bhagwat Dayal Sharma, who created a record by polling 81.99 per cent votes and defeating Jagdish Prasad of the Congress by 2, 76,885 votes. The Congress wrested the seat in 1980 and its candidate Charanji Lal sharma defeated Sushma Sawraj (JNP) by 22,320 votes in a triangular contest, in which Raghubir singh of JP (S) also polled a sizable number of 1, 17,861 votes. Charanji Lal recorded four successive wins from this constituency defeating old rival Sushma Sawraj (BJP) in 1984 and 1989 and Ghansham Pal Singh of the Janta Dal in 1991. The luck was harsh on Sushma Sawraj, who finished third in 1984 polling only 15.34 per cent votes against 48.67 per cent votes polled by Sharma. However, she lost by a narrow margin of 8,673 votes in 1989 to her traditional rival. The former Union Minister of State for Home Affairs, ID Swami (BJP) wrested the seat from the Congress in 1996 defeating CL Sharma by 1,91,865 votes, but the Congress wrested the seat in 1998 as former Chief Minister Bhajan Lal defeated Swami by 52,061 votes. But he avenged his defeat in 1999 trouncing Bhajan Lal by a huge margin of 1,47,854 votes. In 2004, the seat was won by Arvind Sharma (Congress), who defeated Swami by a convincing margin of 1, 64,762 votes. The constituency also has record of returning a Brahmin candidate in eight out of nine election and only exception being Bhajan Lal who won once in 1998. Further, no Jat ever won from this seat in any general election. This constituency comprised nine Assembly segments of Karnal, Indri, Gharaunda, Nilokheri and Assandh in Karnal district and Panipat (rural), Panipat (urban), Israna and Samalkha constituencies in Panipat District. |
Counting of votes to be centralised
Sirsa, April 5 SK Goyal, District Electoral Officer and Returning Officer for the Sirsa parliamentary seat, told mediapersons yesterday that counting of votes for the Fatehabad, Ratia and Tohana constituencies falling under Fatehabad district and the Narwana constituency falling under Jind, which form part of the Sirsa parliamentary seat, would be held in the Government College for Women, Bhodia Khera. Goyal said the decision had been taken in order to have better security arrangements in place in and around the counting centres. Earlier, the authorities had decided to hold counting of votes for the Sirsa Assembly seat in CMK National PG Girls College, the Ellenabad Assembly seat in Government Polytechnic Sirsa, the Rania Assembly seat in Government National College Sirsa and the Kalanwali Assembly constituency in Panchayat Bhawan, Sirsa. The counting for the Dabwali Assembly seat was to be held in Dabwali. Likewise, the counting of votes in the Narwana Assembly segment was to be held at Narwana, for Tohana at Tohana and for Ratia and Fatehabad at Fatehabad town. But, after a directive from the Election Commission, the authorities had to opt for holding the counting at the district headquarters only and while counting for Dabwali was shifted to Sirsa, that of Narwana and Tohana was shifted to Fatehabad. Goyal said the authorities found that simultaneous counting at five different places in Sirsa and four different places at Fatehabad would require a large number of security personnel and would be more expensive too. Hence, the authorities have now sent the proposal to the Chief Election Officer, Haryana, for his approval. |

Rewari, April 5 Pooja Chaudhary, wife of Virender Yadav, reportedly committed suicide by jumping into a well in Dhani Kumbhawali village, in Mahendergarh district on March 29 Jagdish Yadav, Pooja’s father-in-law, had filed a petition in the high court on March 31 seeking a CBI probe into the “false” implication of his son in a case registered against him under the NDPS Act at Narnaul on March 25. When the above petition was taken up for hearing by the court of Justice Rajeev Bhalla at Chandigarh recently, SN Vashishth, IGP, Faridabad range, pleaded for a 15-day extension to enable them to get at the “truth” of the above case. Simultaneously, Vashishth also sought the original copy of the suicide note which was appended to the petition filed in the high court by Jagdish Yadav on March 31, to enable the police department to seek official authenticity of the “fact” that it was in the victim’s handwriting. The suicide note left by Pooja reportedly stated that her husband had been falsely implicated in the above case and she was then ending her life (owing to such police persecution). Narnaul SP Jagwant Singh Lamba and DSP Ram Rattan were also present in the high court. Prior to his appearance in the high court, Vashishth made a dash to Narnaul as well as Dhani Kumbhawali village for on-the-spot information pertaining to the above case. Besides, he also inspected the well at Dhani Kumbhawali village. When Virender, a college student in Narnaul, lived as a tenant in the house of Pooja’s father Rohtash Maan in Mohalla Misharwara, he developed intimacy with Pooja, following which they tied the nuptial knot in the high court in Chandigarh in November, 2008. Acting on their petition, the high court later issued a directive, following which the couple was provided police security in December 2008, by the Narnaul district police. Sources said being a Jat by caste Rohtash Maan was averse to his daughter’s marriage with Virender, an Ahir by caste. Interestingly, when the police security of the couple was withdrawn on March 23, the CIA staff, Narnaul, conducted a raid (only two days after) on March 25, in which 10 kg of poppy husk was reportedly seized from Virender’s car, following which a case under the NDPS Act was registered and he was then sent behind the bars. |
MDU allows colleges to conduct exams

Jhajjar, April 5 Keeping in view the grievances being faced in conducting the examinations, the university administration has granted the right to its affiliated colleges to conduct examinations of various add-on courses and issue joint detail marks card indicating the name of the universities and the colleges concerned. As per the existing procedure, the examinations of the courses are conducted by the university. Though these courses had evoked an overwhelming response in the beginning as the significant number of applicants got themselves enrolled, due to some reasons, later the courses started losing its charm with the considerable decrease in the strength of the students. At present, the number of students in some courses is not more than 10. Notwithstanding all, the university authorities have to utilise their lot of resources in terms of manpower etc to manage such small-level courses which affect the managing of other main examinations as well. Taking a serious view of the problem, the university administration decided to grant the right to its affiliated colleges for conducting the examinations of various add-on courses on their own. The Kurukshetra University had also been following the same pattern under which such examinations were conducted by the colleges concerned itself. |

Hisar, April 5 Addressing a press conference here, he said he had been in Haryana politics for about three decades now and so far he refrained from making tall promises which could not be fulfilled. Now that he had decided to enter national politics, he would stick to the basic principles of honest politics. Sampat Singh, a former Finance Minister of Haryana, said as a minister in the state his financial management had been appreciated by then Finance Minister P Chidambaram. During his tenure, the state earned kudos for its focus on development combined with astute handling of resources. He criticised the Congress, saying that it had promised to abolish VAT but the party never fulfilled the promise. This, he said, was proof of the Congress making tall promises at the time of elections and forgetting all about them after the polls. He also came down heavily on sitting Congress MP from Hisar Jai Parkash who was once his close friend in various political parties floated by the late Devi Lal. Sampat Singh said Jai Parkash had not been able to get the Hisar-Rohtak stretch of National Highway four-laned despite promising to do so time and again. He said Jai Parkash had not been able to get Agroha, the erstwhile capital of Maharaja Aggrasain, founder of the Aggarwal community, linked by rail despite inviting Raliway Minister Lalu Prasad Yadav for a function there. Sampat Singh also rapped former Chief Minister Bhajan Lal for practising “unethical politics”. He said if he got a chance to serve the state at the Centre, he would do so earnestly and would strive for the completion of the SYL Canal project. |
No voting rights for these families
Sirsa, April 5 The families neither have ration cards nor any other proof of being nationals of this country. They have been living in hutments on the outskirts of the village. Believed to be the descendants of Maharana Partap of Chittorgarh, the members of this nomadic tribe had been roaming from one place to the other looking for jobs of blacksmith, the skill they have perfected in since centuries, since independence but have now started settling in different towns of the northern India. Half a dozen families of Gadaria Lohars, who settled in the village more than 20 years back have run from pillar to post to their voting rights since then but have not been able to get their votes till now. “We have met several officers of the district but we are told that we do not have the proof of our nationality. Even the village sarpanch refuses to prove our identity,” alleges Daulat Ram, head of these families. In absence of votes, the families are not on the priority of politicians and hence the rays of development have failed to reach their hutments. “Our children have no access to education and all they learn is how to handle a hammer. The moment our children grow a bit older they start helping us in our profession,” said Jogi Ram, another member of the tribe. Though the authorities maintain that there are no separate rules for the nomadic tribes and members of this tribe can also get their names enrolled in the electoral rolls like any other person, no one is ready to get them enrolled for want of necessary documents. |
Cong upbeat after EC reversal on pension
Chandigarh, April 5 Its president Phool Chand Mullana said the commission’s decision had not only come as a relief to the beneficiaries but it had also caused a serious “politico-electoral setback” to the opposition, especially the Indian National Lok Dal
(INLD). He said the Opposition had first dismissed Chief Minister Bhupinder Singh Hooda’s announcement to enhance the pension as a mere poll-eve gimmick and later it had opposed the decision tooth and nail out of sheer desperation.
Mullana said the commission’s decision was a slap on the face of the
INLD, the BJP and the HJC. He asked INLD supremo Om Prakash Chautala why he had not honoured his commitment made at a public rally held in Sonepat in 2000 after winning the Assembly elections that the old-age pension would be increased by Rs 100 every year to celebrate the birth anniversary of his father Devi
Lal. Chautala’s promise, he said, was fulfilled by Hooda in 2005 after the Assembly elections when he raised the old-age pension from Rs 200 to Rs 300 per month. The Congress leader said INLD leader Sampat Singh, who had described the earlier decision of the commission to pay the pension at the old rate as a vindication of his stand, should now apologise after the commission had reversed its order. |

Four gangsters held
Kaithal, April 5 During the preliminary interrogation the accused had confessed of operating in Haryana, Punjab and Rajasthan and committing burglaries and thefts at as many as 18 places in these state. Those arrested have been identified as Naresh Kumar of Chhatar in Jind district, Darshan and Sandeep of Rohera village in kaithal district Jaswant of Tohana. All accused were produced in a local court today, which sent them to judicial custody. SP Sultan Singh said a CIA team headed by ASI Satyavan while present at Kithana received about the presence of these criminals near a water channel last night. The police party after removing blew light of the vehicle reached the spot and the armed criminals using a torch signalled the vehicle to stop. One of them put the pistol on driver’s the head and asked them to hand over their belongings. However, they soon realised that it was a police party and they tried to flee. The police chased the criminals and overpowered them. They were booked under Section 398 and 401 of the IPC and 25, 54, 59 of the Arms Act. |

Wife held for man’s death
Karnal, April 5 According to a complaint lodged at the Indri police station by Ram Kali and Shiv Kumar, sister and brother, respectively, of the deceased, Nirmala was allegedly having an affair with Vicky and allegedly murdered Ram Kumar. Preliminary investigations revealed that Vicky and his brother Avtar Singh came to house of Ram Kumar and took him to a tube well hut of Mewa Singh. They allegedly mixed some poisonous substance in the drinks of Ram Kumar who was found dead in the hut yesterday morning. After the incident, Nirmala tried to escape but her neighbours handed her over to police. The police has launched a manhunt to nab the other accused. The body of Ram Kumar was sent for a post-mortem and a case has been registered. |

7.44 lakh children given polio drops in Haryana
Chandigarh, April 5 A spokesman of the Health Department said here today that these children were administered the drops at specially set up 4,080 booths in the state which were manned by about 16,000 health officials, volunteers, Anganwari Workers and Accredited Social Health Activists. About 800 officials and independent monitors from Pt BD Sharma PGIMS, Rohtak, and the WHO supervised the campaign, he said. He said for two more days, the campaign would continue by way of house-to-house activity to cover those children who were left today. He said during this round, special attention was being paid to high risk areas like slums, isolated hutments, brick kilns, migrating population and construction sites so that no child was left uncovered. — PTI |

CCTV to monitor polling
Sirsa, April 5 Goyal said the sensitive, hypersensitive and critical booths had been identified on the basis of voting trends during the last elections. The polling booths where over 90 per cent polling has been registered or where over 90 per cent votes had been cast to a single candidate had been classified in these categories. He said besides CCTV cameras, micro-observers would be appointed in each of the 28 critically sensitive booths to monitor polling. |
2 killed in road mishap
Karnal, April 5 There were no parking lights or any other indication in the tractor-trailer and the driver of the Swift was not able to sight the vehicle in the darkness, causing the fatal accident. The deceased were identified as Satinder Singh of Jundla and Jagit Singh of Bathinda, while the injured woman was Harman Kaur, sister-in-law of Jagit Singh. While Satinder succumbed to injuries on his way to the Civil Hospital, Karnal, Jagit died soon after he was admitted. A case has been registered by the Jundla police against the driver of the tractor-trailer, Dharam Pal, under Sections 283, 337 and 304-A of the IPC. |

Sonepat, April 5 On receiving information from Love Chadha, the police reached the spot and brought the child to the local Civil Hospital around 11.30 pm. The Mahila police has taken the custody of the child and efforts are reportedly being made to hand over the child in Shishu Grah of the Bal Gram Rai. Meanwhile, the body of a newborn boy was found in a dry drain near Kohinoor Rice Mill adjacent to the GT Road this morning. |

Sirsa, April 5 The police has registered a case on a complaint of liquor contractor Sukhwinder Singh. The police has named three persons - Tahla Singh, Makhan and Jeewan - and some other unidentified persons in the FIR registered today. Villagers had been protesting against the setting up of the liquor shop in the village and had threatened the liquor contractor to remove it. The police has begun investigations after registering a case. |
