Developer arrested for constructing colony without licence
Ropar, November 5 While addressing mediapersons today, SSP R. N. Dhokey said on October 10 Ajit Singh, a resident of Shaheed-e-Azam Bhagat Singh Nagar, complained to the police that in January 2006 he had bought the plots in Maharaja City Colony, Rasulpur village. Its managing director Rajbir Singh, a resident of Phase IV SAS Nagar, had taken Rs 10.35 lakh from him but did not give registry of the land till date. Dhokey said in charge economic offences wing inspector Sohan Lal had forwarded this complaint. During investigation it was found that Ajit has made payment of Rs 1.02 lakh through a cheque on January 15, 2006 to Rajbir Singh, Karamjit Singh and Kamaljit Singh. On March 31, 2006 the remaining payment of Rs 9.33 lakh was given. Ajit was given mere receipts of the cheques he had given to Rajbir. When he asked for the registry of the land, Rajbir declined the same and denied having taken any money from Ajit, said Dhokey. During the investigation it was found that when Rajbir started constructing this colony he had not got it approved from any authority. Rajbir was directed to produce the entire record of sale and purchase of the plots in the colony. He failed to produce any such record before the police. He presented his licence as the developer before the police on August 17, 2006. The police found that Rajbir got the licence to develop the colony on August 17, 2006. ASP Dhanpreet Kaur conducted a detailed inquiry into it and found Rajbir guilty. He was booked and arrested under Section 36 (1) of the Punjab Apartments and Property Regulation Act 1995. Seven more complaints are pending against Rajbir with the economic offences wing of the department and action will be taken against the accused, Dhokey said. |

Employees, farmers protest privatisation of PSEB
Patiala, November 5 The rally was held in Gurdaspur, Amritsar, Tarntaran, Kapurthala, Khanna, and Ludhiana circles in the areas of Anardana chowk, Quila chowk, Sirhindi bazaar and other populated areas of the town. Union leaders said if the demands were not met, they would intensify their struggle. Today, thousands of employees started arriving in Patiala, since morning and by noon the entire stretch outside the head office of the PSEB was packed with thousands of farmers and employees. They then proceeded to hold a rally outside the board head office where leaders of the Technical Services Union of the Board and farmers’ representatives addressed the gathering under the presidentship of Gurdial Singh Bhangal. Gurdial and Sukhwant Singh Sekhon, general secretary of Technical Services Union, demanded that the Punjab government should scrap its decision for privatisation of the board. They said that the decision had been taken under pressure from outside agencies and if the power board was disbanded, it would jeopardise the future of employees. They said the privatisation of the board would mean handing over management of the key power sector to the private players and the employees and different sections of the society would be left at the mercy of the multinational corporations. The leaders alleged that a large number of employees had been victimised. While 19 union leaders from Patiala, Faridkot and Muktsar circles had been dismissed from service even as chargesheets were issued to a large number of other employees. This was being done to browbeat the employees and they demanded that all these punitive actions be revoked. They demanded that the board should create congenial conditions for holding talks with the protesting employees to find an amicable settlement to the vexed issued of proposed privatisation. Leaders of the farmers’ organisations who addressed the rally pointed out that power was the backbone of the agricultural economy and they would not allow privatisation of the power board. They announced that they would continue their stir in coordination with the employees. |

PSEB engineers condemn board's policy
Ropar, November 5 In a press release issued here today, the engineers said in the past many superannuated engineers have been reemployed on contract basis as advisors against ex-cadre posts. Also recently regular extension in the service tenure against the cadre posts was given to two superintending engineers in Ludhiana. "This policy of the board has resulted into additional expenditure to the cash starved board in addition to demoralising engineering cadre by creating extra-constitutional centres of authority," added spokesperson. The meeting has expressed satisfaction on withdrawal of the extension in the service orders to two retired employees. The superintending engineers and engineers demanded that all retired engineers reemployed as the advisors should be removed from the service of the board with an immediate effect. The meeting has expressed concern about the attitude of the board whereby 40 computer engineers recruited last year are being posted on non-computer posts and employment on the contract is being given to information technology personnel through back door. The meeting appealed to the board to do proper deployment of the computer engineers. The meeting resolved that temporary suspension of agitation which has been done in wake of the meeting with the chairman of the board will be revoked if the advisors and other extended engineers and officers are not shown the door immediately. |

Treading the path of self-reliance
Peerjain (Fatehgarh Sahib), November 5 The Punjab Energy Development Agency (PEDA) had installed the plant six years ago to provide the biogas facility in the villages but could not run it successfully. An NGO, Suraksha, then came knocking in the village and revived the plant. Suraksha worked on producing the electricity from the biogas plant and providing the same to the village on much minimised rates. Two 25 kw generators were installed to provide the uninterrupted electricity supply to the village. "So far we have installed 80 CFLs (compact florescent lamps) in the village. Five hours uninterrupted electricity supply is being provided to these lamps for the past one month,” said the director general of NGO Capt Amar Jeet Kumar (retd). The PEDA had installed 127 biogas plants in Punjab and most of them got defunct due to the lack of cow dung. This plant was also one of the defunct plants lying unused for the past six years. Chief executive of the PEDA and other officials initiated the work of reviving it to fulfil the demand of the electricity in the village. The biogas from the plant is now utilised to energise 25 kw generator engine, which is working on 100 per cent biogas. Another standby generator works on 25 per cent diesel and 75 per cent on biogas. Amar Jeet added villagers are being sensitised for replacing bulbs with the CFLs. "We hope to replace all bulbs with the CFLs in coming few weeks," he said. He claimed that this is one of its own kinds of project in the rural area to use renewable source of energy. The plant will also provide the electricity to a branch of bank near the village and 20 hutments where brick kiln workers still use kerosene oil due to no power supply. The supply of cow dung is procured from cattle shed in Bassi Pathana on contract basis. The slurry of the biogas plant will be used for the vermiculture unit in the plant in next few weeks. He added that the PEDA might create a small rural renewable power station by installing a hybrid wind-cum-solar turbine, which would facilitate Suraksha to provide power to 20 shops and the bank branch during the daytime and conserve considerable power. "If capacity of this plant is enhanced, two or three more villages could be provided with the electricity,” said Jaswant Singh, a villager. |

Engg student killed in accident
Kharar, November 5 Utsav was going on his pulsar motorbike from his home in thermal plant at Ghanauli, Ropar, to his college. When he reached near Chappar Chiri village, a speeding truck coming from the opposite direction
hit him. The doctors at the Kharar civil hospital referred him to PGIMER, Chandigarh, where he breathed
his last. The driver of truck fled from the spot. The police has impounded the truck and registered a case against the unidentified truck driver. |

15-yr-old gangraped
Kharar, November 5 In her complaint to the SSP, Mohali, the victim has stated that on October 28, she was washing utensils in her home with her maternal aunt. At around 8 pm, a resident of village Kamal scaled the wall of her house and jumped inside. He opened the main gate of the house and around 15 youths entered. They caught hold of her, while her maternal aunt fled away from the scene. Kamal, Titu, Fateh Singh and 12 other people raped her. The incident came to light, when her mother and sisters returned home at around 11 pm. All the 15 youths ran away. She alleged that her family had informed the police about the incident, but no police official reached the spot. She had given her complaint to the SSP, Mohali, on November 4. A case was registered against all the accused today after verification. No arrest has been made so far. Victim's medical test was conducted at the civil hospital, Kharar, today. |

Man dies in mishap
Dera Bassi, November 5 According to the police, the mishap took place when a tyre of a car moving from Chandigarh to Delhi burst and the driver lost control. The car hit a motorcycle, which was being driven by Hari Singh, a resident of village Jawaharpur, here, and later hit a cyclist, Janta Singh, also a resident of Bhankarpur. The police stated that the traffic police rushed the injured to GMCH-32, where Hari Singh was declared brought dead and Janta Singh was admitted in a critical condition. The police sources said the accident also led to traffic jam for over half an hour. However, no case was registered till filing of this report. The police stated that the case would be registered after statement of the cyclist. |
Kannan sworn in HC judge
Chandigarh, November 5 Speaking to the media soon after administering the oath to Justice Kannan, the Chief Justice of the Punjab and Haryana High Court, Justice Tirath Singh Thakur, made it clear he was in favour of effective and expeditious disposal of public interest litigations (PILs). The Chief Justice said the high court was considering the feasibility of reserving a day for hearing PILs. The assertion is significant as almost 500 PILs are currently before the high court. The number of PILs was 850 when Justice Thakur took over as the Chief Justice in August. Justice Thakur said he had already disposed of over 350 petitions and the remaining petitions would be dealt within another two months’ time. He said the elevation of six district and session judges to the high court was still in the pipeline, and added infrastructure upgradation was required before recommending other names for elevation. The ceremony to administer the oath to Justice Kannan was attended by sitting and retired judges of the High Court, bureaucrats, relatives and 500-odd advocates. The number of High Court judges with his transfer has increased to 48. Justice Kannan is author of several leading law books, including ones on injunction and insurance. He was also an editor of the Madras Law Journal from 2006 to 2008, till his elevation as an Additional Judge of the Madras High Court. He enrolled as an advocate in July 1977 and is a third generation lawyer in the family. His father and grandfather have been lawyers at the district court of Cuddalore. Justice Kannan practised at Cuddalore till 1992, when he shifted his practice to the Madras High Court. He was a senior panel central government standing counsel. |

Chandigarh, November 5 Dismissing two applications filed by the varsity teachers, Justice Ashutosh Mohunta and Justice Rajan Gupta observed applications have been filed for staying the operation of the order dated October 31, with prayer to continue the interim order passed earlier by the court. The judges added: Counsel for the respondents states all 58 teachers have been relieved with effect from October 31. After hearing the counsel for the parties, we find no ground to stay our order dated October 31. Relived by PU immediately after the High Court dismissed a bunch of 70 petitions for the enhancement of retirement age, the affected varsity teachers, including A.C. Julka, had asked the court to stay the operation of the judgment for the time being. The petitioners had contended they had been continuing in the varsity since long by the virtue of an interim order passed by the high court. They had added the operation of the judgment should be stayed for two weeks from the date the certified copy of the judgment was supplied to them for enabling them to approach the Apex Court. |

Chandigarh, November 5 The court asked Sanjeev and Tikka to furnish the bail bonds of Rs 1 lakh. A 1985 batch pass out, Sanjeev was working as the state project director in the Haryana Prathnik Shiksha Pariyojna Parishad (HPSPP) (a registered society formed for implementation of the Districts Primary Education Programme (DPEP) in Haryana from April 20, 1998 to April 16, 1999. It was alleged that Sanjeev had violated the guidelines of the DPEP manual and was accused of illegal gratification of money. It was also alleged that Sanjeev had received hefty bribes from Raj Kumar Sharma directly and through his contacts namely Tikka Hussain Mustafa and Subash Gupta for the said favour that resulted in media magnetic getting an award of the contract worth Rs 47 lakh from the government. |

3 booked for defrauding Baltana resident
Chandigarh, November 5 According to sources in the CCIC, Vijay Kumar of Baltana lodged a complaint about three months ago alleging that three persons had fraudulently transferred Rs 2.65 lakh from his saving bank account in ICICI Bank, Sector 9. Vijay told the police that he had taken mobile banking facility from the bank and used to carry out transactions through his mobile phone. He received a message, purportedly sent by the bank, to update information regarding his account. He provided the details and later learnt while checking his account that the amount had been transferred from his account. Sub-inspector Gurmukh Singh said inquiries made by the police from the bank revealed that Rs 1.60 lakh had been transferred to the account of Nizamudin of West Bengal, Rs 55,000 to the account of Vinay Vilas and Rs 50,000 to the account of Harshal Wadkar. Both Vilas and Wadkar belonged to Mumbai. The trio had their accounts in the ICICI Bank in the country and acting on the police request, the bank freezed their accounts. The police further said the bank also helped and transferred back Rs 1.30 lakh from Nizamudin’s account to Vijay. Nizamudin had, meanwhile, withdrew Rs 30,000 earlier. Efforts were on establish the identities of the accused. Sources said the investigating officials were making efforts to take the IP addresses through mobile phone operators to trace the accused. The police said the bank had yet to provide them the complete details about the accused. A case fraudulently using protected information under Section 70 of the IT Act has been registered in this connection. |

26-year-old commits suicide
Mohali, November 5 Shankar told his brother, Anil, to stack vegetables on the rehri, and himself went out of the house. Soon, he came in asking his brother to save him as he had allegedly consumed some poisonous substance. He was taken to a hospital in Sohana from where he was referred to the PGI, Chandigarh. He died later.

A resident of Phase XI succumbed to his injuries after he met with an accident at the Kumbra chowk here last night. Amarnath was going on a bicycle when he was hit by a car after which he got injured. He was taken to a private hospital from where he was reffered to the PGI, where he died.
Theft
A resident of Phase X complained to the police that thieves had decamped with cash and gold jewellery from his house when the family was out of station. Mohan Singh told the police that he, along with his family, had gone out of station to attend a wedding on November 1. When he came back yesterday, he found the locks of his house broken and the house ransacked. The thieves had taken away Rs 25,000, gold jewellery and other items from his house. A case under Sections 457 and 380 of the IPC was registered in this regard. |

Bhushan Kumar, a resident of Sector 38 West, filed a complaint with the police alleging that Judgepreet Singh, a resident of Mohali, was breaking the lock of his house last night. He was arrested red-handed while breaking the lock. A case under Sections 457, 511 of the IPC has been registered at the police station of Sector 39.
Stolen
Anuradha, a resident of Sector 34, filed a complaint with the police alleging that his Honda Activa (CH-03-W-9269) from Sector 8 was stolen on November 1. A case under Section 379 of the IPC has been registered at the police station of Sector 3.
Car stolen
In yet another incident, the local police registered a case on the complaint filed by Gurpreet Singh, a resident of Sector 16, alleging that his Esteem car (CH-01-T-5214) was stolen from his residence during the intervening night of November 3-4. A case under Section 379 of the IPC has been registered at the police station of Sector 17.
Wine seized
The local police arrested Rajesh Kumar, a resident of Dadu Majra colony, from Sector 25 and recovered wine from his possession yesterday. A case under Section 61/1/14 of the Excise Act has been registered at the police station of Sector 11.
Fake number plate
The local police arrested Rakesh Kumar and Sanjiv Kumar, residents of Sector 40 and Sector 25, respectively. Both were riding a motor cycle with a fake number plate near Sector 39 and the police caught them while checking at a naka yesterday. A case under Sections 420, 473, 411 of the IPC has been registered at the police station of Sector 39.

The local police arrested Jaswant Singh, a resident of Dadu Majra colony, from Sector 24 while organising a satta and recovered Rs 315 from his possession yesterday. A case under Section 13A/3/67 of the Gambling Act has been registered at the police station of Sector 11. |

Chandigarh, November 5 For a day, they are paid 500 bucks each apart from the free stay at hotel, food and travelling during the matches. “I love cricket and with this profession, I get to visit new cities with the teams, besides watching the matches for free,” says Raju, while cheering the crowd. These guys, who wear mascots of Lions, Superstars, Tigers and Giants, enjoy the atmosphere of the stadium, jump and applaud over every ball that reaches the fence in a best way possible. However, they admit that on most of the occasions, they have to bear the brunt of the violent crowd. “People misbehave with us, they abuse and throw papers on us. We feel very disgraced, but we can’t help it, and enjoy our job,” Raju quips. “Though the crowd in Ahmedabad is decent but in Gurgaon and Panchkula people use abusive language against us,” he adds. Raju, 27, who was wearing the mascot of Chandigarh Lions today, hails from Mumbai and wants to rejoin his old profession, DJing after the ICL is over. “My father has paralysis. As I am paid good bucks here, so I didn’t hesitate to come,” he says. While for 33-year-old Paul, who is wearing the Delhi Giants’ mascot today, is eager to join the same kind of venture again. “After the ICL, I will look for the same kind of opportunity somewhere as cheering the crowd in this kind of terrific environment excites me,” he says, while waving his hands towards the crowd. |
