Deputy commissioner Nilkanth Avhad virtually donned the cap of a teacher, during the surprise inspection of primary schools at Phanweran, Begowal and Burj Tehal Dass villages on Saturday. With a view to taking stock of the progress of the "Parho Punjab" programme, the DC asked questions from the students to check their reading, writing and speaking skills in languages and basic concepts of science and mathematics.

Neighbour rapes, kills seven-year-old

Jalandhar, November 2
A minor girl was allegedly raped and then killed by her neighbour at Raowali village, near here, last night. The rapist later dumped the body in a haystack on the outskirts of the village along the Raowali Drain.

The suspect and the victim were residing in rented accommodations in a house of a former sarpanch in Khanpur village.

According to the police, Gabrial (22), hailing from Jharkhand, lured the girl (7) with a chocolate last evening and took her to an isolated place. After committing the crime Gabrial first tried to strangle her to death but later killed her with a brick. He later dumped the body in a haystack in fields along the drain.

The parents of the victim launched a search when they found their daughter missing after they returned from their jobs. Hailing from Madhya Pradesh, Luxman, father of the girl, approached Rakesh Kumar, former sarpanch of the village, and finally a report was lodged with the Maqsudan police station.

Talking to The Tribune, Rakesh Kumar said Luxman mentioned in the complaint his apprehension regarding abduction of the girl by their neighbours, Thaipar, Michael and Gabriel, all residents of Jharkhand.

The police rounded up Thaipar and Michael from their residence but found Gabrial missing. After questioning the two, the police found that Gabrial had been missing since last night. The police laid a trap and nabbed Gabrial from near an industrial unit this afternoon.

DSP Naresh Kumar revealed that during questioning Gabrial admitted to have committed the crime. He also led a police party to the site where the body was dumped. The police recovered the body and sent it to the civil hospital for post-mortem examination. A case of murder has been registered against Gabrial.

13-yr-old raped

Kapurthala: A person of Mehtabgarh village was booked on the charge of raping a minor girl of the same village here on Sunday. The case has been registered at city police station against the accused Nikka on the complaint of victim’s mother. The complainant said she had gone to the market and on her return found the gate of her house bolted from inside. When the gate was opened with the help of other villagers, she found the accused raping her 13-year-old daughter.

Minor girl kidnapped; 4 booked

Amritsar, November 2
The Amritsar Rural police have booked four persons, including a woman for allegedly kidnapping a minor girl. According to complaint lodged by Sukhwinder Singh Padri, father of girl, Rajinder Singh alias Raju, Dilbagh Singh alias Bhago, Jagtar Singh and Kanti, all residents of Hashampur village under Lopoke police station, lured the girl on pretext of marrying her in a well off family. Condemning the leaders of the Dal Khalsa for following into the footsteps of the Maharashtra Navnirman Sena (MNS) chief Raj Thakery by seeking a ban for outsiders on the purchase of land in Punjab and taking out a “Punjab Jagran March” yesterday, Punjab BJP chief Prof Rajinder Bhandari and former Punjab minister Balramji Dass Tandon said the BJP would not allow the Dal Khalsa to create situation like Maharashtra in Punjab.

Talking to mediapersons here today, they said such move from any quarter would be crushed with strong hands. India was a sovereign state and all of its citizens were free to work or settle in any part of the country. Narrow politics could lead the country towards disunity and disintegration, which could not be tolerated, they asserted.

MNS chief Raj Thakery had become a tool in the hands of the Congress, which was playing a dirty game at the cost of the country’s unity and integration for petty political gains in the forthcoming parliamentary elections and to weaken the NDA constituents, alleged both leaders.

They said under the influence of the provocative speeches of Raj Thakery, the activists of the MNS mercilessly beat North Indians due to which some youths had lost their lives. The MNC activists had badly damaged public property also.

Blaming the police for “falsely implicating” Sadhvi Pragya Singh Thakur in terrorist activities by getting conducted her polygraph test, they said no Hindu terrorism was prevailing in any part of the country. The Congress had been trying to defame against Hindus. The Congress had adopted divide and rule policy only to remain in power.

Replying to a question, they said keeping in view the widened base of the BJP in Punjab, the party would demand more seats from the SAD for fielding its candidates in various constituencies of the state.

Missing Woman

The district police today finally booked the husband of Karamjit Kaur (a resident of Ajit Nagar), Ravi Pal Singh 22 months after her mysterious disappearance. Ravi was booked after he failed to give a satisfactory response to the enquiry officers who were entrusted the probe during this long period.

Sukhwinderjit Kaur of Chatiwind Lehal village had complained to senior police authorities that the accused used to severely beat and thrash her daughter and victim Karamjit for bringing in more dowry even though he had already been given more than Rs five lakh by them.

A case under section 364, 498-A has been registered against Ravi Pal at the B-division police station here. No arrest has been made so far as the accused had gone to Italy, said SHO Manjit Singh of the police station.

Narrating the incident, Sukhwinderjit said her daughter was married to Ravi Pal in 1998 and had two daughters. She said her daughter used to complain to them a number of times about the dowry demand and harassment by her husband.

However, they continued to give money as they wanted to save the married life of her daughter.

Sukhwinderjit said on January 2007, she went to her house of her daughter but was surprised to see her missing from the house. Her son-in-law could not give a satisfactory answer as to karamjit might be. He said she had left the house without telling anybody, leaving a letter behind. She later came to know that her daughter had been missing for the last two months at that time. Suspecting foul play, she immediately reported the matter to the SSP who marked an enquiry to the then SP city Kaustubh Sharma.

However, the probe changed a number of hands due to transfers of enquiry officers before the final report was submitted by SP headquarter, Surinder Singh a couple of days back.

With a view to taking stock of the progress of the "Parho Punjab" programme, the DC asked questions from the students to check their reading, writing and speaking skills in languages and basic concepts of science and mathematics.

He asked the teachers to effectively implement the 'Parho Punjab' programme to strengthen the system of education at the foundation level.

DC also took stock of the various facilities like drinking water, sanitation and mid day meal in the schools. He asked the BPEOs and the teachers to take immediate steps to bring improvement in infrastructure facilities.

He also made a surprise visit at the anganwari centre at Begowal village and found that though the anganwari worker and helper were present, the children were not present at the centre as they were sent to homes before the closing time.

DC interrogated the anganwari worker and helper and asked the CDPO to enquire into the matter.

Earlier, the DC, while addressing the district-level workshop of the Block Master Trainers (BMTs) organised under ‘Paroh Punjab’ programme, here at the Government Senior Secondary School, exhorted them to implement the ‘Paroh Punjab’ programme in its true spirit so that the qualitative improvement in primary education could be ensured.

“Education is the pivot around which the development of any society revolves, hence we must exert our nerves to make this programme successful," said the DC adding that the BMTs should be extra careful in conducting mid term examination scheduled to be held from November 3 to 12 to assess the progress of the first phase of the 'Parho Punjab' programme.

Balihar singh Bains, district science supervisor, Ashok Mehta, district coordinator, Sarv Sikhiya Abhiyan, Kulwaran Singh, district coordinator, 'Parho Punjab' programme, Sarabjit Kaur, district coordinator "Pratham", an NGO associated with the “Parho Punjab" programme, also addressed the workshop.

Two persons were electrocuted while two others sustained serious injuries when they were erecting an electricity pole in Meerpur village here this morning.

According to Basti Bawa Shekh police post incharge Vijay Kumar, residents of Rukra village in Ferozepur, Angrez Singh and Gora were electrocuted while Gurjant Singh and Golu sustained serious injuries when an electricity police, which they were erecting in the fields of Harbhajan Singh, touched high tension electricity cables overhead.

Angrez Singh and Gora died on the spot while the seriously injured have been admitted to a private hospital.

The ASI Vijay Kumar, said the victims were employees of Udharm Singh, a contractor of Ojla village in Kapurthala and were deployed here to install electricity poles in the fields of Harbhajan Singh in Meerpur village. Makhan Singh was cultivating the field on contract basis.

The bodies have been sent to the civil hospital, Jalandhar, for post-mortem examination. A case of negligence under sections 304-A of the IPC has been registered against Udham Singh in this pretext.

BSP won’t enter any alliance: Karimpuri

The Bahujan Samaj Party (BSP) will not enter into any electoral alliance with any national or regional party during the ensuing Lok Sabha elections.

This was stated by Avtar Singh Karimpuri, president of Punjab BSP at a rally held at Shahpur Kandi, 20 km from here. He said the party would contest all the 13 seats of the Lok Sabha in the state on its own. Karimpuri said all the political parties including the Congress and the SAD-BJP alliance had failed to fulfil the promises made to the downtrodden community. In Punjab, the alliance had failed on all fronts.

He alleged that the Dalits had been becoming the soft target for the ruling party. He claimed that national parties like the Congress and regional parties like Shiromani Akali Dal were making efforts to make an alliance with the BSP to improve their election prospects in the general elections. He also criticised the police for not providing justice to the Dalits. — OC

Mother Mary’s feast celebrated

Scores of Christians from across Punjab today gathered at the local St. Mary’s Church in cantonment to celebrate the feast of Mother Mary.

An annual event, the day is observed with a motive to establish peace and brotherhood among the mankind. The feast celebrations are preceded by ten days of prayer to refresh the faithful spirituality.

Diocese of Jalandhar, Father Peter K said this year the feast is all the more important due to the recent bomb blasts, killings and untoward incidents by fundamentalists in Orissa and other parts of the country as well. The celebrations was solemnised by Dr. Raphy Manjali, Bishop of Varanasi, Dr. Symphorian Keeprath, Bishop Emeritus, Anil Jose Thomas Couto, priests, nuns and pilgrims. — OC

Dowry claims another life

Batala, November 2
A married woman, the mother of two kids, allegedly committed suicide in Dakoha village falling under police station Ghuman on Saturday.

Iqbal Singh lodged a complaint with police station Ghuman that his daughter Balwinder Kaur, who was married to Lakhwinder Singh husband, father-in-law Kashmir Singh, Mother-in-law Harbhajan Kaur and brother-in-law Harjinder Singh used to maltreat and harass her to bring more dowry from her parents.

Yesterday the complainant received the information of the death of his daughter at which he lodged a complaint with the police. After conducting the inquest proceedings, the dead body was sent to the civil hospital, Batala for autopsy and was later handed over to relatives.

The police have registered a case under section 306 IPC but till date no arrest has been made. — OC
